Ok so this file should really be enough but you can always get cards from the generic. However, do NOT spin the story like the
generic has it. The generic says that Pelosi wants a better job market and she perceives alternative energy as helping the job market.
The problem with that is that that means that the states counterplan would link. So just say the plan is a concession because she hates
how the Republicans are pushing for oil drilling now. There aren’t many concessions key cards but the ones I cut are pretty solid so I
think it should be fine. I also put generic links in there, I didn’t have time to cut specific ones, sorry! So yeah, use the 1NC in here.

President George W. Bush on Tuesday urged Congress to move forward on a free trade deal with Colombia, saying failure to
approve it was hurting U.S. businesses at a time of economic uncertainty.
The free trade deal with Colombia has been in limbo since April when U.S. House of Representatives Speaker Nancy Pelosi, a
California Democrat, rebuffed an effort by Bush to force a vote on the pact.

U.S. House Speaker Nancy Pelosi Thursday rejected White House pressure on energy legislation, saying President Bush just
wants his failed policies validated.
During her weekly conference call, Pelosi instead pushed for adoption of legislation freeing up the strategic oil reserve to push
down gasoline prices and nixed expanded offshore oil drilling until oil companies use their already existing leases on some 68
million acres.
"I will not subscribe to a poor excuse for an energy policy that the administration is putting forth. The administration has failed
in its energy policy," Pelosi said. "That's why we have $4 a gallon at the pump. The administration has failed in its economic
policy. And now it wants to say but for drilling in protected areas offshore, our economy would be thriving and the price at the
pump would be lower, when even the president himself has disassociated himself and has said there is no short-term fix and
even drilling in these protected areas is not bringing it down."
Pelosi said she agrees with oilman T. Boone Pickens that we cannot drill our way out of the current supply-and-demand
situation. She said more attention needs to be paid to alternative energy, including solar power.

C. A concession is key to passing the Colombia FTA

Reid called the trade deal “a flawed agreement for our country” last week during an appearance on Bloomberg TV, and Sen.
Olympia Snowe (R-Maine), who sits on the committee with jurisdiction over the deal, ripped the agreement for its failure to
address workers’ rights in Colombia and the president for sending it without doing anything on TAA.
But the Senate is also the most likely place where the administration can cut a deal. To do so, the president and his
surrogates may need to appease some bruised feelings, something the administration often has proved reluctant to do.

Colombia has many regions full of biodiversity, especially in the Andean region, the Chocó jungle, and the Amazon rain forest.
The availability of water and the abundance of forests make Colombia one of the richest countries, in terms of natural
resources, in the world.
This natural heritage is claimed by transnational corporations. They transform renewable and non-renewable natural resources
into profits, but still don't have access to the quantity of natural resources that their growing demand requires. Private investors
see in the free trade agreements, like those promoted by the U.S. since 1994, the possibility of investing in this sector and
gaining access to other resources in order to satisfy their demand. It is not a coincidence that primary materials and natural
resources, necessary for the industrial transformation, are many times imported to the U.S. with very low or non-existent
taxation.[19]
The Andean region of Colombia, composed of the sub-Andean forests, the Andean mountains, and the high plains, holds
almost half the total biodiversity of the Neotropic ecozone, which includes South America, Central America, and the
Caribbean. It is one of the 12 regions in the world from which cultivated plants come from. Unfortunately, it is also one of the
most threatened regions, with highly degraded ecosystems that have resulted from urban expansion and the concentration of the
population.[20] Colombia possesses 68,143 square miles of Amazon rain forest[21], of the million and a half square miles of
land; it is the largest and richest tropical jungle in the world. The Amazon contains 2,500 species of trees, a third of all species
of plants, a third of the tropical wood in the world, and the largest diversity of fresh-water fish, birds and butterflies anywhere.
The Amazon River is the longest river on the planet, crossing close to 4,000 miles to the Atlantic Ocean, where it spills about
20% of the world's river water into the ocean.[22]
The aforementioned arguments are weighty and sufficient enough to ask the Congress of the United States and the Congress of
Colombia, to reject the ratification of the Free Trade Agreement. As has been demonstrated, it is not only the environmental
regulations that should be negotiated in the FTA, but the text in its entirety, which negatively and gravely affects the
environmental conditions not only in Colombia, but in the entire world.

