Council
approves
Pryor
project

The Moorestown Sun
The township council
moved forward officially with
one aspect of its athletic fields
project and agreed unofficially
to move forward with another.
Following another public
meeting, members of the
council said theyre waiting
for more information before
deciding the fate of the multi-
million dollar, four athletic
field complex improvement
project.
The council approved an or-
dinance on first reading to
move ahead with a complete
makeover of Pryor Park, the
cost of which won't impact
taxes for township residents,
largely in part through dona-
tions from the Moorestown
Youth Baseball Federation.
The group has agreed to do-
nate $15,000 a year for the next
15-years, MYBF President Bob
McCourt said.
The federation has also pro-
cured private donations for a
total of nearly $300,000 for the
project.
Bids for Pryor Park were
$415,000, with the baseball
fields scheduled to get new ar-
tificial turf infields, new lights
and improved drainage.

Its the end of a three-year jour-
ney that finished with Brad and
Terry Zimmerman running 26.2-
miles through the streets of
Boston and raising more than
$20,000 for the institution that
once saved Brads life.
The Zimmermans successfully
ran one of the most famous
marathons in the world during a
sweltering 80-degree day on April
16, just two years after surgery
saved Brads life.
The couple was showing their
appreciation for the Massachu-
setts Eye and Ear Infirmary,
whose surgeon, Dr. Michael
McKenna, and his team, success-
fully removed a 2.5-centimeter
tumor from Brads brain on May
28, 2010.
They ran the marathon with
the Team Eye and Ear 2012 for
MEEI.
Its been a long and interesting
path for Brad and Terry since
May 2010, when Brad was first di-
agnosed with a vestibular
schwannoma (acoustic neuroma)
brain tumor. For months prior to
the diagnosis, Brad noticed hear-
ing in one ear was beginning to
decline, which he said he thought
was a side effect from working for
years in law enforcement.
He didnt think too much about
it and despite his doctor telling
him to get an MRI, he put it off.
But when Brad tried to apply for
an increase to his long-term care
insurance, the company said he
must get an MRI before he could
be approved.
The couple, living in the Ba-
hamas at the time, traveled to

ing expo will be held at the Agri-
cultural Center (Farmers Market
on 500 Centerton Road) in
Moorestown on Saturday, May 12.
An extensive plant sale, gar-
dening presentations, activities
for children, and food are just
some of the attractions at the
Expo, which runs from 10 a.m. to
3 p.m.
Master gardeners will be on
hand to offer tips and answer
questions.
The plant sale will feature a va-
riety of affordable perennials, na-
tive plants, daylilies and more. A
garden-themed flea market will
compliment the live plant sale.
All thumbs or green thumb?
Check out these free presenta-
tions:
11 a.m.: Backyard composting.
Noon: Plants for pollinators.
1 p.m.: Rain barrel presenta-
tion.
1 to 2:30 p.m.: Make a rain bar-
rel workshop. Tickets for this
workshop are $45 and the class

2 p.m.: Choosing native plants.
There will also be talks on gar-
dening basics and the value of
trees.
The countys goal is to make
this center the focal point of hor-
ticultural and agricultural educa-
tion in Burlington County, said

Rutgers Cooperative Extension of
Burlington County.
For children, the 4-H Childrens
Garden, and a make-and-take
flowerpot activity (for a small fee)
will be available.
Food from local vendors will be
on sale, and Bad Dogz and Warm
Hearted Country will provide live
music.

al Honors and Awards Convoca-
tion recognizes faculty, students
and alumni for their accomplish-
ments and dedication to the Uni-
versity. During this years cere-
mony, nearly 900 students were
recognized with awards and
scholarships for their academic

Mozart masses to be
presented May 20
Two majestic masses of
Mozart, the Coronation Mass
and the Missa Longa will be
presented on May 20 at 7:30 p.m. at
First Presbyterian Church in
Moorestown.
Under the leadership of Music
Director, Joel Krott, the choral
masterpieces will be sung by the
adult and chapel choirs of the
church, accompanied by West
Jersey Chamber Symphony. It is
of note that the Coronation
Mass will be performed by the
Chapel Choir, an ensemble made
up of sixty high school students.
A free will offering will be held.
The venue is handicap accessible.
Aileen Kolon named to
Villanova deans list
Aileen Kolon, from
Moorestown, was named to the
Deans List at Villanova Universi-
ty for the fall 2011 semester. Kolon
is enrolled in the Villanova
School of Business.

