Leadership Tulare Scheduled for Overnight Trip to Sacramento


Trip length change made based on feedback from program alumni
Leadership Tulare will have an overnight trip to Sacramento this year. Previous information distributed had listed the trip as being a one-day trip. Leadership Alumni felt that the twoday trip was crucial to their overall experience, so the trip was extended. While in Sacramento, the class will meet with local elected officials, lobbyists, and others involved in the democratic process involving Tulare. The Chambers desire is to make the Leadership Tulare Program the very best it can be. We received a lot of feedback from Alumni that the two-day trip was a class highlight and that the experience could not be replicated in one day. Based on this information we felt it was necessary to extend the trip, said Leadership Tulare Coordinator, Darcy Phillips. In addition to the changes made to the Sacramento trip, additional lunch sessions have been added to the course in order to refine additional leadership skills. Also, the orientation will include an overview of the Tulare Chamber of Commerce. Participants will learn about various aspects of Tulare during eight day sessions which are held from approximately 8:00am to 3:00pm. Six lunch sessions will be held to teach leadership skills as well as the initial orientation. Leadership students will have additional homework to complete prior to class meetings. The homework allows participants insight into the city and includes things such as going on a police ride along, taking a personality test, interview people, etc. Assignments are designed to be enlightening and enjoyable. Interaction Between Pregnancy Leave, California Family Rights Act


We have an employee who is pregnant. She has not been with us a year and her doctor has taken her off work due to a pregnancy disability leave. Are we only required to hold her job for four months? Provided that the employee is in fact disabled for the maximum period of time - four months or 88 working days, whichever is longer - the employee retains job protection under the Pregnancy Disability Leave (PDL) law for that period. As to whether additional time may be protected, you need to look at you own company policies and practices on providing employees with time off work. In some cases the time required by PDL may be the minimum. For example, if an employer has granted another employee more than four months off work for some other disability, it would be discriminatory to not allow an employee who is pregnant to be provided with the same amount of time. Does the pregnancy leave end at childbirth, or is it the date provided in the doctors note taking the employee off work? No, the pregnancy disability leave does not end at childbirth and may extend beyond the date in the doctors note. PDL protection covers pregnancy, childbirth, and related medical conditions and therefore extends until such time as an employee is released to return to work. It is important to keep in mind that the date specified in a doctors note taking the employee off work is not a firm date but an estimate of how much time the employee is expected to be off work. For employers, that date often is used as the date the employee will either return to work or provide another doctors note extending the time off. When will the employee be eligible for baby bonding? Employees are eligible for additional time in California under the California Family Rights Act (CFRA) once the baby is born and usually after the woman is released to return to work. If the disability extended past the 88 working days of PDL, however, and the child was born on the 88th day, or anytime thereafter, the employee would be able to use baby bonding leave, even if she had not been released to return to work. The time off work during the pregnancy leave of absence does count toward the employees one year of employment. Therefore, at some point in the future, the woman will also be eligible for the CFRA and baby bonding once she has completed on year of employment and worked 1,250 hours during the preceding 12 months. Leaves of absence often can be difficult to administer and many questions may arise. The recent opening of the new Tulare Public Library & Council Chambers will be remembered as a milestone event in the long history of our city. While there are still a few detractors, the hundreds of comments made to me since the building opened has been overwhelmingly positive. We call the building our Library, but it is so much more than that. It is a learning center in the center of our community. It is a place where our citizens will gather and learn. Tulare opened its first library in 1882 at was is now the Womens Club House. Technology has come a long way since then, but it has not replaced the need to learn. Learning is every bit as important today as it is was in 1882, and will be even more crucial to our quality of life as we go forward. I believe that increasing knowledge is the most direct path to increasing personal freedom. The more you know, the more value you have. Written on the fountain near the front entrance are the words, Knowledge is Power. This building will encourage and facilitate the advancement of knowledge for generations to come. The new slogan for the Library is, We are more than just books, which is very evident as one enters our new facility. The collections include media in many formats, including music CDs, DVDs, and books on CD. There are many electronic resources, as well as job resources and academic journals. The helpful and well-trained staff offers many programs for all ages. This includes story times for pre-schoolers, computer training classes, reading programs for students and book clubs for teens and adults. The Library also has many computers available for Internet access and will soon add wireless access. Other specialized programs include the adult literacy program (Tulare Read), a spacious new Genealogy and Local History Room, plus a learning center which will host our new afterschool and Saturday homework help program. The new Council Chambers are as equally impressive as the Library. In addition to the City Council, our various boards and commissions will meet there to publicly discuss and decide on matters that greatly affect all of us. The design and state-of-art features of the meeting rooms are very conducive to open governance. The building was made to accommodate a wide variety of uses and will serve as a meeting place for many other groups. For example, the College of Sequoias Foundation recently met in the Charter Room. The Tulare County Economic Development Corporation will have a meeting there in the near future, as will the International Agri-Center Board of Directors. Another important feature of this building

