County Board updated on Miller Park data


Sales tax projected to expire in 2017

MC KILLEN MANAGING EDITOR The sales tax that Washington County taxpayers are contributing to pay for the construction of Miller Park is projected to end in 2017, the director of the board that oversees the facility told the County Board May 8. Michael Duckett, executive director of the Southeast Wisconsin Professional Baseball District, provided a history on the agency that manages the park. The Southeast Wisconsin Professional Baseball District oversees the management of Miller Park, and it was created by the state Legislature in 1995 as part of legislation to oversee the construction and management of the facility. Construction of Miller Park was financed through a tenth of a percent sales tax in Milwaukee, Ozaukee, Racine, Waukesha and Washington counties. According to Duckett, the district was created as a local unit of government which is separate from the state. Supervisor Mark McCune, the countys representative on the district board, noted that the Washington County Board unanimously opposed the tax for the stadium. With that vote in mind, McCune noted that it was goal of he and previous Washington County representatives on the Miller Park board to try to keep things as smooth as possible as far the austerity in trying to bring the cost down for anything thats being done but manage the property for Miller Park from our perspective in the county. At the start of his presentation, Duckett said the one common denominator among all the people who have served on the district board was the theme to always protect the taxpayers. Every decision they make they make in a way that is most cost effective and wont have any impact on the sales tax thats being collected to pay off the debt, Duckett said. The sales tax comprises 95 percent of the revenue received by the Miller Park district, with the remaining coming from rent paid by the Milwaukee Brewers. Duckett said the sales tax is used to pay off the bonds issued in the late 1990s and the primary focus of the district has been to pay off the bonds. Under current projections, Duckett said that if the average sales tax growth and average return on investment continues as it had in the past, the district should be able to retire the sales tax in 2017. He said that assumes a 3 percent growth in the sales tax and 4 percent return on investment. During later questioning, Duckett said the state Legislature was told in 1995 that the sales tax was projected

tax over the last 10 years. As a result, the projected year for retiring the tax has been moved back. He also noted that the sales tax collections have varied over the past few years During additional questioning, Duckett said the stadium has a physical life expectancy of 50 years. The economic life is another matter, Duckett said. Duckett said it is difficult to predict how the economic conditions of Major League Baseball will change. Duckett noted that while the Bradley Center which was constructed in 1987 is still a physically viable facility, there is now discussion starting about replacing the facility. I dont see anything on the horizon thats going to challenge Miller Park from either an economic or physical standpoint, Duckett said. At the start of his presentation, Duckett explained that of the 13 members on the district board, six are appointed by the governor, with one an at-large position while the other five appointments are residents of each county. The mayor of Milwaukee appoints one member, the Milwaukee County executive appoints two members while the remaining four posts are filled by the other four counties. of operation. According to Duckett, the Milwaukee Brewers have averaged 2.5 million fans compared with 1.5 million in the final 11 seasons at Milwaukee County Stadium. Duckett noted that the County Stadium capacity was approximately 11,000 seats higher than Miller Park. Duckett further noted that only twice in the history of County Stadium 1957 and 1983 was attendance at 2.4 million. The Brewers have attracted more than three million fans in three of the past four seasons. Its been a pretty phenomenal run for attendance, Duckett said. Duckett further noted that of the 3.1 million fans who attended games last year, 56 percent of tickets were sold to people who reside outside the Miller Park district. He later explained that the roof has been key to drawing fans, as they know the game wont be postponed due to weather. During the first 11 seasons of Miller Park, the roof has been closed an average of 34 times for 81 home games.

West Bend police seeking armed robbery suspect


Police are seeking the suspect in an armed robbery that occurred at 11:56 a.m. May 5 at PNC Bank, 2356 W. Washington St. According to the police report, the suspect handed the teller a note and implied that he had a weapon. The man obtained an undetermined amount of money before fleeing the scene. There were no injuries. The suspect is described as a white male in his late 20s to early 30s; 510 to 6 tall; 160 to 180 lbs. and unshaven. He was wearing an olive green baseball cap, gray long sleeve shirt with blue lettering on the front, black pants and white tennis shoes. Anyone with information regarding the identity of the suspect should call the West Bend Police Department at (262) 3355000.

