As Legislator: voted in support of state employee wages and benefits (1989, 1990, 1991, 1992); and voted for one-time early retirement opportunity for PERS 1 (1992).
As governor, McKenna will: attack pay and seniority; make state employees pay a bigger share for health insurance; and put a hard limit on the number of state employees.

Collective bargaining:
As Legislator: voted in support of collective bargaining for state employees (1989, 1990, 1991, 1992). In Congress: voted for collective bargaining rights for public safety officers (2007) and against weakening bargaining rights for government workers (2002).
As governor, McKenna will: seek confrontation, not collaboration, in collective bargaining; seek out state employees he considers weak and help them find another career outside state government. As a King County councilman: refused to approve collective bargaining agreements for public workers on five separate occasions.
