Redistricting Board April 5, 2012 The table in front had a pile of handouts.

10:00 Brodie, Holm, McConnochie by teleconference Agenda Approved ED report: Taylor Bickford: Housekeeping, everyone here should have collection of materials, it sounds like the board members here electronically have them. When we get there Ill go slow. For the Public, we sent email this morning and now all is available on line. Were working hard here. Not as fast as you like, but working. Since Saturday. Technical review, cleanup of plan, necessary reports, data, spreadsheets, similar to what we did this summer. Did it. Invited Division of Elections to come over yesterday. They veried precinct issue in Fairbanks xed. Thats resolved. Public comment this week, most of the board you should have seen it. 1. Yesterday, Joe McKinnon AFFR, talks about experiencing problems in software last week and made some corrections to their plan and sent a new one. We havent had time to do much with that plan and others. Getting ready for the 11th hour. We have received them and docs in front of the board. 2. Calista submitted a plan as well 3. Comments from folks in Kenny Lake area. Pete Feldman ?? Not happy about being put into 39. Matt in ?? also unhappy about Kenny Lake. Both want to be linked with the highway. Currently in 6. Also Alan McMaster?? Galkona email address, also issues with boundary between 6 and 39. Some of these existed since summer. Outside of that , rest of comments from me or staff can wait till later. White: Did you talk about Div. of Elections timeline? Taylor Bickford: I can talk about that now. Last week, we reached out to two major political parties about reasonable time for implementation. Both said two weeks minimum time needed. Div. of Elections and this conversation had while looking at boundaries. Two weeks for them. Then need stuff by May 15. Less exibility to change election because of new federal leg. about military absentee ballots. White: I take that as meaning either that amended proclamation plan has to be adopted by that time or move with interim. Taylor Bickford: May 15 date is deadline. I think your description right: either preclearance or heard from state courts or use interim plan. Torgerson: Its on the agenda as item 8. Division asked us to adopt the Fairbanks interim plan with Fairbanks xes. Thats item 8 well discuss. All about abiding by these time lines and get stuff set up for June 15 ling deadline. 5. Legal Brieng VIDEO Torgerson: When you say push the trial court for expedited . what does that mean? White: No, we make suggested timelines when we submit.

Torgerson: Board will adopt the amended interim plan with Fairbanks xes and come together again to take ??? to the court. White: I think I dont need the authority to le now. Just give me the authority to le by date X. We know well be putting the appropriate paperwork together . . . Torgerson: Still options to le by May 10. I understand Division of Elections said about military ling deadlines changed, but dont know what that means. Do they need more than two weeks or???? Didnt preclude us . . . close with DOJ, and all that looks like it will come within a week, then we could just clear the process and wait for DOJ ruling and then ask for postponement of ling. White: I think deadline is related to when the election is. Taylor Bickford: I think youre right and we should call Div. of Elections. They did say, vaguely they might be able to do it back for two weeks. Torgerson: My point. Giving authority to go to the Supremes now, giving up a little early. [for amended proclamation]/\. Brodie: I think our new plan is a good one and think it will pass everywhere, depending on what plaintiffs bring up. Does amended proclamation include adjusted 6 and Fairbanks xes? Leaving rural? Inclination, new plan were voting on is the good one. Let the tide run . . . if theres a train wreck before June 1, let them x it. White: I think it makes the same x. No doubt you have to have a plan by an appropriate time or move deadlines. In no ones interest to put this off into other peoples hands. Were taking the right steps at this time. Once at DOJ options will fall off this is the way to go. AFter meet with DOJ we might hear - ok or no way. Already familiar with AK, have to add new materials, shape les, not sure if DOJ regs have mandatory comment period. I know theres and expedited process. Torgerson: I think you wandered from the original question. Did we change hd 6? White: We did. Torgerson: Do we have the proper authority to change 6 when the order was to x 1 and 2. White: I believe we did, the court knows theres ripple effects. Torgerson: On the record, do we have authority for ripple effect or ???? Taylor Bickford: To Bobs question. Fix to Fairbanks is identical to Proclamation plan. Alters 6 taking it out of the borough, but doesnt change it any way else. Torgerson: My question, the consequence of xing 1 and 2 means population of 6 out of borough. Do we have the authority? White: We do. Torgerson: I understand that, building the record. White: Taylor and I speak every day multiple time and well keep board informed daily. Taylor Bickford: Can we ask the SC? White: I dont think we could. If were going to pull that trigger, I think they understand.. Taylor Bickford: Compared to ten years ago? White: They led on 19th, so ahead there. Didnt le till 25th. Filed with DOJ on 25 or 26. Ahead of schedule last time. Got pre-clearance even though only minor changes around June 16.

