ASN Discusses 21st Century Sailor and Marine initiatives, breathalyzer use with SUBASE Sailors

Conn. GROTON, Naval Submarine Base New London (SUBASE) Sailors are answering the call to curb drinking abuse in concert with an initiative that was put out by the Secretary of the Navy, the Honorable Ray Mabus, in March of this year. The Assistant Secretary Manpower Navy for and Reserve (ASN), the Honorable Juan M. Navy lays keel for Pre Commissioning Unit North Dakota

NORTH KINGSTOWN, R.I. - The Navy celebrated the keel-laying of Pre-Commissioning Unit North Dakota (SSN 784) at General Dynamics Electric Boat-Quonset Point division in North Kingstown, May 11. In a time-honored Navy tradition, ships sponsor Katie Fowler, wife of retired Vice Admiral Jeff Fowler, had her initials welded onto a steel plate that will be permanently affixed to North Dakotas hull. Submarine Development Squadron 12 changes commanders

GROTON, Conn. Submarine Development Squadron (DEVRON) 12 held a change of command ceremony May 11 aboard Los Angeles-class submarine USS San Juan (SSN 751) at Naval Submarine Base New London, Conn. During the time-honored ceremony, Captain William Merz turned over command to Capt. Vern Parks. Vice Admiral John Richardson, commander, Submarine Forces Atlantic, served as guest speaker, and praised Merz for his leadership. Its always wonderful to be in Groton, the submarine capital. Its a special treat to be here to take a moment to pause and reflect on Commodore Bill Merzs superb tour in command of SUBDEVRON 12, said Richardson. DEVRON 12 is unique in the Submarine Force, with a dual nature; there is the waterfront side, where Bill commanded the squadron of seven submarines, including deployments

to the CENTCOM and EUCOM theaters of operation. praised Richardson Merz for his leadership of the squadrons tactical development side, where he led a team of topnotch analysts that study and define our intellectual warfighting base. In both areas, Bill was superb. Richardson also reflected on Military Spouse Appreciation Day and recognized Merzs wife Martha. She has shared in the sacrifices and joys, doing her part while Bill did his, said Richardson. Our Navy would not run without the very special teamwork between Sailor and spouse, and Bill and Martha have been a stellar example of how good that team can be. Richardson added that the true legacy of Merzs leadership will be the people you have trained and led. Our Sailors and their families are the most important part of our success; they have always been our secret weapon. Richardson welcomed Parks to his new assignment as commodore of

GROTON, Conn. Cejay Rich, member of the Save a Life Tour, spoke to students from Basic Enlisted Submarine School (BESS) at Naval Submarine Base New Londons (SUBASE) Dealey Theater, May 9. The Save a Life Tour is an organization that travels around the country and gives presentations at every military base in the United States, about the importance of drinking responsibly and raise awareness about alcohol abuse. Rich was the guest speaker for the event that took place during SUBSCOLs weekly General Military Training (GMT). During his lecture to the students, Rich explained the personal impact irresponsible drinking has had on his life, with his mother dying as a result of drunk driving. I take this very seriously, said Rich. Thats why Im here today.

Joint SOBC course


GROTON, Conn. Seventeen graduates of Class 12010, Submarine Officer Advanced Course (SOAC), and 57 of Class 12030, Submarine Officer Basic Course (SOBC), graduated in joint ceremonies, April 27. Captain Andrew Jarrett, addressed the graduates. For the Submarine Officer Advanced Course, Lieutenant Ben Anderson received the L. Y. Spear Award as Class Honorman from retired Capt. Frederick Haberlandt. Lt. Erich Hill was recipient of the David Lloyd Award for Excellence. Lt. John Crumpacker received the Armed Forces Communications and Electronics Association Award. Lt. Michael Furlan received the SOAC Outstanding Instructor Award. Anderson and Hill were also selected as Distinguished Graduates. Ensign Kevin Plumer received the L. Y. Spear Award as the Submarine Officer Basic Course Class Honorman. Ensign Timothy Mendoza received the Admiral Andrew I. McKee Award. Ensign Andrew Kramer was recipient of the Naval Submarine League Fire Control Excellence Award. Lieutenant John Chester was named SOBC Outstanding Instructor Award.

