gun law
reform

What does it mean to recklessly
shoot a gun?
One Evesham couple is asking
that same question and is lead-
ing the charge to reform gun dis-
charge laws in the township in
the name of safety.
For the past month, Christina
Dutcher and her husband have
been asking the Evesham Town-
ship councilmembers to examine
the gun laws in the township after
an incident happened with a
neighbor in their Tomlinson Mill
neighborhood.
Dutcher said she heard gun-
shots one day coming from a
nearby home and called the po-
lice, who arrived on scene and
found a neighbor had set up sev-
eral targets in the houses back-
yard and was firing rounds at the
makeshift gun range.
The police arrived on the scene
and told Dutcher and her hus-
band that they could file a noise
complaint. The department told
the Dutchers that there was noth-
ing more they could do without a
proper ordinance in place, she
said.
After some research, Dutcher
said she and her husband found

A nearly $5.4 million capital
budget should help improve the
slowly deteriorating conditions
of roads in a few communities in
the township, Mayor Randy
Brown said, as the township
council approved several capital
improvements on first reading.
The capital budget will be pre-
sented on second reading at the
Tuesday, April 24, meeting.
Deputy Mayor Steve Zeuli
praised the budget and said it
would significantly improve the
roadways in Evesham Township.
This budget will allow us to
get a leg up on our streets in
town, Zeuli said.
Brown said the work of
Deputy Manager Bill Cromie
and Township Engineer Tim
Staszewski was top notch, allow-
ing the township to put together
this capital plan to quickly start
the process of fixing roads.
This will allow us to improve
a significant amount of the road-
ways in Brush Hollow. Hopefully,
it will be done in six to nine
months, Brown said.
The plan is to solidify the
roadways in Brush Hollow first
because of their poor condition,
Brown said, and then to move
outward to other communities.

stream were two developments
identified by the township in
need of road repairs as well.
Currently, the township is com-
pleting work on both Braddock
Mill Road and Charter Oak Lane.
Some of the roads in disrepair
throughout the community could
be micro surfaced which is a
less expensive option that con-
sists of a treating road surfaces
with a mixture of dense-graded
aggregate, asphalt emulsion,
water and mineral fillers but
many will still need the full-
blown road resurfacing to com-
pletely repair them. The plan will
be voted on at the next meeting.
In other township news:
The council passed the Joe
Howarth/Joe Fisicaro bill by a
vote of 4-1, with Brown casting
the only no vote in jest to the or-
dinance. The ordinance effective-
ly removes a no left turn re-
striction from Marlton Square
Shopping Center on to West Main
Street.
Howarth, a previous council-
man and now a Burlington Coun-
ty freeholder, had been asking the
township to rescind the no left
turn restriction since last year.
Howarth and his friend Fisicaro
who supported the ordinance
were both in attendance to see the
measure pass.
It didnt make sense to have the
prohibition at the intersection
after the Marlton circle was elimi-
nated, Fisicaro said, it was just re-
stricting traffic flow.
The Evesham Township Police
Department began to monitor the
intersection and found he was
right.
Things that you do should be
reasonable and make sense,
Howarth said. This didnt make
sense. The government should
have looked at it.
The prohibition will be re-
moved 20 days after the ordinance
was passed.

Evesham Township has ex-
panded bulk collection to also in-
clude a special request service.
Beginning on April 16, the de-
partment of public works will
begin providing a special request
or an as needed collection service
of bulk trash for the residents of
Evesham.
The public works department
currently offers bulk trash collec-
tion four times per year during
the first week of January, April,
July and October.
Beginning April 16, residents
who have a need for a bulk trash
collection at a time outside of the
regularly scheduled collection
dates can contact the public
works department to take advan-
tage of this service. This is a fee
based service with a minimal
service charge of $35 for each re-
quested collection.
To schedule collection resi-
dents may simply contact public
works during normal business
hours at (856) 983-2798.
To expedite the scheduling
process and provide residents
with additional payment options
online payment is also
available through the township
website.
Once payment has been re-
ceived by the public works depart-
ment, the collection will be sched-
uled to be completed within five
working days.

