Demand for corrosion inhibitors in the US is forecast to increase 4.4 percent per year to $1.6 billion in 2006, with volume growth averaging three percent per year to 1.1 billion pounds. In water treatment applications, inhibitors will benefit from the increasing use of recycled water due in part to tightening wastewater effluent standards in many industries. Paint and coating additives will experience aboveaverage growth due to the ongoing replacement of solvent-based paints with water-based types, which require increased inhibitor loadings and higher-value inhibitor types. Organic-based products will remain the largest type in value terms, although molybdates and silicates will experience faster growth. Organics will benefit from the use of amines in volatile corrosion inhibitors (VCIs), which are becoming increasingly common. In 2001, the top five suppliers of corrosion inhibitors to the US market -- Suez (through ONDEO Nalco), BetzDearborn (a division of Hercules), Ashland (through its Drew Industrial and Drew Marine businesses), Great Lakes Chemical (via its BioLab and OSCA subsidiaries) and Lubrizol -- accounted for nearly 40 percent of the total.

Environmental & Regulatory Issues The corrosion inhibitor market is extremely sensitive to environmental regulation given the nature of the chemical products involved. For example, corrosion inhibitors used in water treatment applications pose potential problems, as they must be neutralized or removed from wastewater once they have completed their task. Water treatment operations also routinely produce large amounts of sludge, which contains a variety of problematic compounds, including residual amounts of some chemicals used as corrosion inhibitors. In addition, the US Environmental Protection Agency (EPA) maintains strict standards regarding chemicals, including corrosion inhibitors, that can be used as additives. Environmental regulations impacting the use of corrosion inhibitors include the Clean Air Act, the Clean Water Act, the Safe Drinking Water Act, and a variety of industry-specific guidelines that affect the market for corrosion inhibitors. The Clean Air Act and subsequent amendments (the latest of which were passed in 1990) restrict the use of volatile organic compounds (VOCs) in areas of the United States which have been unable to meet the 0.12 parts per million (ppm) ground level ozone limit. These limits, which were set by the EPA, are enforced by individual states. VOCs react with airborne nitrogen oxides in the presence of sunlight to form low-level ozone, which is a component of smog. Emission limits have been set for many criteria pollutants mentioned specifically in the Act, and limits were also set for chemicals which were deemed hazardous pollutants but were not covered under the air quality standards. Among other effects, the drive to reduce VOCs has led to the reformulation of products such as paints and coatings from solvent- to water-based types. This shift serves to increase the demand for corrosion inhibitors due to the increased corrosivity of aqueous formulations. Pulp & Paper - Corrosion Inhibitor Demand Demand for corrosion inhibitors in the pulp and paper industry is projected to increase 5.2 percent annually to $165 million in 2006. Growth will accelerate compared to the 1996-2001 rate, primarily due to increases in the production of SAMPLE PAGE paper products from the weak 2001 base, as well as the trend to close the loop, which has led to increased water recycling. However, growth will be held in check by the declining use of chlorine-based bleaching chemicals, competition from nonchemical means of corrosion inhibition and an overall decrease in water use in the industry. As the largest industrial process water user in North America, the pulp and paper

industry is a significant consumer of corrosion inhibitors. Paper is manufactured by applying a watery suspension of cellulose fibers, or pulp, to a screen that enables the water to drain away, allowing the pulp to form a sheet. Another process that contributes to corrosion is bleaching, which can produce wastewaters containing corrosive chlorinated compounds such as dioxins. Approximately onefifth of pulp and paper mills practice bleaching. Corrosion inhibitors prevent general degradation of piping lines and metal processing equipment, which is aggravated by recycled water use. Because of the EPAs cluster rule, which limits the total allowable amount of chemicals released through process water, exhaust gases and solid waste, water recycling in the industry is increasing. The cluster rule also curtailed the use of chlorine compound-bleaching in 2001, and future regulations may ultimately require altogether chlorine-free bleaching. Organics MARKETS

Demand for organic-based corrosion inhibitors is expected to increase 3.9 percent annually to $446 million in 2006. Due primarily to the high price they command SAMPLE PAGE relative to other types, organics will remain the largest corrosion inhibitor in value terms. Through the same period, volume will grow significantly more slowly, increasing less than two percent per year to 145 million pounds. Gains will be held in check by slow growth in certain organics-intensive markets (oil and gas production, and lubricant and fuel additives) as well as the possibility that some organics can serve as food sources for bacteria in closed-loop systems. However, organics will benefit because they are nontoxic and environmentally favorable, and do not contain heavy metals, which will drive their replacement of such inorganic inhibitors as nitrites.
