CORPORATE PROFILE

Rick Oppenheim, APR, CPRC CEO & Senior Counselor

Rick Oppenheim is one of Floridas premier public relations and marketing-communications professionals. He is CEO and Senior Counselor of RB Oppenheim Associates, a Tallahasseebased, award-winning, full-service, public relations, advertising and digital-marketing agency. Rick holds the designations APR (Accredited in Public Relations) and CPRC (Certified Public Relations Counselor). He is a former state president of the Florida Public Relations Association and a founder and past chair of FPRAs senior-level Counselors Network.

Rick began his career more than 35 years ago as a journalist and later served as press aide to Floridas secretary of state, as communications director at the Florida Division of Cultural Affairs, as an account executive at a leading Miami PR firm and as PR director at a Tallahassee advertising agency. Since founding RB Oppenheim Associates in 1985, Rick has served more than 200 local, state and national clients from a range of industry segments, including corporations, associations, the healthcare industry, cultural and educational institutions, financial institutions, the insurance and real estate industries, government agencies, professional service firms and non-profit organizations. Erin Schmidt, M.A. COO, Account Supervisor

Erin Schmidt is account supervisor and chief operating officer at RB Oppenheim Associates, serving clients in the areas of public health, transportation building, metropolitan planning and development, government and politics, education and environment. Her responsibilities include social media integration and networking, issue management, media relations, public involvement, copywriting and editing, special event coordination, speechwriting and collateral production management. Prior to joining the RBOA team, Erin served as an account executive at ThinkInk Communications in Miami, where she managed client accounts in the areas of health, human services and education. In this role, she also spearheaded marketing initiatives for the firms nonprofit division. While in Miami, Erin also served as Public Relations Director for the Miami-Dade Young Democrats, where she managed media relations, social media outreach and collateral production for the organization. Erins volunteer work includes service as Community Service Chair for the Florida Public Relations Association (FPRA) Capital Chapter and Development Chair for the Mickee Faust Club, a community theatre group in Tallahassee. In addition to her public relations and marketing experience, Erin also teaches courses in Public Speaking and Business Communication at the undergraduate and community college levels.

Erin holds a Master of Arts degree in Media and Communication Studies from Florida State University. She received her Bachelor of Arts degree in Communication Studies from Luther College in Decorah, Iowa.
Michael Winn Digital Marketing Manager, RBOA Chief Digital Officer, Digital Opps

Michael Winn is the Digital Marketing Manager at RB Oppenheim Associates and Chief Digital Officer for RBOAs digital marketing division, Digital Opps. He is responsible for analyzing and maximizing all digital media campaigns, corporate marketing objectives and web-based organizational branding initiatives for RBOAs clients. His responsibility is to ensure that all current technologies, digital methodologies and search engine optimization strategies are leveraged to provide the highest level of success for our clients. Prior to joining RB Oppenheim Associates, Michael was Owner and Senior Web Strategist at Catalyst Consultant Group, a Tallahassee-based digital media consulting firm that worked with clients such as The Proctor Automotive Group, Florida Commerce Credit Union, Lawton Chiles Foundation, American Advertising Federation Tallahassee, Lively Technical Center and the Florida Redevelopment Association. His consulting services included regional and statewide web-based marketing promotions, integrated database social media campaigns and search engine optimization strategies. Michaels senior-level management consulting experience with commercial brands such as Acura, Honda, General Motors and non-profit organizations like the United Way and the American Cancer Society serve as the foundation of his knowledge and expertise in maximizing complex digital campaigns. Michael attended The University of Houston pursuant of a Bachelor degree in Business Development and has 21 years of experience in staff management, public relations, business development and integrated digital marketing.
Jocelyn Givens Account Manager

