Based on my recommendations and that of two separate selection panels, the City Commission recently appointed our new Chief of Police Raymond jORGE M. GONzALEz Martinez and new Fire Chief Javier Otero. Our new chiefs have served the Miami Beach community for over 10 and 20 years respectively. They have track records of accomplishments and dedication to our city, residents, businesses, and visitors. Despite the Miami Beach Police Departments (MBPD) many honorable and hardworking officers whose work is commendable, as of late, several challenges have called for a dramatic reform of the organization and its culture. It is our expectation, and that of the community, that the MBPDs new chief will lead the charge to make these changes in order to regain the public trust and confidence of our community, our visitors, the media and of other law enforcement agencies across the country. With the confirmation of Fire Chief Otero, our city is also looking forward to continuing to provide the best fire-safety services around. In the very near future, I plan to provide the new chief my expectations and priorities and that of the communitys, to move the Fire Department into the future. Please join me in congratulating them. Miami Beach is poised for many positive outcomes and a future of continuing to offer excellence in public safety. Miami Beachs local government access channel, MBTV, has joined the free channel line-up on AT&Ts u-verse channel 99. MBTV continues to broadcast on Atlantic Broadbands channel 77. MBTV can now reach the homes of all AT&T u-verses cable-service subscribers in Miami Beach, Miami-Dade, Broward, and northern Monroe counties. The channels potential viewership growth is estimated to increase from 40,000 to 240,000 viewers. Miami Beachs Office of Community Services is offering a new, health insurance related service to local seniors 65 years or older, and seniors under 65 with disabilities. The free service is being offered by the City in collaboration with SHINE (Serving Health Insurance Needs of Elders), a program of the Department of Elder Affairs and Alliance for Aging. Every Thursday, Miami Beach seniors and their representatives can come get their health insurance questions answered by a SHINE counselor at City Halls Office of Community Services on the first floor, between 9:00 a.m. until noon. The SHINE counselor also serve as an advocate with health-insurance related issues, such as billing for Medicare, Medicaid, health insurance and prescriptions. ART IN uNExPECTED PLACES


TEMPORARY CONTEMPORARY

If you have walked by Collins Parks lately, you may have questioned your sanity as you imagined hearing voices, music, and other sounds coming from nowhere. Rest assured, you are not crazy and you were not being punked it was art. Susan Philipszs 2009 sound installation By My Side can now be experienced in Collins Park during the museums regular hours and on special nights through August. This is the first work of public art for Temporary Contemporary, a program funded by the Knight Foundation and the National Endowment for the Arts. The Bass Museum of Art launched a new public art residency program called Temporary Contemporary. A selection of artists will create temporary and sitespecific installation within Miami Beachs City Center District that includes Collins Park, the New World Center, The Fillmore,

Convention Center, and Lincoln Road. These projects must be relevant to Miami Beach and to the environment in which they are placed (on sidewalks, in parks and on the walls of buildings). Silvia Karman Cubina, executive director and chief curator of the Bass Museum of Art, said, Outdoor works of art in unexpected places contribute to the livability of the community with arts at their core. During Art Basel Miami Beach 2011, several of these type of public installations were part of the free Art Public. Art Public was a bit of insight as to the bigger idea of the TC project. We are essentially producing an Art Public in and around Miami Beach, said Megan Riley, director of external affairs, Bass Museum of Art.

Expect to see (or hear) other new temporary installations in the coming months. The Bass Museum of Art was one of only 51 recipients in the country to have received an Our Town matching grant from the National Endowment of the Arts for this program. The John S. and James L. Knight Foundation recently granted the museum the required $100,000 match.

