Foreword
The Municipal Ordinance Number C-001 also known as The Code of Administrative Ordinances of the Municipality of Garcia-Hernandez, Bohol, Philippines which was enacted on November 30, 2005 was a landmark legislation which affirmed the Local Government Units commitment towards the improvement of local governance and administration most importantly in the field of public service. On August 2007, almost two years after its adoption, the local executive office formulated a Procedures Manual on Public Service Delivery. The manual includes workflow charts complete with service pledges per office. It was also on the same year that the Environmental Management System [EMS] Manual and Procedures Manual was crafted. The three documents were instrumental not only in the improvement of the work procedures but also in identifying the environmental impacts and aspects that were brought-in from rendering service. The continued implementation of the aforesaid procedures was, indeed, a milestone. Republic Act 9485 also known as the Anti-Red Tape Act of 2007 provides the LGU GarciaHernandez with greater opportunity not only in reviewing the efficiencies of the said procedures but most importantly the creation of a Citizens Charter: a charter that will enhance and improve the service delivery far more faster and wider as well as create a strong capability build-up on the local manpower pool. Initiatives that provide and guide local government capability-building for its effective implementation is an imperative. The skill and the capability of the Local Government Units: the municipality in this behalf which serves primarily as a general purpose government for the coordination and delivery of basic, regular and direct service, in using them into their full advantage, are vital in this said effort. The Citizens Charter as a guidebook will lead the clients via specific procedures on how to avail the service in an approximate time frame as well as identify the responsible persons to be approached to. In this manner the accountability and transparency of the service delivery system of the municipality are measured and determined. The feedback mechanism of the services which is client-based was purposely crafted for the sustainability and improvement of the system. Let us all join together in achieving a more effective, efficient and transparent service delivery.
