Annexure II Welcome Address by Mr K N Shenoy, Chairman, CII-IQ at the CII-IQ Anniversary Day Celebrations : 7th May 2010 : CII-IQ,

Rao, former Executive Director, EXIM Bank of India Friends from the media Ladies & Gentlemen It is a proud privilege for me, as Chairman of the CII Institute of Quality, to welcome all of you to this, the Anniversary Day Celebration of our Institute. We celebrate this day on the 9th of May. However, this year, since 9th May falls on a Sunday, today, the 7th May is chosen. A special welcome to you, Mr. Maira, on your first visit to our Institute in your present Avatar. You had earlier visited us as Chairman of the Boston Consulting Group to conduct your, now very famous, future scenario building exercise and to obtain a buy in to your concepts of enhancing competitiveness and building leadership across society. And, of course, as recently as mid-December 2009, we had the privilege of having your presence and address at our flagship event in Delhi, the 17th Quality Summit. I extend a hearty welcome also to Mr. T.C. Venkat Subramanian, Mr. S.R. Rao and to our Institute. In 1995, which was the Centenary Year of CII, it was decided to set up 4 Centres of Excellence for providing training, advisory and consultancy services to Industry and other sectors of the Economy. The first of these was established in the year 1999 in Bangalore, with the support of the Government of Karnataka, and became operational in May 2001. This Centre was named as the CII Institute of Quality (CII-IQ) and it was a special privilege for me, as Chairman of ABB India at that time, to offer sponsorship of this Institute.

The objective of this Institute is to enhance the competitiveness of Indian Industry and all the key sectors of the economy which impact on the countrys growth. The competence building programmes of CII-IQ addresses the needs of the manufacturing sector, service industry, the education sector and governance. The Institute of Quality, which was formerly the Total Quality Management Division of CII, has engaged itself with a very large number of companies in the country to build the competence of their people in a various sectors leading on to overall enhancement of India Inc. In these three decades plus, from the inception of the TQM Division in 1988, we have been able to impact more than 3 lakh people from industry through our training programmes, handholding services, information sharing conferences and events. Our basic aim, from the Quality Institute, is to imbibe various international Quality Standards in our member companies and our programmes are designed to achieve just this. We do provide training and counselling services for capacity building of various Certification/Inspection bodies and laboratories. Programmes are also held to enhance auditing skills of external auditors to ensure the QMS audits yield tangible benefits to the organizations. A 6-month long, comprehensive, Certificate Course on Quality Management and Analytical Techniques was the highpoint since it was designed to serve as the foundation for any person planning to make a career in Quality Management. Under the head of TQM, Quality Standards and Tools & Techniques, over 950 participants from industry, officers from Government departments, RBI personnel and managers of Certification/ Inspection bodies were provided the competence through our training programmes. In addition, various concepts like TPM, Six Sigma, Lean, SCM, etc. were also addressed vigorously to benefit the organizations. Close to 1100 participants in TPM and 700 people in General Management including Healthcare and Laboratory & Measurement practices participated in a variety of programmes. The Business Excellence model, promoted by CII jointly with the EXIM Bank of India, has been a blue print for Indian Industry to develop a culture of Excellence, drive innovation and improve its results. The CII-IQ manages

the CII EXIM Bank Award for Business Excellence with over 200 trained assessors participating in the Award Assessment Process. The Excellence Model is a practical, non-prescriptive framework that enables organizations to assess where they are on the path to excellence, integrate existing and planned initiatives and provide a basic structure for the organisations management system. Beginning in 2004, we so far have 7 winners of the Award and 2 Prize Winners. During the year, CII-IQ was able to train 1300 people from Industry through programmes under the subject of Business Excellence. The Award is based on the EFQM Model. With a view to make the Model much more comprehensive, EFQM have recently announced key revisions to the Model, and these are being introduced in the 2010 Award assessment by CII-IQ. The key sector of our service is Education both School Education and Higher Education. CII-IQ conducts a series of programmes involving schools, colleges, vocational training institutes and polytechnics through the year, with the focus on imparting knowledge on TQM principles and practices. An Education Excellence model, on the lines of the Business Excellence model, was also launched in 2008. The year 2009 saw over 900 plus delegates from 700 institutions getting benefit from various interventions promoting education excellence model across domains and regions. In the past few years, we have also initiated the Education Cluster programmes in the south and they now reap the benefits. Under the Kuruvilla Jacob Initiative, in Chennai, several Corporation Schools have improved their performance and have become role models for others. In fact, recognizing the transformation that the Chennai Corporation schools have achieved, the Quality Council of India (QCI) is keen to award accreditation to some of these schools. Another area of focus for CII IQ has been in Food Safety & Quality (FSQ). Some landmark achievements have been made in our work. CII-IQ was greatly involved in the World Food Day celebrations, along with the Chief Minister of Delhi, which was held throughout the country, on 16 October 2009. The initiative helped generate greater awareness among the public on Food Safety & Quality. The Expert Group in this area worked closely with FSSAI, MoFPI, BIS and IGNOU relating to upgradation of eateries, development of standards, guidelines and PGDM course on Food

Technology. The high point was the first Food Cluster companies being awarded the ISO 22000 Certification towards upgradation to international levels of Food Safety. While CIIs pan India activities on World Food Day touched 65,000 citizens, through our competence building programmes and events on FSQ, we impacted close to 500 people. The latest inclusion to our bouquet of activities is our initiative in the area of Road Safety. CII-IQ and Shell India joined hands on 18th December 2009 to sign an MOU to launch the Road Safety initiative. The project encourages adoption of a Voluntary Code of Conduct under the People Move People Project with an aim to prevent deaths/injuries caused by road accidents by developing a Road Transportation Safety Management Standards. The CII-IQ also signed an MOU with the Ministry of Transport, Government of Karnataka to promote mass awareness and adoption of the Road Safety Initiative. The Code of Conduct covers all issues and practices relevant to Road Safety including development of Management Systems for businesses and transporters within the organizations. It includes four Pillars -Driver Management, Vehicle Management, Journey Management and Contractor Management. In addition, various Seminars and Conferences, Summits and Workshops on relevant topics to benefit the companies and share latest information are held periodically. We also take industry delegations to visit manufacturing units abroad to learn the best practices and also receive teams from other countries seeking our services. From the year 2008, on the Anniversary Day of CII-IQ we have established a tradition to honour distinguished personalities for their exemplary work in Quality and Excellence. In 2008, we had the privilege of felicitating Dr. V. Krishnamurthy, who is a doyen of Quality; in 2009, we felicitated Mr. G. Madhavan Nair, Chairman, ISRO; Mr B Muthuraman, Managing Director, Tata Steel; and Mr. S. Viji, Trustee, Kuruvilla Jacob Initiative. And, today, we have amongst us Mr. Arun Maira, Member, Planning Commission, Government of India, and Mr. T C Venkat Subramanian, former CMD and Mr. S.R. Rao, former Executive Director, EXIM Bank of India all three of whom we have great honour to felicitate.

As we go ahead with the proceedings of this programme, a group of 30-40 school students studying in Class 5 to Class 8 are engaged giving expression in painting their Dream Schools outside this hall. While this exercise will kindle the young minds to dream about the Schools of their liking, we would take some lessons on their aspirations. May I once again welcome all of you to this function and take this opportunity to thank all our members for their continued support to the activities of, and services provided by, the CII-IQ.