Also known as a sound sculpture/sound art, it is a work of art made up of sound and time, but as it is often site specific, it also includes the surrounding space or environment. Ivette Daz These days, paying for a higher education can be challenging. In addition to tuition, students worry about paying for books, room and board, meals and daily expenses. According to The College Board, the annual college cost for a full-time student in America is $9,000 in a public school and over $36,000 in a private college. A City scholarship made a big difference for Miami Beach High graduate Lyssa Goldberg, now a student at the university of Miami (uM). The scholarship allowed her to live on campus rather than to have to commute to and from school, giving her some free time to be involved in school activities, such as becoming the assistant editor of uMs student newspaper. I dont think this would have happened if I were living at home; working on a newspaper requires a lot of late hours and last-minute work. I dont know if I could handle all of the time input if I was commuting, said Goldberg, who was one of eight Miami Beach High students who received between $2,000 and $2,500 each in financial aid in 2011. The college aid is part of an annual City of Miami Beach scholarship program, which benefits Miami Beach residents and graduates of Miami Beach Senior High School pursuing careers in food and hospitality, travel, tourism and related fields. The City created the program in 2003 to help students from low-income families. We all know the importance of an education, but its not always easy to fund one or to find the motivation to begin, especially if funding is missing, said Miami Beach Tourism and Cultural Development Director Max Sklar, whose department administers the scholarships. This is one way that the City gives our future leaders an opportunity to get a higher education and make a difference in their education. The scholarships are funded by companies that do business with the City. Currently, Global Spectrum and Centerplate, which provide hospitality/food industry services to Miami Beach as the managers and food and beverage providers at the Miami Beach Convention Center, contribute $12,500 and $20,000 respectively every year towards the scholarships as part of their City contracts. Since the inception of the program in 2003, Miami Beach has awarded over $200,000 in financial aid. Almost 40 students have benefited from the program. Melanie Veizaga, an aspiring event planner currently at Miami-Dade College, works at The Crab House in North Bay Village as a way to gain experience in her field and to fund her college education. She felt her own pressure ease off last year when she won one of the Citys scholarships. Although it might just seem like money being given away, it really isnt. Its very life changing and it takes a lot of weight off our shoulders and just time to breathe and focus on what really matters, which is our future, said Veizaga. Receiving the scholarship, she said, also brought balance to her busy schedule of books and work. For those interested, scholarship applications must be submitted by April of each year. Applicants must be u.S. residents, citizens, or visiting students on student visas, and must have a grade point average of 2.5 or higher. Other considerations include ethnicity, financial need, community involvement and work experience in the students field of interest. Scholarships are awarded based on merit and available funding. Applications are reviewed by representatives from the City and the two contributing companies. SHEDDING THE LIGHT ON GARDENING


BEACH IN BLOOMS is an occasional gardening column by millie mcfadden, horticulturist, City of miami Beach. Imagine Lincoln Road Mall without greenery -- stark concrete, stagnant, malodorous air void of life. Just as green plants enhance the splendor of The Mall, they can enhance your life at home wherever you live. Houseplants beautify and studies have shown that plants can reduce stress and improve indoor air quality. However, knowing what plants can do to improve our lives and actually producing successful houseplants are often two very different things. Proper watering and fertilization are important components of successful houseplants; though, exposure to light is often the obstacle that most homeowners just cant seem to overcome. Single-family homes generally offer windows on four sides of the structure that face in each direction. As such, plants can be placed in different rooms according to the light exposure required for the species. Growing houseplants in a condo or apartment is much more challenging but not impossible. There are fewer windows in the average condominium or apartment. Corner units may have windows on two walls and some units feature windows and sliding glass doors only on one wall facing one direction. So what is one to do? Well, most of us (I, too, live in a condominium) can move outside, to the balcony. Sounds easy, right? Well, I am sorry to say, your troubles are not necessarily over. Horticulturists will say over and over, Right plant, right place. In fact, its our mantra. While many things can contribute to what makes for the right place for a particular species of plant (soil conditions, drainage, exposure to wind and salt), the most important consideration is exposure to light. And, the exposure to light on your balcony will be the direct result of which way your balcony faces: east morning sun, west hot afternoon sun. You won the gardeners lottery if your balcony faces south where there is full sun exposure all day, except maybe for the hottest months of the summer when the sun is directly overhead. This is the time that people and plants most enjoy a little shade. You can successfully grow containers of a wide range of plants from small fruit trees to vegetables and herbs, flowers and foliage plants that grow in outdoor gardens with full sun. However, you will want to avoid shade loving tropicals and ferns. If your balcony faces east and gets the morning sun, you may be able to grow the plants listed above, depending on other shady factors such as other buildings or trees. Most sun-loving plants (like vegetables) will do just fine with six hours of direct sunlight. If you get less than six hours, you will want to choose plants that prefer partial shade -- plants generally thought of as houseplants. Shade tolerant species are your best bet if your balcony faces north. Go for the tropical foliage and ferns. The homeowner with the balcony facing west faces the greatest challenge. These balconies are in shade throughout most of the day and then blasted with the hot sun for a couple hours in the afternoon. Plants grown in these conditions can scald just like our northern visitors anxious to get a quick tan. Fortunately, though, just like those of us who have adapted to the hot sun and do not get sun burned as easily as does a tourist, plants can and will acclimate. Start your balcony garden in the winter when the sun is less harsh and place your plants against the southern wall of your balcony in the winter and the northern wall in the summer. Sun-loving species will acclimate to shade much easier than the other way around. Most importantly, dont give up. breakers two years ago leaving a mess on our beaches, engaging in underage drinking and bringing prohibited items on the sand (such as bottles and alcohol), the City implemented a coordinated approach that involved code compliance staff and police officers proactively enforcing litter and open container laws on our beaches with cooler checks and officers walking through the crowds to issue violations. Signage was also posted and information handed out by volunteer goodwill ambassadors to let the visitors know about what they can and cannot do in our city. This past New Years Eve Weekend MEP also saw increased enforcement of the Citys open container laws a component now a part of similar MEPs. While common in other tourist cities such as Key West and New Orleans, in Miami Beach it is illegal to carry around an open container of alcohol in any public area, including the beach and street, at any time of the year. It is equally illegal to leave an establishment like a bar or convenience store with an open container of an alcoholic beverage. We are out there enforcing the laws with much more vigilance than we have in the past because the need has become greater, said Code Compliance Director Robert Santos-Alborna.

