Research Proposal I.

Title:-Feasibility of marketing information products and services at secondary school pre - service teacher education institutions (B.E.d)library.

II.

Introduction: - Bachelor of education is a course which provides training for the students, with required minimum qualification for entering the teaching profession at secondary school level. A particular curriculum is provided by various States under various universities throughout the country. In Karnataka there are 446 B.Ed colleges which provide teacher education for becoming a secondary school teacher. These colleges are managed by Government/aided/private managements under various Universities. The traditional teaching methods in education started gradually changing over to the modern method of education, after the introduction of computers in the education system in the country. Accordingly the State of Karnataka has adopted the computer system of education in B.Ed colleges for imparting training for secondary school pre service teachers. The faculty and students of B.Ed colleges desired a conceptual change in providing the library tool for this modern education involving computer. This necessitated the librarian and libraries to update their information relating to print media and also electronic media simultaneously in tune with the changed syllabus. Secondary school pre service teacher course is one year duration and the student is supposed to learn a lot within a short period. To assist the student teachers, raw information must be processed and customized according to the required form. This involves cost effectiveness of library activity. It comprises men, money, and material. The librarian has to undertake lot of brain storming exercises to provide the best possible information to the teachers. Keeping this in mind the library/librarian invented the marketing strategy as a tool to refinement in library services of the information products and services to the users. The marketing mainly provides the information required at the shortest time to the faculty and students through the computers at their place without their walking in to the library for searching out the information. Marketing of information products and services is right information to the right user at right time to the vast population at the same time through the modern concept of the library information communication technology. With the help of marketing as a tool, quality products and services at the library

gives the way for total quality management application at libraries. Marketing is a tool to design new information products and services at library. This also satisfies the concept of Dr. S R Ranganathans five laws of library science to the maximum extent. The five laws are brought down below. Books are for use. Every book its reader. Every reader his/her book. Save the time of the reader. Library is a growing organism. Libraries are most important learning centers to support the education system. Libraries play a pivotal role in imparting knowledge in academic programme. Class room teaching provides a glimpse of knowledge, but libraries disseminate wide range of knowledge required to attain the heights by user. Librarians supported the instructional work of class rooms to carry forward the ideas of education by facilitating learning information resources. Real education can only be achieved with the assistance of instructional learning material by the learning centers. Learning resources are the instructor for instructors. Thus libraries are the providers of informal education, facilitates and guiding learners to search vast range of information sources available in the information centers for self learning and also lifelong learning. Teaching learning process is complete only when the triangle involving resources, librarian and user are fully utilized. Librarian with a vast knowledge with professional and technical skills is forced to adopt modern technology by invention marketing as a tool through the resource to the user with the help of information communication technology.(ICT) ICT at secondary school pre service teacher training education library satisfies fourth law of library science. To provide the service in modern method librarian has to study the users behavior relation with Want and demand and take decision to satisfy the customer. In order to meet these challenges the librarian derived the conceptual changes at the library structure and its nature of services. Reengineering at structural level is to be introduced in collection and development of library material. It is also required to change in the organizational and administrational functions of the library, nature of services of the library and also physical environment. In order to meet these challenges capturing nascent information, generating and storing in new media to facilitate teaching and learning process is essential. The most challenging job of librarian is to serve the teaching community of the future generation of the society. Integration of teaching technology needs, collaboration of learning material at learning centers and its newly designed products and its services through E-environment libraries.

Our education system growth is multidimensional and it deserves a change in tune with the modern methods with the help of library tools. Secondary school Pre service teacher training education institutional libraries are also suffering from problems such as: . Increase in growth of enrolment Change in method of teaching Increased in research. Price rise. Increased in number of multidisciplinary subjects Further training for staff. Interfacing information communication technology. Re structure in library environment. Inadequate staff. Lack of technology part. All the above said problems are to be tackled through developmental activity of the library and its quality services. To augment the resources at the library there is a financial crunch. Globalization of higher education, liberalization and marketing, forces the libraries in nonprofit organization, to opt for marketing segmentation, based on the introduction of newly generated quality products and its services, customized to the need based relationship marketing. To provide better and advanced services needs initial investment to procure information and process for customization .At this juncture marketing as a guru to the librarian and acts as a tool to develop the library as a hub of academic activity centre for teaching and learning. Innovative idea of librarian and professional skills of librarians, resource at library results in certain extent towards self sustainability. This would perhaps in the long run provide marketing of library information products and services to every user by extended services.

