4. StudyObjectives
Theprimaryobjectiveofthisstudyistodevelopadesignbasisfortheimplementationofafireandgas detectionandsuppressionsystem.Attheconclusionofthestudythefacility,asdescribedinAppendixA FacilityDescription,shallbecompletelydefinedintermsofdetectorlayoutandlogicfunctionality. Thislayoutandfunctionalitywillbedevelopedinsuchawaythattolerablerisktargetsareachievedfor thefacility,inaccordancewithCOMPANYstandards,asshowninSection3.2,withrespecttofire hazards,combustiblegashazards,andtoxicgashazards. Thestudyshallbeperformedinaccordancewiththemethodologiesandconstraintsspecifiedinthe followingsections.

5.1

FireandGasZoneDefinition

CONSULTANTshallreviewthescopeoffacilitiesofthisproject(asdefinedinAppendixAFacility Description)inordertodetermineanddocumenttheappropriateseparationandsegregationofthe physicalfacilityintodiscretezones.Inthedefinitionofthezones,CONSULTANTshallreviewtheplan drawingsofthefacilityanddefinezoneboundariesconsideringthefollowingattributesofthefacility: SimilarEquipment:Locationofzoneboundarieswillbedefinedinsuchawayastogroup equipmentwithsimilarprocesshazards DifferentiatebyDeck:Differentdeckstypicallyimplydifferentzones FGSSystemActions:Ifdifferentactionsarerequiredtobetakenastheresultofconfirmedfire orconfirmedgasreleases,thendifferentzoneswillbedefined SegregationofHazards:Desiretopreventgasmigrationfromoneoperatingareatoadjacent areasmayrequiredefinitionofseparatehazardzones ClassifiedElectricalEquipment:Theneedtoprotectnonclassifiedelectricalequipmentwithina moduleorenclosureandsegregatefromclassifiedareasrequiresdefinitionofaseparatezone SpecialOccupancies:Occupiedareasofhighvalueequipment(turbinedrivers)mayrequire definitionofseparate/distinctzonestoaffordadditionalprotectionwithinareaswithspecial occupancies

5.2

HAZIDandFGSFunctionDevelopment

CONSULTANTshalltraveltoCOMPANYsitetofacilitateameetingandworkshopwherethehazardsthat arepresentineachzone,forwhichfireandgassystemprotectionisdesirable,shallbeidentified.The workshopshallbeperformedusingtheHazardIdentification(HAZID)technique.CONSULTANTshall facilitateanddocumenttheresultsofthemeeting.CONSULTANTfacilitatorshallbeexperiencedinthe HAZIDtechniqueandshallhaveperformedaminimumoftwo(2)studieswhoseresultswereemployed todefinefireandgaszonehazardsforperformancebasedfireandgasstudies. Inaddition,foreachzoneandhazardwhereautomatedactionsexist,areproposedinthedesign,orare requiredbytheCOMPANYfireandgasphilosophydocument,theseautomatedactionsshallbe documentedinaFGSfunctionlist.TheFGSfunctionlistwillcontainthefollowinginformation: AbriefdescriptionofeachFGSfunction AtagnumberforeachFGSfunction(ifavailable) AlistofinputsandoutputsforeachFGSfunction ReferenceinformationforeachFGSfunction,includingdrawingnumberswheretheFGS functionalityisdescribed GeneralrequirementsforallFGSandanexplanationforuseoftheFGSfunctionlist SpecificnotesforindividualFGSfunctions,asneeded.

FGSfunctionlistdevelopmentshallbeleadbyCONSULTANTfacilitatorwhoiscompetentinFGSdesign andSISdesignasevidencedbyISA84ExpertorISASVScertificate,inordertoensurethatthefunctions areproperlydefined. TheactivitiesinthistaskshallbedocumentedinarevisedFGSzonelistincorporatingthehazards determinedduringtheHAZIDstudy,andintheFGSfunctionlist.AsampleFGSfunctionlistisshownin AppendixCFGSFunctionListTypical.

5.3

AnalyzeRiskandDefineFGSPerformanceTargets

CONSULTANTshallconductanddocumentariskanalysiswheretheappropriateperformancetargetsfor eachFGSfunctionaredefined.Theriskanalysisandassociateddocumentationshallbeperformedin accordancewithCOMPANYproceduresforperformancebasedfireandgassystemdesign.Eachzoneis assignedacategorytodetermineperformancerequirementsforfireandgasdetection,whichincludes targetsfordetectorcoverage.EachFGSfunctionwithahydrocarbonzoneshallbeassignedasafety availability(SIL)target.Theanalysisshallbebasedonriskofsafetyand/orcommercialimpactsoffire andgasreleasesinthezone.Theriskrankinganalysisshallresultinafiregradeorgasgrade,which formsthebasisforassigningtheperformancetargets.Theriskanalysisshallbeperformedbya facilitatorthathasexperienceinperformingperformancebasedFGScategorizationandgradingstudies (minimumoftwostudies).