When major events such as the Miami International Boat Show, Super Bowl, the South Beach Wine and Food Festival and Art Basel Miami Beach come to town, the City works with the event organizers to address the impacts those events can have on our city from traffic to trash. Those events are responsible for paying for enhanced staffing and services needed to ensure that the city is safeguarded and clean. However, there are periods when there are no organized events that still draw significant crowds and have an even higher impact to the city such as spring break and Memorial Day weekend. A NON-EVENT WITH VIRAL BEGINNINGS Memorial Day weekend was once a very quiet holiday that marked the start of the summer off season. However, Memorial Day weekend 2001 was the beginning of what some describe as an unexpected flash mob of approximately 250,000 visitors. Urban hip-hop parties and concerts promoted online at private venues for the long weekend generated numbers of visitors especially in our entertainment district beyond what the City expected and could accommodate. The result was the development of the Miami Beach Major Events Plan (MEP)

process that provides for coordination and communication between various city departments, outside agencies, nightclubs, hotels and residents. The average resident might not know that an MEP is implemented about eight to 10 times a year. MEPs for the Boat Show, New Years Eve and Memorial Day weekend, among others, help the City prepare, and whenever possible mitigate, the impacts of these events in our city. Departmental staffing and service plans differ for each MEP implementation according to the need. For example, the recent Winter Music Conference/Spring Break MEP required an enhanced level of services on our sandy beaches to address spring break crowds during the day, while Winter Music Conference required more emphasis on the entertainment areas at night to monitor noise. The idea is that we modify our plan depending on the needs that arise during each MEP, so we can always scale up or scale down, and that goes for any of our services, explains Assistant City Manager Hilda Fernandez. More importantly, the MEPs change from year to year as we make adjustments based on what worked well and what didnt work as well. A VERSATILE PLANNING PROCESS That was the case with spring break. MEMORIAL DAY WEEKEND MEP The highly publicized shooting on Collins Avenue during the waning hours of Memorial Day weekend last year prompted members of the community to protest the high-traffic, noise and other issues that dominate the holiday period. This is unacceptable, wrote resident Herb Sosa to city officials, expressing concerns that if not controlled it would have an adverse impact on our city, tourism and residents. During the de-brief of the Memorial Day weekend MEP, staff identified areas where adjustments were warranted. Those recommendations have been discussed internally, at public meetings and with the City Commission. An implementation plan has been developed over the past eight months as the MEP for this years Memorial Day weekend is being finalized. This years Memorial Day weekend MEP is built on what has worked in the past, and what we believe are improved approaches to address the concerns we have heard, explains Miami Beach Tourism and Cultural Development Director Max Sklar, who works with the city administration to develop and manage the MEPs.

What most residents may not know or understand is that Memorial Day weekend is a holiday. There is NO event on public property in the city. However, we remain a popular destination, mostly through wordof-mouth and social media. Some of the proposed approaches require legislative changes. For example, one common practice during busy weekends, but especially during Memorial Day weekend, is the throwing or dumping of promotional materials, such as flyers and postcards, in public areas. This practice adds to the tons of trash picked up by sanitation crews during the holiday. The City approved an ordinance banning the distribution of these materials in certain areas such as Ocean Drive during highimpact periods. Other recent ordinance amendments address illegal vending, and litter on the beach. Proposed amendments to the Citys promoter ordinance are also underway, and include raising the amounts of required bonds, and establishing new fines and penalties for promoters that do not secure a bond or obtain a business tax receipt. Private promoters are persons who organize events at bars or clubs that sell alcohol, and who hire talent for these

