Programme Standards
Programme standards are general expectations about a programme within an overall quality assurance framework (1) Unit Title: Developing an Awareness for HSE in the Workplace (2) Programme Level: Level 1 (3) HSE Level 1 programmes will seek to provide candidates with the following Body of Knowledge : HSE 00001 -

Introduction to the Trinidad & Tobago Occupational Safety & Health Act & Environmental Management Act Overview of Duty of Employees Duty not to be under the influence of intoxicants while at work Discipline Overview of Noise & Water Pollution Rules Responsibility of Facility Owner & Responsibility of Worker

HSE 00002 Achieve Occupational Health ) - Personal Protective Equipment (PPE) / selection criteria & fit / Flame Resistant Clothing (FRC) / US & TT standards for foot protection and eye protection / limitations of PPE / inspection - Routes of Entry / chronic & acute health effects - HAZCOM (Identify Chemicals/physical & health hazards / MSDS/Warning Labels [NFPA & HMIS] and Control of Health Hazards) - Noise & hearing protection/effects of noise on the ear/ US standards for hearing protection/hearing conservation programme/different types of hearing protectors and their limitations/Tinnitus - Respiratory hazards and protective equipment / fit testing/ proper seal/ medical clearance / identification of different types and limitations of use / SCBA / IDLH atmosphere - Dermatitis - Use of harsh chemicals, solvents and fuels to wash hands - Housekeeping - Asbestos and conditions that give rise to health risks/who can remove and or clean up asbestos - Lead hazards of & where can be found in workplace - Chemical spills / responsibility for clean-up/trained persons / notifications of spills HSE 00003 - Construction Safety Scaffolding Requirements and Basic Inspection - Work at heights and falling object safety - Fall prevention required at 6 feet or more - Personal Fall Arrest systems / max free fall distance/ inspection /anchor points

HSE 00004 Manual Handling and Work Equipment Safety - Machine Guarding and Inspection/purpose of guards - Hazards Associated with Energy Forms - Basic Electrical Safety/ GFCI & RCD/ grounding or earthing/ double insulation / clearance from high voltage lines (4.5 M for 132 000 V) / inspection of tools & equipment / the effects of electricity on the body / voltage & current - Hand and Power Tools Safety / required PPE for various types of H&P tools/inspection - Material Storage, Handling and Lifting Safety/ergonomics HSE 00005 Respond to Fire and Emergency - Components of Fire & fire Prevention / NFPA classification of fires - Combustible & flammable Materials - Emergency Situations /Evacuation / alarms / Accident Reporting HSE 00006 - Conduct & Comply with Safe Systems of Work Procedures - Permit Systems: Including: PTW Confined Space, Excavation permit, Hot Work Permit - Confined spaces/definition of (US OSHA) - LOTO & Hot Work / concept of authorized Persons / concept of isolation, lock -out & testing / LOTO tags) - JHA & Risk Assessments / benefits of a JSA/RA / methodology & responsibilities - Process Safety Management (PSM) / What is Management of Change - Mobile equipment and cranes/ authorized use / do & donts HSE 00007 Environmental Awareness - Overview of the Noise & Water Pollution Rules - Environmental Awareness - Hazardous waste disposal - Spill prevention & containment - Spill reporting

HSE 00008 General - Definition of Sexual Harassment / acceptable behaviour - Horse Play - Facility Security / bag & vehicle checks/Personal ID - Violence & threat of violence - Smoking in unauthorized areas - Barricade tape and signs/ meaning of different colours (red, yellow, orange)

(4) Trainers It is recommended that Trainers delivering this programme should possess appropriate qualifications and experience as follows: Must be proficient in the HSE field and experienced in delivering training. Recommended Minimum Academic Qualifications- An associates degree or equivalent in the relevant field. Industrial Experience Recommended of at least 5yrs relevant industrial experience in HSE.

(5) Recommended Training Materials - DVD/Video/Powerpoint Presentations - Course Material - Equipment samples for demo (6) Assessment Assessment shall be done via a computer and shall comprise of 50 multiple choice questions selected from a pool of questions. (7) Pass Mark Candidates will be required to achieve a pass mark of 75% to be deemed successful
