Enhancing Planning and Management Competences for Port Development in Decentralised Administration Units

A capacity building programme offered by o InWEnt Capacity Building International, Germany in cooperation with o Ministry for Transportation of Indonesia o Centre for Coastal and Marine Resources Studies (CCRMS) _________________________________________________________________________ _ Background
Ports play an important role for the economic development of Indonesia as a whole and for the respective regions. Ports in Indonesia are facing considerable changes and challenges at present and in the near future: work conditions are created for the local economy and local community development.

Our programme
The programme has been developed in close co-operation between the Indonesian Ministry of Transportation, InWEnt Capacity Building International and Centre for Coastal and Marine Resources Studies and under exploitation of InWEnt's rich expertise and experience in development and implementation of international capacity building programmes. Specific training programmes for port management and port development have been designed for the different levels of management in ports. Training programmes also envisage the involvement and participation of decision makers and managers from the local governments, which mostly are impacted from port development and must be enabled to codetermine the process of port planning and development.

Globalization causes continuous growth of goods shipped around the world and requires well working port infrastructure to cope with. Size of ships is still increasing and times for loading and unloading is expected to be still shorter - perfect facilities and highest performance of ports is expected by international shipping lines A high competition among international ports for the growing freight (especially in container transport) in the region At the moment Indonesian ports do not always meet the necessary requirements. Inadequate operations and insufficient technical equipment are causing considerable losses to the Indonesian economy. Ports and the associated logistics systems must be developed to ensure smooth acceptance and processing of the growing cargo volumes.

Our Training Offers


"Port decentralization - development of good mechanisms for cooperation and communication between national port authority and local ports" Workshop series of 4 workshops (3 days each) within 2 years For top level managers from local ports, Pelindo III, representatives from MoT and local governments. The Indonesian government is implementing a policy of de-regulation and decentralization of port management. The Government intends to privatize those commercial ports currently operated under Indonesian Port Corporations (IPCs - Pelindo) whenever possible. The private sector is expected to participate in the construction and operation of ports. With the launching of decentralization or regional autonomy, activity in ports is expected to increase. Maintenance and expansion of ports will in turn support the economy of Indonesia.

International Training Course: "Port Development, Management and Operation" A full time training course of totally three months, consisting of a 2 months training in Bremen, a two months transfer phase and a final 1 month training in Indonesia. For mid level managers and junior executives from local port administration, from private port operators and form local governments with multiplier function and leadership perspectives. Objectives
A well trained staff at all levels of the port management is a prerequisite for ports in Indonesia to successfully cope with the challenges ahead. By providing management and technical training for supervisors, specialist staff and management and training for senior executives, the capacity building programme contributes to strengthening the planning, decision-making, management and operational expertise in the local port operators, administrations and authorities. As a result, local port administrations are increasingly in a position to carry out the tasks with which they are successfully entrusted under the Indonesian governments port decentralisation programmes. "Port decentralization - development of good mechanisms for cooperation and communication between national port authority and local ports"
Objectives:
The Government of Indonesia intends to privatize those commercial ports currently operated under Indonesian Port Corporations (IPCs - Pelindo) whenever possible. The private sector is expected to participate in the construction and operation of ports. To ensure an efficient operation of ports, responsibilities and assets for port management need to be transferred to the local actors. To ease this transition from the centralized structure towards the decentralized model, efficient mechanisms have been developed and introduced in order to further promote consultation between the representatives of the central port authorities and the decentralised players, which are to be governing the decision-making process on port development measures. Representatives from the Ministry of Transportation, the Pelindos, the local port and concerned local communities are in a position to moderate and manage the consultation process regarding port development. Consultation and coordination mechanisms are being applied in all development and planning activities.

Target group target persons:


These activities target at the decision-makers and the top management from the Ministry of Transportation, from the concerned Pelindo, the local ports, the local governments and from private port operators. They are invited to participate in the discussion and to contribute actively to the development of appropriate coordination mechanisms for the transition process in ports in Indonesia.

Workshop design:
The ambitious and demanding objective will be achieved in a stepwise participatory process. The relevant stakeholder and players will be invited to jointly develop strategies, based on the latest information and on existing models from other countries. The discussion and developing process will be facilitated by experienced experts and supported by international port experts. To guarantee a maximum degree of involvement of the managers of the different stakeholders and their respective expert staff, feed back loops are foreseen between the single steps. The development process will be divided into four workshops of duration of three days each. The four workshops will be conducted within two years time.

Analyse the state of the governments policy regarding decentralization of commercial ports in Indonesia, Discuss legal framework and requirements for port decentralization and privatization; Present concepts and models for port privatization from other countries Identify new stakeholders and their roles and responsibilities in port development and management. Analyse the need of coordination and communication in port development and the fields where it is necessary to coordinate: Development of a draft proposal for mechanisms for efficient and successful cooperation between national port administration and decentralized port operation and management units Stepwise refinement of the draft proposal, based on the feed back participants receive from their respective institutions since workshop 2. It is planned to come to an agreement about the practical implementation of the developed mechanisms. Review and evaluation of implementation and employment of mechanism modification and improvement of mechanisms Adopt recommendations for cooperation and communication in port decentralization processes.

