I. Identifying Information

A. Title: The Waste Management Policies Adapted by Biliran Provincial Hospital

II. Background and Rationale Healthcare waste is a by-product of healthcare that includes sharps, nonsharps, blood, body parts, chemicals, mercury and expired pharmaceuticals, medical devices and radioactive materials. Healthcare waste considered as hazardous waste. Hazardous wastes, solid, liquid, or gas wastes can cause

death, illness, or injury to people or destruction of the environment if improperly treated, stored, transported, or discarded. Hazardous wastes may pollute soil, air, surface water, or underground water. In addition, poor management of healthcare waste also exposes healthcare workers, waste handlers and the community to infections, toxic effects and injuries. The management of health-care waste is an integral part of a national health-care system. A holistic approach to health-care waste management should include a clear delineation of responsibilities, occupational health and safety programs, waste minimization and segregation, the development and adoption of safe and environmentally-sound technologies, and capacity building. Recognizing the urgency of this problem predominantly in Biliran Provincial Hospital, an increasing number of healthcare providers have taken initial steps to respond to this need. These include the establishment of regulatory frameworks, development of national plans, and the demonstration of innovative approaches. However, funding for health-care waste management remains very inadequate.

III. Objectives:

A. General Objective: At the end of the study the researchers will be able to determine the waste management policies adaptive by Biliran Provincial Hospital.

B. Specific Objectives: Specifically, the study aimed to answer the following questions:

1. to identify the universal policies regarding waste management according to World Health Organization; 2. to identify the protocols and guidelines implemented by Biliran Provincial Hospital; 3. to determine the awareness of healthcare workers regarding waste management; 4. to determine the degree of implementation; 5. to monitor the actual practices implemented by Biliran Provincial Hospital.

IV. Theoretical Framework/ Conceptual framework According to Florence Nightingale, environment is a concept of ventilation, warmth, light, diet, cleanliness and noise. She focus o the physical aspect of environment. She believed that "Healthy surroundings were necessary for proper nursing care." The theory is simply explained as the nurse, patient and environment interacts with each other. There are dangers in the environment and benefits from the good environment. The roles of environmental management to patient recovery are greatly emphasized. Manipulating the environment to prevent diseases. Nurse-patient relationship focuses on cooperation and collaboration. Her care focus on eating pattern and food preferences of the patients, provision of comfort, protection from emotional distress and conservation of energy. The universality of the concepts provides general guidelines and is still applicable and relevant today.

Nursing is very essential for everybody's well-being. Notes on nursing focus on the implementation and rendering efficient and effective nursing care. The patient is the focus of the environmental theory. The nurse should perform the task for the patient and control environment for easy recovery. She practices nurse-patient passive relationship.

Health is the being well and using every power that the person has to the fullest extent. A healthy body can recuperate and undergo reparative process. Environmental control uplifts maintenance of health. People would benefit from the environment. CONCEPTUAL FRAMEWORK

V. Methodology

A. Research Design The study used an investigative method which investigates the data obtained from the survey. The research survey and the distribution of the questionnaire was the method used in data gathering since it aimed to analyze, interpret and report the actual healthcare practices of the respondents regarding waste management and supplemented by an interview. The intent of which is to look into the waste management policies adapted by Biliran Provincial Hospital.

B. Target Respondents The subjects of the study are the healthcare workers in Biliran Provincial Hospital. The researchers will get the 60% only of the total number of healthcare workers. The respondents will chose the respondents by getting the list of the healthcare workers who belong to morning shift. During the survey the researchers will go to the respondents respective lounge, if the target respondent is not around or not available, the researchers will wait until the respondents are available and present.

C. Scope and Delimitation The study will focus on the waste management policies adaptive by Biliran Provincial Hospital as well as to investigate the actual practices of healthcare workers. In addition, the researchers will guide as to what the universal

precaution of World Health Organization implemented regarding waste management system.

D. Data Collection The study used a questionnaire as the research instrument which was the common type in data gathering. The researchers will distribute questionnaire to target respondents and supplemented with an interview.

E. Data Processing and Analysis In data gathering, the researchers make first the letters asking permission to conduct the study. The researchers will send a letter to the Dean of College of Arts and Sciences Department to conduct the research as part of the academic curriculum. Another letter will be send to the Chief Nurse of Biliran Provincial Hospital. A letter will be send to the supervisor of Rural Health Unit in Naval to conduct the pilot study to test the accuracy and validity of the research instrument. The distribution of questionnaires to the healthcare workers in Biliran Provincial Hospital will follow in order to gather prompt, accurate and perfect response. The researchers will wait until the respondents will finish answering the questionnaires and will also conduct an interview especially to the respondents who have no time in reading and writing their answers to the questionnaire so as not to interrupt and waste the time of the respondents. Finally, the researchers will submit the output and will be check and correct by the research adviser/ coordinator.