Washington County sixth in health rankings


BY THOMAS J. MC KILLEN MANAGING EDITOR Washington County remained in the top 10 in the County Health Rankings statewide while dropping a few spots from last year. The rankings which were issued last month were prepared by the University of Wisconsin Population Health Institute and the Robert Wood Johnson Foundation (RWJF). According to a statement from the County Health Rankings Web site, the Rankings assess the overall health of nearly every county in all 50 states, using a standard way to measure how healthy people are and how long they live. The rankings consider factors that affect peoples health within four categories: health behavior, clinical care, social and economic factors, and physical environment. "The County Health Rankings show us that much of what influences our health happens outside of the doctors office. In fact, where we live, learn, work and play has a big role in determining how healthy we are and how long we live," said Risa Lavizzo-Mourey, M.D., M.B.A., president and CEO of RWJF. "The good news is that businesses, health care providers, government, consumers and community leaders are already joining forces in communities across the nation to change some of the gaps that the Rankings highlight." Washington County ranked sixth statewide in health outcomes, down from third place a year ago. Taylor, Vernon and Iowa counties jumped ahead of Washington County in the statewide rankings. County Health officer Linda Walter said that obesity remains a key concern. According to the survey, 28 percent of county residents have a body mass index over 30,compared with 29 percent statewide and 25 percent nationally. Walter noted that a summit is being planned for the fall with partners in community health to discuss efforts to address obesity. The effort has been ongoing through the Healthy People Project of Washington County a joint initiative of the county Health Division and the Kettle Moraine YMCA in West Bend which was formed in 2006. The Get Moving Washington County website was created to alert people to farmers markets and other avenues to address healthy eating. Walter noted that this years County Health Rankings includes a new category under physical environment, the number of fast food restaurants. According to the survey, 46 percent of the restaurants in the county are fast food establishments compared with 41 percent statewide and 25 percent nationwide. Walter indicated that showed a need to help change the mix of restaurant options available. This is the third nationwide County Health Rankings. Walter noted that the survey was conducted in Wisconsin for the six years prior to going nationwide. The trial period allowed for the development and adjustment to measures that are now used on the nationwide survey. Also according to the County Health Rankings: 8 percent of residents under age 65 have no health insurance; 93 percent of ninth grade students graduate within four years; 68 percent of adults between the ages of 25 and 44 have at least some college

Habitat for Humanity of Washington County is pleased to announce a joint adventure with Exploring and Venturing for students age 16 to 21. This new program will give students the best information about careers in the construction field through hands-on projects, guest speakers, tours, and discussions. Students will also have an opportunity to volunteer with Habitat's home building project as well. The program will run year-round with activities centered on home remodeling, home construction, and use of tools, safety, resume development, and leadership developments. Programs will be lead by West Bend area professionals and volunteers. Registration in the Exploring/Venturing program is only $25 per year. Volunteers needed for Slinger Librarys summer reading program The Slinger Community Library is looking for volunteersadults and children who have completed sixth gradefor the childrens summer reading program. While Gov. Scott Walker easily won the Republican primary May 8, he was in full campaign mode during a stop in West Bend two days earlier. Walker spoke to supporters for approximately 20 minutes, signing autographs and posing for photos during the stop. Walker came to West Bend following a stop in Appleton and was in Racine, Milwaukee, LaCrosse, Hayward and Spooner a day earlier. This is tight race, everybodys got their jerseys on. We need to make sure we get people to the polls, Walker said. Im asking for your vote on May 8 and Im asking for it again on June 5 because we dont want to take anything for granted along the way. As an example of his work as governor, Walker cited changes in state law which gave local units of government more flexibil-

Walker pushed for changes which limited collective bargaining between public employee unions and local units of government to wages only, while allowing local units of government to make changes to benefits. During an interview with media, Walker said whoever would win the Democratic primary on May 8 has an obligation to the voters to say what they would do to address the $3.6 billion deficit Walker faced when he became governor. I believe the reason the reason theyre not going to tell is because it would be taxes. It would higher taxes on small business and it would be higher taxes on everybody. Kettle Moraine Lutheran High School officially broke ground May 2 for the next chapter of the schools growth. The service was held to mark the start of construction on a performing arts wing at the school. The 33,000 square foot addition will include a 750seat theater. Mow more efficiently


By Andrew McGlothlen It's the most common weed in the United States. It plagues the minds of millions of Americans weekly. It takes hours of time to combat over the course of a year, and it just keeps coming. What is it? It's grass, and while most people do not think of it as problematic, it can take up a lot of effort and time over any given year. If you want to keep your grass alive, you have to learn to take care of it. Everyone knows that when the weather is dry, you should water your lawn, when the leaves fall, you should rake them and when grass is seeding, you should stay off it. How many, though, know the most efficient way to mow grass? This issue often gets overlooked, even though it is one of the most time-consuming parts of having a lawn. There are several key tips to mowing your lawn more effectively. For one, use your grass to grow your grass. If you mow your grass after it grows about an inch or so and leave the clippings, the clippings can actually decompose and help the grass be healthier. This natural composting system also keeps you from having to rake up the grass clippings. However, if you wait too long, the clippings will be too large and you will have to rake them anyway. It can actually save you time to mow your lawn weekly. Keep in mind that grass grows very slowly when rain is scarce, but a good storm or two can cause it to sprout up rapidly. Another tip is to avoid clumping of grass clippings. If left behind, they can kill your grass by blocking sunlight and increasing temperatures as they decay. One key factor in clumping grass is moisture. Do not mow your lawn while the dew is still on it or after a big rain. The moisture will cause the grass to clump and stick to your mower blades as well as accelerate oxidation. Another good way to avoid clumps and wear and tear on your mower blades is to set up a mental path around your lawn. The path does not have to be the same from week to week, so get creative. For the first two rounds, aim the grass clippings toward your lawn. For the next two rounds, blow the clippings back to the edge of the lawn without filling the sidewalk or fence. If you do not switch directions, your mower will become progressively slower as it cuts more clippings than live grass. If you do switch directions and you regulate how often you mow, you will have a nice even coat of clippings. If you see more clippings than live grass in any area, you need to rake. While paths and timing may save you most of your raking, fast-growing or wet grass can clump and cause problems. These tips should help you make the most of that ever-popular weed known as grass. Follow them and you're sure to have a beautiful lawn.
