SA) publications produced throughout the year. No other external sources to Stats
SA were used in the compilation of this edition.
The 2011 edition of this publication is based on information collected and published
by Stats SA as at the end of August 2011. Data that had not been released prior to
this date were, as a result, not updated.
Data on Documented migration is not updated as Stats SA is still sorting out the data
acquisition processes with the Department of Home Affairs.
The feedback we receive from you as users of this publication is vital in ensuring that
we continue to provide appropriate data that meet your expectations. We rely on you
to ensure that we continue to provide you with relevant data that not only fulfil your

As from December 2004, Stats SA introduced a new employment statistics survey that covers employing enterprises in the formal non-agricultural business sector of the South
African economy that are registered for Income Tax (IT), resulting in the extensive coverage of all small businesses. Previously the coverage was restricted to both employing
and non-employing VAT registered enterprises with an annual turnover of R300 000 or more. By restricting the coverage to employing businesses, the new survey is able to
provide estimates for employment and earnings as well as estimates for average monthly earnings and it is in accordance with the International Labour Organisation (ILO)
definitions and concepts.
Introduction of the new sample from the June quarter 2006 enables Stats SA to provide users with survey results for the June and September 2006 quarters from the new
sample.
Stats SA has been working for some years to improve the quality of its economic statistics. The latest series to benefit from these improvements are those for employment
and average monthly earnings derived from the Quarterly Employment Statistics (QES) survey, a survey of formal non-agricultural businesses and other entities which are
employers.
Considerable work has been undertaken over the last two years to improve the completeness of the list of employers in the economy held on Stats SAs Business Register, from
which the samples for the survey are drawn. Greater use has been made of additional administrative sources of employer entities, particularly the lists maintained by the South
African Revenue Service (SARS) of employers making contributions on behalf of their employees for Pay As You Earn (PAYE), and the Department of Labours Unemployment
Insurance Fund (UIF).
It is important to distinguish between the lift in the level of the series from improvements in the coverage of employers and the growth in employment shown by the series due to
new employer entities entering the economy and continuing employers taking on additional staff. This break in series relates mainly to the level of employment, rather than the
growth rate of employment. However, an outcome of not publishing data from a sample revised in 2005 has been that any new employer entity commencing operations from early
2004 onwards would not have had a chance of being selected until the reselection of the sample in March 2006. The effect is that the published series based on the 2004 sample
show somewhat smaller growth than would have been shown from a sample revised in 2005.
Further factors affecting the growth of the series between 2004 and 2006 were the expansion of the formal sector as a result of legislative changes, growth resulting from small
businesses moving from the informal to the formal sector and greater overall compliance by businesses leading to their registration for PAYE and/or UIF.
Employment and gross earnings - Unless otherwise indicated in a subscription, the following is applicable:
Employment refers to the number of people employed by the business, who received payment (in salaries; wages; commission, in addition to a retainer, salary or wage; piece
rates; or payments in kind) for any part of the reference period. This excludes independent contractors and consultants; working proprietors; sole and joint owners; employees
paid on a commission basis where a retainer, salary or wage was not paid; and employees based in South Africa but paid from abroad, e.g. embassy employees.

Annual employment data are shown as at 30 June of the relevant year, whereas quarterly data are shown as at the last pay-day of the relevant quarter.
Gross earnings are payments for ordinary, standard or agreed hours during the reference period for all permanent, temporary, casual, executive and managerial employees,
before taxation and other deductions. Gross earnings include salaries and/or fees paid to all directors, executives and managers; employers contributions to holiday, pension,
provident and medical funds and contributions to the Unemployment Insurance and Compensation funds; payments paid from South Africa to employees based abroad, e.g.
embassy employees; payments for all types of leave, except those paid on termination; fringe benefits paid in cash such as housing, mortgage and rent subsidies, transport
allowances, and cell phone allowances; allowances and penalty payments relating to ordinary-time hours. Annual gross earnings data reflect the total for the relevant year,
whereas quarterly data are the sum of the gross earnings for the three months of the relevant quarter.
Average monthly earnings at current prices are calculated by dividing the total gross earnings, excluding severance, termination and redundancy payments, for the reference
month by the number of employees as at the end of the reference month.
Average monthly earnings at constant 2000 prices measure change in average monthly earnings after the direct effects of inflation have been eliminated. The deflator used to
devalue the current average earnings is the consumer price index (2000=100).

The levels for manufacturing sales in this publication are slightly different from previously published data due to the implementation of a new sample drawn in April 2009. While in total there was very little
difference between the levels of sales from the old and new samples for the overlap period, there were differences within the manufacturing divisions. The major reason for the change in the divisions data is
the improved classification of the register of Stats SAs businesses register as already alluded.

Stats SA introduced new wholesale trade sales, retail trade sales and motor trade sales samples utilising an upgraded business register commencing with the month of July 2010.
The previous sample and the current one were run side by side from April to June 2010, which provided a set of factors that could be applied to the old series to revise previous estimates back to January 1998
for wholesale trade and motor trade and January 2002 for retail trade. The figures up to March 2010 are thus backcasted data based on the movements of the old series and the level of the new series.
