The Department of Civil Service is pleased to share with you the 2011 New York State Workforce Report. The document provides statistics about the State workforce from both an enterprise and agency level. Agency management should find it informative for strategic planning and decision-making and other readers should find it useful in understanding the scale and characteristics of the State workforce. 2010 was a difficult year not only for New York but for states across the nation as they continue to deal with diminished revenues, increased expenditures in many areas, and increased demands for services, such as unemployment benefits. To deal with these realities, the State implemented a targeted retirement incentive in 2010 that resulted in the largest number of retirements in a decade. Over 9,000 employees left the payroll, leaving some agencies with significantly diminished staff to continue to provide valuable services. In addition, the state workforce continues to get older, bringing many closer to being retirement eligible. Previous Workforce Reports have noted the need for State agencies to be proactive in making strategic decisions about their workforce. That advice should be heeded now more than ever. As employees leave and agencies are unable to replace them, the need for a robust knowledge management strategy is critical. These plans should also place renewed emphasis on employee retention, not just departures, and what or how work is accomplished. As noted in the Partnership for Public Services June 2011 report entitled, Preparing the Pipeline, succession planning presents an opportunity to re-imagine a team, an office or even an approach to the work that needs to be done. Too often, when employees leave, managers try to replace what they used to have. A good succession plan will get them thinking about what theyll need in five years, redefining positions and creating a new approach to the work. As always, the Department is ready to assist agencies in meeting their workforce challenges within the parameters of the merit system. The classified service includes all other positions, with the exception of the uniformed State Police. The 2011 Workforce Reports primary focus is the classified service labor force. The report is a snapshot as of January 2011 of the demographics of the 159,161 employees in this segment of the State workforce. This number includes seasonal and part-time employees. Unless otherwise noted, tables covering a full year represent calendar year 2010. Some employees have elected not to indicate their gender or race, and they have been excluded from calculations of percentages of employees by gender or race. The State workforce is shrinking, and the number of those eligible for retirement continues to grow. Approximately 29,343 employees, or 18 percent of the workforce, will be 55 years of age and have 30 years of service, the milestone for retirement, within the next five years. At some point, these long-term employees will retire, especially if incentives are offered. Last year (2010) saw the largest number of retirements (9,316) in the past ten years, due in part to the retirement incentive. These factors should prompt agencies to make strategic decisions for their limited number of new hires and implement an aggressive knowledge management program to ensure their ability to continue to provide mission critical services.

2011 New York State Workforce Management Report THE AGING OF THE STATE WORKFORCE
Much has been written in previous workforce reports about the aging of the State workforce and the wave of retirements that will ensue in the coming years as baby boomers get older. That trend has not changed. Each year, the State workforce gets older and the median age of State employees continues to climb higher than that of the nations workers. The median age for the U.S. workforce is 42; it is 47 for the States workforce. Only 461 employees, about three tenths of one percent, were 20 years of age or younger in the State workforce in 2010. From 2001 to 2011, the average age of the State employee inched up by two years from 45 to 47. As can be seen from the figures below, a quarter of State employees have attained age 55. The graying of the workforce makes age the most significant of the various statistics about the State workforce. Age combined with length of service serve as good indicators of an employees readiness to retire, because the States defined benefit pension allows retirement without diminution of benefits at age 55 with 30 years of service. Currently, 7,943 State employees are 55 or older with 30 years of service (55/30). Of a workforce of 159,161, a cadre of 5 percent of individuals eligible to retire does not seem so serious. However, there are three other large groups of employees who will advance to the 55/30 threshold within the next five years. There are: 6,163 employees who are already 55 but have only 25-29 years of service 4,276 employees who are currently between the ages of 50 and 54 but already have 30 years of service 10,961 employees who are between 50 and 54 and have 25 or more years of service
There are 15,305 employees who are 60 or older, and within the next five years, 69,871 employees, or 44% of the States workforce, will be 55 years of age or older. Another important marker for retirement is the average age when employees have been retiring. In calendar year 2010, the average age at retirement was 59, with an average length of service of 28 years. Clearly, not all employees serve 30 years before retiring. Currently, approximately 19,000 employees are already at or above the average retirement age. The majority of that group lacks 30 years of service, and it is likely that many of these employees will retire before completing 30 years of service.

