Voorhees Schools Superin-
tendent Raymond Brosel has
been on the move lately, deliv-
ering budget addresses to in-
terested parents and commu-
nity members at the districts
five schools.
Brosel highlighted mone-
tary figures and points of in-
terest to a group of parents re-
cently at E.T. Hamilton School,
stating major teacher cuts are
a thing of the past.
Last year, he said, 12 teach-
ing positions were cut from
the budget, adding up to 24
overall staff cuts. This year,
the district is not proposing
any staff cuts, he said.
The budget process is differ-
ent for the district this year, as
residents will not vote on the
budget if it remains under the
state-mandated 2 percent cap.
The district also has to set
aside funding for the proposed
Regis Academy Charter
School in Cherry Hill, which
will be open to students from
Voorhees, Somerdale and
Lawnside, as well.
But what hasnt changed,
district officials said, is the de-
creasing number of tax rata-
bles in the township.
Dock noise center of dispute

Idling truck engines, noisy
heating and cooling air handlers,
late night deliveries the Bailey
family has heard it all.
But for once, Marc Bailey says
he would like someone to listen to
him.
Bailey, his wife, Robin and two
children, Morgan, 13, and Mason,
6, say its tough to get a good
nights rest.
After all, their scenic Dutch-
town Road home sits just 800 feet
away from the loading dock at the
new Virtua Voorhees Hospital,
which opened in May.
The family has lived in the
home since 1987 and was one of
the few homes spared from de-
struction to make way for the 368
bed, 680,000-square foot regional
medical center. The Baileys said
they had no intention of moving
when they learned of plans to
build close to their home.
Robin Bailey said the construc-
tion process was tough on the
family, but looking back, she says
the worst was yet to come. She
said her children were denied bus
service at one point because there
was too much construction.
We thought wed just be pa-
tient until the hospital opens. We
wanted to be good neighbors,
Robin Bailey said. Since its
opened, weve had many more
complaints.
Both Marc and Robin admit
the new hospital isnt the worst
possible building that could occu-
py the once-wooded and secluded
landscape. Originally, they both
thought the constant beckon of
ambulance sirens would keep
them up, but were pleasantly sur-
prised to find that was not the
issue.
What they didnt expect though
was the 24-hour hustle and bustle
at the loading dock. So the Bai-

Elauwit, publisher of The Sun
newspapers, has announced new
leadership.
Barry Rubens will become
chief executive of Elauwit on
April 1.
This is an exciting moment
for Elauwit, Chairman of the
Board Russell Cann said of
Rubens promotion from his cur-
rent role as chief financial officer.
Barry has brought a wealth of
experience and wisdom to
Elauwit, and we are all excited to
see him use that knowledge to
lead our company.
Rubens succeeds Dan McDo-
nough, Jr., who steps down as
chief executive March 31. McDo-
nough has run the company for
the past three years and will con-
tinue to serve on Elauwits board
of directors and on its executive
committee.
Barry has been a trusted
teammate, a mentor and a friend
for the last three years, McDo-
nough said. He is perfectly suit-
ed to take Elauwit to the next
level and I am excited to
support his efforts to do just
that.
In addition to serving as chief
financial officer, Rubens, 51, has
served on the board of directors
of Elauwit. Prior to joining
Elauwits board in 2009, Rubens
served as the senior vice presi-
dent and chief financial officer of
CT Communications, Inc. (NAS-
DAQ: CTCI), where he helped
grow revenues from $40 million to
$160 million.
Alan Bauer has been named
vice chairman of the Elauwit
Media board of directors. He has
served as general manager and
editor of the company since its
formation in 2004. He is responsi-
ble for the daily operations of the
company, overseeing news and
production.
Also, Steve Miller has been
named publisher of all Elauwit
Media publications. In his new
role, Miller will be responsible for
working with community and
business leaders and promoting
the Elauwit Media brand
throughout South and Central
Jersey. Miller has served Elauwit
Media as vice president of sales
and most recently as executive
vice president.
Elauwit is the parent company
of Elauwit Media and Elauwit
Networks.
Elauwit Media publishes 15
weekly newspapers in South and
Central Jersey. Its 16th paper, The
Princeton Sun, will launch
next week, March 28. It has
offices in Haddonfield and Prince-
ton.
Elauwit Networks is a national

to multi-unit housing develop-

As in all states, the use and development
of real estate is governed by planning and
zoning laws and regulations. The primary
regulations are found in state statutes
known as the New Jersey Municipal Land
Use Law and the Voorhees Township Zon-
ing Ordinances.
Like other municipalities, every parcel
of real estate in Voorhees falls within a
particular zoning classification which
govern the type of uses permitted such as
residential, commercial or industrial and
bulk requirements such as building height,
set-backs and parking.
Generally, the planning board adopts a
master plan, which divides the township
into different zoning classifications with
general requirements and permitted uses
in the particular zones.
The Voorhees Township Committee
passes the actual zoning ordinances, which
then become law and include all the re-
quirements for each zone. The planning
board must review the townships develop-
ment needs at least once every 10 years and
adopt either a new master plan or a master
plan update.

will be conducting
an update of the
master plan. As
part of the process,
the board will have
a master plan
workshop on
Wednesday,
March 28 at 7 p.m.
at town hall.