D
o you have an extra $1,300 that
you dont need and wouldnt
mind giving to the govern-
ment? Didnt think so.
But, if you live in New Brunswick,
your household is on the hook for
$1,330.68 when it comes to covering ac-
cumulated sick and vacation time for
public workers, according to the gover-
nors office.
Statewide, the governor estimates
that accumulated sick and vacation
time total more than $825 million on
municipalities books.
Seems excessive. Or, rather, just
plain wrong.
As one of the exercise gurus from
the 80s or 90s said: Stop the insanity.
The Star-Ledger last week had a
great report on how a number of polit-
ical figures stand to cash out hand-
somely when they retire. It also points
out that, while some reform was
passed in 2010 capping new employees
payouts, theres still a lot of political
wrangling going on. The newspaper
reported that the Democrats want to
allow public workers to keep only the
time theyve accumulated, while Gov.
Christie wants to force employees to
use banked time when taking days in
the future, thereby reducing the num-
ber of payable days upon retirement.
For those of us in the private sector,
chances are the decision already has
been made: Were not banking any-
thing. Were lucky to have a job. Were
fighting rising health-care premiums
and the like, while probably not get-
ting much of a raise if any raise at
all.
So, the whole concept of banked
sick pay is foreign to us. Politicians
should take note.
It seems the governor and the De-
mocrats both recognize the larger
problem here, and, in fact, have
worked to address it moving forward
with new employees.
Lets hope that they can reach an
agreement on the details. Taxpayers
are footing some mighty big bills
now and will be in the future.

have reached an agreement on bene-
fits for new employees. Now they
should be able to work out the details
on the big bills for which taxpayers
are still on the hook.

The resurfacing of a .6-mile portion of
Moorestown-Mount Laurel Road (County
Route 603) between the I-295 overpass in
Mount Laurel to Route 38 in Moorestown,
was set to start on Monday, May 7.
The milling and overlay construction is
expected to take two weeks to complete.
Traffic will be maintained with one lane al-
ternating. Motorists can expect delays and
are encouraged to find alternative routes
during construction.
The county highway network includes
508.4 miles of county roads, 364 bridges, 700
culverts, more than 243 traffic control de-
vices and 17,000 signs.
Become an Alzheimers
advocate, says writer
On Wednesday, April 25, I traveled with
two-dozen South Jersey residents to advo-
cate in Washington, D.C., along with citi-
zens representing every state. Our collec-
tive mission is to advocate for those im-
pacted by Alzheimers disease and related
dementia both people stricken with these
devastating neurological disorders and
their caregivers and families.
We met personally with Sen. Robert
Menendez and Reps. Jon Runyan, Rob An-
drews, and Frank LoBiondo legislators
who have passionately supported, and con-
tinue to support, our cause to create a
world without Alzheimers.
Specifically, we thanked our representa-
tives for their co-sponsorship of the pro-
posed HOPE for Alzheimers Act, which
will provide access to much-needed critical
care and services for people living with
Alzheimers and their families.
We also requested vital support of the
National Alzheimers Plan, including the
$100 million in President Obamas 2013
budget designated for research, education,
outreach and caregiver-support activities.
I have made this trip for the past 10 years
in honor and memory of my father, who I
lost to Alzheimers disease in 2006. I will
continue to make this trip until a cure for
Alzheimers has been found.
We could use more help from our com-
munity to achieve this goal.
I ask each person who knows firsthand
about the devastation of dementia to join
me by becoming an Alzheimers advocate.
Anyone can get involved by sending an
email or calling our state and federal legis-
lators to encourage their support for spe-
cific Alzheimers legislation. The
Alzheimers Association makes this easy
to do by providing alerts when action is
needed.

Moorestown residents celebrat-
ed Arbor Day in a big way at the
Perkins Arboretum by planting a
Space Shuttle Tree. Lee Renner,
vice-president of the Moorestown
Garden Club, welcomed the best
attendance in recent years. Mayor
John Button read a proclamation
from the town council and led the
Pledge of Allegiance.
Ed Armstead (Moorestown Im-
provement Association) gave the
history of Arbor Day. Second-
grade students from Baker School
performed a special Space Shuttle
rendition of The Green Grass
Grows All Around.
John Gibson, chairman of the
Tree Planting and Preservation
Committee, spoke about the Tree
City USA Award, the history of
the Space Shuttle Tree and
showed a plaque, which will com-
memorate the tree.
Representatives of the town-
ship and sponsoring organiza-
tions did the ceremonial tree
planting. Then the Baker stu-
dents each got to shovel some dirt
at its base.

