1. Who is your Idol Leader and what executive leadership traits you admire from him?

A man of action and vision, Ferdinand Marcos was the greatest President of the Philippines. There is no President after him that could all equal his achievements. He had the intellect and the leadership skills for a man of his astute intellect, he succeeded to run the country as he sees fit with the courage of a man unswerved by his hostile surroundings. In school, he was always the head of the class; in the bar examinations, he was top-notcher, during the war years, he was, according to army records, the bravest among the brave, the most be-medaled soldier; in the House of Representatives, he was minority floor leader; in the Senate, he was the Senate President; in the Liberal Party, he was party president; in the Nacionalista Party, he was standard-bearer; in Ilocandia, of course, he is the supreme political leader. Having occupied the position of President, he has the intuition and loyalty of the Filipino people attested by his 20 years of maintaining order. The Philippines was in a far better situation during his presidency owing to low crime rates, clean roads, good reputation and tourism and extensive construction of infrastructures. It is unfortunate that he is mistakenly called as a dictator due to his unopposed implementation of his visions for the good of the country. Example is the LRT 1 construction. When the first LRT Line was constructed it was negatively commented that it is not a project essential for the country. True, indeed at that time when it was constructed the populace in Manila was still not so crowded that people even ride the LRT to roam Manila from its different stations as a sort of tourist facility because it is the first of its kind in Asia. The critics of Ferdinand Marcos have never thought that this was built in advance to cater to the needs of the growing populace in Manila 10 years ahead. The Bataan Nuclear Power Plant is also one example of the advance planning of Marcos. He has foreseen the lapses that the country will encounter because of

the power source in place at that point in time, resulting to non productivity of the country as a whole. The policies, programs and Presidential Decrees he has passed for Filipinos to guide themselves to become disciplined and productive people all these were interpreted wrongly as a way of dictating and controlling things. But if assessed, its ultimate purpose is to improve the lives of the Filipino people.

Ferdinand Marcos autocratic, strong-arm rule is sorely missed where the government was well-organized and laws were strictly followed by civilians, leading to a disciplined populace. The relative economic success that tthe Philippines enjoyed during the initial part of his presidency is hard to dispel in spite of the fact that many despise his regime, his silencing the free press, curtailing of civil liberties such as the right to peaceably assemble, his dictatorial control, the imprisonment, torture, murder and disappearance of thousands of his oppositionists and his supposed shameless blunder of the nations treasury. Marcos however had an ironically mild streak to his strong man image and as much as possible avoided blood shed and confrontation. If we had only embraced his idealism, we will not be left out by our neighboring countries in Asia. Ferdinand Marcos (minus Imelda) is still the last best Administration we had.

2. In so far as your subordinates, what leadership traits you had seen from him. Integrity, Commitment and Developing People are among the leadership traits I have seen from J/INSP Aris Villaester. Integrity. He manifests honesty and high ethics by taking responsibility for his own actions and likewise personal

responsibility for the results and actions of the respective unit members under his supervision. Commitment in working hard and having a strong discipline to accomplish goals.

Developing People. Organizing several skills training to assigned Personnel of Manila City Jail Female Dormitory. Leaders develop the people to build a stronger team so that the organization is effective.

3. Granting that as a Regional Director, your Assistant Regional Director had been bad mouthing you, as a Jail Executive leader, what should be your courses of action to stop this unprofessional conduct and protect your position. The best way to face this kind of situation is to combat the individuals behavior with impeccable professionalism. Responding to unprofessionalism with the same indigant behavior may only intensify or worsen the situation. As the Jail Executive Leader, the following courses of action can be taken: Take the situation seriously and correct unprofessional behavior if it seems like it stems from a need for attention. Negative attention is still attention, and some people crave attention of any kind. Remain

professional, unfailingly polite, courteous and well-spoken no matter what the situation. Keep cool and remain calm under any circumstances. Confront him/her politely. State the situation and explain that his misconduct plays no role in the units collective goal towards productivity. There should be no hurt feelings, mistrust or animosity among colleagues who must work together to promote the same interest. Document the unprofessional behavior and report the matter to the proper office for appropriate filing of charges.

It is important to remain professional at all times when engaged in a business environment. Professionalism not only lets people know you are a reputable person to work with, but also conveys intelligence and poise regarding your situation. It is far more important to remain committed to my work and behave ethically in all endeavors.

4. In your City Jail Office wherein you are the Deputy Jail Warden, mismanagement of said office was publicly denounced by the public as well as the media. What should be your course of action to rectify this negative accusation and poor management? Explain.

If misquoted in a story or misinformation is given, it is the responsibility of the Deputy Jail Warden to suggest or recommend to his/her Warden to act promptly. If the story is factually incorrect or unduly biased, consider contacting the reporter or editor involved. Ask for a retraction or correction of an error. All publications, with the exception of a very rare few, will issue corrections for factual errors.

If bad press occurs, the best approach is to remain calm, keep a level head and try to put it into perspective, as overreaction can worsen the situation. Think through the options and respond accordingly. Bad press can be a chance not only to make the situation clearly known, but to show leadership and clarity of mind under pressure.

Further, to prevent a future situation, its important to clarify expectations in terms of personnels official conduct, role and responsibilities. Ensure transparency with staff that consequences are to be dealt with accordingly and can range from a disciplinary hearing, suspension or even dismissal. It must be clear that when incidents arise, what happens in digital platform is taken by the unit. Moreover, it is indispensable to engage in more effective external communication to improve citizen trust and maintain political legitimacy. More effective media communication can lead to more favorable media coverage that ultimately shapes citizen trust in government.

5. As Chief of a National Support Unit, your Junior Officer reported to you or a problem subordinate. In exercising your Police Executive Leadership, what should be your immediate action regarding this problem.

To be in the position of the Chief of the National Support Unit is a tough job. It gets even tougher when you have to handle a problem subordinate at work as it is often the Chief who finds him or herself confronted with multiple versions of events and having to make a decision that may, whether perceived or real, disadvantage one of their subordinates in a given situation. Issues of this nature may include, but are not limited to disproportionate assigning of workloads, perceived bias or favoritism, personal belief or circumstances and of course differing personalities. It is a fact that in any work place some personalities will

clash and it is among the Chiefs task to maintain the balance of productivity without the disruption of constant discord undermining morale and teamwork. The business of conflict resolution is an inexact one in that methods, strategies and a combination of different approaches provide at best a toolbox from which a Unit Head can manage difficult situations. No one method will work every time and the hard reality is that some personality conflicts will not be resolved;
thus facing the difficult choice of deciding which of the two subordinates to have removed from the team. Having faced the bad news, it mostly comes down to effective communication and listening.

When faced with personality conflict between subordinates the first rule is to identify and address the problem as soon as it exists. Make an informed evaluation and decide if it is necessary to step in and deal with the issue however its also helpful to be aware sometimes not all is what it seems. Closely monitoring the issue is also effective

6. What does it cost you and the organization, your leadership experiences in the past wherein you failed to exercise your leadership over your subordinate. Lessons learned. Having been a Warden of several jail facilities in the NCR, I had never faced serious consequences wherein I failed to exercise leadership over a subordinate. To be effective, I had ascertained to set directions, risk change, build high-performing teams, achieve results, go the extra mile and endure ungodly stress. To be enthusiastically followed, my inner compass guides me to foster the trust of my subordinates. This inner compass is character. When character is seriously compromised, failure follows.