Wine tasting benefit
The eighth-Annual Wine Tasting to bene-
fit the Alicia Rose Victorious Foundation
will be on Thursday, March 29 from 6 p.m. to
9 p.m. at the Barry Brown Education Build-
ing, 100 Carnie Boulevard in Voorhees.

interesting fine wines and craft beers from
around the world, accompanied by gour-

The foundation installs teen centers in
hospitals throughout the country to bring

The Voorhees Breakfast Rotarys
Eighth-Annual Easter Egg Hunt will be on
Saturday, March 31 at 11 a.m. at the Lions
Lake Park (a rain date is April 7). Children
from ages 1 through fifth-grade are invited
and there will be special prizes for each age
group. Face painting and games begin at
10:30 a.m. Please bring your own baskets.

W
e could guess that there is
waste in government. Even,
at times, fraud. It kind of
comes with the territory.
But we indeed were shocked to
learn that tens of millions of dollars
have been lost due to abuse of the free
lunch program.
Recently, Gov. Christie announced
the formation of a task force to study
abuse and manipulation of the school
funding formula due to fraud in the
Free and Reduced Price School Lunch
Program. According to the governor,
recent studies and news reports
clearly identify high levels of fraudu-
lent enrollment in the program un-
dercutting the states ability to fairly
and appropriately determine aid lev-
els for schools. A 2011 report by the
State Auditor found that as many as 37
percent of the students in the program
are enrolled fraudulently.
Thirty seven percent? More than
one in three? Thats a shocking num-
ber.
If its true, heck, if its anywhere
close to being true, then, yes, someone
needs to clean house.
The task force will consist of seven
members from both inside and outside
of government.
Now, were usually not big on task
forces or blue-ribbon committees or
whatever other study groups might be
formed. Too often they spend time and
tax money looking at something, pon-
dering various scenarios and then
writing a report that results in no ac-
tion whatsoever.
This time, we have to hope that the
task force figures out where the prob-
lems are and how to fix them. And
then, the state fixes them.
Its no secret that N.J. taxpayers are
overburdened especially when it
comes to property taxes. There can be
zero tolerance for mismanagement,
waste, abuse, fraud, whatever you
want to call it.
This applies across the board when
it comes to spending tax dollars even
when it comes to free lunches.

A hunger for reform
The governor says tens of millions of

Sustainable Voorhees Earth
Day will be held Saturday, April
21 at the Voorhees Town Center
from 11 a.m. to 3 p.m. rain or
shine. The event will be at Macys
Court inside and the outside cir-
cle. There is no fee to participate.
Each Green Team participant
must describe what he or she is
bringing to their table and ex-
plain what, if any, demonstra-
tions they will be doing. Partici-
pants must acquire their own lit-
erature and print their own sig-
nage.
VTC will provide tables/table
skirts/chairs, etc. Participants
should explain if additional space
is needed when signing up.
Flyers will be sent out about
the event. Participants are asked
to post flyers in stores, email
them out to friends and col-
leagues and advertise in any
other way possible.

Earth Day participants sought
Virtua Health and Wellness Center opens
A new Virtua Health and Well-
ness Center officially opened its
doors in Voorhees on March 5.
The first group of services ready
to serve patients includes Sum-
mit Surgical Center, Virtua Cen-
ter for Women, Virtua Fox Chase
Cancer Program (includes radia-
tion oncology and other support
services), Diagnostic Sleep Lab,
an outpatient laboratory and pre-
admission testing.
Reconstructive orthopedics
and reconstructive physical ther-
apy also have opened offices in
the building.
As the year progresses, more
services will open their doors
until the center is fully opera-
tional by years end.
The 300,000-square-foot center
was designed to provide a variety
of services to help people get
healthy and stay well.
The new center is located on
the Virtua Voorhees campus.
With both the hospital and the
center in one location, patients
now have easy access to a full-
spectrum of healthcare services
available at Virtua.
Throughout the remainder of
the year, additional services
scheduled to open include a new
center for the Virtua Joint Re-
placement Institute, CHOP at Vir-
tua pediatric care, imaging serv-
ices for adults and children,
breast specialty care, cardiology,
female pelvic medicine, gyneco-
logic oncology, neurosciences,
pain and spine care, pediatric
urology, a center for cancer and
hematologic disease, a retail shop
and a pharmacy.
This center is the second of
three centers designed by
Virtua.