E. The Amazon is key to planetary survival.

Because the Amazon rainforest - one of the most biologically diverse regions on earth - filters out massive amounts of the
carbon dioxide that generates global warming, experts say the Bush plan will literally endanger the health of the planet.
Among other things, the rainforest provides one-quarter of the world's oxygen. And although it comprises less than one percent
of the world's land area, the upper Amazon basin in the tropical Andes region is home to one-sixth of all the earth's plant life.

It is extremely unlikely that the Congress will vote on the Colombia FTA during the current session. First, the Bush
administration has largely failed to address the urgent concerns noted by Speaker Pelosi with regard to shoring up the US
economy, and the labor market remains very weak. Importantly, the labor rights situation in Colombia, a decisive factor for
most Democrats, shows no signs of improvement. Indeed, the number of trade unionists murdered so far this year, 31, is
significantly higher than the number murdered the same time last year, 22. Measures to combat impunity have been
insufficient, as the intellectual authors of most crimes have gone unpunished. Also, recent labor law reforms passed by the
Colombian Congress create as many problems as they resolve. It is unlikely that the lack of a vote this year means the death of
the FTA. Certainly, so long as the labor and other human rights concerns remain, opposition will continue. If the FTA were to
come up at a future date, there would be pressure to address additional concerns of citizens both in the United States and
Colombia.

"Opening markets is especially important during this time of economic uncertainty," he said. "Last year, exports accounted for
more than 40 percent of America's total economic growth. Doesn't it make sense to continue that kind of growth during these
economic uncertain times? I think it does."
In withholding approval of the free trade pact, Democrats have cited the continued violence against organized labor in
Colombia and differences with the administration over how to extend a program that helps U.S. workers displaced by foreign
competition.

During almost eight years in office, President Bush has paid homage to the birthdays of many democracies. Italian
Independence Day. Greek Independence Day. Even Cuban Independence Day. OK, so that one is celebrated in Miami.
Today he used the occasion of the 198th anniversary of Colombia's independence to urge Congress to enact the Colombia Free
Trade Agreement.
In April, House Speaker Nancy Pelosi (D-San Francisco) put the kibosh on the treaty for this year, saying Congress simply
needs more time to consider it "in light of the economic uncertainty in our country." She also accused Bush of trying to "usurp
the discretion of the speaker of the House" to schedule legislation.

In May 2007, Pelosi reiterated the pledge to declare July 4 “Energy Independence Day,” promising a legislative package that
would “develop and use clean alternative fuels,” invest in ethanol and “encourage an energy innovation economy that will
create new jobs and help small business.”
“Years of the Bush Administrations’ policies that have favored Big Oil over the consumers have resulted in record dependence
on foreign oil, leaving American families and businesses to pay even higher prices,” Pelosi said in a May 8, 2007, statement.
“Another bad idea. It’s going to take 10 years to fully get that oil out of the ocean. It’s a fragile ecosystem,” said Richardson.
“[T]his president, all he wants to do is drill, drill, drill. There’s very little on conservation, on fuel efficiency for vehicles. Just
last week the Congress failed to pass a solar tax credit. Give more incentives to renewable energy.” A common thread among
“energy independence” advocates in early 2007 was investment in “clean alternative fuels.” Pelosi alone mentioned such
investment several times through several different means, including the catchy if protectionist pledge to “send our dollars to the
Midwest not the Middle East.”