events, such as DJs and other entertainers. Higher bonds for out-of-state promoters and for promoted events during major events periods are also being proposed. ALL HANDS ON DECK High-impact periods during MEPs require additional services, and that means additional staff, such as code compliance officers to enforce noise, illegal vending and other quality of life violations; parking enforcement to monitor residential parking zones; increased sanitation pick-ups; and enhanced police and fire staffing to keep our residents and visitors safe. In many cases, these efforts are needed around the clock for several days. Our teams are out there working traffic plans, crowd management, addressing public safety concerns, coordinating sanitation needs and informing and guiding the public, adds Sklar. We are pretty much all on-call during MEP periods. We communicate daily or more often as needed to make any adjustments to the plans. The Sanitation Division enhances the night crew in the entertainment district, places additional trash cans at beach entrances and staffs the public restrooms to keep them clean. Miami-Dade County Parks beach maintenance also enhances cleaning efforts.

Just last year, because of the high volume of visitors, tons of trash was picked up during the Memorial Day weekend, said Juan Rosario, supervisor with the Miami Beach Sanitation Department. The large crowds are one of our biggest challenges because we cant get our equipment into the streets to clean up effectively. Enhanced police presence is pivotal during high impact periods. Police officers from Miami Beach and other agencies work in crowd control, traffic management and the enforcement of open-container laws in public property. All our staff is on alpha/bravo and our personnel is assigned different hours on bicycles, all-terrain, marked and unmarked vehicles to optimize efficiency and productivity, said Police Chief Ray Martinez. The plan aims at balancing residents needs and safety issues. In addition to outside agencies such as Miami-Dade County, Florida Highway Patrol, and other nearby municipalities providing support, security guards will assist with the traffic plan, and experienced civilian event-management staff have been incorporated into the crowd management plan. Experience has shown that there are more tows and tickets during major event periods due to the greater volume of vehicles illegally parking, and Memorial Day

weekend is no exception. People think they can just park anywhere, said Chuck Adams, assistant director, Parking. Residential parking zone restrictions are strictly enforced to ensure parking availability for residents. We also address obstruction of alleys, fire hydrants, driveways, sidewalks and crosswalks. NEW TRAFFIC PLAN Perhaps one of the greatest challenges this weekend creates is the traffic from visitors to the city. Congestion can impact emergency response, making the maintenance of traffic plan for the weekend a priority. This Memorial Day weekend includes an extensive traffic plan to discourage the general public from driving into residential neighborhoods, and to direct cruising traffic in and out of the city. Ocean Drive will remain closed again this year, and all lanes of Collins Avenue from 5 to 15 will be one way northbound from 7AM Friday to 7AM Tuesday. The most notable change will be after 7PM on Friday, Saturday and Sunday when a loop is implemented that allows only southbound traffic on Washington Avenue. Because the City wants to minimize the impact for residents, other streets will be open for local traffic only. South Beach area residents are encouraged to become familiar with the traffic plan, including alternate routes, and

to understand that traffic will be heavier than usual from 7pm to 7am beginning on Friday to Sunday. It is recommended that residents use the Venetian and Julia Tuttle causeways when entering the city at night. ThE DEbRIEF When the large crowds leave, the planning starts again for the next major event or holiday weekend. City administrators will meet to assess the outcome of the plan, and suggest any necessary improvements for next year. It is our way of fine-tuning, renewing and improving, said Fernandez. We get feedback from our community from our residents and businesses and from staff that were on the ground working that weekend. It helps us identify where we can improve any portions of our major events plan so that the next year we can implement it, and hopefully make things better for our community. La idea es modificar nuestros planes dependiendo de las necesidades que surjan para que siempre podamos aumentar o disminuir los servicios, y esto se refiere a cualquiera evento, explica Hilda Fernandez, asistente del Administrador de la ciudad. Lo ms importante es que el MEP realiza cambios de un ao a otro para hacer los ajustes necesarios. Un proceso verstil de planificacin Este fue el caso con Spring Break. Hace dos aos, personas irresponsables ocasionaron un verdadero desorden en nuestras playas, violaron las normas sobre consumo de bebidas por parte de menores de edad y llevaron a la playa elementos prohibidos (como botellas y alcohol). En respuesta a esto, la ciudad implement un enfoque coordinado entre personal de Cumplimiento con los Cdigos y oficiales de la Polica, para trabajar en forma proactiva en la aplicacin de las normas sobre el manejo de basuras y de contenedores o envases de bebidas abiertos en nuestras playas. Se har inspeccin de enfriadores porttiles y habr oficiales caminando entre la multitud para multar a los infractores. Tambin se colocaron sealizaciones en lugares adecuados y se difundi informacin impresa, gracias a la ayuda de los Embajadores de Buena Voluntad, para indicar a los visitantes qu se puede y qu no se puede hacer en nuestra ciudad. Unos meses atrs, en el fin de semana de Celebracin del Ao Nuevo, el MEP observ el incremento en hacer cumplir las leyes de la ciudad sobre contenedores o envases de bebidas alcohlicas abiertos, un componente que ahora forma parte de iniciativas similares del MEP. Abrir envases de bebidas alcohlicas en lugares pblicos, algo que comnmente hacen los turistas en otras ciudades, como en Key West y New Orleans, ya no