Hall of Fame at the 2012 Academ-
ic Awards and Scholarship Cere-
mony held at the Lewis M. Parker
Center in Pemberton on April 21.
Established in 1980 by the
board of directors of the Burling-
ton County College Alumni Asso-
ciation, Inc., the hall of fame hon-
ors alumni who have achieved ca-

parks if the township is awarded
a recreation grant from Burling-
ton County for $250,000.
The grant can also be used for
the Pryor Park project, as well as
the privately donated funds from
MYBF.
But the council is still consid-
ering the potential Wesley Bishop
North and Wesley Bishop South
parks projects, which are the two
most expensive aspects of the
$2.679 million total for all four
complexes.
Wesley Bishop North is the
most expensive project at a little
more than $1.51 million without
interest, finance director Tom
Merchel said.
The bid package included the
construction of a second artifi-
cial turf field, grating work and
parking lot improvements. If
bonded over 15 years without any
contributions from the club
teams or sponsorship money,
Merchel said the average as-
sessed homeowner at $529,800
would see a township tax increase
of about $14.88 per year.
However, with contributions
from the club teams, the average
tax increase drops to $12.57 per
year.
Wesley Bishop South came in
at $475,000 for improvements to
the turf field and for a better irri-
gation system. This total,
Merchel said, is without contribu-
tions from the flag football team
that uses the field. This would be
a tax increase for the average-as-
sessed homeowner of about $4.68
per year.
With contributions, the cost of
the project drops to $405,000 and
the tax increase drops to $4.18 per
year.
The flag football team has al-
ready agreed to donate $20,000 to
the project, Merchel said, as well
as install a well at the field that
would have otherwise cost the
township $40,000.
Councilman Chris Chiacchio
said he was against spending so
much taxpayer money for the
Wesley Bishop North and South
projects. Even with all the dona-
tions from athletic groups and
private citizens, Chiacchio said
he was not in favor of spending
taxpayer money on these
projects.
Both Chiacchio and Council-
woman Stacey Jordan have said
they are not willing to spend
money from the Open Space,
Recreation, Farmland and His-
toric Preservation Trust Fund, ei-
ther.
From my standpoint, I have to
question the need for these proj-
ects. I also cannot overlook the
fact that county recreation grants
cannot be used for a turf field be-
cause the county considers a turf
field to be luxury item, Chiac-
chio said. These are worthy proj-
ects, but more hard commitments
for real dollars need to obtained
in order for me to support these
projects.
The fields are safe and still in
good shape now, he said, with
hundreds of athletes playing on
them each week.
The township has asked the
companies that submitted bids
for the projects if the deadlines
could be extended so more discus-
sion can take place.

The MRI revealed the cancer.
Brad and Terry explored their
options and settled on the Massa-
chusetts Eye and Ear Institute for
Brad to receive his treatment.
Brad had his 12-hour surgery
on May 28, 2010.
Despite so many possible side
effects, Brad came through and
doesnt suffer from any major
health problems stemming from
the procedure.
It was an emotional day for
both Brad and Terri, as Brad was
finally able to join his wife in the
marathon and complete the race
together and in good health.
It was just a very satisfying
experience and just a close to a
chapter in my life. Its hard to ex-
plain, Ive been living with this
for two years, and the first year
when Terri ran it was impossible
for me to do so. I thought maybe I
could run it next year, so I started
walking 15 minutes in the house,
and just overtime dealing with
my pain issues, starting to run
again and gaining confidence,
he said. I just kept getting better
and better, I had no idea Id be
able to get there, but over time I
could see the improvement. I
could feel myself getting better
and I knew I could do it again.
Terri completed the marathon
by herself last year, running
and raising funds for MEEI,
while Brad recovered from sur-
gery.
Together, the Zimmermans ran
the 2012 Boston Marathon with a
time of 5 hours and 33 minutes
and raised $21,000 for the clinic.
Overall, MEEI exceeded its
goal of raising $350,000, Brad
said.
It was inspiring to watch Terry
finish the marathon last year,
Brad said, but so uplifting to be
able to compete in the world fa-
mous race and finish the competi-
tion side-by-side with his wife.
Watching Terry finish Boston
last year was really exciting, but
being able to run and finish with
her as a Team Eye and Ear mem-
ber this year was incredibly spe-
cial, he said. The community
support of the Boston Marathon
is second to none. The communi-
ty came out en masse with hoses,
ice cubes, drinks, food, and of
course, cheers to keep us all
going.
Terry and Brad thanked every-
one who made contributions to
MEEI. Their generosity will have
a positive impact on the lives of
future patients, he said.