Branch 20 and Unit 20 of the Fleet Reserve Association, Inc., (FRA) will serve their last breakfast of the season May 20 from 8 to 11 a.m. at the Branch Home, 242 Thames Street in Groton, for a donation of only $5. Following this service, memorial wreaths will be placed at the U.S. Submarine Memorial East on Thames Street and the Fort Griswold Monument at the Bill Memorial Library on Monument Street in Groton. They saw a 45 percent drop in alcohol related incidents and this played a key role in the Secretarys, CNOs, and Commandant of the Marine Corps decision to implement this fleetwide. According to Lieutenant Ed Early, Submarine Group Nine spokesperson, Pacific Fleet submariners took part in a pilot breathalyzer program that started back in June 2010. Early said, The submarine force has found breathalyzer testing to be a useful component in a multifaceted approach to promoting the responsible use of alcohol. Garcia said that across the fleet there are 108 DUIs that take place each month and that he believes that the random testing will help to curb that trend. We want to create a more safe environment for our Sailors, said Garcia. We want to make sure that when our Sailors are maintaining some of the most advanced technology in the world paid for by taxpayers dollars, that they are fully capable of doing it safely. The breathalyzer testing will not discriminate with any Sailor regardless of rank and no one will be exempt from being tested. The tests will be administered only to Sailors reporting for duty not to those who are returning to their ship or submarine from liberty. Just like with any other type of situation, the commanding officer will always have the discretion to investigate into whether or not the Sailor is fit for duty, and according to Garcia, if

he/she is found to be otherwise then consequences will take place. Secretary Garcia said that he hoped the message that the Sailors in attendance during the All Hands Calls was a positive one that they can carry out to the rest of their shipmates and to the fleet. GROTON, Conn. Sailors across Naval Submarine Base New London (SUBASE) swam, ran, utilized stationary bikes, ellipticals, and treadmills to complete the cardio portion of their PRTs. Twice a year Sailors across the Navy are required to participate in a Physical Fitness Assessment (PFA), which is used for evaluation, advancement, perform to serve (PTS) and quarterly selection board input. The PFA consists of two portions; First, Sailors weigh-in to ensure they meet proper weight standards set by the Department of the Navy. If a Sailor is overweight, they must complete a Body Composition Assessment (BCA). During BCAs males have their neck and waist measured, while female Sailors have their neck, waist, and hips measured. These measurements determine a Sailors body fat percentage, with a maximum of 22 percent for males and 33 percent for females under 40 years old. For those over 40 the max goes up one percent.

The second part of the PFA is the Physical Readiness Test (PRT), during which Sailors perform curlups, pushups, and a cardio portion to determine their overall physical ability. The 1.5-mile run or 450 meter/500 yard swim are the preferred methods for PRT, however commands may authorize Sailors to use machine trainers for the test. If Sailors are going to utilize the pool or one of the machines as an alternative to running they need to practice that cardio event, said SUBASE Assistant Command Fitness Leader (ACFL), Boatswains Mate 1st Class Shane Murdock. If you walk into the PRT unprepared you are setting yourself up for failure. SUBASE Command Fitness Leader Chief Master-at-Arms David Farnsworth stressed that Sailors need to prepare for the PRT and maintain proper hydration. Hydration is paramount for peak performance. Showing up at the PFA dehydrated is a recipe for injury, said Farnsworth. Secondary

to hydration is flexibility. Proper warm-up and stretching helps to prevent soft tissue injuries. Although many Sailors utilized the dirt track near the SUBASE ballfields or the indoor track at the Morton Hall gymnasium for this PRT cycle, a new safer track is being built near the main gate. The new track and infield will be a huge asset for completing the PFA, said Farnsworth. The synthetic infield will provide a soft surface for the curl-ups/ push-ups and the 1/4 mile running track is perfect for monitoring the cardio portion. Estimated to be completed this summer and be available for PFA Cycle 2, 2012, the new track and infield will be located between the main gate and the current track. The infield will be covered in a material called Spinturf, a form of synthetic turf that is softer and safer than Astroturf. The track will be rubberized with painted lanes, in a 400 meter oval. This track, which is modeled after the one at the Naval Academy, is designed to be superior to the uneven dirt track Sailors at SUBASE are used to.
