Negotiations collapse
4 April 2012 Following a three week protected strike, Modikwa Platinum Mine (the Mine) announces that the protracted collective bargaining process with the National Union of Mineworkers (NUM), spanning several months, has not produced any agreement. The dispute concerns wages and conditions of employment. At a meeting held on Tuesday, 3 April 2012, NUM rejected the Mines final offer. The Mine has thus withdrawn its final offer. NUM made other demands that the Mine simply cannot afford. The strike and the collective bargaining process have failed the parties. The Mine has no option but to withdraw from the negotiation process. Striking employees are at liberty to return to work on their existing conditions of service. -African Rainbow Minerals statement on Wednesday.

Production had ground to a halt three weeks ago when about 3 000 NUM members downed tools over wages and conditions of employment. NUM spokesperson Lesiba Seshoka told the media the union intended to accelerate the strike and will attempt to spread the industrial action to oher mines until demands were met. Seshoka said NUM wanted to close the gap between higher and lower earners and that the offer of a 10%-across-the-board increase would fail to do so. NUM said that Modikwa initially offered wage increases of 9.5% for the A-band, 8.75% for the B-band and 8.5% for the C-band, while the workers demanded a 12% wage increase for all employees. There is

no going back. Seshoka claimed the mine was losing R8.6-million a day in production, adding that should no suitable agreement be made, it seemed likely that there would be no mine left. The mine confirmed that it was losing about 1 000 oz of platinum-group metals a day and that none of the striking workers had returned to work as yet. ARM said that the mines management was keeping communication channels open, as well as consulting the relevant structures to map out a way forward.

Ruuki urges ferrochrome export duties


South African ferrochrome aspirant Ruukki has urged the South African government to impose a $100/t duty on the export of raw chrome from South Africa with the utmost urgency. Speaking at an industry conference in Hong Kong, Ruukki enterprise director Dr Danko Konchar called for industry consolidation to protect jobs and maximise South Africas chrome resource endowment. Ruukki currently exports raw chrome directly to China and sells a diverse range of chrome products internantionally into the the stanles steel and steel sectors. His plea follows years of requests to government to halt the South African ferrochrome industrys demise in the face of rising Chinese production from raw South Africa chrome ore. Konchar told the conference that the fundamental challenge for South Africa was to create a competitive ferrochrome industry capable of protecting, sustaining and creating jobs while growing its global market share. In the past year both of these objectives have come under threat. The South African ferrochrome industry currently employs more than 200 000 people and contributes R42billion to South Africas gross domestic product (GDP). South Africas share of the global ferrochrome market has fallen from 50% to 42% between 2001 and 2010 and the worrying trend was set to continue unless urgent action was taken to prevent a predicted fall to 36%. While that was under way, Chinas market share had grown from 5% to 25% and was forecast to increase further. The curbing of unbeneficiated chrome ore exports to China was critical to reversing the decline in South Africas global market share and jobs. Ruukki supported the current industry initiative that sought to form a partnership between government and chrome producers to find long-term sustainable interventions. Konchar urged the $100 duty imposition as soon as possible in order to encourage more beneficiation of chrome ore within South Africa, thereby boosting domestic ferrochrome production and yielding additional significant socioeconomic benefits for the country. Similar duty regimes had been very successful in India and Kazakhstan and it was vital that the industry and government start a working group immediately. Another initiative that requires closer investigation was the possible establishment of a sales and marketing company to regulate the export of chrome ore, which had been successful in other markets, such as the oil industry. Export quotas could be directly beneficiation linked. Alongside these two initiatives, Ruukki believed industry consolidation was also necessary.