The Management Cohort The most crucial employees in this M/C cohort are the 4,609 most senior career managers in State service who serve in Salary Grades M-1 through M-8. The average age of the States managers at the M-1 through M-8 levels is 54 and these managers have, on average, 23 years of service. This group of employees is seven years older than the average State employee. In addition, the group behind them, which would normally be expected to take their place, is also close to retirement age with an average age of 49. When an employee retires is entirely his or her choice. Therefore, it is impossible to predict with certainty when a given employee will retire. However, when looking at the workforce as a whole, two factorsage and length of serviceare reliable predictors. At age 55 with 30 years of service, employees are eligible to retire without penalty. In addition, the average age at which employees retire is 59 with less than 30 years of service. Since the average length of service is less than 30 years, age alone can be a relatively accurate predictor of retirement. Currently, the M-1 through M-8 group has: 825 managers who are already 55 with 30 or more years of service 718 managers who are 50-54 with 25 or more years of service 1,921 managers, or 49% of the M-1 through M-8 workforce will be eligible and/or likely to retire within the next five years. Using age to predict retirement, 777 managers are already 59 years of age. They represent 17% of the M-1 through M-8 cohort.

2011 New York State Workforce Management Report THE PIPELINE PROBLEM
The average age and length of service of the managerial cohort are not unexpected because it takes time and experience to move up through the management ranks. Typically, there is a pool of younger staff in the ranks behind each managerial level preparing to move up to the next level, as necessary. For many years, New York State followed this model. However, this is no longer the case and the State faces what is referred to as the pipeline problem. Lower level staff in titles allocated to Grade 18-23 and designated M/C and Professional Scientific & Technical (represented by the Public Employees Federation) constitute the largest pool of candidates for the M-1 through M-8 positions. While not all employees are eligible for promotion to a given position because of specific minimum qualifications for every position, these employees would serve as a pipeline to fill vacated managerial positions. Even assuming that not all positions that exist today will continue to exist, that pipeline may not be available in numbers that will be necessary.

The average age of those in M/C grades 18 to 23 is 48. Accordingly, the age of those who would be expected to move up into managerial positions is very close to the age of those they would succeed. Given that employees usually move up one M grade at a time, it would seem that those not yet in the M grades may not have time to advance beyond the lower M grades before they too are retirement eligible.

2011 New York State Workforce Management Report SALARY GRADE DISTRIBUTION
There have been concerns over the years about grade creep, meaning an increase in the proportion of State employees at higher grades. Between 2001 and 2011, the percentage of employees in most of the highly populated salary grades has decreased or remained flat. As an illustration, the percentage of employees at Grade 9 has gone from 15.6 to 14.6; at Grade 14, the number has remained at 17.4; and at the Grade 19-23 range, the number has increased slightly from 11.3 to 11.7. Overall, there is no indication of widespread grade creep.

2011 New York State Workforce Management Report REGIONAL WORKFORCE DISTRIBUTION
As the seat of State government and the States capital, Albany has the largest number of State employees. That fact has kept the unemployment rate in the area lower than that in the other major cities of the State. The 11-county area comprising the Capital District has 41,759 employees, or 26.2% of the States workforce. New York City comes in second with 24,695 employees, or 15.5%, and Buffalo ranks third with 15,599 employees, or 9.8%.

The following tables reflect occupational data for State titles based on the Federal Occupational Categories established by the U.S. Bureau of Labor Statistics. The Professional cluster is the largest segment of the States workforce. The distribution of employees in the various categories has remained relatively stable over the past ten years.