W
hile virtually no one antici-
pates property values to
skyrocket anytime soon,
there are signs that the housing mar-
ket is beginning to get back on its feet.
Prices are up. Sales are solid. And
while foreclosures and short sales will
keep a lid on prices for some time, it
appears the market is moving in the
right direction. A report from The As-
sociated Press cited the National Asso-
ciation of Realtors point that Febru-
arys sales pace was the second high-
est since May 2010.
So what does that matter? Obviously
it matters a lot if youre buying or sell-
ing a home. But, even if youre not,
your homes value affects how you
handle your budget.
From a practical side, a higher
value might allow you to tap into your
homes equity. You might spend that
extra cash on home improvements, for
example, which helps to boost the
economy.
A homes value also has a psycho-
logical impact. Even though your
home might not be on the market,
there is a sense of security knowing
that you have your homes value to fall
back on if times get tough. That, in
turn, might prompt you to feel more
comfortable about buying new furni-
ture, taking a vacation, etc. Again, all
of these things help to spur the econo-
my.
To issue an all is well with the
housing market proclamation would
be premature. The aforementioned
distressed properties will continue to
be a burden. Credit is still tight. Inter-
est rates remain low, but could rise, sti-
fling a robust recovery.
But, hopefully, the days of watching
your homes value plummet are over,
or about over. The economy is showing
signs of growing albeit at a modest
pace. The reports indicate that more
people once again are looking at home
ownership as they feel better about
their employment status.
All of which is good news for home-
owners.

reports indicate that it perhaps has
stabilized. Thats good news for both
homeowners and an economy that
continues to grow.

that there was no ordinance in place in the
township to prohibit the shooting of a gun
on private property. There is an ordinance
banning guns from parks, she said, but
thats it.
I believe in the Second Amendment,
but the discharge of weapons needs to be
regulated, she said. All surrounding
townships have one in place, except for
Medford Township.
One cannot recklessly shoot a gun in
the township, she said, but its a gray area
and hard to define.
There is also currently an ordinance in
place prohibiting the shooting of guns
within 450-feet of a home when hunting,
but nothing about shooting ranges.
After bringing the issue up to the town-
ship council in February, Mayor Randy
Brown asked the police department and
Township Solicitor John Gillespie to re-
search the amount of gunshot incidents in
the township and if adopting an ordi-
nance would be worthwhile.
Since 2010, Police Chief Michael Barth
said the Evesham Township Police Depart-
ment has received 65 calls for shots fired
within the township. However, the vast ma-
jority of these incidents were related to
hunting, which is legal in several areas of
Evesham.
When asked if he was comfortable with
the current ordinances in the township to
uphold the safety of its residents, Barth
said he was.
I dont think this is an epidemic affect-
ing our town. Many of the calls we receive
are for hunting and not for reckless acts,
he said.
Several councilmembers agreed with
Barths assessment and questioned the ne-
cessity of such an ordinance.
I dont see the need for such an ordi-
nance. We run the risk of trying to create a
solution to a problem that doesnt exist. We
dont need to be a nanny state, Deputy
Mayor Steve Zeuli said.
Councilman Ken DAndrea said he was
all for not over legislating, but he would
be in favor of something that regulated the
discharge of firearms in the township.
When it comes to the safety of the town, he
said, everything should be explored.
I shouldnt be allowed to shoot a gun in
my backyard, he said. Is there a way we
can regulate this?
The council will continue to investigate
the need for an ordinance, and Brown con-
gratulated Dutcher and her husband for
bringing an issue that needs to be ad-
dressed to their local government leaders.

weeks.
Thieves have targeted jewelry in the ma-
jority of the burglaries.

Saturday hours
With the reduction of curbside
bulk trash collection to four times
per year, the Department of Pub-
lic Works has extended Saturday
yard hours to 1 p.m. Township
residents may bring bulk trash to
the public works main facility lo-
cated at 501 Evesboro-Medford
Road, Monday through Friday be-
tween the hours of 7 a.m. and 3
p.m. and on Saturday from 8 a.m.
until 1 p.m.

The following items can be
found on file with the Evesham
Township Police Department:
On March 29, at 2:10 p.m., the
Evesham Police Department,
through an on-going investigation
into burglaries during the past few
months, arrived at a home in the
1000 block of the Old Marlton Pike.
Investigators on location at the
residence say they arrested two
suspects after narcotics and pro-
ceeds from past burglaries were
observed in plain view.
Adults arrested during this in-
vestigation included a 20-year-old
Marlton man, who was charged
with committing a residential
burglary on March 22, in the unit
block of Forrest View Court. He
was charged with third-degree
burglary, fourth-degree receiving
stolen property and disorderly
persons offense of possession of
drug paraphernalia.
He was remanded to the
Burlington County Jail in lieu of
$20,000 cash bail, police said.
Also arrested was a 21-year-old
Marlton woman, who was
charged with fourth-degree re-
ceiving stolen property and disor-
derly persons offense of posses-
sion of drug paraphernalia.
She was released, pending a re-
quired court appearance.
On March 30, at 5:14 p.m., a de-
tective from the Evesham Police
Department observed a hand-to-
hand drug transaction in the
parking lot of the 7-11 conven-
ience store, located on the corner
of Route 70 and Troth Road in
Marlton.
The detective who observed the
hand-to-hand transaction inter-
vened in the drug deal and arrest-
ed all parties involved.
The dealer, a 21-year-old Med-
ford man, was charged with third-
degree distribution of marijuana.
He was released on his own recog-
nizance.
A 19-year-old Medford man was
charged with disorderly persons
offense of possession of marijua-
na. He was released on his own
recognizance.
And, a 24-year-old woman, of
Browns Mills, was charged with a
disorderly persons offense of pos-
session of marijuana. She was re-
leased on her own recognizance,
police said.