A raz de esto se cre el Plan para Grandes Eventos de Miami Beach (Major Events Plan, MEP) para facilitar la coordinacin y comunicacin entre los diversos departamentos, agencias externas, clubes nocturnos, hoteles y residentes de la ciudad. El residente promedio quiz no sabe que los planes y actividades del MEP se implementan entre 8 y 10 veces al ao. Las actividades del MEP para el Boat Show, las Celebraciones de Ao Nuevo y el fin de semana de Memorial Day, entre otros, ayudan a la ciudad a prepararse para los impactos de estos eventos y a mitigar sus efectos, en la medida de lo posible. Para el fin de semana de Memorial Day de este ao el MEP se basar en lo que ha funcionado en el pasado y en lo que consideramos como enfoques mejorados para atender las inquietudes que hemos escuchado, explica Max Sklar, Director de Turismo y Desarrollo Cultural de Miami Beach, el cual trabaja con la Administracin de la Ciudad para desarrollar y administrar las actividades del MEP. Lo que la mayora de la gente quiz no sabe es que el fin de semana de Memorial Day es festivo. No se realiza NINGN evento en ninguna propiedad pblica de la ciudad. Sin embargo, seguimos siendo un destino popular, en gran parte debido a la comunicacin de boca en boca y a los medios sociales. Algunos de los enfoques propuestos requieren cambios legislativos. Por ejemplo, una prctica comn del pblico durante los fines de semana muy activos, en especial durante el fin de semana de Memorial Day, ha sido arrojar volantes y postales promocionales en reas pblicas. Esta prctica hace que aumenten las toneladas de desechos que recoge el personal de aseo durante las festividades. La ciudad est proponiendo que se prohba la distribucin de estos materiales en ciertas reas, como en Ocean Drive, durante los perodos de alto impacto. Otras enmiendas a las ordenanzas, tambin en proceso, se ocuparn de las ventas ilegales y de los lmites de velocidad de los Segway. Tambin estn en marcha las propuestas para enmendar la ordenanza de la ciudad sobre los promotores de eventos, e incluir la

elevacin de los montos de los bonos requeridos y el establecimiento de nuevas multas y sanciones para los promotores que no aseguren su bono o que no paguen los debidos impuestos. Los promotores privados son personas que organizan eventos en bares o clubes que venden alcohol, y contratan el talento para estos eventos, entre ellos los DJ y otras personalidades del entretenimiento. Tambin se estn proponiendo bonos ms altos para los promotores de fuera del estado y para los eventos que se realicen durante los perodos de los grandes eventos. Nuestros equipos estn all trabajando en planes de trfico, manejo de multitudes, atencin de asuntos de seguridad pblica, coordinacin de las necesidades de saneamiento e informacin y gua para el pblico, aadi Sklar. Estamos en estrecho contacto durante los perodos de intensificacin de las actividades del MEP. La Divisin de Saneamiento aumenta el personal de aseo nocturno en el distrito de entretenimiento, coloca cubos de basura adicionales en las entradas a la playa y sita personal en los baos pblicos para hacer que se mantengan limpios. El personal de mantenimiento de las playas del condado tambin intensifica sus esfuerzos. Justo el ao pasado, debido al alto volumen de visitantes durante el fin de semana de Memorial Day, se recogieron toneladas de basura, dijo Juan Rosario, supervisor del Departamento de Saneamiento. Honoring our Police Officers Service on Memorial Day
Every Memorial Day, the Miami Beach Police Department holds a ceremony at its headquarters to honor police officers who have given their lives protecting others. A quote etched into the memorials monument reads, Its not how these officers were killed that made them heroes. Its how they lived their lives. Famous throughout the police community across the country, the quote is by the widow of an officer killed on duty. With the badge comes the possibility of giving up your life at a moments notice, the ultimate sacrifice, said Miami Beach Detective Juan Sanchez, who recently started an initiative of his own to honor a group of police officers from Miami Beach. His interest for the initiative peaked while attending the funeral of the two Miami-Dade police officers, Roger Castillo and Amanda Haworth, who were shot and killed on the job on January of 2011. During the funeral, Miami-Dade Sergeant Rosie Diaz, Haworths partner, thanked all officers present for waking up the morning after the tragedy, putting on their badges and going to work. Hearing those words resulted in an extensive search for me, said Sanchez, who became determined to find and honor all the officers who had been shot on the job, lived to tell their stories, and returned to work. His search involved an 18-month initiative that included conversations with retirees and current MBDP employees. It revealed that 13 Miami Beach police officers had been through such an experience.