Conditions and requirements:


Participation in the workshops is free. InWEnt will be responsible for board and lodging during the workshops. Participants are requested to shoulder the travelling costs to the venue where the training courses will take place. To guarantee a maximum of continuity of the working process, participants are requested to attend all four workshops. For more detailed information please see page 6.

International Training Course: "Port Development, Management and Operation"


Objectives:
Decision-makers and multipliers in the middle management at port operating companies, port administration and from concerned local government units have a sound knowledge in all aspects of port development, planning, management and operation. They are in a position to coordinate the specific activities successfully with the involved stakeholders and are able to negotiate disputed aspects of port development. Their excellent management skills and expertise combined with good technical knowledge enables them to contribute to efficient ports operation. This knowledge comprises general port management, port development, operating models, port technology, processing technology, monitoring of shipping traffic, accident prevention and security, environmental management and hazard protection, social responsibility and human resources management. They apply this knowledge successfully in their area of responsibility.

Target group target persons:


Managers and junior executives with right of command (managerial authority) and multiplier function from local port administration, private port operators and concerned local government units. Participants are expected to be assigned with leading positions in the future.

Design of the training course:


For this management training modern tools and instruments of human resources development and capacity building will be applied to enhance the management competence of the participants. A strong participatory approach will be applied and participants are expected to actively contribute with their knowledge and experiences. Group work on case studies, role plays and other methods will be used to make the training most efficient. Visits to ports and related institutions are part of the programme. The course language is English. The maximum number of participants in the course is 20. The complete course consists of three parts: Part 1: 2 months training course Jul - Aug 2008 Bremen, Germany The first part of the training will be conducted in Bremen, Germany. Participants will be exposed to a full time training (five days per week), covering most of the management and technical modules (see contents). At the end of the first part the individual transfer projects will be prepared on the basis of a specific problem, jointly identified between the participant and his employer/supervisor. Participants return to their job in their company or institution. Additionally to their daily work they will dedicate to the implementation of the transfer project. The participant is expected to get the needed support from the employer for the transfer project implementation. He/she will be also supported / coached by the course trainers (via online discussion, emailing or phoning) This part of the full time training course is dedicated to the analysis of the experience with the implementation of the transfer project. Additional management training sessions will be conducted. As well technical information will be repeated and completed. Part 3 will be conducted in Indonesia, but participants of the training are not available for the employer during the time of the training.

Conditions:
Participation in the training course is free of fee. During their stay in Bremen InWEnt will take care for the accommodation of the participants. They will receive a scholarship which covers personal expenses. InWEnt will be responsible for board and lodging during the training course in Indonesia. Participant's employers are requested to shoulder the travelling costs to the place where the training courses will take place.

Short courses: "Port management and operation" 15 days sandwich training


Objectives:
Companies and institution assigned with responsibility for port operation need a highly qualified working staff to be able to guarantee good performance of the port. This training assures that supervisors and technical staff members of ports are equipped with the latest information about port operation, such as port technology, processing technology, gear handling, accident prevention and security, environmental management protection, social responsibility and human resources management. They apply this knowledge successfully in their area of responsibility.

Target group target persons:


This offer targets at supervisors, technicians and skilled workers with right of command (managerial authority) and multiplier function from local ports, private port operators and concerned local government units. Participants are expected to be assigned with leading positions in the future.

Design of the training course:


The complete course consists of three parts. Part 1: 2 weeks training course classroom session Part 2: 6 - 8 weeks transfer phase - on the job Participants will be exposed to a full time training (five days per week), covering the management and technical modules (see contents). At the end of the first part the individual transfer projects will be prepared on the basis of a specific problem. Participants return to their jobs in their company or institution. Additionally to their daily work they will dedicate to the implementation of the transfer project. The participant is expected to get the required support from his supervisor and colleagues for the transfer project implementation. He/she will be also supported by his trainers (via online discussion, emailing or phoning) This part of the full time training course is dedicated to the analysis of the experience with the implementation of the transfer project. Additional management training sessions will be delivered and technical information will be repeated if requested.

Part 3: 1 week training course classroom session

For this management training modern tools and instruments of human resources development and capacity building will be applied to enhance the management and instruction competence of the participants. A strong participatory approach will be applied and participants are expected to actively contribute with their knowledge and experiences. Group work on case studies, role plays and other methods will be used to make the training most efficient. A transfer project helps to apply the newly acquired knowledge in daily works situations. The maximum number of participants in the course is 20. The training courses will be repeatedly offered by InWEnt and its partners according to the needs and requests (2 - 3 courses per year).