The first of the next two charts shows the number of employees in the ten largest agencies and the percentage of the classified service workforce they represent. These ten agencies employ 76% of the Executive Branch workforce. The remaining 24% is distributed among 59 other agencies. The second chart outlines the changes in the workforce for the largest agencies over the last decade. From 2001-2011, the number of employees at the State Education Department has increased by 12.2% while the number has decreased by 12.6% at the Department of Transportation.

The States most populous titles continue to be in the public safety and direct care occupations. Correction Officer has been the States most populous title for over a decade, and currently represents 12% of the States workforce. Forty-two percent of the State workforce is employed in the twenty most populous titles. Both the titles and this percentage have remained constant over the past ten years.

To qualify for Tier 1, employees must have enrolled before July 1, 1973. Tier 1 employees may retire at age 55 without penalty. The percentage of the classified service enrolled in the Employee Retirement System in Tier 1 is 2.4. Tier 1 enrollees who are 55 or older number 3,502; 62% of this group (2,226 employees) has 30 or more years of service. Only 1,276 Tier 1 enrollees who are 55 years of age or older have less than 30 years of service.

2011 New York State Workforce Management Report EMPLOYEE RETIREMENT SYSTEM MEMBERS IN TIER 2
Tier 2 employees may retire without penalty at age 55 with 30 years of service. To qualify for Tier 2, employees must have enrolled between July 1, 1973, and July 26, 1976. Of the employees enrolled in the Employee Retirement System, 3% are in Tier 2. There are 2,937 Tier 2 employees who are age 55 or older; 1,837 (63%) of these employees have 30 or more years of service. Within the next five years, 3,920 of todays Tier 2 employees will become 55 or older.

2011 New York State Workforce Management Report EMPLOYEE RETIREMENT SYSTEM MEMBERS IN TIERS 3 & 4
Ninety-five percent of the classified service workforce enrolled in the Employee Retirement System is in Tiers 3 and 4, which include employees enrolled in the Retirement System on July 27, 1976, through December 31, 2009. Of the 140,360 employees in Tiers 3 and 4, 22% (30,860) are already 55 or older. In the next five years, an additional 28, 794 will become 55 years old. There are 3,898 employees in Tiers 3 and 4 who are 55 or older and already have 30 or more years of service.

Employees who join the State on or after January 1, 2010, are enrolled in Tier 5. Employees are vested once they reach ten years of credited service, and can receive retirement benefits at age 55. Because this is newest retirement tier, it has some of the youngest employees enrolled in the Retirement System. Over 50% of the members in this Tier are 34 years of age or younger. Like Tiers 1 and 2, few employees (nearly 4,000) are in Tier 5.

2011 New York State Workforce Management Report FIVE OCCUPATIONAL GROUPS CRITICAL TO THE NEW YORK STATE WORKFORCE
This section provides information about age, length of service and salary information for the five occupational categories, which have been particularly crucial in delivering State services: Accounting & Auditing, Caring professions, Information Technology (IT), Public Safety, and Nursing professions. Accounting & Auditing includes titles requiring coursework or a degree in accounting and/or auditing. Caring professions include direct care titles, exclusive of nursing professionals, that usually serve in institutional settings. Information Technology titles include computer related titles. Public Safety titles include peace officers. The titles of Correction Officer and Correction Ser geant are the most numerous. Nursing professions include licensed and professional titles.
Three of these five occupational groupsIT, Accounting & Auditing and Public Safetyhave mean and median salaries well above those ($61,771 and $54,745, respectively) of the entire State workforce.

2011 New York State Workforce Management Report RECRUITMENT AND HIRING
From 2002-2007, the average age of a new hire to State service was 35 years old. It rose to 38 in 2008; 41 in 2009 and dropped to 37 in 2010. Fifty-two percent of the 7,973 individuals hired in 2010 were female; 48% were male. Of the 6,780 new employees who provided their ethnicity, 72% were White; 17% Black; 6% Hispanic; 4.5% Asian/Pacific Islander and .5% American Indian/Alaskan Native.
