Chapter 1. Introduction
1-1-1. PURPOSE OF THIS ORDER This order prescribes air traffic control procedures and functions at the JFK ATCT and N90 Kennedy TRACON. The guidelines and processes contained herein shall be followed as outlined unless otherwise coordinated. The procedures provided are supplemental to those contained in FAA Order 7110.65, Air Traffic Control. If there is any apparent conflict, procedures cited in FAA Order 7110.65 shall take precedence. 1-1-2. AUDIENCE This order applies to all ATC users and anyone using ATC directives. 1-1-3. WHERE TO FIND THIS ORDER This order is available on the IVAO USA Web site at (www.ivaousa.org/main/atc/orders) 1-1-4. WHAT THIS ORDER CANCELS No present cancelation of previous order. 1-1-5. EXPLANATION OF CHANGES No present changes. 1-1-6. DSITRIBUTION This order is intended for use by controllers staffing JFK Airport and/or N90 Kennedy TRACON positions. 1-1-6. Chapter 2. Requirements
2-1-1. *(New York Departure callsign shall be used by any Approach position controlling departing aircrafts) TRACON Policy: 1) CAM (Cameron) sector is known as the "master" Approach & Departure position and shall be the first position to be opened before RBR (Rober). When online, if there are no other positions open, CAM will provide bandboxed coverage to the Approach and Departure positions. DEP (Departure) sector is known as the master Departure position. If Tower is offline DEP will assume responsibility for ATCT. RBR (Rober) sector is the next Approach position to be opened. A Tower position must be online before RBR can be opened. When online, RBR will carry out the functions of the FIN controller when JFK is using runways 22L/22R & 31R/31L, and CAM will provide bandboxed coverage to the CAM and DEP sectors if Departure position is offline. When JFK is using runways 4R/4L & 13L/13R, CAM will carry out the functions of the FIN controller and RBR will provide bandboxed coverage to the RBR and DEP sectors if Departure position is offline. If the Tower position goes offline while connected and another controller can not be found to carry out the Tower duties, then the RBR position must be closed. If the traffic situation means it cannot be closed straight away, it must be closed as soon as possible. During that time, CAM will assume responsibility for Aerodrome control. If the CAM sector goes offline, then the RBR sector becomes the master Approach & Departure position. FIN (Final) is the last Approach position to be opened. When online, he will carry out the functions of the FIN controller. Tower, CAM & RBR sectors must be online before FIN can be opened. If one of these positions goes offline while connected and another controller can not be found to carry out those duties, then the FIN position must be closed. If the traffic situation means it cannot be closed straight away, it must be closed as soon as possible. During that time, CAM will assume responsibility for Aerodrome Control.

Checklist: - CAM & TWR online = RBR may be opened - CAM, TWR & RBR online = FIN may be opened ATCT Policy: 1) 2) TWR is the master position and shall be the first position to be opened. GND is the next position to be opened. TWR must be online before GND can be opened. 2-1-2. AIRSPACE 1) Local Control.

Tower airspace is defined laterally by the surface area of the JFK Class B airspace (generally a 8NM radius from the airport), and vertically from the surface up to 2000' AGL. 2) TRACON a) b) Departure airspace is defined from 2000 up to 11,000 vertically and on a special way horizontally depending on runway configuration in use at JFK & LGA. Approach airspace is defined from 3000/2500 up to FL190 vertically and on a special way horizontally depending on runway configuration in use at JFK & LGA. These positions provide ATC services to all VFR aircrafts into the Kennedy TRACON. CAM (Cameron) sector provides Approach services for JFK south & southwest arrivals via CAMRN with any runway configurations and northwest arrivals via LENDY when 31R/31L & 22L/22R are in use. RBR (Rober) sector provides Approach & Departure services for Farmingdale Republic airport (KFRG) and owns JFK northeast arrivals via CCC with any runway configurations and northwest arrivals via LENDY when 13L/13R & 4R/4L are in use. FIN (Final) sector is defined from 2000 up to 4000 vertically and on a special way horizontally around the last vector area of the runway in use. When JFK is using multiple runway configurations, FIN position provides Approach services for 13L/13R final sector ONLY. The VOR22L final sector will be handled by RBR position for CCC arrivals and ILS4R final sector will be handled by CAM position for CAMRN arrivals

- AAR = AIRPORT ARRIVAL RATE - A dynamic input parameter specifying the number of arriving aircraft which an airport or airspace can accept from the ARTCC per hour. The AAR is used to calculate the desired interval between successive arrival aircraft. -ADR = AIRPORT DEPARTURE RATE- A dynamic parameter specifying the number of aircraft which can depart an airport and the airspace can accept per hour. -Staggered = When 2 parallel ILS approaches are in use, separation from one aircraft to another one on the other ILS. Example: 1st: 5 mile final 31L, 2nd: 7 mile final 31R, 3rd: 9 mile final 31L -Simultaneous = When 2 parallel ILS approaches are in use, distance of aircrafts from the runway threshold can be the same. Example: B737 on 7 mile final ILS 4L, A320 on 7 mile final ILS 4R Runway selection with RVR criteria When RVR are less than 6000 use the opposite runway indicated in the METAR information.

3-1-3. CLEARANCES 1) a) Kennedy Departures (JFK.DP) Kennedy one DP This is the normal departure to be used by aircrafts departing JFK. Aircrafts filing one these waypoints listed below* have to be cleared to their destination via Kennedy one DP. Aircrafts filing no specific SID will receive radar vectors after departure to a proper JFK exit listed below*. Arrangements with Departure controller should be made prior releasing clearances. Initial climb is 5000ft.

