OFFICIAL STATEMENT AGAINST THE REPRODUCTIVE HEALTH BILLS


THE WORLD OVER, a contraceptive-preoccupied sexual revolution has lowered societal moral standards and consequently unhinged a
Pandoras box of banes for individuals, families, and nations. The escalated propagation of contraception has led both to an increase in divorce, and illegitimacy of children and to a decrease in marriage and married fatherhood strongly linked to spread in poverty and social pathology. The contraceptive mentality that promised feminine liberation rather discharged males from sexual and marital responsibilities, and consequently shackled women through yokes of family breakdowns, relationship troubles, single motherhood, female impoverishment, wife and child abuse, teenage pregnancies, abortions, and abortion complications. Eugenics has taken an unprecedented maneuver as population and reproductive control policies have taken the guise of foreign assistance to lesser developed nations. The sexual act has been demoted as means of pleasure, of which childbirth, fertility, and life by syllogism, erstwhile seen as natural, healthy, good and desirable ends, have been demonized as threats or diseases to be treated with essential reproductive medicines.

HERE IN OUR BELOVED COUNTRY, the very terminology that originated from Church teachingsResponsible Parenthoodhas been
devalued by reproductive health proposals as a title to refer to the Contraceptive regulation of family size through regulation of unconstitutional statutes. As the House of Representatives and the Senate resumes the 2nd Regular Session of the 15th Philippine Congress, we do not tire to decry and divulge the dangers against and derision of Truth launched by the RH Bill.

IT IS ILLEGAL AND UNCONSTITUTIONAL.The Philippine constitution declares that the unborn should be protected from the
moment of conception. The same states that parents have the primary right to the education of their children. Likewise, life and freedom are recognized as fundamental rights to be protected. The Reproductive Health Bill, by allowing and promoting the use of contraceptives, would harm the unborn due to its contraceptive effects. It would lead to murder of the unbornthe weakest and smallest who needs the most protection. By enforcing a mandatory contraceptive education integrated in all school subjects, the state trespasses on the rights of parents as the due educators of their children, especially when the contraceptive mentality is against their will. This also goes true with the bills requirement of employers providing employees with contraceptive services, and medical practitioners obliged to prescribe harmful contraceptive procedures or to refer other health care provider who can do the same.

IT IS UNSCIENTIFIC AND ANTI-MEDICAL. Human Life begins at conception. Contraceptives do have high failure rates in
preventing conception, and, preventing implantation, cause a very early stage abortion. Some contraceptives, further, are causes of ailments hypertension, myocardial infection, thromboembolism, psychological disorders among others and have been even declared as Class A Carcinogens by the World Health Organization. These are incontrovertible Scientific facts that RH advocates refuse to accept.

IT IS UNECONOMIC AND UNECONOMICAL.Underlying the bill is a Population Control agenda with the maxim that the Philippine
populace is a problem which must be curbed. However, studies have given results that properly utilized, our populationwhich is far from being oversized, contrary to scare tactics can provide us a window for a demographic dividend that will propel our economy. If the RH Bill is implemented, P13.7B will be allocated for contraceptive functions, among others, which could have otherwise been allotted for more necessary projects and services like public education, generation of jobs and development of agricultural resources. Pouring resources on contraceptive needs which are readily available, the allocations for top health problems which are causes of mortality in the country Diseases of the Heart, ailments of the Vascular system, Malignant Neoplasm, etc. are left with big financial holes to fill.

IT IS UNETHICAL AND IMMORAL.The RH Bill packages contraceptives as harmless and necessary, and prevents, through penalties,
criticism of such products. This goes against the Bio-ethical Principles of Informed Consent for the patients, and Non-maleficence for the practitioner. Further, it goes against the Natural Law basis of morality in distorting the purpose of sexual intercourse as for pleasure rather than for union and procreation.

IT IS ANTI-FILIPINO. Filipinos, as children-loving people, see babies as blessings while a contraceptive mindset looks down on them as
problems. Filipinos, with their hospitality and Bayanihan values, see people as resources while a population-control perspective despises them as burdens. The Philippines, with its bountiful natural resources has to be nurtured by proper government policies and not destroyed by attacks on its basic institution, the family, through destruction of values brought about by contraceptive thinking. Properly implement existing government laws and programs on genuine health concerns. Look at every Filipino as a solution and an opportunity, not as a disadvantage. Allocate the Filipino taxes to solving the real problems and not to worsening the nations predicaments. With the onslaught of deceptive maneuvers to cover up the multi-polar errors of the RH Bill.