Since last years budget, Brosel
said, the township has lost
$26,238,245 or .68 percent of its tax
base.
This, too, affects the school dis-
trict budget, which includes a 2.76
percent budget increase with the
charter school contribution.
The total budget is $51,214,890,
with the amount to be raised by
taxes set at $41,410,628.
Assistant Superintendent and
Business Administrator Frank
DeBerardinis said the district is
preparing to allot $396,000 of its
budget to the charter school. This
is the most conservative of the
figures issued by the state Depart-
ment of Education, he said,
which has given the district mul-
tiple figures for charter school
contributions.
The district was originally slat-
ed to contribute $729,000, when
the student projection for the
academy from Voorhees Town-
ship was in the 50 to 60-student
range.
The $396,000 will be set aside
for 30 students to attend.
If fewer students attend than
whats allotted, the district says it
will use the refund for the follow-
ing years budget.
Brosel said even with the char-
ter school contribution, he is con-
fident the district will remain in
good shape.
We cant get extra money to go
to the charter school they need
to fund them outside of the local
budget. (In urban areas), what ap-
plied there and worked there does
not work here, Brosel said.
With the charter school contri-
bution, the impact for the average
assessed home at $332,648 in
Voorhees is impacted with a .01
cent increase, which comes out to
an extra $3.03 a month or $36.41 a
year.

slated for March 24
The fifth-grade Junior Girl
Scouts from troops No. 30511 and
No. 30590 at Signal Hill School are

Voorhees Girl Scout Service
Unit's Food Drive, which will take

The state Noise Control Act
says between 10 p.m. and 7 a.m.,
outside noise must remain under
50 decibels. Noise may reach 65
decibels in the daytime hours.
Marc Bailey said Virtua is far
from obeying the noise ordi-
nance, but says the hospital has
made steps to alleviate the sound
issues by rerouting snack and
soda truck deliveries and the like
to daytime hours.
Voorhees Mayor Michael
Mignogna said the police depart-
ment is working to monitor the
situation at the loading dock.
Police presence has been in-
creased to make sure such deliv-
eries are done pursuant to the
local ordinance, Mignogna said.
Also, Virtua has taken steps to
ensure that all deliveries are
made at acceptable times pur-
suant to the ordinance.
Virtua Hospital officials,
through a spokesperson, declined
to comment last week on all mat-
ters involving nearby residents
due to pending litigation.
The Baileys said they recog-
nize the need for some deliveries,
but want some form of action
taken to remediate the noise situ-
ation.
The few houses that are just
north of the Baileys home along
Dutchtown Road border the back
edge of the Kresson Golf Course
and Lions Lake Park and one of
Virtuas parking lots, where there
is not as much need for enforce-
ment of the noise ordinance.
Further south, past a newly di-
vided Dutchtown Road, by way of
the implementation of a roped-off
cul de sac, sit hundreds of homes
in the Sturbridge and Regency
neighborhoods, which are acces-
sible by Cooper Road to the west.
Marc Bailey said residents
from those communities asked
Virtua and the township to help
minimize the traffic cutting
through their streets, as well as
the bright lights that would shine
through their homes at night
from cars traveling to the hospital
on Bowman Drive.
Mignogna said the hospital has
spent ample time meeting with
residents from the area to address
their needs.
In response to the Sturbridge
Lakes residents concerns about
traffic issues, Virtua moved the
location of the main entrance to
the campus, Mignogna said. In
order to decrease traffic on
Dutchtown Road, which was a
concern of the neighbors during
the planning stage, the township
engineer suggested Virtua install
a cul de sac on Dutchtown Road
so there is no longer through traf-
fic.
In addition, other improve-
ments have been made south of
the Dutchtown divide.
Virtua has had several meet-
ings with representatives of the
township and adjacent neighbors
to address concerns, Mignogna
said. As a result of those meet-
ings, and with input from the resi-
dents, Virtua installed a fence
along Dutchtown Road and added
trees and bushes as a buffer.
Marc Bailey said he wonders
why Virtua wouldnt be able to ac-
commodate the other side of
Dutchtown Road with a sound
barrier of some sort.
If they cant comply, then why
not a sound barrier? I dont think
we shouldnt ever be able to sleep
again, he said.
Marc Bailey said hes com-
mented numerous times at town-
ship committee meetings, met
with township officials, filed
noise summons and has also met
with officials from Virtua.
The family has even recently
hired an attorney, Stuart Lieber-
man of Lieberman & Blecher,
who said he has not yet taken any
official action against Virtua, but
plans to do so in the near future.
We firmly believe Virtua is a
wonderful institution, but every-
ones got to be a good neighbor,
Lieberman said. Were evalua-
tion our legal options.
Still, Bailey said, he hopes for
some movement in his quest to
limit the noise at the loading
dock.
Hes recently started a Face-
book page in the hopes of garner-
ing community support. Hes
posted videos he took at all hours
of the night, documenting consis-
tent trucks and deliveries at the
dock. On his Virtua Neighbors
Association page, he also in-
cludes bar graphs of his sleep
schedule, as well as notes and
progress from his efforts.
But even with an unclear fu-
ture on the noise issue front,
Marc Bailey said hes not ready to
give up fighting for his home and
his family.