III Review of the literature:- Lot of studies are conducted on marketing in library services. The basic study on marketing related to practice marketing in different libraries and also in different domain of application in various levels in India, and in other countries also. A few studies are noted below. 1. V Objectives How far it is implemented in secondary school pre - service teacher course:-Objectives of the study is to assess the marketing of information products and services in educational institution libraries from last decade in the academic system. Specific objectives are: Users needs Change in the teaching learning process Study of future trends in ICT and its development in storage media,services,and application in education field in teaching methods Introducing newly designed information products and services Creating need based relationship marketing Staff training in ICT New technology application Introducing new extended services Application of TQM at library Restructure of library environment SWOT Analysis of college library General Objectives Extended services to secondary school pre - service teacher course. Supporting services to Teaching aid.

Acts as a facilitator in teaching learning process. Supporting distance education secondary school pre - service teacher course of B.Ed and M.Ed Course under IGNOU. ICT application training programme to Bangalore University Masters degree in library and information science course. Mainly to help both rural and urban students of Bangalore University B.Ed course. Study On users needs Study on attitude of librarians towards marketing and quality services Library resources development

VI Hypothesis (operational definition for Feasibility, Marketing, pre service teacher, information products and services. Feasibility: Feasibility depends on necessity of the learning material, at the time of practice teaching, criticism lesson and lesson plan needs exhaustive information for the teaching activity. Information is available everywhere but not processed for ready to use. It requires professional skills of information manager and hence, they have to think about feasibility of purchasing the information relating to learning material in required form. For this purpose of teaching activity they have to depend on the following Reliable sources (learning materials from libraries) Affordability Authenticity Accuracy Reusability

The users decided to afford the quality products and services even if they pay the cost price for that information. There is necessity for the feasibility option only. Marketing: marketing is the analysis, planning, implementation, and control carefully formulated programmes designed to bring about voluntary exchanges of values with target markets for the purpose of achieving organizational objectives. Information is available everywhere it must be from reliable sources only and accepted by the users. There is need based products and services designed for the users with quality application .librarians has to check the quality through SWOT Checking the Strength of the library resources to provide special services through marketing Identify the weakness of the library materials and strengthen it by adding newly designed products and services. Waiting for the opportunities and identify the special needs of the users

Perceiving the threats if any and by resetting the goals by innovative methods of ICT application. Creating Relationship marketing with the cost effectiveness process. Maintain it by regular needs through repackaging and re use of stored and captured information for regular and special use. Multidimensional growth of the library with men, material and money. This needs an overall control of library management and setting of new objectives based on needs of the user. For new activities financial support is required and to achieve the library developmental activities. Through marketing strategy the financial needs are met. Pre service teacher: B.Ed course is designed for the students those who want to be teachers at secondary school. The training of teacher at bachelor degree level for the teaching the adolescence level in the society. It is first level of the students in school to learn self study method of reading and inculcating reading habit by the teachers. Hence the pre service teachers training at secondary school level include the learning on the library management and the importance of library resources ,and management techniques. It will help to improve the library activity at school environment. At the level of training they must know all the learning materials available at B.Ed course libraries and also they have to use learning materials and teaching materials as instructional materials at the time of teaching. Pre service teacher are the representatives of the schools to carry out the intellectual activities at school libraries and maximum utilization of library resources. Information products and services: Information is the raw materials available in the society. The responsibilities of the librarians, in Secondary school pre service teachers training institution libraries, are to update their libraries according to the needs of present trends of education. Librarians have to undertake brain storming exercise to satisfy the needs by designing new products and services to its users. Internet services-books, e journal articles, digital resources, wed based services, and creation of e library for the users for e learning environment. Change in instructional technologies and media needs change in learning centers environment. Thus there is scope for creativity at library environment. VII Methodology: It is a field research and questionnaire method Secondary school teacher education institution libraries are the independent variables, library services are dependent variables. Type of study: library survey method to collect data from libraries of the Secondary school teacher education institution libraries. Area of study: User needs, librarians positive and negative attitudes, and library resources at libraries of Secondary school teacher education course institution Sample :Secondary school teacher education course institution libraries and librarians Under Bangalore University (Urban only)

Tools for data collection: Structural questionnaire Data analysis: Statistical package for social science

VIII Limitation of the study: Proposed to study the implementation of the Library marketing of information products and services at Secondary school teacher education course colleges (B.Ed) Under Bangalore University (Urban only.) The total number of colleges in Bangalore urban is 105 and a sample study of 50 colleges is planned for research on this subject.

Application of educational technology in training course, ICT intervention in teaching methods in course, instructional technology influences its changing needs in learning materials also simultaneously. There is need of new dimension in storage media and in nature of services to the users. Innovative technology and constructivist activity is the need in digital resources, and creating harmony between user and resources at library. Facilitate the library resources for both rural and urban students because Bachelor of education course train the pre service teachers at secondary school level is a mixture of both combination. There is a need of translation to local languages also. The study will provide an insight into the application of marketing of resources and its products in the Library activity in the B.Ed colleges and improvement levels as compared to the latest technological developments in the Library field at Bangalore University Urban Colleges of Bangalore.
