Currently the department does not have written contracts or policies between contracting agencies. This has left the department finances in a bind. The proposed strategic goal for this issue is to have written contracts for each contractual service the Job Training clients provide. The department has appointed a leader to take the lead of renewing the contracts. The new leader will come across challenges with leading a team and negotiating contracts with new vendors. V. San Francisco: Jossey Bass/Pfeiffer. Observation is a good instrument tool to help identify team members who have leadership qualities. Looking at their behavior and how they conduct themselves on various projects is a tale-tale sign of good promise.

When an organization is developing their individual leader, they are teaching them to tools in order to succeed in any project or scenario.
