This is in recognition of their invaluable contributions in the realization of a rooted development with a voice of the DILG for renewing its commitment to institutionalize Gawad Pamana ng Lahi. This award consolidates the results of the Seal of Good Housekeeping, Local Governance Performance Management System and the awards and innovations of the local government units. Under the Provincial Category, we would like to call PD Clementino s. Pontillo of Agusan del Norte for invaluable efforts in providing technical assistance to the Province being awarded as the Regional Winner. For the City Category, we would like to call CLGOO John Reyl L. Mosquito for his unconditional support in the provision of technical assistance to the City which was adjudged as the Regional Winner. In the case of the municipality category regardless of income class, we would like to call MLGOO Ur S. Luisma for his unwavering support to the LGU which was proclaimed as the Regional Winner. JASON: Gawad KALASAG: Search for Excellence in Disaster Risk Management and Humanitarian Assistance (Kalamidad at Sakuna Labanan, Sariling Galing ang Kaligtasan) Kalasag is the Filipino term for shield used by early Filipinos as a means of protection from attacks of enemies or harmful animals. Relatedly, Gawad KALASAG was conceived to protect or

shield high risk communities against hazards by encouraging participation of various stakeholders in designing and implementing Disaster Risk Management (DRM) programs. Initiated in 1998, Gawad KALASAG is NDCCs current recognition scheme in its search for excellence on DRM and humanitarian assistance. It provides the mechanism in obtaining sustained commitment and support from the highest level of government by recognizing the exceptional contributions of the various DRM practitioners in rebuilding the resilience of nations and communities to disaster. At the same time, Gawad KALASAG continues to promote the spirit of volunteerism among agencies and individuals in providing the much needed help during the response phase of DRM. Practitioners of DRM include the Local Disaster Coordinating Councils (LDCCs) at the provincial, city, municipal and barangay levels. The LDCCs serve as the frontliners in preparing for, responding to and recovering from any type of disaster or emergency. Moreover, Non-government Organizations (NGOs), Private Volunteer Organizations, and Government Emergency Managers are the prime contributors and major stakeholders/partners in the implementation of DRM and humanitarian response programs. MAY-ANH: The Lupong Tagapamayapa Incentives Award (LTIA) was established pursuant to Section 406 (b) of the LGC of 1991 which mandates the DILG to grant economic and other incentives to Lupong Tagapamayapa (LT) for their outstanding contributions to attain the objectives of the Katarungang Pambarangay. It was established in 1997 as a means to institutionalize a system of granting economic benefits and other incentives to the Lupong Tagapamayapa that demonstrates exemplary performancein settling disputes at the grassroots level. The performance and accomplishments of the lupons were evaluated by committees organized at the regional, provincial and municipal levels on the basis of a) efficiency of operations; b) effectiveness in securing the katarungang pambarangay objectives and c) creativity and resourcefulness of mediators. The National Winners for the Lupong Tagapamayapa Incentives Awards (LTIA) 2011 covering the period of 3rd to 4th Quarters of CY 2009 and 1st to 4th Quarters of CY 2010 were the following: National Winner Brgy. JASON: Performance Challenge Fund subsidy is given to LGUs which passed the Seal of Good Housekeeping which includes the compliance to full disclosure policy and the absence of adverse opinion of COA on the financial statement of the previous year. For Year 2011, we are proud that 100% of the forty 4th to 6th class municipalities in Region XIII passed the Seal of Good Housekeeping. However, out of the forty municipalities entitled to one million pesos, one municipality emerges as the first to comply all the documentary requirements which inlcudes among others, project proposal , program of works, memorandum of agreement, certification of counterpart funds sourced from 20% development fund, certification that the project has been part of the AIP and the financial and physical accomplishment reports. We would like to call MLGOO Kim L. Suan, for his strategic approach in influencing the local government in complying all requirements in due time.

MAY-ANH: The Barangay Governance Performance Measurement System is a self assessment tool designed to measure the delivery of services and other accomplishments of the barangay in relation to their functions as mandated in the 1991 Local Government Code. In its initial implementation, every city and municipallity was directed to submit one State of the Barangay Governance Report by the 30th day of September. For CY 2011, we would like to commend MLGOO Rowena A. Acabal of San Jose, Province of Dinagat Islands for her provision of technical assistance to Barangay Poblacion, which was the first to submit its SBGR for CY 2010. We would also like to acknowledge MLGOO Annabela O. Cadigal of Buenavista, Agusan del Norte for her support and assistance to Barangay Sacol in its prompt submission of their SBGR for CY 2010. *JOCELYN C. Submission of annual reports by the local chief executives to their respective sanggunian copy furnished the DILG not later than March 31 as provided under Section 97 of the Local Government Code of 1991. For the year 2011, we would like to commend DILG personnel who exerted extra efforts in ecouraging/persuading and influencing the LGUs comply with such codal provision. We would like to call PD Clementino S. Pontillofor being the first to submit their SLGPR of Agusan del Norte to the Regional Office on April 6, 2011. We would also would like to call LGOO V Roel J. Camba for submitting the SLGPR of Hinatua, Surigao del Sur to the Regional Office on April 6, 2011.
