TERMS OF REFERENCE CAREC Regional Cooperation Coordinator for Mongolia Objective/Purpose of the Assignment The CAREC Regional Cooperation

Coordinator (RCC) for Mongolia will serve as focal point on regional economic cooperation and field coordinator on Central Asia Regional Economic Cooperation Program (CAREC) related activities in Mongolia. Scope of Work The RCC for Mongolia will be assigned to the office of the CAREC National Focal Point (NFP) to coordinate on CAREC-related issues with CAREC national and sector focal points in the Government, other Government bodies involved in regional cooperation activities, representatives of multilateral institutions and other aid agencies in the field, business communities, and other stakeholders. The RCC will work closely with the advisor to the CAREC NFP; and report to Unit Head, CAREC. Detailed Tasks The RCC for Mongolia will be engaged to serve as field coordinator, with the following primary responsibilities: (i) Work with NFP Advisor in coordinating various activities relating to the CAREC Program and other regional cooperation activities, through regular, day-to-day contact and consultation with key government agencies responsible for regional economic cooperation. Provide support to in-country workshops and other meetings with key government officials. Assist in the logistics and other arrangements for meetings and conferences under the CAREC Overall Institutional Framework, sector coordinating committee meetings, senior officials' meetings, and the ministerial conference both in Mongolia and other CAREC member countries. Assist in the logistics and other arrangements for CAREC outreach and dissemination activities including distribution of CAREC publications and other regional economic cooperation materials. Provide support in the implementation of the regional work program in the country. Assist the NFP Advisor in providing inputs to CAREC-related economic research, sector/strategy/thematic studies, and other analytical work, including assistance in updating and monitoring the implementation of the strategic framework, CAREC 2020 and CAREC sector strategies and action plans. Monitor regional projects being implemented by ADB in the country, and assist in implementing them, if necessary. Monitor programs and initiatives of the Government, regional organizations on regional economic cooperation, and other stakeholders, especially of external funding agencies operating in the country. Assist the NFP Advisor in providing inputs to regular reports on regional cooperation initiatives and activities in the country, and provide the CAREC Secretariat with inputs to the CAREC website. Participate in relevant ADB missions and conferences/meetings.
