ASPECT STRENGTHS

USC 2009 - 2010 -ACLE was properly organized and coordination with the organizations were good. -Over 200 organizations participated. -Unified the USC through ACLE.

USC 2010 - 2011 - Increased number of participating organizations in the ACLE and students who attended the program.

USC 2011 - 2012 - Increased number of participating organizations.

Proposed Solutions for USC 2012 2013.

- Strive to increase number of participating organizations and attendees for ACLE.

ASPECT WEAKNESSES

USC 2009 - 2010 - There was no direction and effort when it came to the whole scheme of things. It was one project then another.

- Only focused on - Limited budget the research was allocated to part, less on the EDRES activities. education. - Ineffective delegation of tasks.

ASPECT CHALLENGES

USC 2009 - 2010 - Not enough effort placed on movements on education & research. - It became focused on the ACLE - A great deal could still have been done especially on research and university wide polls.

USC 2010 - 2011 - Lack of diligent manpower.

USC 2011 - 2012 - Limited support of USC to EDRES activities.

- Explore and showcase the wide potentials of the EDRES committee.

Accepting the noble challenge to serve the people, the Education and Research Committee 2012 2013, in its pledge to attain a community of scholars grounded with the plight and concerns of the nation by advocating good governance, envisions a studentry equipped with adequate and socially-relevant awareness driven towards proactive solution to societal problems.

To utilize our education towards the attainment of Good Governance. To achieve genuine and inclusive awareness through participative & consultative research; and To implement feasible and sustainable programs and activities geared towards the attainment of USCs general campaigns.

Realizing the significance of education as a tool in developing the potentials of each individual, the EDRES 1213 shall serve as an avenue to forward our socially-relevant concerns through educating our co-students and making them realize that they can do something by using their education to attain good governance in our university and 15 even the government.

To achieve genuine and inclusive awareness through participative & consultative research; and
Awareness of our co-students on national and local issues in an inclusive approach will be achieved by tapping and empowering various organizations that have different perspectives. A consolidated output is expected to ensure that holistic information would be made accessible to our constituents.

To implement feasible and sustainable programs and activities geared towards the attainment of USCs general campaigns
We will guarantee that our research and awareness efforts will be valuable in support to all our general campaigns as a council and representatives of our constituents.

Establish the EDRES as a committee brimming with potentials for social reform. Provide avenues for participation that are relevant to the students desires. Establish an inclusive mode in serving to be able to provide holistic outputs.

MEDIUM-TERM
Prove that policy involvement of students can bring impact in the legislation. Introduce the relevance of being involved in decision-making bodies, whether in the university or the local or national government. Launch a campaign for caliber public servants, by providing a set of standards, as we gear-up for the 20 2013 Midterm Elections.

LONG-TERM
Attainment of the genuine and consistent practice of Good Governance in the USC, UP Administration, and both local and national government. Achieving our call for greater investment in education by pushing the government to allocate sufficient budget of at least 6% worth of GNP in education spending, as well as the budget of other equally important basic social services. Institutionalizing a habit of providing standards to the nation 21 on selecting public servants.

The EDRES will function effectively and efficiently with the firm coordination and support of other related USC Committees, USC Volunteer Corps, Local College Councils, and student organizations. We will also target collaborations from external organizations and institutions related to particular endeavours that the EDRES will undertake.

Shall act as the chief administrator of the Education and Research Committee. Shall oversee all operations of the committee. Shall strategically assign members to committees that are best fitting to each individuals capabilities. Shall approve all vouchers representing legitimate disbursements of the EDRES Committee funds, in coordination with the Finance Administrator. Render semestral and annual report to the USC GA. 24 Shall convene the proposed League of EDRES Officers

Each officer of each student council, with the similar mandate of providing education and research to their constituents, will be convened to: 1) consolidate similar efforts; 2) plan and prepare collaborative programs and projects; and 3) have a body that will regularly discuss relevant matters concerning our mandate.

Shall be in-charge of the internal operations of the committee. Shall serve as Secretary-General of the committee. Shall keep all official documents of the committee. Shall handle the proposed THINK TANK TEAM

Student volunteers who are interested to be part of the EDRES Committee shall be convened through this team.

Shall handle all external operations of the committee. Shall ensure that all endeavours of the committee will be properly disseminated and promoted to our constituents Shall be the officer in-charge for matters relating to agreements, affiliations, memberships, and other associations entered into by the EDRES Committee.

Shall act as the publicity and designs officer. Shall also handle other pertinent logistical concerns of the committee.

Shall be in-charge on creating effective and efficient strategies in providing credible and sufficient research materials for the need of the committee and the University Student Council. Shall prepare an effective archiving system of all statements of the USC.

Shall be the coordinator of finance-related projects of the committee. Shall act as the custodian of the EDRES Committee funds. Shall handle sponsorship and solicitation efforts. Shall prepare vouchers for disbursements. Shall issue financial statements to the EDRES Committee every project undertaken. 31

The programs and projects of the Education and Research Committee shall be under the banner title GOOD GOVERNANCE WATCH. Each program/project will be classified with a specific good governance value, whether it promotes Transparency, Accountability, and/or Participation. Be reminded that programs will be year-long activities; while projects are once or twice in a year activities. 32

Project Continuing the USC tradition, we will make this years ACLE more innovative and participative, from the planning stage where we will let our organizations create the theme and other pertinent details, up to surveying the students as to what they want to experience in the ACLE. We will also rationalize all processes and minimize requirements involved so as to make it more convenient for our participating organizations. We may instead require organizations to bring relief goods for the USCs disaster preparedness program.