On April 4, at approximately
10:50 a.m., the Evesham Police De-
partment responded to the PNC
Bank, located inside the Shoprite
Supermarket, 307 W. Route 70,
Marlton, for a report of
an armed bank robbery in
progress.
Investigation found that a teller
was robbed at gunpoint by a man
and an unknown quantity of
money was taken. The suspect
fled the business on foot
heading westbound toward Route
70.
The suspect is described a
dark-skinned man, approximate-
ly 510 to 61, 35 to 45 years old,
medium build, wearing a black
jacket, tan khaki pants, dark
shoes and a military style black
hat.

Twenty-three area residents,
all undergraduate students in the
RutgersCamden College of Arts
and Sciences, have been elected to
membership in the Rutgers Uni-
versity chapter of Phi Beta
Kappa, the oldest college academ-
ic honor society in America.
Morgan Farrow, an art major
and Marlton resident, was given
the honor.
Founded in 1776 at the College
of William and Mary, Phi Beta
Kappa honors students who have
done distinguished work in a lib-
eral arts curriculum throughout
their undergraduate years. Sen-
iors elected to Phi Beta Kappa
must have a minimum grade-
point average of 3.5; juniors must
have a GPA of 3.8 or better.
Phi Beta Kappa is the oldest
and most distinguished under-
graduate honor society in the na-
tion, and the election of these in-
dividuals into the Rutgers chap-
ter speaks volumes about the
high quality of RutgersCamden
students and the exceptional in-
struction that they receive, said

U.S. Rep. Jon Runyan, R-3, an-
nounced and congratulated the
seven local students who were ap-
pointed to the United States Serv-
ice Academies, which include the
U.S. Naval Academy, the U.S. Mili-
tary Academy, the U.S. Air Force
Academy and the U.S. Merchant
Marine Academy. Students from
across the Third Congressional
District applied for nominations
to the U.S. Service Academies
through the office of Runyan. A
committee created by Runyan,
which recommended students to
receive nominations, reviewed
the students applications.
Based on these recommenda-
tions, Runyan nominated a small
number of students to the acade-
mies, of which seven were offered
appointments.
I am very honored to an-
nounce that these seven high
school seniors will be attending
some of our nations finest colle-
giate institutions, Runyan said.
These seven seniors have decid-
ed to dedicate their lives to serve
and protect the United States of
America. The demands of attend-
ing one of these schools is very
high, but the rewards obtained
through attending can be just as
great. I wish these young men the
best of luck in their time at these
service academies.
Among the seven students ap-
pointed to one of the United
States Service Academies were:
Stephen Antonio, of Mount
Laurel, who attends Lenape High
School and will be attending the
United States Military Academy.
Scott Lafferty, of Medford, who
attends Holy Cross High School
and will be attending the United
States Air Force Academy.
Michael Romanko, of Medford,
who attends Shawnee High
School and will be attending the
United States Air Force Academy.
Matthey Venanzi, of Marlton,
who attends Cherokee High
School and will be attending the
United States Merchant Marine
Academy.
Runyan will be hosting a recep-
tion for the students and their
families in April.

On April 4, the Evesham Po-
lice Department, through an on-
going investigation into a rash
of vehicle burglaries, charged
two suspects with committing
the crimes.
The vehicle burglaries in
question occurred in the Sanc-
tuary Development in March.
These suspects are not in cus-
tody and the Evesham Police
Department is asking for the
publics assistance in determin-
ing their whereabouts.
Nicholas Patitucci, 20, of Pine
Hill, has been charged with
third-degree burglary and third-
degree theft. Bail has been set at
$10,000.
Walter Bricker II, 20, of Pine
Hill, has been charged with
third-degree burglary and third-
degree theft. Bail has been set at
$10,000.