Jocelyn Givens is an Account Manager at RB Oppenheim Associates, where she develops and implements public relations, advertising, marketing and new-media services for an array of clients, including those in the areas of public health, technology, associations, community redevelopment, product marketing and corporate branding. Her responsibilities include media relations, copywriting and editing, special event planning and execution, production coordination, strategic planning, digital marketing, social media engagement/networking and client counseling. Prior to joining RB Oppenheim Associates, Jocelyn was Communications Coordinator at the Governors Office of Film & Entertainment where she handled public relations, marketing, and advertising outreach for the offices tax credit program and initiatives to market the state as an ideal location for film- and entertainment-related projects. Prior to her role at the Governors office,

she served as an Assistant Account Executive with the Tallahassee office of Hill & Knowlton, a global public relations firm. Jocelyn earned her BS in Mass Media Studies from Florida State University in 2008 and is currently working (part-time) on her Masters in Integrated Marketing Communications at FSU. When shes not working or hitting the books, Jocelyn enjoys building her social media network, watching collegiate and pro sports, traveling and spending time with her friends and family.
Cliff Leonard Creative Director/Graphic Designer

Cliff Leonard will serve as creative director and graphic designer for the development of logos, branding/identity materials and other templates for collateral/printed materials. The owner of Hook, Line & Sinker Designs, Cliff is one of RBOAs primary subcontractors. He is a highly skilled and creative designer and photographer and has served as principal graphic designer to RBOA for the past three years, developing a range of materials for our clients, including logos, business papers, style guides, print advertisements, brochures, newsletter templates and layouts, annual reports, fliers and other sales-promotion materials. Cliff has been a professional graphic designer for the past 14 years. He earned his Bachelor of Fine Arts (BFA) in Studio Art with a concentration in Graphic Design from Florida State University in 1997. He also earned two degrees in 1995 from the Southeast Center of Photography, which was ranked the Number 2 photography school in the country prior to becoming part of the University of Central Florida. RELEVANT EXPERIENCE
Florida Redevelopment Association

We have worked with this statewide association since 2006 to build awareness, understanding and acceptance of the value and benefits of community redevelopment by the public as well as the value and benefits of membership in FRA by professionals engaged in community planning, development and redevelopment. Since September 2010, we have been engaged in developing and implementing cutting-edge digital marketing strategies, including a specific member value campaign (the centerpiece of which was a redesigned and enhanced website; see www.redevelopment.net), redesigning and producing FRAs member e-newsletter and providing consultative PR and marketing services as a value-added aspect of FRA membership. The FRA website was originally designed as a site to provide education to the residents of Florida as to the benefits of redevelopment of unused or under-developed space as well as to provide

resources to local community redevelopment agencies. Over several years of neglect and web administrative turnover, the FRA website became outdated in site architecture and content. The content management system required a very specific set of code knowledge and lacked intuitive user interface. There was no blog functionality, no event calendar and no social media integration. As a result of these conditions, the FRA website was performing below expectations. Collaborating with FRA executive leadership, RBOA designed a new, branded website theme using a more user-friendly content management system while integrating various social media, video and email marketing components. In addition to the website redesign, this project required the migration of nearly a decade of archived data. Through careful strategic planning and organization, the content was migrated and reorganized to be more accessible to website visitors. The overall enhancements to the FRA website resulted in content that was easy to navigate, increased overall number of site visitors and a stronger brand presence for the association. With the overall success of the new redevelopment.net website, FRA then contracted RBOA to build an FRA members-only network website as well as a mobile site dedicated to the 2011 FRA Annual Conference. Through the use of these various digital websites, FRA has expanded its digital presence while providing members the resources needed to build successful redevelopment projects during this challenging economic climate.
The Florida Educational Technology Conference (FETC)

FETC is one of the largest conferences in the nation devoted to educational technology, drawing more than 10,000 K-12 educators, corporations and government leaders to Orlando each year. RBOA has served FETC for 16 consecutive years, most recently working on FETC 2011 last January and currently planning for FETC 2012, scheduled for January 23-26 at the Orange County Convention Center. From 1995-2007, RBOA managed all marketing and communications for the conference, including branding (we coordinated logo development and full-scale corporate rebranding), production of all printed and collateral materials, producing and placing all conference advertising, and coordinating all publicity and media relations. In 2007, FETC was acquired by 1105 Media, a national media corporation and publisher which now handles all production, collateral and printing. RBOA continues to manage all media relations, publicity and social media engagement for the conference, as well as for the companys other education events, including the Innovative Learning Conference, the Campus Technology Forum and the School & College Building Expo. Our work product includes:

