Re: Letter of Character, Experience, and Competency
Letter: Prerequisite to writing a WorkSafeBC blasting examination a candidate must present a letter of experience attesting to: a. the candidates character, knowledge, experience and competency to be considered b. what type of blasting operations to be endorsed. Section 21.8 of the WorkSafeBC Occupational Health and Safety Regulation states, in part: A candidate for a blaster's certificate must (d) forward written proof acceptable to the examining officer that (i) the candidate has had at least 6 months experience in blasting operations as an assistant to a blaster, and/or (ii) the candidate's character, knowledge, qualifications and experience would make the candidate competent to handle explosives. Further information can be found within the Occupational Health & Safety Regulation Guideline G21.8. To meet the intent of the Regulation and Guideline this letter should provide: a) Time employed with the company/ blaster b) Position of employment (i.e. assistant blaster/ driller, swamper) c) Type of blasting experience/training (Forestry, Construction, Residential/Urban, Underground, Mining, etc.) d) Training Course(s) completed e) Type of initiation systems used f) Types and quantities of explosives used g) Any additional blasting related training received while employed h) State that the blaster is competent and to what level i) Statement about the duties that the new blaster will have, what supervision, and resources will he have available to solve unfamiliar problems j) Statement that the candidates character, knowledge, qualifications and experience make them competent to undertake blasting operations To support the letter from the employer or blaster, candidates are encouraged to maintain a blasting log book to record details from their training experience; dates, locations, nature of work, type and quantities of explosives handled, comments from the Blaster of Record, and any other relevant information that would be useful for future reference. This log book should be presented to the examiner at the time of the examination. Any applicant who does not have a signed letter proving experience and competency will not receive a blasting certificate. The certificate may be held by the Board until such time that such a letter is received.