Climb procedures (p.9&.10) Climb procedures are used when aircrafts are departing runways 31L/31R(p.9) & 22R/22L(p.10) in the objective to keep separated JFK departures from other airport traffic flows in N90 area like LGA & EWR.

Example: Cleared to (destination) via Kennedy One departure, (Canarsie, Breezy Point, or Gateway climb if required), radar vectors (exit), then as filed. Maintain 5000. Expect (final altitude) one zero minutes after departure, squawk (code). b) RNAV Departures SKORR 3 DP (http://flightaware.com/resources/airport/JFK/DP/SKORR+THREE+(RNAV)/pdf) DEEZZ 2 DP This is only for use by RNAV equipped turbojet aircraft that are filed for J60, J64, Q480, Q42, or J6 (with a destination located south of the Potomac TRACON). Non-RNAV turbojet departures filed for J60, J64, or J6 (with a destination located south of the Potomac TRACON) shall be routed via COATE. Transition should be use in accordance with the route planned after CANDR or TOWIN to ensure the continuity of the route.

North American Route System & SIDs

The NAR System is designed to accommodate major airports in North America where the volume of North Atlantic (NAT) traffic and route complexity dictate a need to meet the above objectives. It is for the use of traffic entering/exiting the NAT and consists of a series of preplanned routes from/to coastal fixes and identified system airports. Available NAR-SIDs: JFK Airport has its own SIDs to merge departing traffic into NAR routes. These specific SIDs are called NAR-SID. Listed as: GREKI3 (GREKI-JUDDS-MARTN) MERIT3 (MERIT-HFD-PUT) BETTE3 (BETTE-ACK) HAPIE3 (HAPIE-YAHOO)

Runway 31L/R Departures: There is no right turn available for any aircraft due airspace limitations with LaGuardia airport. Bridge Climb is not in use.

Runway 04L/04R Departures: This initial heading is the same for all departure routes.

Examples: 1) KJFK-EHAM BETTE3 BETTE ACK BRADD N61B VIXUN NATX MALOT NATX GISTI DUNLO DIBAL UL603 [] In this case N61B in combination with BETTE3 is in use. This NAR connects BRADD (INF in ZBW) direct with VIXUN. American10, cleared to Schiphol Airport, via BETTE3 departure, radar vectors BETTE then as filed. Maintain 5000, expect FL350 10min after departure, SQ 1234.

2) KJFK-EGLL MERIT HFD PUT WITCH ALLEX CYMON NATV DENDU NATV NETKI LIFFY UL975 WAL NUGRA [...] No NAR in this FP. You will clear via JFK1 DP. American13, cleared to London Heathrow Airport, via Kennedy1 departure, radar vectors MERIT then as filed. Maintain 5000, expect FL350 10min after departure, SQ 1234.

3) KJFK-EDDF PUT EBONY N123A YAY HECKK 5400N 05000W 5800N 04000W [...] You will often see a route like this on IVAO. The route includes a NAR but no NAR-SID and you will never see this in real flight plans. Therefore you have to assign the most suitable NAR-SID. In this case MERIT3 DP. American14, cleared to Frankfurt Airport, via MERIT3 departure, radar vectors MERIT then as filed. Maintain 5000, expect FL350 10min after departure, SQ 1234.

NOTE: Always update the route in the FP in IVAC if you amend it! Other ATC need to know that you assigned a NAR-SID.

3-1-4. TAXI AND GROUND MOVEMENT PROCEDURES Ground control is only responsible of the area limited by runways 31L/13R from KA and 22R/4L The taxiway K on the other side of runway 31L and the area between runway 22R/4L & 22L/4R is manned by Tower controller. The Tower controller has the responsibility to make all aircrafts cross 22R/4L when they are coming from 22L/4R. In the case you have an aircraft taxing to runway 31L from the Northern you have to make him cross runway 31R as close as possible of Z taxiway. The better way is going via C to the southeast and cross 31R at E or ZA and cross 22R at F to join Z. When 31L@KK is in use as departure runway take care of aircrafts coming from 22L/22R via J. A380 aircrafts have to taxi via A along the runways 31L/13R & 31R/13L.

Runway Incursion Hot Spots: Hot Spot is a ground area listed below. Those areas have to be managed carefully due to the close proximity with runways and other taxiways. Those areas are: 1234KK / KD / KA / J, taxiways MA / MB / N / P / Q / A / B, taxiways V / U / A/ B, taxiways ZA / E / C, taxiways

Operations Aircraft with intentions to enter/cross or leave New York Class Bravo airspace are required to receive a clearance in order to proceed. All aircraft shall have their transponder mode C within 30NM around JFK Aircraft shall receive a transponder code (part 2-1-3 SQUAWK TABLE) prior receiving the clearance (if flying). a) Departing outbound 1) Class B: CALLSIGN, Cleared into the NAME Class Bravo airspace, DIRECTION at or below Altitude. Crossovers: A crossover is defined as a JFK arrival that is vectored over the airport to the opposite downwind leg. Crossovers shall be initiated and coordinated as necessary to balance traffic between the designated arrival runways Staggering: For aircraft landing JFK, a 2.5 NM separation is authorized between aircraft established on the final approach course within 10 NM of the landing runway.