I was in surgery for approximately 14 hours that day. The operation on my left elbow was another 14-to-15-hour surgery just for that elbow, and I subsequently had to have more surgeries on my elbow and two more surgeries on my leg, said MacLeod.

These officers are unsung heroes. They by no means consider themselves to be in the same categories as those who paid the ultimate sacrifice and they have never asked for recognition. The story of their unselfish service to our community, their bravery and courage had to be acknowledged, said Sanchez. Miami Beachs recently named Police Chief Ray Martinez is one of 13 Beach officers shot on duty that put his badge back on to continue his journey in public service. It was September 12, 1981, when I was dispatched to a burglary alarm call at a warehouse, said Chief Martinez, remembering that day, when he was a patrol officer for the City of Miami. Two subjects hiding inside the warehouse eventually made it outside and shot two rounds at him, using a

permanent and visible damage to his face and leg. Regardless, he says he is happy to have gone back to serve his community. Im glad that I made that decision because I have had an incredible career not only in the City of Miami but on Miami Beach, where I have felt and continue to feel humbled and privileged to serve. Martinez went on to retire as an Assistant Chief of the City of Miami in 2001. He later became Assistant Chief at MBPD and last month, he was named chief of police. Three days into 1992, Kenny MacLeod had only been on the job for six months when he was shot. He continues to uphold his commitment to public safety today in Miami Beach.

It took a little over a year before he could return full duty. He said, Always with the desire of wanting to once again be a police officer. It wasnt anything in my family. I wasnt following anyones footsteps. Its just the job that I always wanted from when I was a little kid. It was also in the 1990s when thenofficer Richard Clements responded to the call that got him shot. He was near Collins Avenue about to drive back to headquarters with a MBPD sergeant when a call came over the radio about a man with a gun, two blocks away. Clements, who today is a captain with MBPD, told the sergeant, hey we have to go by, no units have responded there yet. Not even five minutes later, he was on the ground with an injury to his left leg. Like the other two officers, Clements, whose father once served MBPD and whose brother is an officer here, was soon back on the job. I love what it means and I love what I can do in the community to help people out. Like Chief Martinez, Officer MacLeod and Captain Clements, 10 other Miami Beach police officers were also shot in the line of duty and resumed their commitment to public safety. We list them along with seven Beach police officers who suffered in-the-line-of-duty deaths. These brave officers are honored every year during the Memorial Day ceremony at MBPD headquarters.

El oficial Richard Clements, hoy capitn en el MBPD, acudi en respuesta a una llamada que lo llevara a una situacin en la que recibira un disparo. l y un sargento se disponan a regresar a la sede principal cuando recibieron una llamada, por radio, informando sobre un hombre armado a dos cuadras de all. Le dije al sargento: oye, tenemos que ir, todava no ha respondido ninguna unidad, explica Clements. En menos de cinco minutos Clemens result en el piso con una herida en la pierna izquierda. Earlier this year, the u.S. Army Corps of Engineers begun refilling three sections of Miami Beach where sand has depleted due to beach erosion. The first phase of the project is finished. It pumped an estimated 250,000 cubic yards (cy) of sand from 63 to 69 street. The sand came from an offshore site. The second phase (May November 2012) will re-nourish sand in the vicinities of 26 Street and 44 Street. RESCuING A BuILDINGS HISTORY


Shari Lipner-Holbert Situated between thriving residential neighborhoods and the lively districts that make Miami Beach famous, historic Fire Station No.2 represents a city in transition. Built in 1939, as the country emerged from the Great Depression, the original design of the fire station reflected optimism and pride in human ingenuity. This historic gem was recently renovated as part of a citywide Capital Improvement Program. The center building represented the most advanced fire station designed in America at the time, said Planning Department Assistant Director William Cary. It is very modern in its design, very progressive. The goal of the project was to return it to its original design concept. The restored edifice honors the past while providing amenities for a fire department that is moving toward the future. Noted Florida architects Robert Law Weed and Edwin T. Reeder designed the original Dade Boulevard fire station, which served as the department headquarters. The north building was the fire chiefs living quarters until the 1960s, and the south building served as the firefighter dorms until the new station was completed in 2007.

