Project Purpose and Outcomes *Where is the specific geographical area to be served? Winder Barrow Middle School is a Title I school situated in the downtown area of Winder, Georgia known as Barrow County. The population of Barrow County is 69,367 people; 11.4% of which is African American, 74.6% Caucasian, 3.4% Asian, 8.7% Hispanic, and 0.3% American Indian. 12.6% of citizens live below the poverty level and 78.9% possess a high school diploma compared to state of 83.5%. Of the 78.9% of high school graduates, only 14.9% of citizens have obtained a Bachelor's degree. *What is the unemployment rate? The Barrow County unemployment rate is 10.3% according to the 2009 Annual Averages report released by the Georgia Department of Labor. *What is the high school graduation rate? The graduation rate of Winder Barrow High School is 74.8%. This is based on statistics obtained from the Georgia Department of Education website (2009 statistics). *What is the drop-out rate? Based on the most recent data available from the Department of Education, the Winder Barrow High School dropout rate is approximately 4.5%. *What is the poverty level in the geographical area served? Project/Program Purpose The primary goal of project READ (Relax, Enjoy, and Dive into Reading) is to maximize the number of readings available to students at Winder Barrow Middle School. Adding books will help students to meet the Georgia Department of Education's Reading Across the Curriculum Standard which requires each student to read a minimum of 25 books, or their equivalent, per year in the area of science, social studies, math, and language arts. Content area teachers are required to incorporate this Georgia Performance Standard in their classroom practice. Students also have a period of sustained silent reading each day to help meet this requirement. With the purchase of a variety of new titles across curriculum areas, we will create a bridge between the classroom and the media center. After completing our 2011 Collection Analysis Report, we have discovered a need to strengthen our book collection for our second-language learners, our economically disadvantaged students, and our gifted population. Research proves that the ELL students need both English and Spanish books to scaffold their language development. Our ED students have little access to reading material outside of school and typically fall behind in reading achievement. According to research (Alexander, Entwisle & Olsen, 2001), the ED students tend to score two standard deviations below the national average by the time they reach middle school. We are trying to promote literacy and help decrease the drop-out rate in Barrow County. At the other end of the spectrum, we need more high level books to serve our gifted population. We desire that our struggling readers have success and our advanced readers be challenged. By increasing the number of up-to-date trade books, all students will be motivated and excited to visit the media center to check out books. Project Design and Evaluation Project/Program Design Research has shown that media centers have the tools to inspire literacy in learners of all ages. When students have the chance to choose books and to explore information that interest them, many forms of literacy emerge and develop. Project READ will provide more access to books which means more reading, better comprehension, larger vocabulary, better spelling and writing. Studies show that a quality school library is a significant predictor of achievement on reading tests (Professor Stephen Krashen, USC). Project READ will enable Winder-Barrow Middle School to provide current and meaningful literature for all students and should have a positive impact on student achievement as measured by scores on our standardized reading tests. The media specialist will serve as the director of Project READ and will work with the ELL, gifted, and language arts teachers in searching the appropriate titles for our diverse student population. Bilingual titles and biographies of interest for ELL students will be purchased along with high interest, lower level novels and non-fiction books for the ED students. More advanced novels, short stories, biographies, and non-fiction titles will be selected for gifted students. Books across the curriculum will be ordered to meet the 25 book requirement of the Reading Across the Curriculum GA Performance Standard and will boost our collection. The new books will be promoted and encouraged through parent nights, listing on school website, school newsletter, and PTO meetings. Press releases highlighting the Dollar General Literacy Program and its impact on

Winder-Barrow Middle will be published in our two local newspapers; our school website, our newsletters, and our list serve to parents. Timeline Mid August 2012. The school media committee will revise the current five year media plan, discuss the collection analysis report to review gaps in the collection, and begin recommending titles. The language arts teachers will meet with the media specialist to develop school wide reading goals pertaining to the Reading Across the Curriculum Standard. The recommended number of weekly instructional hours per student will be approximately two hours. There will be at least 75 minutes of weekly sustained silent reading across the curriculum. Language arts classes and the ELL class will meet at least 50 minutes per week. Gifted students will read three hours per week during weekly instruction. Late August 2011. The media specialist will conduct a survey (book wish list) with all students and teachers involved. Sept. 2011. New books will be ordered based on recommendations from the media committee, the media specialist, and survey results. When the books arrive and are processed, they will be advertised and promoted to the student body and the community. Reading lists will be distributed to classroom teachers. October 2012-May 2013. The media specialist will meet monthly with the language arts teachers, gifted, and ELL teachers to monitor progress with the reading logs. May 2013. The media specialist will evaluate Project READ and measure its impact on the students. Book log statistics provided by language arts, gifted, and ELL teachers will be analyzed to show evidence of increased reading. Circulation reports, collection analysis reports, and Criterion Referenced Competency Test reading scores will be compared to 2011-2012 school year's score and statistics. *Measurable Results With the addition of the books, our school media center will increase its circulation by 20%, classroom visits to the media center will increase by 10%, and students will increase the amount of time spent reading by the end of the school year. Gifted students and ELL students will use the books during weekly instruction by their respective teachers. The ED students and the remainder of the student population will also have the books during weekly instruction with their language arts teachers. Our goal is a 3% gain in reading achievement on the 2013 Criterion Referenced Competency Test. *Assessment Methods The media center schedule book will provide evidence of a 10% increase in media center visitation. Students will also show enthusiasm for reading as indicated by a 20% increase in the circulation statistics of the media center by comparing 2012 and 2013 annual reports. The language arts teachers, gifted and ELL teachers will be able to track educational gains and increased reading each grading period (each nine

weeks) by having their students complete book logs. They make a significant shift from "learning to read" to "reading to learn" in the middle school according to reading expert, H.L. Herber. Project READ will give our students new reading material to keep the media center dynamic and help meet this demand. Based on an average price of $20 per library book, 200 books will be purchased for this project and added to our media center. Believing that reading is the basis for all learning, the faculty of Winder-Barrow Middle School is committed to improving the reading skills of all students and instituting in them a lifelong love of reading.