Theriskanalysisshallbeperformedonalocationbylocationassessmentofhazards,andshallconsider thefollowingfactors. 1. AssessmentoftheHydrocarbonProcessingEquipment 1.1 Amountandtypeofequipmentinthezone 1.2 Potentialcrediblesourcesofhydrocarboninthezone 1.3 IgnitionSources 1.4 Concentrationsoftoxicgasesinprocessingfluids 2. AssessmentofFireandGasConsequences 2.1 Determinereleasescenarioswhichthesystemisintendedtoprotectagainst 2.2 Identifyconfinementandcongestionintheprocessareasthatcouldaggravate flammablegashazards,e.g.,opengratingversussoliddecking 2.3 Considercommercialassetvaluationandbusinessinterruptionconsequences 2.4 Considersafetyrelatedconsequencesincludingpersonnelandpublicsafety 3. Assessmentofproductionvalueforprocess Theresultsofthisriskanalysis,inaccordancewithCOMPANYprocedure,shalldefinetherequired performancetargetsofcoverageandsafetyavailability.Inaddition,CONSULTANTshalldefinethe physicalextentsofthegradedareabasedontheCOMPANYprocedureconsideringlocationsofleak sourcesandprotecteddistancesfromthoseleaksources,whichareafunctionofthegrade.Theresults ofthistaskshallbedocumentedinaFGSPerformanceTargetListandFGSGradeExtentsDiagram.A typicalFGSPerformanceTargetListandFGSGradeExtentsdiagramareshowninAppendixDFGS PerformanceTargetList.

5.4

DesignBasisConsequenceModeling

CONSULTANTshallperformdesignbasisconsequencemodelinginordertodeterminetheexpected physicalextentsofthetypicalscenariosthatareexpectedforthefacilityunderstudy.Consequence modelingshallbeusedtodeterminethedesignbasisofthefireandgasdetectionandsuppression system.CONSULTANTshallensureaproperunderstandingofthepotentialconsequencesofahazardso thatanappropriatedegreeofintegritycanbespecified.HazardssafeguardedwithFGScanbedifficult toassessinaqualitativemanner,anditisoftendesirabletoquantitativelyassessthedegreeand magnitudeofthepotentialhazardousoutcome.Theseoutcomescouldincludeapoolfire,jetfire, combustiblegasclouddispersionwithavaporcloudfire/explosion,toxicgascloudformationand dispersion,oraBoilingLiquidExpandingVaporExplosion(BLEVE).

DuringtheHAZID,aseriesofcredibledesignbasisscenariosshallbeselectedformodelingbyateamof experts.Theassessmentofconsequencesisdoneusingcomputerizedmodelingtodeterminethesize andextentofthesehazardousoutcomes.Thehazardsarethenassessedintermsofthepotential impacttoonsiteoroffsitepersonnel,theenvironment,orintermsofequipmentdamage.Thedesign basisconsequencemodelingcanthenbeusedwiththecustomersriskmanagementguidelinesto accuratelydeterminetheseverityofthehazard;andanappropriatedegreeofintegrityisselectedfor safeguardsthatwilldetectandpreventthehazardouscondition.Thisoftenreducesexcessive conservatismsthatareinherenttoqualitativeriskassessmenttechniquessuchasPHAorLOPA.The designbasisconsequencemodelingisdocumentedalongwithotherdesignbasisinformationforsafety instrumentation&controlsystems,anditshouldbemaintainedforthelifeoftheprocessaswellas updatedwhensignificantchangesoccurtotheprocessconditions. TheresultsofthedesignbasisconsequencemodelingshallbeincludedintheFGSDesignBasisReport, andshallincludelengthandwidthestimatesforthevariousconsequencetypesalongwithfootprint colorizedmapsforeachmodeledscenario.Typicalresultsofdesignbasisconsequencemodelingare presentedinAppendixEDesignBasisConsequenceModelingResults.

