The following Summary and Rules were adopted by the Republican Party of Virginias State Central Committee on July

16, 2011 at their regular quarterly meeting.


Summary: The Republican Party of Virginia will use the March 6, 2012 Republican Presidential Primary to allocate Delegates and Alternate Delegates to the Republican National Convention on a proportional basis using the statewide and individual congressional district vote totals and will bind duly elected Delegates and Alternate Delegates to those proportional allocations for the first ballot. The candidate who receives the most votes, as certified by the Virginia State Board of Elections, in each Congressional District will win all of the Delegates and Alternate Delegates from that specific Congressional District. Additionally, a presidential candidate, who receives at least 50.001% of the statewide vote, as certified by the Virginia State Board of Elections, will be awarded all of Virginias At-Large Delegates and Alternate Delegates. If no candidate receives at least 50.001% of the statewide vote as certified by the Virginia State Board of Elections, then delegate allocation will be based proportionally for any candidate that receives at least 15.000% of the vote.

Exact Language: The Republican Party of Virginia hereby adopts the March 6, 2012 Presidential Primary and based on the results certified by the Virginia State Board of Elections will allocate Delegates and Alternate Delegates to the Republican National Convention on a proportional basis using the following procedures and will bind all Congressional and At-Large Delegates and Alternate Delegates to those results for the first ballot: Each of Virginias 11 Congressional Districts will elect three Delegates and three Alternate Delegates to the Republican National Convention at their Congressional District Conventions held in 2012 and those Delegates and Alternate Delegates will be bound for the first ballot at the Republican National Convention based on the results of the March 6, 2012 Virginia Presidential Primary. The Presidential Candidate that receives the most votes in each Congressional District will be awarded all of the Delegates and Alternate Delegates from that Congressional District for the first ballot. The Republican Party of Virginia will elect its At-Large Delegates and At-Large Alternate Delegates to the Republican National Convention at the Republican Party of Virginias 2012 State Convention and those Delegates and Alternate Delegates will be bound for the first ballot at the Republican National Convention based on the statewide results of the March 6, 2012 Virginia Presidential Primary using the following proportional requirement.

o If a Presidential candidate receives at least 50.001% of the total statewide vote, as certified by the Virginia State Board of Elections, then that candidate will receive all of Virginias At-Large Delegates and At-Large Alternate Delegates. o If no Presidential candidate receives at least 50.001% of the total statewide vote, as certified by the Virginia State Board of Elections, then in order to be awarded an At-Large Delegate or AtLarge Alternate Delegate a presidential candidate must receive at least 15.000% of the statewide vote as certified by the Virginia State Board of Elections. o In order to determine Delegate allocation, candidates who fail to receive at least 15.000% of the Statewide vote in the March 6, 2012 Primary will be ineligible to be awarded At-Large Delegates and At-Large Alternate Delegates and the votes of those candidates will be dropped from the total votes cast and will not be consider in the Delegate calculation. Only those candidates who receive at least 15.000% of the vote will be eligible to be awarded At-Large Delegates and AtLarge Alternate Delegates and only the votes they receive will be used to in the Delegate calculation. Delegate allocations will be determined to the third decimal point. The example below illustrates how the At-Large Delegate allocation will be calculated: Presidential Candidate A receives 480 of 1,000 votes cast (48% of the vote) Presidential Candidate B receives 330 of 1,000 votes cast (33% of the vote) Presidential Candidate C receives 140 of 1,000 votes cast (14% of the vote) Presidential Candidate D receives 50 of 1,000 votes cast (5% of the vote) 1,000 total votes In this case, only Presidential Candidate A and Presidential Candidate B met the 15.000% threshold and so only their votes will be used to determine proportional delegate allocation. Presidential Candidate C and Presidential Candidate Ds votes will not be used in the Delegate Allocation calculation. So, Candidate A receives 480 of 810 qualifying votes cast (59.259% of the vote) Candidate B receives 330 qualifying votes cast (40.741% of the vote) 810 total votes In order to comply with RNC Rules, Virginia will round fractional Delegates and Alternate Delegates upward to the next whole number beginning with the candidate receiving the largest number of votes. So in this example, Presidential Candidate A which received 59.259% of the eligible vote would receive 59.259% of the At-Large Delegates and Alternate Delegates or 7.704 Delegates (with the understanding that as of July 16, 2011 Virginia is currently entitled to 13 AtLarge Delegates) which would round up to eight Delegates and eight Alternate Delegates and Presidential Candidate B which received 40.741% of the eligible vote would receive 40.741% of the At-Large Delegates and Alternate Delegates or 5.296 Delegates which would round down to five Delegates and five Alternate Delegates from Virginias At-Large Delegates and Alternate Delegates.
