Attention: Independent Commission for the Remuneration of Public Officer Bearers

To whom it may concern: It has come to our attention that the City Manager in the City of Joburg will receive a 34% (R818,000) increase in remuneration on 1 July 2012 (see http://www.iol.co.za/news/politics/joburg-city-manager-getsr800-000-pay-hike-1.1304815). This will take his package up to approximately R3.2 million per annum, making him one of the highest-paid executives in the country. In fact, he will be better paid than the President, whose last salary increase of 5% took his annual remuneration up to just less than R2.5 million (see http://www.news24.com/SouthAfrica/Politics/JacobZuma-gets-5-salary-increase-20110920). As the citys financial management, billing, revenue collection and service delivery continue to be highly flawed, we feel this increase cannot be justified in terms of delivery. Further, in the current wage negotiations between SALGA and SAMWU, SALGA is offering municipal workers an increase of only 4.5%, and that off a generally very low base (see http://www.politicsweb.co.za/politicsweb/view/politicsweb/en/page71654?oid=300530&sn=Detail&pid=7165 4). In a country where the gap between rich and poor is one of the largest in the world, this differential between percentage increases borders on the obscene. We therefore call on you to investigate the remuneration package of the Joburg City Manager as a matter of priority, and to make your findings public as soon as possible. We also ask that you investigate the remuneration package of the CEO of the Joburg Theatre, who will be earning over R2 million per annum as of July. This means he will be earning 46% more than the Acting Managing Director of City Power, despite the fact that the theatres annual budget does not even amount to 1% of City Powers annual budget. Further, there appears little justification for the theatres CEO to be earning double what the Mayor does. Your urgent attention to these matters would be greatly appreciated.