5.5

DetectorTechnologyAssessment

CONSULTANTshallperformadetectortechnologyassessmentwhoseresultsshallbeusedtoselectthe mostappropriatedetectortechnologyforallofthedetectionapplicationsofthestudy.CONSULTANT shalllistallavailabledetectortechnologiesforfiredetectionandgasdetection.Eachtechnologywillbe describedwithrespecttoitsstrengthsandweaknesses,alongwithalistingoftheattributesthatcan affectperformance,suchasreflectedlight,spuriousradiationsources,etc.Subsequently,thefacility shallbeconsidered,alongwithalistingoftheperformanceaffectingattributesthatarepresentinthe zones.Acomparisonoftheperformanceaffectingattributesofeachzoneagainsttherelativestrengths andweaknessesofeachdetectortypeshallbemadeandshallresultintheselectionofdetector technologyforallofthezones. TheresultsofthedetectortechnologyassessmentshallbedocumentedintheFireandGasDesignBasis report.

5.6

FireandGasMappingforCoverageVerification

CONSULTANTshallperformfireandgasmappingtoverifythatthecoveragetargetsthatwereselected foreachfireandgaszoneareachievedbytheproposeddesign.Themappingstudyshallconsiderthe followingfactors. 1) Theproposedlayoutandorientationshallbeassessedtoensurethefollowing a) Toensurethecoveragefootprintissufficienttoprovidetherequiredhazardalarmsandcontrol actions b) Toensurethatdetectorviewsarenotimpededbypipework,cabletrays,orotherobstructions. 2) Theeffectiverangeoftheselecteddetectorsshallconsidertheexpectedenvironment,withthe estimatebasedontestdata

Thefireandgasmappingstudyshallbeofthegeographiccoveragevarietyforbothfiredetectionarrays andgasdetectionarrays.Thegeographiccoverageshallcalculatethefractionoftheareaofa monitoredprocesszonewhich,ifafireorgasreleaseweretooccur,wouldbedetected. Thefireandgasmappingshallbeperformedutilizingacomputeraideddesigntoolthatwillgeneratea colorizedmapofthecoverageprovidedinazone,alongwithtabulatedandcalculatedresults.Thefire andgasmappingtoolshallhave,ataminimum,thefollowingattributesforfiremodeling. 5.7

FGSFunctionSafetyAvailability(SIL)Verification

CONSULTANTshallperformverificationcalculationstoensurethattheproposeddesignandassociated testingandmaintenancephilosophyachievetheselectedsafetyavailability(SIL)targets.CONSULTANT shallbuildreliabilitymodelsthatallowcalculationoftherelevantdesignparametersofSIL,safety availability,andachievedfaulttolerance.Thesecalculationsshallbeperformedusingdatabasesof equipmentfailureratesandassociatedfailureattributes.Thecalculationshallbeperformedusinga softwaretoolkitthathasbeenformallyverifiedandvalidatedtoaccuratelycalculatetheseresultsin conformancewithIEC61511andtheISATR84.00.02technicalreport.CONSULTANTshallensurethat personnelperformingSafetyAvailability/SILverificationarecompetenttoperformthesecalculations, includingbutnotlimitedtoensuringpersonnelholdacertificateasanISA84SILVerificationSpecialist (SVS)orcertificateasanISA84Expert.TheresultsofthistaskwillbedocumentedintheFGSDesign BasisReport.

5.7

FGSRequirementsSpecifications

CONSULTANTshallprepareaFGSRequirementsSpecificationsdocumentset.Thepurposeofthis documentsetistoprovideacomprehensiveconceptualdesignthatcansubsequentlybeusedasthe basisforfireandgasequipmentsupplyanddetaileddesignactivitiessuchasequipmentselectionand logicdevelopmentandprogramming.Thespecificationsshallcontainbothfunctionalrequirementsand integrityrequirementsandshallbedevelopedingeneralaccordancewithClause10oftheIEC61511 standard.Thedocumentsetshallbecomposedofmultipleparts.First,asectiondescribingthegeneral

