CALL FOR EXPRESSIONS OF INTEREST

The Animal Welfare Division, Ministry of Environment and Forests is seeking expressions of interest from appropriately experienced organisations with respect to the delivery of training and educational programmes, to be based at the National Institute of Animal Welfare (NIAW), Ballabhgarh, Haryana State, India.

Project Concept:

Objective/Goals:

To create an enabling environment for fulfilling the statutory obligations under the Prevention of Cruelty to Animals Act 1960 by way of imparting training and education in the field of animal welfare and other Information, Education & Communication (ICT) activities.

2. To create a pool of skilled personnel having scientific knowledge to undertake the various activities relating to animal welfare in a systematic way and for successful implementation of the various schemes of animal welfare.

Time-frame:

The project will commence from 1st August,2012 and will run for five years. Extension will be considered on merits based on performance and will be on mutually accepted terms.

Structure:

The project will be a collaborative initiative with Ministry of Environment and Forests where in NIAW will provide complete infrastructure required for conducting the training programme and the organizations will be responsible for operation and maintenance of this infrastructure and will be required to design the training courses, provide the teaching faculty complete in all respects and carry out ICT activities as approved and support staff.

Description:

The training will be delivered by a team of appropriately-experienced teaching staff to groups of 20 to 30 trainees in each of the following training course.

(a) Bachelors program of three year duration. (b) Diploma program of one year duration. (c) Short term training programs of 4/2/1 week duration. For these programs following details should be provided alongwith:

Details of the course structure. List of topics and sub-topics to be covered semester wise. Brief resume of each topic to be covered. Details of books/journals to be consulted by the trainees, topic wise. 5. Specification of equipments for laboratory/clinic semester wise. 6. Specifications of computer software and online help semester/topic wise.

Apart from this, details of Information, Education & Communication (ICT) activities should also be given year wise. Who can apply Qualification Benchmark.

National organisations/colleges/universities of repute, approved to award degree in India and preferably having experience in imparting Animal Welfare training.

EOI Contents:

The EOI should include: 1. Organisation profile giving background, details of promoters, faculty and organisation structure. 2. Details of similar projects and experience credentials. 3. Documentary proof in support of qualification benchmark. 4. Annual report of last three completed financial years.

Selection Process:

The process of selection of the entity would be in two stages. In the first stage, EOIs submitted shall be screened. The applicants meeting the qualification benchmarks shall be shortlisted for the next stage wherein the applicant will be invited to NIAW for demonstration/presentation of the facility and a detailed Request for Proposal (RFP) document will be issued inviting detailed proposal (technical and financial). shall thereafter be awarded on the basis of evaluation of proposals submitted by the shortlisted applicants. Technical proposals should be in line with the details given in EoI, providing more details and project report. The financial quotation will be evaluated on Cost to Institute basis. In case of deviation in EoI and technical proposal, the entity will be disqualified.

The Government reserves the right to invite proposals from only those entities which express their interest in EoI stage and the right to reject any or all EoIs and holds the discretion to decide whether or not an applicant demonstrates eligible experience, without assigning any reason.

The Government also reserves the right to award the project to any Government or semi Government entity it deems fit to undertake the work on the basis of EoI, on the recommendation of the evaluating committee without going in for RFP.

Submissions

EoI shall be submitted in sealed cover by Registered Post only clearly super scribing the envelope EOI for conducting training & Educational Programme at NIAW, Ballabhgarh on or before 15th June, 2012 upto15:00hrs to the Director, Animal Welfare Division, 8th Floor, Jeevan Prakash Building, 25,K.G. Marg, Ministry of Environment and Forests, New Delhi-110 001.