Creating and maintaining a Virtual Newsroom microsite and press page, which is linked to FETCs website (at www.fetc.org; click Press tab) Managing an extensive media database (including national education and technology trade press, statewide news media and local/regional media) Producing and disseminating media advisories, alerts and releases Coordinating online and on-site press registration Providing press credentials Assisting media with coverage (including assisting eSchoolNews, a daily electronic trade journal, with its corps of 50 citizen reporters who write daily blogs on conference sessions and activities) Conducting evaluative research Managing a sophisticated on-site Press Room (accommodating 75-100 reporters) Coordinating all social media and social networking, including management of posts and interactions on Facebook, Twitter, LinkedIn, Foursquare and Edmodo.

Efforts for FETC have garnered Image and Golden Image Awards from the Florida Public Relations Association for the Virtual Newsroom link on their website in 2002, for our on-site Press Room in 2004 and for a printed wall calendar in 2006. We are currently working on FETC 2012 and SCBE 2012, both scheduled for January 23-26 in Orlando.
Florida Developmental Disabilities Council

RBOA has worked under several contracts for the Florida Developmental Disabilities Council since 2004, providing an array of strategic communications services, including multiple public awareness and advocacy campaigns, media relations and earned-media programs, special event management, video production, website development, branding, PowerPoint presentations and collateral production. In 2009, we managed a new branding initiative, for which we conducted identity discovery research, logo design and development of a style guide and templates for an array of business papers and collateral materials. In 2010, we developed and implemented a comprehensive campaign to promote awareness of Fetal Alcohol Spectrum Disorders, including branding, website (www.fasd-fl.org), media relations, grassroots advocacy, social media engagement, special event coordination, community presentations and, ultimately, the sustainability of the campaign by securing a third party to take it over and assisting in transition (which was completed in August 2011).
HIE Networks, LLC

RBOA was retained in June of this year to help launch a new, innovative company that was developing a statewide (soon to be national) secure, online, electronic medical records network that would link hospitals, physicians, pharmacists, clinics, laboratories, insurers and other providers. They turned to us to develop a complete identity and branding package, including a corporate name, logo, business papers, messaging, website and an array of public relations and media support. The company launched officially at a news conference held December 13 (the day before this proposal was due). The TAPP Campaign: Think About Personal Pollution

During 2004-05, RBOA partnered with the Ochlockonee River Soil and Water Conservation District (with grant funds from the Florida Department of Environmental Protection) in North Florida to create a campaign to educate residents in a four-county area about protecting local waters by limiting personal pollution. We conceived the campaign title and theme, Think About Personal Pollution, or TAPP. We worked with the District to develop a campaign identity and create a campaign logo. We also developed key messages, coordinated press conferences and handled all media relations. PSAs aired on TV and radio stations reaching Gadsden, Jefferson, Leon and Wakulla counties. While the District asked for a three-to-one ratio of paid-to-free spots ($135,000 worth of airtime for a $105,000 budget), we delivered a media plan offering a nine-fold return on the original request, with a one-to-three ratio ($315,000 worth of airtime for the $105,000 budget). In addition, RBOA secured extensive news coverage in all area media, as well as editorials, lettersto-the-editor, appearances on news/interview programs and presentations to community groups.

In 2005, the television PSAs garnered five regional and statewide Golden Image Awards, an Addy Award and a Telly Award. The DEP grant and contract with the ORSWCD concluded, but the program was continued (with RBOA again providing marketing, media and public relations services) in Spring 2006 under the auspices of the City of Tallahassee, thanks to a new (and larger) DEP grant. Program efforts resumed again in Spring 2007 under contract with the City of Tallahassee and have continued each year through the recently-concluded 2011 campaign (and we are eagerly awaiting word about our contract for 2012). RBOA has continued to secure media placements for PSAs and campaign billboards throughout the Capital area, as well as successfully coordinated press conferences, secured extensive local media coverage and, since 2010, has been managing all social media engagement for TAPP. DESCRIPTION OF WORK
Separation of the Innovation Park and Leon County Research and Development Authority Brands Overview Currently, there is enormous brand confusion between the Leon County Research and Development Authority and Innovation Park. The former is a dependent special tax district established pursuant to Chapter 159, Florida Statutes, and is an organization with specific charges and responsibilities. The latter is a geographic product a 208-acre campus designed to serve as a location for various scientific, research and technology enterprises.