A drive by President Bush to win passage of a modest trade deal with Colombia erupted Wednesday into an angry partisan
confrontation between the White House and House Democrats, with both sides using trade as a surrogate for an election-year
battle over jobs, national security and the sinking economy.
What remained unknown at the end of a day of acrimony was whether the Democrats might be willing to let the accord go to a
vote if the White House made concessions on economic stimulus measures that unions supported or whether the White House
was willing to make such concessions. The White House has pushed back against a second stimulus package, saying the first
needs time to work.
But Democrats said the White House had been adamant in refusing to offer such incentives, despite the fact that Ms. Pelosi
again told Mr. Bush, at what was described as a testy meeting on Wednesday afternoon at the White House, that the accord was
not dead if he would be forthcoming.
“The fact is, this could very easily be worked out,” said Representative Rahm Emanuel, the Illinois Democrat and House
Democratic Caucus leader who prides himself on being brusque sometimes. “We need something, infrastructure spending, a
new stimulus package, a kids’ health bill. They were being totally arrogant. And I think I know something about arrogance.”

What trade promotion does eliminate is the endless pursuit of concessions from congressmen protecting special interests. Even
the House vote on trade promotion authority demonstrated the potential burden of politics on trade as concessions were made
to textile and citrus producers to ensure passage of the bill. Such protection raises prices for consumers as favored industries
are protected from foreign competition. While this may make constituents in North Carolina or Florida happy, it drives up
prices for consumers across the nation and diverts resources away from our most dynamic sectors, such as high-technology, in
order to promote special interests. Fast track authority minimizes such meddling and allows Americans access to new markets
abroad.

THE dramatic rescue of 15 hostages this month by Colombia’s special forces underscored how far Colombia has progressed —
with the strong support of the United States — from a nation under siege by narcoterrorists and paramilitary vigilantes to one
poised to become a linchpin of security and prosperity in South America.
As we meet today in Washington to discuss the United States-Colombia security relationship, we want to take stock of what
has been gained over the past decade and commit our two nations to continue this progress.
The remarkable transformation of the security situation in Colombia can be credited in large part to the improvement in the
capacity of its military and police — an improvement in which American security assistance has played a key role. The
governments of both nations agree that this assistance should continue until the job is finished. Furthermore, we should also
increase trade and investment by moving forward on the United States-Colombia Trade Promotion Agreement that is now
before Congress. Growing prosperity and better standards of living are indispensable to achieving lasting stability in both
countries.
Consider that eight years ago, illegal armed groups involved in cocaine and heroin production controlled more than 70 percent
of the Colombian countryside. Today the most dangerous and vicious of the groups — the Revolutionary Armed Forces of
Colombia, or FARC — has seen a sharp drop in its strength and status. Once 18,000 strong, the group has lost half its forces
along with whatever credibility and following it had elsewhere in Latin America. The other major militias, the National
Liberation Army and the United Self-Defense Forces, no longer pose a serious threat.
Since 2002, Colombia has doubled the size of its security forces. Last October, the two of us observed Colombian troops
conducting drills at their training base in the western city of Tolemaida. These brave men and women have pushed terrorists
and drug traffickers into the farthest reaches of Colombia’s mountains and jungles. Mayors and police officers are now at their
posts in every municipality.
Military pressure, combined with incentives for those who lay down their arms under Colombia’s demobilization program, has
encouraged thousands of narcoterrorists to turn themselves in and share information with the government. Children once forced
to serve in armed groups can now take advantage of reintegration programs that offer hope for a decent future. Violence has
declined significantly — kidnapping, terrorist acts and attacks against trade unionists are down by approximately 80 percent.
While the cultivation and export of narcotics continues to be a problem, Colombia has eliminated two-thirds of its opium
production and more than 500 traffickers have been extradited to the United States. In 2007, half a million acres of illicit coca
crops were eradicated.

The administration quickly rolled out six Cabinet secretaries for a White House news briefing to reiterate the urgency of the
Colombia vote. U.S. trade representative Susan Schwab said the "procedural maneuvering" was "unprecedented and unfair."
She noted that the deal had been signed in November 2006 and that congressional leadership refused to take it up, despite
concessions from the administration to address Democratic concerns over labor and the environment.