Home Safety Night on May 10,
at the emergency services build-
ing located on West Main Street
across from the Wawa from 7 to 9
p.m.
The night will feature several
interesting demonstrations, in-
cluding an electrical safety pres-
entation, which enable visitors to
learn about home electrical safe-
ty and ways to identify hazards.
Learn about different types of
fire alarm systems, smoke detec-
tors and carbon monoxide detec-
tors as well.
Visitors will also learn how to
create an escape plan and how to
practice evacuating a home in
case of an emergency. Under-
stand the importance of a meet-
ing place near your home and get
information on different types of
rescue ladders.

The popular Phillies Home
Run Derby will be making its an-
nual visit to Moorestown on May
18 (rain date May 23). The derby is
open to all boys and girls, ages 7
to 12 and is being held at Jeff
Young Memorial Park at the cor-
ner of Lenola and New Albany
roads.
Official entry forms will be
available at www.moorestown
rec.com and at the Moorestown
Department of Parks and Recre-
ation.
The derby uses an automatic
pitching machine to throw 10
good pitches to each contestant.
Points are scored for all fair balls
hit, distance hits and home runs.
Any ball hit fair is worth one
point, distance hits are worth two
points and home runs count for
five points.
The distance hits and home
runs are well within the range of
most hitters.
For example, in the B and C di-
visions (ages 9 to 12), the distance
hit is 125 feet and the home run is
150 feet.
This is considerably shorter
than normal Little League fenc-
ing.
The speed of the pitch, as well
as the scoring distances, change
with each division. The derby is
looking to make everyone a hitter.
The Moorestown Department
of Parks and Recreation, organiz-
ers of the derby in Moorestown,
will award a number of prizes.
First-, second- and third-place
winners in each category will re-
ceive a Phillies engraved plaque.
These lucky winners will also be
invited to a regional finals to be
held later in the summer.
The other prizes Phillies tick-
ets and other baseball related
items will be awarded by a ran-
dom drawing.
This way, every boy and girl en-
tering the contest is a potential
winner, regardless of score.
Girls participating in the
Moorestown Youth Softball Pro-
gram will be provided a separate
girls contest to be held on the
same date at the same location.
However, a softball will be used
instead of a baseball.
The nominal fee for entry is $5
per entrant.

Hoping to find out why a judge
has tentatively approved a $30
million rate increase for New Jer-
sey American Water Company,
freeholder Director Bruce Gar-
ganio said that he has filed an
Open Public Records (OPRA) re-
quest with the N.J. Division of
Rate Counsel requesting a full ac-
counting.
I want to find out how a finan-
cial experts opinion calling for a
$46 million decrease in rates sud-
denly turned into a $30 million
award in additional revenues,
said Garganio. I think a $76 mil-
lion swing is worthy of explana-
tion.
In the meantime, Garganio has
reached out to Robert Hanna,
president of the New Jersey
Board of Public Utilities (BPU),
and demanded that the proposed
increase be taken up by the entire
BPU in an open public session.
We have a petition signed by
11,000 Burlington County ratepay-
ers, opposing any increase with
American Water, and deserve the
right to present that petition and
to be heard, he said.
New Jersey American Water
initially sought a 15.5 percent in-
crease or $95.5 million more in
fees from ratepayers. Despite the
testimony of its own financial ex-
pert that the companys revenues
should be cut $46 million, the N.J.
Division of Rate Counsel negoti-
ated an increase of $30 million.
I continue to be baffled by
Rate Counsels settlement, and
the judges order provides no an-
swers, said Garganio. Rate
Counsel says that American
Water has legitimate costs that
need to be funded, but you wont
find an accounting of those costs
anywhere.
Garganio said his records re-
quest was directed to the Rate
Counsel, and specifically asks for
a line-item accounting of the
$30 million to be awarded to
American Water under the tenta-
tive settlement.
According to the earlier testi-
mony of Financial Consultant
Robert Henkes, American Waters
requested increase was bloated
by millions of dollars for incen-
tive compensation for manage-
ment employees who were al-
ready getting salary increases;
overestimated pension and retire-
ment benefits; promotional mar-
keting; public relations; employee
awards; professional lobbyists;
and country club fees.
In a recent letter to Hanna,
Garganio added, The ultimate
insult to ratepayers is that Ameri-
can Water is also looking to recap-
ture revenue it lost as a result of
its customers following its advice
to conserve water.
He continued, Its not difficult
to stand behind Mr. Henkes testi-
mony and conclusions; the com-
panys claim that it needs more
revenue to address pressing infra-
structure needs runs counter to
the most recent financial report
of its parent company.
In the midst of this debate,
American Water Works Company,
Inc. reported a year-over-year 15.6
percent increase in net income
and 19.3 percent increase in ad-
justed net income, as well as in-
creases in revenues and cash
flow.

