As of Oct. 2004, forest protection area for the province is estimated to be only 69,576.06 has. This is a little over 61% of the total protection forestland and only 16% of the total watershed area of the province. Agusan del Norte Economy: GDP (2000) at current prices PhP 5.2 B This is 5.5% lower than the GDP of the Province in 1990, but higher than the 1997 GDP by 8.82% The contribution of AFF to GDP in 2000 was 40.3%. Forestry accounted for 0.87% of the total AFF contribution to GDP

VISION A productive and sustainable forest providing livelihood and recreational space and contributing to ecological balance of the Province, managed harmoniously by different ethnic groups. MISSION STATEMENT To enhance, conserve, safeguard and optimize the productivity of the forestland resources of the province for the interest and welfare of the present and future generation. OBJECTIVES 1. To re-establish watershed reservations and enhance the protection of the 14 watershed clusters of the province 2. To increase the forest cover of the province, particularly the closed canopy forest through an intensified reforestation and protection program 3. To reduce the open access forest area to 5% of the total forest area within the planning period 4. To increase the watershed reservation of the province to a level which can adequately meet the water sustainability requirement of the province 5. To increase the mangrove areas through replanting and conservation program 6. To establish and operationalize preventive measures to control soil erosion in the province 7. To provide livelihood programs and support facilities to settlement areas within the forestland 8. To develop and promote eco-tourism in the province 9. To establish strong partnership with different stakeholders on forestland development
SPATIAL STRATEGY The spatial strategy of ADN is to combine first the various watersheds of the province into 14 watershed clusters and then to divide each watershed cluster into 7 management zones. Strict Protection and Habitat Zone: Areas within the protection forestlands that consist of old growth or closed canopy forest, highly erosion prone areas, areas over fault lines, identified habitats of threatened species, and high recharge areas of known aquifers

Buffer Zone: These are areas identified outside the boundaries of/and immediately adjacent to designated protected areas that needs special development control in order to avoid or minimize harm to the protected area.
