Introduction
Five of the seven companies listed in this information booklet are subject to the Control of the Major Accident Hazards Regulations 1999, commonly referred to as COMAH. The sites in Stallingborough area subject to these regulations include Air Products, BOC, Cray Valley, Millennium Inorganic Chemicals - Cristal Global and Synthomer. Other local industrial sites have provided their information in this booklet for completeness. This booklet is part of a continuing process of keeping you informed, as required by the regulations, and does not imply any increased risk to the public. The regulations aim to prevent major accidents occurring involving dangerous substances, and in the unlikely event that one did occur, aim to limit their consequences to people and the environment. In summary, they require site operators, where quantities of potentially dangerous substances are present, to: Complete detailed health, safety and environmental risk assessments and reduce risks as far as reasonably practicable. Inform their neighbours of the nature and hazards of these substances and give advice on emergency response. Draw up and regularly test detailed emergency plans in conjunction with the Emergency Services to deal with a fire or other emergencies on their sites. Humber Emergency Planning Service on behalf of North East Lincolnshire Council work closely with the sites and the emergency responders. The Service has prepared off-site emergency plans which coordinate the response to major accidents occurring at any one of the COMAH sites, (accidents which could have the potential to affect the local community and the environment). SITE ACTIVITIES
The Air Products site consists of two air separation units plus back-up storage facilities. The separation units produce gaseous oxygen (GOX), gaseous nitrogen (GAN), liquid oxygen (LOX), liquid nitrogen (LIN) and liquid argon (LAR). The gaseous products are distributed via pipelines to various customers in the Stallingborough, Immingham and Grimsby areas, while some liquid products are stored on site for back-up to the pipeline systems or exported via road tankers.

SUBSTANCES
Liquid oxygen, liquid nitrogen and liquid argon are stored on site in specially manufactured tanks.
Site Emergency Alarm is a continuous siren and is tested weekly on a Thursday at 10am.

The site holds and fills a range of substances that fall within one or more of following categories: Very toxic, toxic, oxidising, flammable, highly flammable and dangerous for the environment. The majority of substances are held in very small quantities, a complete inventory of which may be found in the site safety report.
SITE ACTIVITIES
The cylinder and drum tank filling and mixing of gases and gaseous chemicals for use as raw materials, treatment chemicals, propellants and calibration standards in a wide range of Industries. Customers include pharmaceutical, cosmetics, microelectronics, petrochemical, refrigeration and water supply companies. Since 1992 the mix of products being filled on the site has changed. This has the effect of reducing the overall risk profile of the site since a number of the high hazard gases are no longer processed. Risks associated with the incineration of residues of these gases have also been removed. The site also processes and recovers waste refrigerant gases and liquefied gaseous chemicals arising from domestic fridge destruction.

Site alarms and siren are tested regularly at 11.00 am every Friday.

SITE ACTIVITIES
Centrica Energy South Humber Bank is a 1260MW power station. Over 70 staff are employed on site by Centrica Energy Operations Limited. Now under Centrica ownership, both phases of the plant operate in a variety of modes, ranging from cycling (starting up and shutting down each day) to base load running (all three gas turbines running 24 hours per day).
SUBSTANCES
Several substances are utilised to assist the combined cycle process, these include Sulphuric Acid and Caustic Soda for water treatment processes, Tri-Sodium Phosphate, Carbohydrazide & Ammonia for process support, lubricating oils, Hydrogen for cooling, Nitrogen and Carbon Dioxide for fire protection and inert purging. All of these are stored in small quantities to minimise the risk to personnel and the environment.

Cray Valley also store and handle Toluene Di-isocyanate (TDI) a substance classified as very toxic which is a respiratory sensitiser and can cause asthma. TDI is used to modify the base alkyd resins to produce a urethane resin, which is used in the manufacture of hardwearing floor varnishes. Due to the storage and handling of Toluene Di-isocyanate, Cray Valley is a lower tier COMAH site and has a Major Accident Prevention Policy and a well developed Major Emergency Procedure.
SITE ACTIVITIES
Cray Valley is represented in the UK by its seven-acre site situated on the south bank of the River Humber. It is a multi product resin plant producing synthetic resin for the paint and plastics industries. In particular Cray Valley produce both alkyd & gelkyd resins, which are used to make decorative coatings for the paint market. We also manufacture unsaturated polyesters & gelcoat resins, which are used by our customers to make a diverse selection of products ranging from baths and shower trays to boats.

SUBSTANCES
The resin manufactured at Cray Valley includes the storage and use of many hazardous substances, however, all reasonable practicable precautions have been taken to ensure that materials are stored and handled in the safest way possible. An integral aspect of resin manufacture is the storage and handling of bulk flammable solvents such as styrene, which is used as a reactive monomer in unsaturated polyester resins, and white spirit, which is used to dilute alkyd resins.

SITE ACTIVITIES
The principle activity of the site is manufacture of Titanium Dioxide (TiO2) pigment. TiO2 is a pigment of exceptional whiteness and opacity. It is used in paints and other surface coatings, plastics and paper. It is non-toxic and extremely durable.

There are two types of sirens on site: Toxic gas (Chlorine and Titanium Tetrachloride) alarm - a variable pitch siren, similar to an air-raid siren. Fire alarm a continuous siren
SUBSTANCES
Notable substances that could affect the health of neighbours or the environment: Chlorine (Cl2) - Gaseous chlorine is greenish-yellowish and has a sharp suffocating, pungent and irritating odour. The smell is of the type associated with bleach and swimming pools. Titanium Tetrachloride (TiCl4) - A liquid at normal temperatures, it evolves white fumes on exposure to air. This fume is irritating to the eyes, nose and throat. The white fume can restrict visibility.

SITE ACTIVITIES
Newlincs Development hold a 25 year contract with North East Lincolnshire Council for the disposal & recycling of municipal household waste generated by the residents of North East Lincolnshire. As part of this contract, an Integrated Waste Management Facility has been built that comprises of an Energy from Waste Plant, a Materials Recycling Facility and a green garden waste storage facility. Recyclable materials such as glass, cans, paper, plastics and green garden waste are accepted at the Materials Recycling Facility. They are stored, baled, bulked up prior to further onward transportation to reprocessors. The green garden waste is shredded on site before being transported to an on-farm composting facility.

SUBSTANCES
A large number of chemicals are used on site, but the notable substances that could effect the health of neighbours or the environment are Butadiene - (Bd) which is a colourless gas with a characteristic oily smell and Acrylonitrile - (AN) which is a clear, colourless liquid with a slightly pungent odour.

LOCATIONS
Go In
Go indoors. Do not collect your children from school, they will be properly cared for.
Stay In
Switch off ventilation fans, aircon units and all sources of ignition, including gas and electrical heating appliances. Block incoming draughts and close windows. Do not light matches or naked flames. Do not smoke. Stay calm and rest.
Tune In
Follow the instructions given by the companies or the Emergency Services and listen to the radio. Do not use the phone to contact the company, keep their lines free for emergency use.
All Clear
Wait inside until the all clear is given or you are given other advice. Messages giving the all clear will be issued by the Emergency Services, Company Representative or local radio.
