PROBLEM STATEMENT

There are many organisations in the Cape Winelands district rendering services to vulnerable groups; Lack of coordination of their actions and collaborating where it is needed; The Cape Winelands District Municipality has a department dedicated to Social and Rural Development; Internal brainstorming session facilitated by the municipalitys Department of Rural and Social Development; Representative Stakeholder meeting called;
16 Days Campaign provided role players with an excellent opportunity to stimulate improved cooperation and collaboration amongst themselves with the intention to enhance the services rendered to women who suffer as a result of unmentionable atrocities, 356 days a year.
STRATEGIC It is stated as one of the six strategic priorities of the municipality, contained in the Draft Five-year Strategic Plan (Integrated Development Plan). SO4: To facilitate and ensure the development and empowerment of the poor and most vulnerable people, particularly women, children, youth, the disabled, elderly persons and rural dwellers throughout the Cape Winelands. The Cape Winelands GDS delegated responsibility to DR&SD to address gender based violence and Child Abuse (Objective 4)

PROJECT TIME-FRAME
PROJECTS: PREVENITION
Planned and executed from October 2011 to the end of December 2011; The Cape Winelands District Municipality is planning a number of engagements to do joint planning with the stakeholders as the final preparation of the Five-year Budget is being done; In this way the municipality can ensure that the Service Delivery and Budget Implementation Plan is properly informed by specific needs and that all parties involved can participate in the 365 Days Campaign in an organised and focused manner.
WHO IS THE KEY TARGET? WHO IS INVOLVED? ARE WOMEN AND MEN EQUALLY INVOLVED?

The Campaign aimed to reach women, men and children affected by gender based violence, HIV/AIDS, child abuse, sexual violence, etc.
The theme for the 16 Days Campaign was: From Peace in the Home to Peace in the World: Let's Challenge Militarism and End Violence Against Women This 16-day period also highlighted other significant dates including November 29, International Women Human Rights Defenders Day, December 1, World AIDS Day, and December 6, which marks the Anniversary of the Montreal Massacre.
38 organisations were directly involved with an undisclosed number of other organisations involved as secondary participants. Organisations who became partners of this programme include, inter alia, South African Police Service, Department of Social Development, DoH, WCED, National Institute for the Deaf, GCIS, Department of Community Safety, Hugo Naude Art Centre
The 16 Days Campaign created a platform for sustained engagement with key stakeholders and partners on future action. It created an opportunity for improved design of future interventions.

CREATIVITY: ARE YOU USING ARTS, CULTURE, MEDIA AND SOCIAL MEDIA TO POPULARISE THE ISSUES?
From the Calendar of Events it can be seen that the following very creative ideas were employed in mobilising communities and popularising the issue in a lasting way: Media used: local newspapers, local radio stations, posters, word of mouth activation and mobilisation Signing of a Pledge by Adult Offenders Roadblock Awareness Campaign Switching on of the Christmas Lights and Late-night Shopping Book launch by a survivor of gender based violence White Ribbon Campaign Red Armbands distributed Door-to-door Safety Awareness Puppet Show Draping of Trees
ARTICLE 25 INTEGRATED APPROACHES States Parties shall adopt integrated approaches, including institutional cross sector structures, with the aim of reducing current levels of gender based violence, by half by 2015.
Although this particular initiative contributes to a number of other commitments made by our country in respect of the SADC Protocol on Gender and Development, it is most appropriately aligned with Article 25 dealing with Integrated Approaches. The coordination and facilitation role of the district municipality as envisaged by the Constitution and other policy and legislative frameworks, is really seen in action with this initiative which really aims to harness the skills, expertise and resources of all stakeholders in a targeted fashion so that we get closer to reaching the protocol goal of decreasing the current levels of gender based violence by half by 2015.
LESSONS LEARNED
PROJECTS: PREVETNION No single organisation can make real impact on its own, it is the collective that generates true value for investment made. People see no difference in the different spheres of government. What is important to them is that government meets the needs of the citizenry through any means possible.
A shift from an events-focused approach to celebrate the 16 Days, to a developmental approach with more sustainable outcomes. Through improved resource mobilisation and combining expertise, skills and experiences, the impact of the 16 Days Campaign was much more targeted, cost effective, efficient and economical. Optimal use of social capital through multilevel partnerships. A key lesson learned by the district municipality and other government spheres was that there is a wealth of expertise, experience and competence that exist in civil society and communities that we managed to unlock through this intervention.