While there is considerable local recognition for Innovation Park, its branding becomes fuzzier as one ventures outside of the regional market. The name is not unique, nor is it descriptive geographically. There is far less recognition for the Authority, which has no logo, branding, associated colors or word marks. Even its mission, composition and activities are enigmatic to area residents and potential customers. As part of this RFQ, the Authority is seeking consultative and creative services to identify strategies and executions for the separation of the Innovation Park and Leon County Research and Development Authority brands and, as appropriate, an update or creation of new visual branding for the Authority and Innovation Park. To this end, RB Oppenheim Associates is pleased to provide the following proposed activities.
Required Deliverables 1. Creation of logo and/or word mark for the Leon County Research and Development Authority 2. Recommendations for color/styles/fonts 3. Recommendations for updating the Innovation Park logo, colors, fonts, etc. Proposed Tasks Identity Audit: Review all existing communication materials and tools currently in use by the Authority and Innovation Park, as well as existing statements of mission, values and principles, messaging, and other appropriate internal and external materials. Review results of a survey of the LCRDA Board and Community Partners conducted in early 2011 and presented to the Authority at its Strategic Planning Committee meeting on February 23, 2011.

Conduct additional interviews with Board members, Authority staff and selected Community Partners to review communication materials, logo and messaging and collect opinions, ideas and recommendations. Conduct phone interviews with selected Innovation Park tenants and prospective tenants to discuss communication materials, logo and messaging and collect opinions, ideas and recommendations. Make recommendations regarding those materials with regard to the functionality and dysfunctionality in terms of providing a clear, appropriate, coordinated and consistent identity for the Authority and Innovation Park.

Graphics: Review the application and utilization of the Innovation Park logo and make recommendations for its use as is or whether it should be revised/updated, or if a new logo should be developed, or if a tagline should be appended to the logo for additional clarification. If the existing logo is to be revised/updated or a new logo created, provide design services to produce a compelling and functional logo for Innovation Park. We will provide at least 3-5 different representations of possible logo executions and include 3 rounds of revisions in the proposed cost. Create a separate, compelling and functional graphic identity (logo) for the Leon County Research and Development Authority, including consideration of if/how it should be linked, compatible or consistent with the Innovation Park logo. Provide art direction, oversight and quality control throughout design/production process. Produce a Style Guide that will provide rules and guidelines for the development and production of all internal and external communication materials, including the use of typefaces and fonts, colors, decorative borders, logos and branding materials, etc. This will be provided in a format that can be used and applied by Authority staff, Board members, tenants, contractors and others.
Website Design & Migration of Old Data Overview

The objective of this website proposal is to provide a solid yet separate digital foundation for both Innovation Park and the Leon County Research and Development Authority while offering a flexible back-end tool for easy updating. For administrative purposes each website with have its own administrative dashboard and content management system. While each website will stand alone, RBOA will provide several link-through opportunities for website visitors on the homepage as well as other content when and where applicable. This proposal encompasses the scope of work necessary to construct an effective site built to new media web standards including an adaptable site platform, search engine optimization (SEO), content management control panel, blog functionality, calendar functionality, dynamic Innovation Park maps, RSS subscription, contact and/or data form capabilities, web analytics and integrated social media components. It is critical that these websites are built on a platform that allows for sustainable expansion to reach the broadest audience through the use of emerging technologies.

Content Migration Process

According to information provided by Innovation Park, the current file size is 7.25 GB of data which includes 58 webpages, 409 pdfs and 231 images. The following step will be taken to ensure that the migration process is comprehensive. o Inventory of current data o Analysis of required data to meet public record compliance o Strategic organization of content for new websites
New Content Strategy

Working in collaboration with Innovation Park and the Leon County Research and Development Authority staff, RBOA will develop and execute the website site map based on identified objectives and messages identified in the branding stage and the content analysis. Using combined key messages with Google keyword analysis, a strong content strategy will be developed that meets the organizational goals of both websites while yielding the best search engine results for potential tenants, elected officials, community leaders and citizens looking for information and/or services provided. High-impact graphics and organized relevant content will provide the foundational approach to creating a user-friendly homepage and site navigation.
Search Engine Optimization (SEO)

SEO strategy includes site content or structure, keyword research and relevant content development. Leveraging SEO practices will help the Innovation Park and Leon County Research and Development Authority websites perform well in search engine results. Tactics that will be implemented to increase website SEO include: o o o o o Website indexing to major search engines. Keyword/key phrase suggestions and meta tag generation. Website optimization for selected keywords and content tags. XML Google, Bing, Yahoo and HTML site maps for major search engines. Comprehensive website analysis and systematic submissions to major search engines.

