The Intelligent Energy Europe [IEE] programme works to make Europe more competitive and innovative while, at the same time, helping it to deliver on its ambitious climate change objectives. By 2020, the EU is committed to:

The Intelligent Energy Europe programme is run by the Executive Agency for Competitiveness and Innovation (EACI) on behalf of the European Commission, and seeks to bridge the gap between EU policies and how they impact on the ground. In mid-2008, the EACI managed more than 400 IEE projects and the establishment of 60 new local or regional energy agencies has been supported by the programme. IEE-funded initiatives also include the ManagEnergy Initiative and the Sustainable Energy Europe Campaign. We can all benet from the better market conditions brought about by projects supported by the IEE programme. More actively, you can apply for funding in connection with your project: the calls for proposals page of the Intelligent Energy Europe website is a good place to start. By improving energy efciency and encouraging the wider uptake of new and renewable energies, the IEE programme aims to boost actions which will help achieve the EUs targets, including measures to: - foster energy efciency and the rational use of energy resources - promote new and renewable energy sources and to support the diversication of energy sources - promote energy efciency and the use of new and renewable energy sources in transport such as biofuels.

Any private or public organisation established in the European Union1 can respond to a call for proposals with projects designed to help deliver on the EUs energy and climate change objectives. Normally running for two to three years, projects need to involve at least three partners from three countries. Applications compete for funding. The IEE is looking for creative ideas to achieve the EUs targets for 2020. Projects should have a signicant impact on the market and could include: knowledge transfer from one part of the European Union to another on how to do something or how to improve processes; helping the different decision making organisations understand each other better; building condence and understanding in the market, which is essential to the sectors growth. The expectation is that chosen projects will act as catalysts, triggering spin-offs. It is important that what is done well can be transferred to other countries. Projects with high visibility, making technologies as widely available as possible and creating the right market conditions for their use will interest the IEE, as will those which identify where the market is failing and address those failures.

Research, technology development, and hardware investments will not be funded. Nor will the IEE programme fund isolated, single actions at national or local level. The strength of Europe lies in bringing people of different countries and cultures together, to work on a common challenge in a way that continues to have a positive impact after programme funding cycles are over.