Now, the renovated historic building will serve as the fire departments headquarters again, with administrative staff offices, operations and training divisions. The new headquarters will give us the perfect level of organization, said Miami Beach Fire Chief Javier Otero. Its in close proximity for operations, gives us adequate office space for administration and also allows us to do things like videoconferencing and use other technology. Architect Todd Tragashs historic renovation plan brings the 73-year old building up to date and equips it with technology befitting a 21st century fire department. In addition to meeting all current codes and ADA requirements, the $2.1 million upgrade adds improved communication systems, hi-tech security components and hurricane-impact windows. Crews faced some daunting challenges along the way after uncovering some structural deficiencies. With approval from oversight boards and the City Commission, the building was saved and its historic character was restored. The Historic Preservation Board requested that we preserve as many of the significant features as possible, said Humberto Cabaas, capital projects coordinator. The goal was to maintain and duplicate original

building materials where we could, said Cabaas. The main entrance remains intact with the oval portico that leads into the main entrance lobby. Original elements were reconstructed, such as the terrazzo floor, the wall tiles, and even a fireplace from the old chiefs quarters. I worked out of this firehouse for many years, said Otero. And, I never knew that there was a skylight built into the center. With the renovation, that feature was brought back and it is one of the nicest elements in the building. And of course, there is the hose tower the buildings most recognizable feature. It still functions as a means to dry out hoses after use, but the fire department also uses its five levels to conduct training evolutions. The tower will be part of a future expansion that includes a simulator so firefighters can practice search and rescue techniques. This station is where all our recruits start their careers. It has always been the place for the initial 10 weeks of training, continued Chief Otero. With the renovation and the future expansion, this will be the cornerstone of the work we do. I think it represents the department and the city perfectly.

Ivette Daz Miami Beach lifeguards are often the face and body of the city. Whether its reuniting lost family members at the beach, giving visitors directions, serving up a bit of history, or suggesting a good spot to eat, they help protect and guide residents and visitors all year long. Their service and dedication to the millions of visitors to Miami Beach almost 17 million in 2011 has paid off. The team, a division of the Miami Beach Fire Department, was named the 2011 Florida Beach Patrol of the Year by the Florida Beach Patrol Chiefs Association (FBPCA). And, Miami Beach Lifeguard Cynthia Aguilar was also named Florida Lifeguard of the Year by the agency. Ciccio Morales, a member of the MBOR team, said, There is nothing better than knowing that you make the difference in preventing a dangerous situation or pulling someone out of the grip of a rip current. The Miami Beach ocean rescue squad was up against three large Florida counties for the award: St. Johns, Martin and Palm Beach, and three smaller communities: Okaloosa County and the cities of Destin and Pompano Beach. Although not all agencies applied for the award, there are a total of 58 beach patrol squads in the State of Florida. FBPCA President Chief Breck Ballou of Fort Lauderdales Ocean Rescue cited the massive crowds Miami Beach lifeguards help protect every day as one of the reasons for the award. He credited the team with making Miami Beach one of the safest beaches in the world. Miami Beach lifeguards have a tremendous history. Each year there are more and more special events on the beach that test the professionalism of the entire agency, said Ballou. Last year alone, our lifeguards rescued almost 580 people from our waters and prevented almost 350,000 drowning incidents. Our job as lifeguards and protecting our residents and visitors is the most important thing that we do, said Miami Beach Ocean Rescue Division (MBORD) Lieutenant Gerry Falconer. The 2011 Florida Lifeguard of the Year was also selected from within the MBORD ranks. The award went to nine-year veteran Cynthia Aguilar. She became a Guinness World Record winner last year, when she took a nonstop paddleboard voyage from near the coast of Cuba to Key West. The award factored in years of service, professional activities, awards, contributions to the profession and public relations. Aguilars journey is one of several where she has broken records for charitable organizations. The trip in the Florida straits raised funds for the Make-A-Wish Foundation. I was very shocked and really excited because its something that I love and Im passionate about, said Aguilar.