requirementsoftheentireFGSsystemshallbeprepared.Thissectionshallcontainallgeneral informationthatpertainstotheentireFGSsystem,alongwithspecificnotesthatdetailanyspecial situationsorexclusionstothegeneralrequirements.Inadditiontothegeneralrequirementsthe followingdocumentsshallbegeneratedandincorporated. CONSULTANTshallfacilitateandparticipateinFGSsystemdesignverificationandvalidationtesting.The objectiveoftheverificationandvalidationactivityistoensurethattheinstalledFGSsystemisin compliancewiththeFGSperformancespecificationsanditsoperationsuitablymatchesthe performancelevelandassumptionsthatweremadeduringthedesignphase.Theactivitywilloccurin twodistinctphases.ThefirstphaseshallbeaverificationofinstalledequipmentagainsttheFGS RequirementsSpecifications.Duringthisphasealldetectorswillbeviewedatthefacilityinorderto verifythattheyarethecorrecttype,andinstalledintheproperorientationandlocation,aspertheFGS layoutdiagramsandFGSdetectorlist.Theverificationphaseshallalsoincludeverificationthatallofthe requirementslistedinthegeneralrequirementsandnoteshavebeenimplementedintheFGSlogic solverandthattheFGSlogicsolverhasbeenprogrammedinaccordancewiththeFGSCauseandEffect Diagrams.Theverificationphaseshallbeginwiththedevelopmentofaverificationandvalidation procedureandchecklist,andshallresultincompletionoftheverificationchecklistandsubmissionofa deviationrecord(punchlist)ofanydeviationsthatwerefoundfromtheFGSRequirements Specification. ThesecondphaseofthistaskwillinvolveCONSULTANTfacilitationofvalidationtesting.Thevalidation testingshallbeaccomplishedbyphysicallyactivatingeachdetectorbyeithersimulatingafirewithafire simulator,orcreatinganabovealarmlimitgasconcentrationthroughapplicationofasamplegas.For eachgasdetectorthesamplegasshallbeappliedbyCOMPANYtechnicianswhoareunderthedirection ofCONSULTANT,usingcalibrationgasessuppliedbyCOMPANY.Uponapplicationofthecalibrationgas properactivationofthesensorwillbeverifiedalongwithproperactivationofalleffects,suchaslights, horns,andassociatedprocessactions.Foreachfiredetector,thefireandgasmappingresultsforeach individualdetectorwillbereviewedandarepresentativesetofpointsaroundtheperimeterofthe detectorsconeofvisionwillbeidentified.Eachofthepointsalongtheperimeterwillbesimulated usingafiresimulatordeviceprovidedbyCOMPANYthatiscompatiblewiththefiredetector.Activation ofthesensorateachpointshallbeverified.Forthefirstactivationpoint,theactivationoftheproper effectswillalsobeverified.

Overview TheGeneralOil&GasOperatingCompanysproductionfacilitylocatedinChemicalCity,TXprocesses hydrocarbonfluidscomingoutofnaturalgaswellslocatedinproductionplatforms.Thewellsdischarge theproductionfluidsintoamainproductionheader,whichinturnsuppliesthefacilitywithfeedstock.In thefirststageoftheseparationprocess(highpressurestage),theproductionfluidsenterahigh pressureseparatorwheretheliquidandgascomponentsareseparatedataspecifictemperatureand pressure.Thegasleavingthehighpressureseparatorispredominantlycomposedoflighter hydrocarbonsanddoesnotneedanyadditionaltreatment.Thegasleavesthefacilityviatheexportgas pipelinetoneighboringgasprocessingcompanies.Inthesecondstageoftheseparationprocess(low pressurestage),theliquidfromthefirststageentersthelowpressureseparatorandflashesataspecific temperatureandpressure.Thegasstreamfromthelowpressureseparatoriscompressedandthe compressedgascombineswiththegasleavingthehighpressureseparator.Theliquidfromthelow pressureseparatorisconsideredtobestabilizedforprocessingpurposesanditispumpedintothehigh pressureexportliquidpipeline.Themajorequipmentusedinthisprocess,includesaHighPressure Separator,LowPressureSeparator,ExportPumpandGasCompressoraredescribedinthefollowing sections. HighPressureSeparator(V101) Hydrocarbonfluidsenterthehighpressureseparator(V101)throughapressurereducingvalve(PRV 101A)whichreducesthepressurefromapprox.700psig(productionheaderpressure)to350psig(first stageoperatingpressure).ThepressureintheseparatorismaintainedbythepressurecontrolvalvePV 101B.Flashingoccursinthevesselcausingseparationofgasandliquidcomponents.Reductioninflow velocitycausestheliquiddropletstodropoutofthegasstream.Theseparatorvesselprovidesthe retentiontimeneededforeffectivegasliquidseparationandalsoprovidesasurgevolumenecessaryto handleintermittentsurgesofliquid.Theliquidlevelinthevesselismaintainedbythelevelcontrolvalve LV101A. Asthehydrocarbonfluidscomeintocontactwiththeinletdiverter,mostoftheliquidfallsintothe liquidsectionandthegasflowsovertheinletdiverter.Thegasstreamcontinuestoflowhorizontally abovetheliquidsectionandsmalldropsofliquidnotseparatedbytheinletdiverterareseparatedout bygravity.Dropsofliquidthataretoosmalltobeseparatedbygravitationalforceareremovedfrom thegasstreambyademisterpad. Thegasleavesthehighpressureseparatorandenterstheexportgaspipelinetoneighboringgas processingfacilities.Overpressureprotectionofthehighpressureseparatorisprovidedbyreliefvalve PSV101.