CA-USAW educates the California public in both collegiate and international wrestling styles, makes wrestling fun and exciting, provides well-planned activities, and improves the quality of California wrestling at the competitive level. The organization is governed by a Board of Directors which is comprised of twelve

Statewide Directors and eighteen Association Directors and has a membership base of over 17,000. Every year, there are several statewide tournaments sponsored and managed by California USA Wrestling Inc, and with each passing year, the cost of hosting such events has become more and more cost prohibitive. As a result, a vision was born and the Chairman decided to study the feasibility of developing a venue that would be not only be considered a home for the wrestling community, but that would be able to host tournaments of other sports, as well. This dream is now becoming reality in the City of Tulare! In recent months, we have been offered a donation of sixteen prime acres in the City of Tulare, with the option of purchasing an additional sixteen adjacent acres. We are in the process of working out the details to acquire possession of this land so that we can begin to realize our vision of constructing a 100,000 square foot facility which will not only be the home of the California Wrestling Hall of Fame, but would provide the organization with the proper facilities to host large scale tournaments, which would include seating for 12,000. In addition, the venue will be versatile enough to host other sports such as Volleyball, Gymnastics, Martial Arts, Boxing, and Cheerleading! There would, of course, be a state of the art weight room, as

well as a Fitness Center. Our Sports Medicine Department would also be housed in the facility, and we are planning on developing a resource based community outreach program to include not only a sports medicine and athletic training programs, but a nutrition and wellness program as well. We see the potential of being a cooperative learning center for colleges and high schools, as well as information dissemination for health and wellness. Due to unforeseen circumstances, the Community, Business, & Health Expo will not be taking place as originally planned. Instead, the Chamber will be offering four seminars at the Chambers office. The focus of these seminars will stress the importance of a healthy workplace and healthy employees, and will offer tips on how to achieve these goals through prevention, exercise, and wellness. The Chamber will be working with Tulare Regional Medical Center to bring you informative and enlightening seminars. We apologize for the cancellation of the Expo and hope to offer it to the community in the near future.

Each year, the Chamber is delighted to welcome our newest educators to Tulare at the New Teachers Reception held at Cool Hand Lukes. Guests enjoyed delicious appetizers while meeting their fellow teachers and administrators. Mayor Craig Vejvoda, Chamber Chair of the Board Patty Rocha, and Interim Chamber President-CEO Anthony DeRose, extended greetings to the crowd. Every new teacher was given a goody bag that was overflowing with gifts donated by dozens of local businesses. The Tulare Library recently held its official Grand Opening with a day filled with entertainment for all ages. The celebration began with a morning concert by the Tulare Community Band, followed by presentations from local dignitaries, and the dedication of World of Ideas water feature. Throughout the day, guests toured the facility, enjoyed Kids, Kookies, and Lemonade in the Olympic Room, A Wish Your Heart Makes activities in the Childrens Library, and gained valuable knowledge of many exciting and diverse critters with hands-on learning from E & M Reptile Family. Recently, Michelle allowed the Chamber Ambassadors to hold their monthly meeting at Elements Design Center. Michelle is always willing to open her beautiful showroom and to allow it to be used as a meeting space. Elements is a perfect place for a gathering because of its luxurious seating and conducive atmosphere. Everyone seems more relaxed and attentive, even at a meeting! Michelle is a gracious hostess. He was a Charter Treasurer of Kings County Art Center Foundation 1990 through 2007 and is currently its President. He is a Past President and Past Treasurer of Kings County YMCA. He was involved in Prison Ministry at Avenal State Prison until 2007. He has been married 20 years and has two daughters ages 19 and 15.

The museum is located at 444 W. Tulare Ave., Tulare. Hours of operation are 10:00 a.m. 4:00 p.m. Thursday Saturday. In addition to our regular hours, we will be open the third Sunday of the month for free, during the months of September May to correlate with our Sunday @ 2:00 program. Admission is $5.00 for adults, $3.00 for seniors 55+ and Southern California Automobile Club members, $2.00 for students, and free for Tulare City Historical Society members and children under 5 years old.