Functions

The function of the websites is to facilitate a positive user experience while visiting the Innovation Park and Leon County Research and Development Authority websites. After developing the functions of the sites, testing across all browsers will begin. Through the administrative dashboard, Innovation Park and the Leon County Research and Development Authority staff will be able to manage various interactive widgets and/or plugins. Listed below are samples of functions available: o Contact form request: This plugin allows visitors to submit their contact information so the Leon County Research and Development Authority staff can contact them directly.

o RSS: This plugin will be used to create a daily digest of content posted to social media sites such as Facebook, Twitter and Foursquare. o Mobile display: This plugin automatically transforms the Innovation Park and Leon County Research and Development websites to mobile platforms so visitors can easily view from their mobile device. o Social media integration: This plugin includes the Innovation Park and Leon County Research and Development social media links and images so visitors can directly visit those sites. o E-news sign-up form: This plugin makes it easy for visitors to sign up for Constant Contact enews updates. User-entered emails are automatically stored in the Leon County Research and Development site administrator Constant Contact account. o Calendar display: This plugin allows the Leon County Research and Development staff and/or authorized users to create events through a shared Google calendar that will display both a calendar and text view. Below the calendar display is a text version list of all event details which is optimal for mobile viewing. Located at the bottom of the calendar page is a comment section which allows users to submit general questions regarding upcoming events. Comments can be approved for display along with responses that can be answered individually, deleted or privately archived. o Social sharing links: This plugin is used to help visitors share, bookmark and email posts and pages using platforms such as Facebook, Twitter, StumbleUpon and Google+.
Content Management System (CMS)

A robust website CMS (Wordpress) provides administrative access to website content for posting, editing and publishing. This CMS is browser-based software that allows authorized users to create, update and modify content with minimal programming language. The CMS dashboard provides access to posts, pages, media library, appearance, plugins, settings and users. There are four levels of security profiles that offer permission-based access to various roles of administration. This CMS will provide the Leon County Research and Development Authority staff the ability to manage and broadcast content for both websites from a central publishing point in order to widen its digital reach. o Login page: This page is where administrators will access the system. Accounts will be created as necessary and all logins will be entered in a control panel. o User management: This tool will enable administrators to add, edit and remove all content and user account settings. o Image library: This is an image and document folder used for storing PDFs of event fliers, images used for newsletters, posts and pages. o Posts: Dynamic pages that can be broken down into categories and tags for easy and accessible information. This format allows for RSS feeds and blog subscriptions.

o Pages: Static pages that present content that can be viewed based on public, private or password-protected content. o Plugins: Extends the platform to adapt to emerging technologies like Twitter, Facebook, Foursquare, SlideShare and YouTube. o Dashboard statistics: Measurement tool that displays content based on daily, weekly or monthly views for the following content: o Page views o Referrers o Top searches o Top content
Website Technical Requirements

1. Domain Management o Administrative A. Current management of the Innovation-park.com domain is managed through Network Solutions and will remain under that format. B. Leon County Research and Development Authority currently has no registered domain. A new domain will be secured and managed through the same Network Solutions account. o Technical A. The technical contact for the Innovation-park.com domain will be listed through Network Solutions. B. Leon County Research and Development Authority domain will be listed through Network Solutions. o Registration A. The registrar contact for the Innovation-park.com domain will be listed through Network Solutions. B. The registrar contact for the Leon County Research and Development Authority domain will be listed through Network Solutions. 2. Content Control o Sole control Leon County Research and Development Authority staff will have sole control of content on each website and will have authority to grant permission-based access to approved vendors should need arise. o Upload access Leon County Research and Development Authority staff will have full administrative permission for media and content uploads throught the password protected dashboard. o Database access Leon County Research and Development Authority staff will have full administrative permission to access the cPanel in order to edit, create, and/or delete information in the website database. 3. Site Backup o Remote location the Leon County Research and Development Authority website databases will be hosted off-site and monitored 24/7 for security, disk space usage and bandwidth usage.