Moorestown Visiting Nurses
and Hospice invites the commu-
nity to attend its fourth annual
Benefit Wine Tasting. This indoor
and outdoor event is expected to
be well attended by local VIPs,
healthcare community leaders
and those interested in enjoying
an evening of wine tasting and
food pairings guided by experts in
the field. Anticipated attendance
is more than 300 guests, so buy
tickets soon.
Tickets for the public are $50 in
advance, $60 at the door.

The benefit is in support of
charitable home care, hospice
and counseling programs for resi-
dents of South Jersey, including
Camp Firefly for grieving chil-
dren. The evening includes tast-
ings of domestic and internation-
al wines and microbrews.
A catered appetizer buffet will
be featured, with food and dessert
samplings by many area restau-
rants. A silent auction, prize
wheel, and cash raffle will be held
as well.
The event will be held at the
Moorestown Visiting Nurses and
Hospice, 300 Harper Drive,
Moorestown. The event is Satur-
day, May 19, from 5:30 to 8:30 p.m.
The Summer Parks Program
for Moorestown, for children ages
5 to 12, will take place at four dif-
ferent locations in the township:
at the Mary Roberts School,
George C. Baker School, New Al-
bany Road Recreation Center and
South Valley School.
The program runs from 9 a.m.
to 1 p.m., Monday through Friday
from June 25 through July 27. Ac-
tivities at the sites will include
games, sports, arts and crafts,
special events, tournaments and
other active and passive events.
Half-day trips (requiring an ad-
ditional fee) will also be offered
through the summer.
The childrens summer theater
program, for children ages 7 to 15,
will begin with auditions for
The Wizard of Oz, on Thursday,
June 21 and Friday, June 22 from 9
a.m. to 1 p.m.
Rehearsals will begin with full
cast on Monday, June 25 and con-
tinue until the production dates
of Wednesday, Aug. 1 at 1 p.m.,
Thursday, Aug. 2 at 1 p.m., Friday,
August 3 at 7:30 p.m., and Satur-
day, Aug. 4 at 7:30 p.m. Children
will be familiarized with all phas-
es of producing a musical show,
from auditions through the actual
production.

Four locations for
summer parks programs
A Browns Mills woman was
sentenced recently to 61 months
in prison for orchestrating a
scheme in which she filed
more than 90 fraudulent student
loan applications seeking a total
of more than $1.7 million, U.S. At-
torney Paul J. Fishman an-
nounced.
LaVada Cruse, 25, previously
pleaded guilty before U.S. District
Judge Jerome B. Simandle.
She was charged with one count
of mail fraud, two counts
of tax evasion, and one count of
aggravated identity theft. Judge
Simandle imposed the sentence
today in Camden federal
court.
According to documents filed
in this case and statements made
in court:
Cruse admitted that beginning
in Dec. 2003 and continuing
through 2007, she applied for
more than 90 student loans
in her name or in the names of
individuals including family
members whose names, Social
Security numbers and dates of
birth she used without permis-
sion.
Of the $1.7 million she sought,
Cruse successfully obtained 17
student loans and received more
than $192,000.
Cruse stated in her applica-
tions that she was a full-time stu-
dent at one of six N.J. area col-
leges, including Burlington Coun-
ty College.
In many of the applications,
she included a fake college
enrollment letter and fraudulent
biographical, employment,
and financial information
for a person listed as the co-bor-
rower.
Cruse also included phony em-
ployment letters as well as fake
pay stubs and co-borrowers tax
forms.
She used her actual home ad-
dress so the loan proceeds would
be forwarded to her.
Once the student loan applica-
tions were approved, banks and
lending institutions issued
checks for as much as $22,000
and Cruse deposited them direct-
ly into one of the bank accounts
she controlled. Cruse admitted
she evaded paying taxes on the
loan proceeds for the 2005 and
2006 tax years.
In addition to the prison term,
Judge Simandle sentenced Cruse
to five years of supervised release
and ordered to pay restitution of
$136,403.

Criminal Investigation, under the

cial Agent in Charge Edward J.
Ryan; the
Medford Township Police
Department, under the direction
of Chief Richard J. Meder;
and the Burlington County Prose-
cutors Office, under the
direction of Prosecutor Robert
D. Bernardi, with the investiga-
tion leading to todays
sentencing.