Anooraqs results adversely affected


Anooraq Resources say the high number of Section 54 safety stoppages, as well as a planned mill shell replacement at its Merensky concentrator had an adverse impact on its fourthquarter production. Platinum group metals (PGMs) output from its Bokoni mine fell by 5% year-on-year to 29 316 oz in the quarter, which ended December. Production over the full year declined 2% to 113 625 oz.Fourthquarter revenue dropped to Canadian dollar 32.5-million, from Canadian dollar $43.2-million a year earlier, while revenue for the twelve months was Canadian dollar144.4-million, down from Canadian dollar148.3-million the previous year. The company stated that to the slight weakening of the average Rand/Dollar exchange rate during the period, combined with an improved basket price kept revenues relatively constant over the financial year. The average PGM basket price achieved for 2011 was $1 380/oz, representing a 10% increase on the 2010 price of $1 257/oz. Cash operating costs for the year were Canadian dollar 167.9million, down from the previous Canadian dollar141.8-million in 2010, primarily attributed to inflation increases in labour costs, increased stores charges and annual increases in utility charges. Fourth-quarter cash operating costs declined to Canadian dollar 41.7-million, from Canadian dollar 42.3-million in the final quarter of 2010.The company made a net loss of Canadian dollar 19.5-million in the fourth quarter, bringing its loss for the year to Canadian dollar 81.7-million. This compares with a Canadian dollar18.4-million fourthquarter loss and Candaian dollar 81.7-million loss in 2010. Meanwhile, Anooraq and Anglo American Platinum in February agreed a $600-million restructure, recapitalisation and refinancing plan for the Bokoni mine.Anooraq said that the companies were in the process of settling definitive transaction agreements, while advancing the necessary legal and regulatory approvals required for the implementation of the plan. The completion of the proposed restructure plan is subject to conditions precedent and is expected to close during July. The platinum miners also agreed a new and enhanced Bokoni extraction strategy and recapitalisation plan, which will focus Bokoni as a mine in development through to 2017, while phasing out higher cost marginal shaft operations and increasing annual steady state production from its current base to more than 300 000 PGM ounces.

More dagga found

On 03 April 2012 Tubatse Police arrested a 59-year-old man and a 50-year-old woman in connection with cultivating and selling of dagga and also selling the concoction. The Police were busy doing their patrols when they noticed some dagga plants at a house in Bothashoek- Pologong section. The Police then entered the premises and searched all over the yard where they discovered some dagga plants and they also searched the house where they found the concoction in bottles and dagga inside plastic bags and also inside match boxes. The two accused are expected to appear in the praktiseer magistrates court soon. Inside the house a large number of stolen goods, including electronic equipment such as speakers, tvs and dvd players were found. The Police request anyone who may recognise his/her belongings to contact them or to vie the goods at Burgersfort Police station. At the time of going to press, the full details of the case was not known.

On 31 March 2012 Tubatse Police arrested two males aged 41 and 49 and a female of 63 years in connection with murder. Their arrest follows an incident at Ga Madiseng on Saturday 31 March 2012. On that day the Police received a report of a dead person on the street in Ga Madiseng. Police made follow-ups and went to the scene and found the victim, a 52-year old male. Nearby people were questioned who said the deceased was dragged from a house by two men. Thereafter the police arrested the two men and a woman in connection with the incident. The three suspects Isaac Shai (41), Isaac Nkhuna (49) and Grace Shai (63) appeared in the Praktiseer Magistrates Court on 02 April 2012 and they were not granted bail. The case was postponed to 17 April 2012 for further investigations.

The South African Depression and Anxiety Group (SADAG) is a non-profit organisation offering help and information to patients, families, mental health professionals and the public on the management of mental illnesses and substance abuse. Francois joined the Dwarsrivier team about 20 months ago and shortly after him Mthi was recruited. Mthi was the Production Manager at the mine and is no stranger within the company. The management team adopted the theme of significance and this is part of the legacy that Francois will leave for Mthi and the team. To me it is important to care unconditionally for people and I think that is an attitude that weve tried to cultivate here at the mine, says Francois. Getting people to feel positive about life, their work and environment is one of the goals the team set for themselves. Dwarsrivier Mine came through a major transition to become a mine that is now profitable, but is also aiming at becoming a low cost producer that will be ready for growth in a very competitive market. The past year has also been significant with various achievements such as the one million-fatality free shifts milestone that was reached. Corruption in South Africa


According to the Public Protector, Ms Thuli Madonsela, South Africa loses approximately R30 thousand million every year to corruption. She was speaking at the International Winelands Conference in Stellenbosch. The theme of the conference was: Integrity and Governance: What is wrong? What is good? What is next? We are at a tipping point and (former President Nelson Mandelas) warning that our hope for the future depends also on our resolution as a nation in dealing with the scourge of corruption, remains valid, she said. In his famous speech in parliament in 1999, Mandela said that when people in power use public funds for their own benefit we must admit to being a sick society. She added: If we dont deal with corruption decisively it will not only impact on good governance, but has the potential to distort our economy and to derail democracy. According to Madonsela the failure to deliver services is often intertwined with corruption and maladministration. She pointed out that the problem with rooting out corruption is the fact that there seem to be protected people or holy cows which prevent the proper investigation and prosecution of guilty parties. To address the problem properly there should be no untouchables. We believe that public accountability is critical for good governance and effective combating of corruption. She told the audience that South Africa is in need of selfless leadership to help fight corruption and maladministration. She also emphasised the importance of transparancy. Without transparancy, accountability is impossible. In this regard it is important to strengthen our whistle-blower protection and usage. Media freedom is also important. We asked readers how they feel about corruption in South Africa and if they can offer any solutions to the problem we face.

