1. Problem Identification: Child Abuse and Neglect Cases Reported and Investigated by State: 2005

2. Problem Description In 2005, there were nearly 2,000,000 reported cases of child abuse and neglect in the United States. Over 70,000,000 citizens in the overall population were children, and almost 83% of those children were abused or neglected. The American Humane Association affirms that 23.1% of children neglected in 2005 were African-American, which means almost 210,000 AfricanAmerican children were abused within the span of that year alone. Though not as high as the number of white children abused in the same year, these still staggering numbers suggest an unfortunate future for a race whose population, including children, continues to grow. To combat the abuse and neglect of children requires both an awareness of the problem and a positive reaction to the situation. It is important that communities, especially black communities, are educated of the severity of the problem, and are armed with the proper outlets, such as federal agencies and mentoring programs, that can effectively deal with such a sensitive issue as child abuse and neglect. More importantly, the community must not be afraid to step in and care for their young as a community.

3. Findings In 2005, in the United States, almost 83% of the child population was victim to abuse. The majority of abuse and neglect occurred in the most populous states, including New York, Florida, California, Illinois, and Texas. Regionally, the Southern portion of the United States was

responsible for the majority of the abuse in the country, almost 55% of child victims residing in states such as Florida, Georgia, and Alabama. Two years later, in 2007, the number of child victims in the United States dropped nearly 13%, though, in 2009, it dropped again, but only by 3%. Whites were more frequently abused than other races in 2005. Boys and girls were almost equal in the total amount of abused and neglected victims. Children with illnesses or disabilities were twice as likely to be victims of abuse. A. Magnitude: 899,454 children were victims of abuse in 2005. 3,529,172 children were subjects of an investigation, and 1,915,641 reports were filed in the same year. Given the population figures in the table (stating that the population number of children below the age of 18 was 74,502,089), an estimated 83% of children in the United States were victims of abuse in 2005. African-Americans accounted for 23.1% of the abuse, with nearly 210,000 African-American children abused in 2005. B. Scope: The United States, in total, had 899,454 child victims in 2005. The state that had the largest amount of child victims was California, with 95,314 victims total. The region that had the largest amount of child victims was the Southern region, with a combined 403,801 victims total. C. Changes: In 2007, the number of child victims in the United States dropped down to 783,351, almost a 13% drop in victims from two years prior. In 2009, the number of child victims in the United States dropped down to 762,940, almost a 3% drop from 2007, and almost a 16% drop from 2005. D. Disparities: Boys and girls were almost equally abused in 2005. 47.3% of children were boys, 50.7% of children were girls. Whites were more frequently abused than other races, 49.7% of children abused being white. Blacks were second in listings,

with 23.1% of children abused being black. Children with disabilities or illnesses were twice as likely to be abused.
