(Sec. 304) Manner of Creation (Requisites) I NCOME Municipality It consists of group of barangays, it serves primarily as a general purpose government for coordination and delivery of basic, regular and direct services and effective governance of inhabitants within its territorial jurisdiction. (Sec. 440) City Local It is composed of more urbanized and develop barangays, serves as a general purpose government for coordination and delivery of basic, regular and direct services and effective governance of inhabitants within its territorial jurisdiction. (Sec 448) Province Government A cluster of municipalities or municipalities and component cities and serves as dynamic mechanism for developmental processes and effective governance of LGUs within its territorial jurisdiction. (Sec. 459)

There is no minimum requirement.

Annual income: At least P2.5M for the last 2 consecutive years based on 1991 constant prices.

For Component Cities:

At least 100M For Highly Urbanized Cities: At least 50M

At least 20M for the last 2 years immediately prior to its creation and based upon 1991 constant prices.