Mr Josaya Nkoana said: Yes in South Africa there is a big problem with tenders, even when you are applying for a job. Everyone must face the consequences when they commit corruption.

The Youth League also have an influence on tenders. Most of our politicians are not educated and look at the impact that is having on our economy. Everybody must be the same before the law. People must also be educated to understand the constitution. They must also not pass that Secrecy Bill because that will take us to corruption.

Mr John Ndukwe said: South Africa definitely have a problem with corruption. If you look at the problems the Limpopo province is having as an example. If you allow this to continue you will not be able to root it out. They must try and dilute it by putting in mechanisms to fish out corrupt people. The law must prevent corruption from eating into the fabric of society. People are naturally corrupt. By implementing these mechanisms, making laws that will ensure that the person will face the law squarely and go to jail if found guilty it may get better.

Mr Sonnyboy Kumalo said: Corruption occurs especially at the top. Government must make sure that they get people who take responsibility for their actions.

Pastor D Haimbili said: People must live according to Romans 10: 9 - 10 in the Bible and not do corruption. They must confess if they did.

Just as you would expect that your Medical Doctor be properly trained and qualified, so should you expect the same from your Debt Counsellor. All Debt Counsellors should be registered with the National Credit Regulator in terms of the National Credit Act. Dont be misled by people claiming to be something that they are not. Make sure your Debt Counsellor has: 1. Accreditation with the National Credit Regulator (NCR). 2. Compliance with the NCA and the NCRs Guidelines to Fee Structure. 3. Acceptance of the NCR Professional Code of Conduct. 4. Use the National Payment Distribution Agency to manage your repayments to creditors. 5. Complies with additional NCR certification that requires regular training. Avoid counsellors who promise a quick and easy way to fix your credit problems. This is an irresponsible claim. Debt Counselling is not an easy way to get out of debt. The simple truth is that there is no easy way! It is a difficult and painful process. Avoid counsellors or representatives who are reluctant to provide the organizations business name, address or registration number. This is a clear sign of impending fraud. A toll-free telephone number or e-mail address is not sufficient. Avoid counsellors who insist that you make an immediate decision. Reputable Debt Counsellors will permit you time to evaluate their offer, confirm their credentials and then make a determination that best suits your financial situation. As you are doing your research, however, remember that timing is critical when addressing your financial situation. Delays can cause your circumstances to worsen. Role Purpose: Execution of the Safety Function for the Underground activies to ensure the provision and maintenance of an environment that is safe and without risk to the health and safety of employees. Responsibilities: The incumbent will assist with the development of safety initiatives for underground activities. Risk Assessments, Aspects & Impacts Assessment. Root Cause Analysis, Incident Investigation & Reporting. Conduct inspections and Audits. Record and register findings. Assist with the drafting of standards and work instructions. Adhere to the Clauses and Regulations of the Mines Health and Safety Act. Improving the level of SHE Training in the company. Hazard identification and Risk assessment training. Accident/ Incident investigation and report writing. Competent A & B certificates. Computer literate in Word, Excel and Power Point. Second Longtom victory for Leboka
The Longtom Ultra and Half Marathon took place on Saturday last week. The 56km race from Sabie to Lydenburg is one of the toughest in the country and many athletes test their preparation for the Comrades with this event. The winner of the 56km mens category was Leboka Noto (photographs right) who came in three and a half minutes before the second 56km runner. Leboka is an employee of Modikwa Platinum Mine and runs in the colours of Nedbank. He finished the race in 3:43:41. He is 41 years old and a multiple Comrades gold medalist. He has won the Longtom Ultra Marathon twice. His first win was in 2006. He is now focussed on the Comrades marathon later this year. The womens open category was won by Jennifer Koech. She also runs for Nedbank and finished in a time of 5:04:36. The day started off cold and windy after a massive storm the day before, but this did not deter the enthusiastic water point attendants to do their best to encourage the athletes as they came past.
