Dr. Nora Mulira is the Director of the Directorate for ICT support (DICTS) at Makerere University. She is a Systems Analyst with an MSc. Information Systems (IS) from the London School of Economics (LSE), University of London, UK and a Ph.D in Service Systems engineering from Delft University of Technology (TU Delft) in the Netherlands. Nora is a keen and active musician, an amateur creative artist/writer, active member of her church and enjoys swimming for fitness. Launched in late 2009 at the Kampala Serena, to a host of curious guests that included technology enthusiasts, startups, Executive directors and IT managers, with the Ministry of ICT cutting the celebratory tape, (plus the odd guest looking for a free cocktail), we promised to bring technology information that would be written by East Africans and specifically tailored for the East African enterprise market. Prior to that, there was an overflow of information from North America and South Africa which did not serve the unique growing technology needs of East Africa. Our goal was to provide technology information to the B2B market to improve technology purchase decision making.

We run the inaugural issue with several deliberate blank pages placed strategically next to key technology information inviting technology vendors to harness the value of selling in a publication that was offering much needed actionable information. As if validating our business idea to offer technology information to the market, within two months of the launch of Enterprise Technology two technology publications targeting consumers were launched. Although magazines have an uphill battle in East Africa, due to a negative precedent set by shallow publications that have more alluring graphics than invaluable information (and less about the oft touted derogatory reason about East Africans not wanting to read) Enterprise Technology has continued to pleasantly surprise every reader that has stumbled upon it, recommending it to peers and eager to associate with it.

f ever there was a short story to tell, it has to be about the survival and thrive of Enterprise Technology magazine in an industry where survival rate is tagged at less than 10% for new publications within the first year.

I remember sitting in the office of a major global technology company and the Managing Director confessed to me: You see these are both technology magazines, he had both Enterprise Technology magazine on his desk and another technology publication, but we decided we would advertise in Enterprise Technology because even though the quality of the paper is slightly lower, the content is outstanding.

When we decided to close the print edition of the magazine and focus on the digital edition many clients complained that it would reduce the readership. In actual fact after tracking numbers of people downloading the free magazine from our website www.ictcreatives/downloads, from magazine site Yudu.com, and Scribd in addition to a 2000 strong mailing list, more people were reading the magazine because it was integrated with their work and leisure internet based routine. When they checked their mail they would find an abridged version or could download the full version; when they connected with us on LinkedIn they would find a link in their inbox or while catching up with friends on Facebook they would see status updates regarding the magazine. Enteprise Technology continues to adapt to the growing technology needs of readers ever reminiscent of the fact that it is the quality of content that keeps audiences addicted. Yes, Im having a rush, adrenaline kicking in, heartbeat up, drums of war, fear, anxiety and pain: Its Startup Weekend, no ifs, ands or buts; were gonna kick butt, so hold on to your hats. Richard Zulu, the organizer, takes the mike and announces to a hundred or more developers hustling each other at the back of the room that they got 54 hours, panel of judges in the next room where both the product that they will have produced from zero, and the prospective company they will have created in the allotted 54 hours will be put to the test.

Its off with the gloves, no holds barred, anything goes and I do mean anything! Just then a guy walks into the room, Whos got an idea theyd like to share? Stephen, brave and bold soul, takes the mike and describes his proposed product for making information contained in government ministries data silos more readily available for experts to sift through to find clues to building solutions. Oh Lord are we looking at another Julian Assange? It was now open season; the hunt for entrepreneur start-ups was on! One after another hands are raised; mobile voting, crowdfunding to finance community projects; yet another app to enable musicians sell their music through micropayments. More hands go up, another gives gamblers a portal for betting on the Premier League.

Startup weekend is a 54 hour event during which time entrepreneurs pitch their idea and encourage marketers, developers and mentors to join their team to build a business that will be pitched to judges who will select the winning idea. Over jugs of coffee and coke, the teams work non-stop through the night building and developing their idea within a multi-disciplinary team,

As a mentor, I have been entrusted with confidential information about a prospective startup companys new product. Mentees naturally expect you to behave as a responsible professional. Trust is critically important to creating the right atmosphere where ideas may be shared freely. Mentors act as midwives to bring new products, companies, to life. Entrepreneurs were exhorted to regroup every couple of hours to brief each other and make sure they were in sync with each other, in the process of building the product, creating a company from their hastily gathered team, who shared a vision or expectation of fulfilment around a core group of concepts, ideas that would, when put together, provide the means to satisfying a genuine need by serving the people who would benefit from the product. Each of the hundred or more participants won; thats the truth of it. They had accomplished in 54 hours what most companies can only accomplish in many months or even years, and that is no exaggeration. And the really nice thing is that this is not an exclusive club; were already working on organizing future similar events, so keep your ear to the ground and in the meantime be thinking about your own killer app. We have only just begun.

Working in an organization that delivers enterprise level architecture to over 450 users is a daunting task. In fact it is a complex, time-consuming, and often expensive process. Factors that I often consider when selecting a solution are how I can reduce cost, risk and duration of implementation. Managing budgets and meeting the business needs of an organizational CFO can be challenging. As a technology solution provider I need to deliver the best and most productive possible solution at the best price possible. My organization like every other has unique business needs. How do I ensure objectivity and transparency in a software evaluation and selection process and how does a CIO ensure that their organization gets the best value, best productivity and best fit with their software procurement?
A commonly overlooked factor in making such a decision is trying to harmonize the differing perspectives of the IT team and the end-users perspectives. A basic end-user might for instance want ease of access and seamless integration with his daily business activities. On the flip side, the IT person would be looking at security or data protection. The two different perspectives would define the difference between selecting a software that does not require extensive training, can be rapidly deployed but is not enterprise secure or a complicated application that has complex licensing models, takes some time and skill to deploy and requires a lot more hardware and software to deploy to work effectively.

Early on, cost is a critical factor in selecting the appropriate enterprise tools for your organization. Licensing cost of applications if not properly analyzed, can be a deal breaker in actual long term maintenance of a particular application. In my organization we purchased a highly customized Audit Management System for 300 of our users. Our annual maintenance renewal costs are set at 20% of the current license fee. This implies that for as long as the company increases its application cost every year we are bound to pay 20% of that increased cost for as long as we use the application.

Selection of open-source tools versus proprietary software is a debate long and never-ending. Proprietary applications for long had taken (and to a large degree still has) the largest market share for enterprise applications. For enterprises with existing infrastructure there are complex technical issues of selecting solutions that might not integrate seamlessly into the infrastructure. Open-source solutions would never be selected at the time. A company would be vendor locked and the cost of moving to another system realistically involved an entire change management process which many times is not feasible. With the growth of OSS though, application and solution providers have made strides in ensuring that the needs of their customers are addressed and in this day integration is not too much of an issue.
