2G RF Consultant (Ericsson And Huawei) 2 SUMMARY OF REQUIRED WORK

1. Contractors shall be responsible for: WCDMA & GSM Radio Access Network RBS, Node B. As Radio is responsible for Service of Experience an understanding and possibly assistance on escalating of issues in the rest of the network being Transmission, Core and IP may be required, MTN will most likely decide to go for a 60% 3G and 40% 2G split depending on the recruited skill set i.e. any strong 2G skilled resources to focus only on 2G and visa versa on 3G. THIS WILL BE DECIDED UPON AT RECRUITMENT 2. Expected Activities of such engineers shall include day-to-day performance monitoring on a high level in order to detect and correct exceptions or faults that have adverse effect on the service performance. More specifically for the network or specific pre-allocated region: Doing Network Checks (Active and Passive) Collecting Performance counters and correlating these to troubleshoot issues. Troubleshooting of each nodes as required based on available event, alarm and message reports. Performing Configuration checks of Radio Network Nodes. Performing any changes to be integrated and verifying that improvements have been made. Doing Key Performance Indicator analysis to find problems. Performing Traffic analysis and performance degradation identification Analysing Node Statistics Recommendation on and implementing Site specific Parameter optimization to improve site quality and the overall regional KPIs. Assisting with process definition and process refinement (possibly tool development or tool development specification) Interacting with cross functional departments such as SMC/ NOC as well as Radio Engineers towards ensuring prompt problem resolution. 3. Such Engineers shall perform alongside MTNs own Regional engineers who are located in the regions so communication skills shall be key. The main responsibility shall be Operational Optimisation aspects whilst the region strategic optimisational aspects. 4. They shall be further assisted by MTN SAs toolsets namely: Arieso GEO for 2G and 3G FACTS (in house Reporting Tool with access to all Network datasets and alarms) TEMS Vizualisation TEMS Discovery and Investigation 13.0+ Actix Spotlight Aircom Asset Planning tool Aircom Datasafe (Configuration management tool) Arieso ACP (2G and 3G)

Other tools in the process of procurement to assist in cross correlation of data sources REMEDY Workflow system and change logging. 5. And from a Support role strive to assist (from an Operational optimization perspective) the region with improving their KPIs which are as follows: The performance evaluation of a contractor will be be based on their responsiveness to resolve issues and improvement in the aforementioned KPIs. 6. REQUIRED SKILL SET More detail shall be implicitly provided later in the pre-selection criterion but the bulk of this is Summarised Below: 1. The contractor needs to have a rich skill set with competence in: Mobile Communications Radio Network Tuning Radio Network Performance Improvement Radio Product Knowledge 2. More specifically for 3G (and equivalent requirements for 2G) Statistics and events: DCH, FACH, Idle ,URA - Connected differences - (R99 + HSPA), User states i.e. down-switching to FACH when low activity and to Idle when inactive, DCH rates UL & DL. Handovers IRAT HO - Possible failure causes of 2G Congestion, incorrect configurations (outers, BSIC/BCCH etc), RNC MO settings for external GSM cell Soft & Softer HO Mobility - success and failures counters etc IFHO HO Mobility IUR HO Mobility/performance HSDPA and HSUPA Settings, Configurations and Throughputs on RBS and RNC Multi-Carrier optimisation and functionality RF Optimization Identify overshooting sites (Propagation delay etc) Neighbour optimization Capacity Planning Identify congesting sites 3G Load sharing between carriers and other technologies Parameter settings to improve cell capacity Idle Mode: -Cell selection Re-selection procedures and parameters. Moving Idle mode traffic between carriers. Required vendor specific Skills (Ericsson, and Equivalent for Huawei) o Moshell/Mobatch Able to use moshell proficiently to check, appreciate & adjust RNC & RBS: Parameters, hardware, performance counter & reports, errors, alarms and logs? Able to use moshell to check description of counters and parameters o OSS

Able to use OSS to run and interpret WNCS recordings (RNO) - also GPEH (TEMS VIS) and UETR Recordings Able to use OSS to check parameters, configuration, on RNC and RBS level as well as run key apps (cabinet viewer etc) o Knowledge on Ericsson hardware RBS 3202 , 3206 and 600 Series (DUW 20 , 30) (RAX cards , HS Cards) RNC3810 , RNC 3820 Required additional skills o SQL o Basic knowledge of ATM transmission networks Ima, E1 ,AAL2 o Basic knowledge of IP transmission networks SCTP , UDP Optimization tools (Skills required) o TEMS &TEMS Vizualisation ? Able to analyse logs in TEMS Investigation and interpret what is happening for CS and PS Traffic ? Ability to use GPEH and analyse messages in TEMS Vizualisation/ Arieso o Actix ? Able to analyse logs in TEMS Investigation and interpret what is happening for CS and PS Traffic 3. To equip the contractor to provide the above to MTN it is expected that the Contractor has at least between 3 and 5 years experience in the GSM and/or the WCDMA Planning and Optimisation field, the bulk of which has been optimisation focus. 4. MTN would require a mix of Experienced engineers as well as Senior engineers to complement the team, the differentiation of these being as follows: 1. An experienced engineer has good knowledge and skills in the competence areas listed above. Activities and capabilities would include the following: 1. Identifies and solves complicated problems that require careful analysis by adapting existing procedures, techniques and methods. Actively contributes to improvement and change. Works independently. 2. A senior engineer has highly developed knowledge and skills in the competence areas listed above. Activities and capabilities would include the following: 1. Investigates and solves complex problems that require substantial analysis by developing existing procedures, techniques and methods. Impels improvement and change. Can guide and lead others in their work. 2. Initiates and impels improvement and change. Is perceived as an authority. 3. These may be typically used in high profile VIP areas, to facilitate knowledge transfer and to lead small sub teams. 7. MTN IMMEDIATE REQUIREMENTS MTN require the services of 5 Contractors initially for one year for the Period starting latest February 2012 most likely in a 60% 3G and 40% 2G split. As mentioned previously, in the interest of getting the best collection of people, MTN may source this from a variety of vendors but the minimum per vendor shall be 2. The purpose of this RFQ is to not only get a favourable introductory offer but to also to get a more long term view of costing for this scope as well as additional contractors over and above the 8 if services were extended beyond the first year. As scale of economies costs need to come through it is imperative that pricing for various numbers beyond the initial 5 are included. Success in this contract could translate into more business beyond or during the first year. 8. SUPPLIER SELECTION PROCESS

As part of the RFQ the bidder needs to share with MTN the best Current CVs of resources they could offer to MTN and the price for this category of resource. Pre-selection of Candidates As part of the pre-selection, a Quality Assurance process is to be completed by the Vendor before sending CVs to MTN they would need to pre-interview to ensure the quality of candidate for the scope mentioned in this RFQ. The reason for this is that MTN SA dont have the time to do numerous interviews with no success and this preselection is part of the scope of this offering. As part of this process it is advised that the Vendor get a positive response on most of the following MTN internal Competency questionnaire/ guideline most of which is centred on 3G.