Feeding and providing water to these animals can be done, but ONLY from containers and only while the feeder and the animal are present. The Dade Boulevard construction project includes the installation of a new seawall, as well as a shared-use path for both bicyclists and pedestrians. The new seawall will run along the north bank of the Collins Canal. It will serve to replace the existing unsound seawall and prevent the recently resurfaced Dade Boulevard from erosion and tidal flooding. The project is funded through a grant from the federal government, which dictates that it be completed by June 30, 2012. The shared-use path will run along the south side of the corridor from 17 Street to Convention Center Drive. It will provide a much-needed safe and continuous off-road path for bicyclists and pedestrians that will link existing bicycle facilities on the Venetian Causeway to new and planned bike lanes connecting to the ocean. Contractors began the construction in January and it is expected to be completed this summer.

Miami Beachs renewable energy project, EcoZone, has reinvested annual savings of $1.2 million back into infrastructure improvements in the city. The White House took notice of these local efforts and stopped by City Hall in February for a tour of our green initiatives, as part of President Obamas new energy strategy. The presidents new strategy includes doubling down on clean energy to create American jobs, reducing pollution, and growing these industries in the u.S., Built as part of a partnership between the City and its contractor and clean energy provider Ameresco, Inc., Miami Beachs EcoZone brings together ecosystem management, water conservation and quality programs, energy conservation, green building and housing incentives. Making use of natural resources, the program also offers economic development through alternative transportation and solid waste programs. EcoZone is on target to reduce annual carbon pollution equal to removing 1,321 cars off the road, and powering more than 1,000 average size homes.

Miami Beachs Parks and Recreation Department received three awards recently from three separate community organizations: the Community Committee for Developmental Handicaps, the City of North Miami, and the university of Miamis Center for Autism and Related Disorders. The organizations recognized the Department for three of its programs: Inclusion in Recreation, a program for children with disabilities, the Teen Club, and the Departments surf camp program for children with autism.

Jeff Hunt The age old question is commonly asked, Are golfers athletes? and Are there health benefits to playing golf? The answer to both is yes! Anyone who has ever stood next to Tiger Woods, would just as soon think he was a defensive back for the Miami Dolphins. Hale Irwin, another golf great was, in fact, a defensive back in college. The new generation of golfers has changed the game and the image of golfers. If you were fortunate enough to have made it over to the South Beach International Amateur in December, you would have seen what in some circles is known as all the flat bellies. Most competitive golfers are now just as likely to be found in the gym as they are on the practice range. Forty years ago it was thought that tall people couldnt play golf well and weight training was bad for your game. The current crop, like united States Amateur Champion and South Beach International Amateur Champion Kelly Kraft, are tall and strong. The truth is, golf will not get you in shape, but it is vital to be in good shape to become good at it. And just like other sports, flexibility, strength and natural talent are

important. This may be truer in golf than in any other game. The golf swing is an unnatural movement, much like throwing a baseball overhand. In order to do it well and not risk injury you have to train well. Tiger Woods three left knee surgeries speak to the force of his swing and the stress it can put on the body, as does the caravan of chiropractors who travel with the PGA tour. Are there health benefits to golf? Absolutely. At both Miami Beach Golf Club and Normandy Shores Golf Club walking is allowed and, of course, at the Par 3 (located at 2795 Prairie Avenue), which will begin renovation soon, you can only walk. Certainly a fivemile walk, which is what the average 18 hole round equates to, is exercise. Add to that the anaerobic exercise of the golf swing, carrying or pushing your golf bag and the potential to break a good sweat in the South Florida sun, and lets call it a workout. And finally, let us not forget about exercising the mind. No sport is tougher or more challenging than golf when it comes to that kind of workout. Just ask professional athletes from other sports how hard they think golf is.

2012 Summer D Camp is Almost Her e!


un adventures await you at Miami Beach Parks & Recreation. Structured supervised all-day summer camp programs are offered for children in grades K-12. Our camp will run weekdays for 8-weeks from June 11-August 3 with a mini-camp from August 6-17. Camp facilities will open daily Mon. - Fri. from 9 am until 5 pm. Many fun-filled activities include games, sports, arts and crafts, field trips, themed events, ice skating, tournaments, swimming and more (no camp on July 4th). Camp locations vary by age.

ivertidas aventuras les espera en Parques y Recreo de Miami Beach. Estaremos ofreciendo programas supervisados y estructurados de campamentos de verano para nios y adolescentes entre los grados K-12. Nuestros campamentos se llevan a cabo de lunes a viernes durante 8 semanas desde el 11 de junio al 3 de agosto con un pequeo campamento del 6 al 17 de agosto. A wide variety of specialty camps, focusing on particular interests, provides the campers with an opportunity to pursue a hobby or learn something new.