Service interruption process RBOA will provide the procedure for service interruptions: Maintenance Mode A maintenance mode (approved) notification will be placed on the homepage during routine updates or while (requested) homepage modifications are being completed. Database errors A 404 page (approved) error message will be created in the event that the content has been moved or website visitors have requested a page that doesnt exist. Server Unavailable In the event that servers experience any down time, an approved Cannot Reach Server error message will appear. Backup Data Download Process the Leon County Research and Development Authority website databases have several options in regards to website back-up frequency: Once Hourly Twice Daily Once Daily Once Weekly On-demand Each of these options can be modified via the administrative dashboard and can be scheduled and transmitted electronically via designated email address or saved to local or remote server.

4. Server Logs the Leon County Research and Development Authority website databases will have access via individual cPanel access to: o Monthly server logs via Raw Log Manager o On-demand server log via Raw Log Manager 5. Standards In compliance with Leon County Research and Development Authority web standards, RBOA will ensure the following standards are met: o Availability - Websites shall be publicly available to users a minimum of 95% of the time during any 24-hour period, 95% of the time during any seven-day period, and 95% of the time during any 30-day period. o Security - RBOA shall prevent unauthorized access to the server, restricted areas of the website and any databases or other sensitive material generated from or used in conjunction with the websites; and RBOA shall notify Authority of any known security breaches or holes. o Disk space and bandwidth RBOA will ensure adequate server capacity to accommodate archived audio and/or video files as required by public record compliance.
Staff Training for Website Management

RBOA will provide two on-site training sessions (90 minutes each) for Leon County Research and Development Authority staff who will have administrative access to the CMS and cPanel for each website. Training sessions will cover all features and plugins used in the development of the site. Staff will be able to edit, create and remove any and all content necessary by the end of the two-part training session.

RBOA also will provide Leon County Research and Development Authority staff unlimited access to our exclusive CMS video training center which contains 35 short, instructional videos pertaining to the CMS. Additional email support and phone support will be made available to Leon County Research and Development Authority staff upon request.
Preparation of Template Documents for Innovation Park and the Authority

Utilizing the anticipated revised/updated Innovation Park logo and the new LCRDA logo, provide design services to produce appropriate MS Office-compatible templates and applications for collateral communication materials, including: Business papers (e.g., letterhead, envelopes, business cards, mailing labels, etc.). Electronic newsletter Auto-signature for emails Cover design for folder or annual report Other template documents as may be negotiated

FEE SCHEDULE
The VENDOR (RB Oppenheim Associates) hereby proposes to furnish BRANDING AND WEBSITE DESIGN SERVICES for the following fees: Total Cost: $14,000 1. Separation of the Innovation Park and Leon County Research and Development Authority Brands: $3,500 2. Website Design & Migration of Old Data: $7,500 3. Training of Authority Staff to Update and Manage the Website(s): $1,000 4. Preparation of Template Documents for Innovation Park and the Authority: $2,000 Other offerings and incentives (included in bid, with no additional costs): 1. Public relations and media relations support for the rebranding, including: Development and dissemination of news releases about the branding and website initiatives Development of articles for the Authoritys e-newsletter. Development of one op-ed about the mission and vision of the Authority 2. Messaging services: Development of a concise and relevant Messaging Guide for the Authority and Innovation Park, including: An overarching positioning statement or tagline that more clearly and compellingly identifies the Parks purpose and geographic location.

A brief summary statement or elevator speech that clearly defines the Authoritys and Innovation Parks missions and purposes, each in approximately 50 words. A list of key messages (a series of six-to-eight simple, easily understood statements) for each entity for use in providing additional, more-detailed information about the Authority and Innovation Park and their purposes. To maintain consistency in all communications, the key messages should be used in all internal and external communications, marketing materials, community outreach, media relations and public relations efforts.
