Project HSE Plan


1. Introduction In order to manage the operations of China-Myanmar Oil & Gas Pipeline at Kyaukphyu end, a Pipeline Office is to be built at Kyaukphyu. National Energy Group of Companies was awarded to perform this project from Feb 2012 to August 2012. NEGC prepares the project HSE Plan to guide and perform HSE control in an efficient & effective manner.

2. H.S.E Objectives: - zero injury - zero pollution - zero accident 2.1 Occupational Health (H) Management Objectives - Eradicate the major and above occupational disease inductive accidents - Eradicate the group food poisoning events - Eradicate group communicable disease outbreak and epidemic events 2.2 Safety (S) Objectives - The number of major accidents per 1 million working hours shall be no more than 0.08. - The death rate per 1,000 cars shall be no more than 0.5 2.3 Environmental (E) Management Objectives - Avoid the major and above environmental pollution and ecological damage event. - Waste water, solid waste and waste gas shall all meet the emission standards.
3. Organizing 3.1 3.2 3.3 Workforce will be divided into groups and group leaders to be designated. Group Leaders will report the daily labor attendance and healthy status of group member to supervisors. H.S.E committee will be comprised of the following persons. 4. Training & Education 4.1 4.2 4.4 4.4 4.5 All supervisor & Management Personnel and all labor, if possible, will be briefed on HSE Awareness with PowerPoint presentation. HSE Regulation will be posted on notice board, HSE Awareness pamphlets will be distributed among the workers. HSE signs will be displayed at all appropriate and conspicuous places. Emergency plans will be posted on all notice boards.

5. Toolbox Talks 5.1 At 07.00 a.m every morning, all workers will be assembled in front of the workplace and given a tool box talk on the topics related to the nature of the work being done by the workers and safety matters. Daily work scope & procedures will be briefly explained Demonstrations on the respective topics will accompany the tool box talk when necessary.

7. Reporting 7.1 UA / UC 7.1.1 7.1.2 7.2 Report forms for Unsafe Act / Unsafe Actions will be made available to all workers. Anyone who monitors an unsafe act (or) unsafe condition will fill in the forms and submit to the HSE officer.

Incident / Accident Reporting 7.2.1 7.2.2 Anyone who witness or experiences an incident, accident, illness or injury will report immediately to HSE officer. HSE officer will rush to scene and give necessary first aid and collect information on the occurrence and compile accident report.

8. Daily Pre-job Preparation 8.1 8.2 8.3 8.4 8.5 8.6 Short siren sound will be broadcast 3 times to signal the work-start for the day. Labor quantity, health status, PPE completeness, drunk condition will be checked by supervisors. HSE Office and site work supervisor will check the work site readiness for safe conduct of the work. All possible hazards will be removed before the giving of permit to work. Labor attendance, absentees list, site safety situation will be reported to HSE department and get the permit to work. Entry to commence for a particular day work will be signaled by a long siren sound. Two short plus one long sound is the emergency conditions Page 2 of 4

9. Discipline Enforcement 9.1 9.2 Discipline Enforcement committee will be composed of HSE Officer, labor group leaders. Cash fines will be imposed for the acts of breach on HSE rules such as no helmets, no safety shoes, non-wear of PPE, smoking at work site, being drunk in office hours, poor housekeeping of tools & equipment, haphazard disposal of rubbish, etc. To those workers who did not breach HSE rules will be rewarded with Good Performance certificates, gifts, etc. Use of alcohol tester during work hours will be an effective means to distinguish the drunken workers.

10. Emergency Preparedness 10.1 10.2 All workers will be grouped into 3 emergency teams, namely, RED, BLUE and WHITE Teams. A skilled fireman will lead RED team For example, in case of fire breakout, RED team members will fight fire, BLUE team members to give logistics support of water, sand, fire extinguishers, etc; WHITE team members to move the injured persons and flammable material to the safe place. They will be given adequate training Fire Drill and / or Emergency Drill will be exercised once a week. Fuels, Lubricants & Flammable material will be stored separately at distant places. Fire hook, fire pads, water, sand, Buckets, fire extinguisher will be kept ready in reasonable amount and quantities. Fire water storage tank or pond will be prepared and filled with full water. Fire water pump, fire hose reels and fire water nozzles will be kept stand-by with easy access.

11. Health Management 11.1 11.2 11.3 11.4 11.5 11.6 All workers shall undergo a medical check-up before joining the workforce. Only the successful persons will be accepted. Minor dispensary will be set up near the work site. It must be equipped with patient beds, table, emergency lamps, medicines, etc. Adequate number of hygienic toilets will be built for the workforce. Regular antiseptic and lime treatment will be done to prevent the outbreak of epidemic diseases. Garbage bins will be provided at appropriate corners for easy collection. Collected garbage will be properly disposed of at landfill. Landfill for garbage disposal will be excavated to an adequate depth and barricaded or fenced to prevent unauthorized entry. Health topics will be included once a week in tool box talks.

12. Environmental Preservation 12.1 12.2 12.3 Tree cutting will be minimized just enough for work space. Garbage will be managed by 3 Rs (Reduce, Reuse, Recycle). Vegetation garbage will be buried instead of burning to fertilize the soil. Page 3 of 4

12.4 12.5 New plants will be grown at the workplace as a measure of reforestation campaign, Oil and chemical spills will be minimized and cleared at the end of the project period.\

13. Security 13.1 13.2 13.3 13.4 13.5 13.6 13.7 14. Audit 14.1 14.1 14.2 Auditing of site HSE performance shall be conducted once a month. Audit committee will be led by HSE Manager and HSE Officer and Supervisor as members. Audit Report will be submitted to project Manager and copies to HODs. Trained security guards will be employed. They should have preferably military or police background. Round the clock security watchkeeping will be deployed with 2 shifts 06 - 8:00 hr and 18:00 06.00 hrs. Traffic and pedestrians passing thru the security shall have to undergo a thorough search by the security forces. Gate Pass shall have to be filled & signed by an authorized person for each outgoing vehicle. Those workers found guilty of smuggling or theft of raw materials or tool shall face serious punishment or dismissal. Identity card or badge shall be issued to everyone at site and must be worn always on site. The construction site shall be guarded with a fence all around the perimeter.

15. Risk Assessment 15.1 15.2 Engineering drawings will be studied and possible hazards will be noted down. Finding will be included in the risk assessment report. Site work preparations and configuration will be checked to find the incumbent hazards and remedial measures will be proposed to eliminate the hazards.

16. HSE Policy / Vision 16.1 16.1 16.2 NEGCs HSE policy will be referred to as a constant guide in formulating the procedures instructions and training. HSE Policy will be always on display at the notice board. HSE Visions will reflect the visions as endorsed by NEGC for ISO 9001 certification.
