AGUSAN DEL NORTE FOREST LAND USE AND MANAGEMENT PLAN 2004 2014

As of Oct. 2004, forest protection area for the province is estimated to be only 69,576.06 has. This is a little over 61% of the total protection forestland and only 16% of the total watershed area of the province. Agusan del Norte Economy: GDP (2000) at current prices PhP 5.2 B This is 5.5% lower than the GDP of the Province in 1990, but higher than the 1997 GDP by 8.82% The contribution of AFF to GDP in 2000 was 40.3%. Forestry accounted for 0.87% of the total AFF contribution to GDP

VISION A productive and sustainable forest providing livelihood and recreational space and contributing to ecological balance of the Province, managed harmoniously by different ethnic groups. MISSION STATEMENT To enhance, conserve, safeguard and optimize the productivity of the forestland resources of the province for the interest and welfare of the present and future generation. OBJECTIVES 1. To re-establish watershed reservations and enhance the protection of the 14 watershed clusters of the province 2. To increase the forest cover of the province, particularly the closed canopy forest through an intensified reforestation and protection program 3. To reduce the open access forest area to 5% of the total forest area within the planning period 4. To increase the watershed reservation of the province to a level which can adequately meet the water sustainability requirement of the province 5. To increase the mangrove areas through replanting and conservation program 6. To establish and operationalize preventive measures to control soil erosion in the province 7. To provide livelihood programs and support facilities to settlement areas within the forestland 8. To develop and promote eco-tourism in the province 9. To establish strong partnership with different stakeholders on forestland development

STRATEGIES AND TARGETS

Two types of strategies are used in ADN FLUMP:

SPATIAL STRATEGY The spatial strategy of ADN is to combine first the various watersheds of the province into 14 watershed clusters and then to divide each watershed cluster into 7 management zones. The management zones integrate the protection, conservation, best use and management of forestlands of the province. The seven management zones are: 1. 2. 3. 4. 5. 6. 7. Strict Protection and Habitat Zone: Areas within the protection forestlands that consist of old growth or closed canopy forest, highly erosion prone areas, areas over fault lines, identified habitats of threatened species, and high recharge areas of known aquifers

These are areas within the protection forestland that are without forest cover. Single Use Production Zone: Consist of areas within the production forestlands that are for timber or nontimber production. Buffer Zone: These are areas identified outside the boundaries of/and immediately adjacent to designated protected areas that needs special development control in order to avoid or minimize harm to the protected area. PROGRAMMATIC STRATEGY A programmatic strategy describes the different programs/projects necessary to achieve the objectives and targets of the plan and how these programs/ projects are to be delivered and managed. 1. Program 1: Forest Resource Management


a. Municipal and barangay boundary survey (P500/ha) b. Resurvey/relocation of existing tenure boundaries (P300/ha) c. Delineation of protection and production forestland into different management zones (P150/ha) d. Socio-economic survey of existing forest settlements (P150/mm x 49,032 estimated mm)

e. Establishment and operation of management system for open access areas f. Relocation of settlements outside critical areas g. Organization of community-based forest management bodies and their support

Program 2: Forest Enhancement, Protection and Sustainability


a. Reforestation of denuded watershed recharge areas (P10,000/ha x restoration zone) b. Promotion of commercial tree plantations (P30,000/ha x single use zone area) c. Assisted Natural Regeneration (ANR) of Restoration Zones (P 8,000.00/ha x restoration zone area) d. Promotion of agro-forestry among forestland settlers (P20,000/ha x multiple use zone) e. Promotion of appropriate technologies for sloping agriculture and upland areas f. Promotion of soil conservation techniques in high-risk soil erosion areas

Program 5: Assistance to Eco-tourism


a. Inventory and characterization of cultural sites, cultural events, wildlife and nature sights, alternative eco-tourism itineraries, recreation and soft-adventure based eco-tour, etc. (P50/ha) b. Information, education and communication program targeting ecotourism host communities, service providers, students and other stakeholders about the benefits and the effects of eco-tourism (P20,000/month) c. Training programs for service providers and workers for eco-tourism. d. Accreditation of tourism facilities and service providers

e. Skills training and market assistance on the production and promotion of local goods (handicrafts, local delicacies, etc.) for tourists f. Establishment of monitoring and evaluation system for eco-tourism facilities and performance of service providers

Program 6: Promotion of Safe and Responsible Mining


a. Formulate and conduct information, education and communication program on safe and responsible mining. b. Capability building of LGUs and stakeholders. c. Support to the operation of the multi-partite monitoring teams. d. Computerized data base on mining industry of the province

Program 7: Institutional Capability Building


a. Establishment and operation of GIS-MIS for forest development b. Formulate and conduct information, education and communication (IEC) program c. Establishment and operation of a strong linkage between LGU, NGAs, NGOs, and funding institutions d. MOA between LGU and DENR for Co-management Program e. Upgrading of technical and management skills of agencies and organizations related to forest management f. Institutionalization and strengthening of Bantay Gubat Volunteers g. Acquisition of facilities for monitoring and evaluation h. Establish and implement human resource development program for personnel related to forest development

Program 8: Research and Development


a. Agro-chemical contamination of surface and underground water of ADN

b. Inventory of the mineral deposits of the Province c. Socio-economic survey of settlers in protection forestland d. Comparative study on the effectiveness of different tenure system in forest resource development e. Comparative study of alternative reforestation schemes in Agusan del Norte