Greene: I think this is a ??? schedule. Going back to comments about attorney, about asking for public comments. At least in their email, not retrogressive, and second, stating that if we have SC they will help [quiet hard to hear]. Torgerson: I agree with that. Ask White for actual timeline, not if they . 60 days at DOJ and then another. Thats their timeline, but clearly they were going to send out same email or letter to Native community. Im trying to work on timeline, frustrating, but what I do to get approximate. Could be whole 60 days, 30. What does expedited mean? We worked overboard to make sure we had these protected native districts. Hope we get positive comments from Native communities. White: Dont know if they had mandatory time period. Comfortable they will reach out to Native community. Lisa said based on what she knows from DOJ. She thinks they will stay closer to 60 days than not. Torgerson: Other questions? 6. Adopt Findings. Torgerson: there are several versions that went out. Taylor Bickford: Board - here and electronically - have them. Also posted on website. White: Went through records and drafted written report of proclamation plan. Everything made on the record, maybe not exactly as stated. Written ndings that outline process the board took and ndings SC made that board should do. Findings 1-9 Hickel Hickel plan compliance with VRA Attempting to adopt plan with minimal harm [I cant keep up with this. Theres a report online. Ill link to it and check it. Essentially hes going thru all the points he feels they need to make to get all the points raised by the courts and VRA I think.] Then put stuff that normally would go into a report. Findings about adoption of a plan, deviations, truncation issues, March 31. Mr. Bickford correct after running the reports no changes needed to be made. Truncation ndings ok. White: We proofed it sent 9:31am this morning to all the board members.

Were all familiar with proclamation itself, but reports. . . Eric Sanford is online to talk about truncation. Taylor Bickford: First, the maps - here we have packets - sent to board members and online - adopted Saturday with changes. 1. Minor change in Matsu. District 8 was negative 1.8 and we shifted changes across other districts. Ill ask Eric to explain, later. Maps that reect new plan. Individual district maps will be done by next week. As fast as we can, under the gun to get reports done. 2. Metes and bounds - remember doing this this summer. Most not changed, so could work off of summer version. Eric, what changes if any were made and if had population impacts. Sandberg: Boards GIS specialist. All of Anchorage the same, many other districts the same. could use lot of work from last june. No changes that involved any population changing between a district. Mostly keeping boundaries on one side of a river or on a center line in Cook Inlet, or made boundary along Katmai National Park. No population changes. Torgerson: Thank you Eric, you did another . . . Would you read this into the record Eric. Laughing. Im joking of course. Taylor Bickford: Thank you Eric for making the changes to make Metes and Bounds easier for the public to read. Next population spreadsheet. 3. Population spreadsheet. Everyone has copies. Population analysis, same format as this summer. Breakdown of total pop of each house and senate districts, total deviation from ideal, and Alaska Native population - total and Voting Age percentage. This will stay on our website for the public to access. 4. Amended Senate terms = part 1, spreadsheet shows amended senate districts and population, baseline to determine to ll in data for next sheet - Amended terms itself Senate districts A-t and explains what was previous Senate district pop. percentage and for the same district - needed for truncation. Because we put Fairbanks together, seat essentially the same, but since Sen. Paskvan wasnt up, it didnt matter. Only Senate district not up for election in 2012 is P in Juneau. White: Explained in the report. Once we knew P didnt have to be up and given a two year term to serve out his term, then went back randomly [to divide between two and four. ] Taylor Bickford: We will have more documents coming out in the next few weeks. One with communities and districts well get out soon. Torgerson: The documents have nothing to do with adopting the proclamation plan, just helpful??? Move to adopt Proclamation Plan and Reports:

What Mr. Taylor just pointed out. Proclamation spells out everything, we could adopt it in same motion. White: No need for separate motion. It talks about process, court order, process, etc. Torgerson: Motion well actually be adopting proclamation on redistricting, and the reports and metes and bounds. Roll call vote: 5-0 10:57 Board has adopted plan and accompanying reports. Item 8: Adopt plan to use as interim plan if needed. We discussed this early during legal brieng. Allows Div. of Elections to start with precinct boundaries in their work, so if this was triggered, they would have precincts set and minimize time theyd need to do things. Proclamation with Fairbanks xes, emailed map out, also Fairbanks boundaries, primarily all the borough the same. Proclamation plan divides the chain, proportionality x in Fairbanks, etc. Holm: ARe Fairbanks metes and bounds written down anywhere? I dont see them. Torgerson: did you not get the attachments. Probably blew up your computer all the stuff. Holm: OK, after meeting Ill call Taylor if I have to. White: If I understand this correctly. Interim plan for Fairbanks is what we adopted . . . Taylor Bickford: Its called Interim description. Torgerson: What we are doing with our interim is the same in Fairbanks. Metes and Bounds same in both. Torgerson: Adopt interim plan.
