Mr. Astillero is one of the countrys senior specialists in Environmental Management-Urban Regional Planning with emphasis on Institutional Development & Policy Formulation, and Community Development Planning/Social Development Management Planning; and for Environmental Impact Assessment (EIA) Since 1975, he has been commissioned by Philippine local and national government entities to either be an institutional development specialist or environmental planner/urban-regional planner for local and international projects funded by the Page 2

Philippine Government or by bilateral and/or multilateral funding agencies in many multiple projects assignments in the Philippines and other part of Asia and Africa such as those funded by the World Bank, Asian Development bank, United Nations, UNICEF, UNDP, AusAID, USAID and JICA.

He was the UNICEF Senior Program Officer/Area Development Consultant in the United Nations from 1980 to 1995 where he developed training programs in the Social Area Development Planning for Asia and African countries. He also served as a Chairman of Environmental Impact Assessment Review Committee at the Philippines Department of Environment and Natural Resources (DENR)- Environment Management Bureau from 1999 to 2009. He was key consultant to Sanitary Landfill Projects in Subic Bay Metro Authority, Puerto Princesa, General Santos, Tagbilaran (Bohol), Surigao City, and other LGUs. Since his return to the Philippines in February 1995, he has handled Urban & Regional Planning projects with Local Government Units of the Philippines with specialization on Land Use, Institutional Development, and Citizen Participation. He was Urban Planner for the Review of the Islamabad (Pakistan) Master Plan in 2006-2006; was Institutional Development Specialist with the JICA-funded Agusan River Basin Master Plan Study, 2005-2006; he was team leader of the ADB-funded poverty-alleviation cum community development project attached to the roads project of the Balochistan provincial government (Pakistan); and very recently (2007-2008) was regional planning specialist in the Trans-Kalimantan World bank transport study, Indonesia..His latest involvement is as Land Use Planner for JICA-funded Mt. Activities Performed: The role of the Team Leader cum Environmental Planner is to formulate the study framework, seek approval of deliverables, preside over all team meetings and presentations/meetings with Client, edit all reports to international quality report standards, integrate all reports, coordinate all team activities, especially technical meetings; as Environmental Planner, oversee the work of the environmental specialist; maintain good relations with the technical working group of the client by ensuring that all maps, tables, reports are within the Terms of Reference; guide the multi-disciplinary team of 8 senior and 8 junior consultants (land use, transport, engineering, socio-economic, environment, real estate, market research, and financial analysis), to ensure that all research, data analysis and reports are of the highest quality. Kalimantan Regional Transport Study Project, December 09 2007 to March 12 2008 / Indonesia / BCEOM/ Dept of Public Works (Departemen Pekerjaan Umum-DPU) Position Held: Regional Planning Specialist Main Project Features: Institutional Strengthening, Regional Development Activities Performed: Formulated a regional approach to profile the 4 provinces and 38 districts of the Kalimantan Region of Eastern Indonesia, using indicators from data gathered from the National Development Planning Agency (BAPPENAS) and the regional planning agency (BAPPEDA), of the DPU (public works) and other provincial and regency planning offices to array the provinces and its districts in terms of social, economic, accessibility, markets, and transport indicators and rank them into a hierarchy of sub-regions, to be able to assign priority transport modes (esp. roads) and distribute the road allocation to frame the transport needs into a regional/provincial budget proposal for funding in the next 5, 10, 15 years with support from the World Bank. The consultant worked with a multi-disciplinary international and national team consisting of transport planners, roads and highway engineers, social and environmental teams, and institutional capacity building teams. The consultant was headquartered in Jakarta, the capital of Indonesia, and travelled to the project sites in Kalimantan (4 provinces). The Team reported directly to a Steering Committee chaired by the national planning agency (BAPPENAS) and co-chaired by the DPU-public works department) ADB TA 2020 Community Development & Poverty Reduction (CD&PR) Project/Provincial Government of Balochistan , March to Jun 2007; September-October 2009 / Pakistan / ADB/ Department of Roads Development / Asian Institute of Developmental Studies, Inc. (AIDSI) Position Held: Team Leader, Community Infrastructure Planner Main Project Features: The Project complements a 500-km provincial roads project funded by ADB through a Loan Agreement. The CD&PR Project will ensure that beneficial impacts of the roads construction will also benefit the poorest of the poor and females. Community Development Planning provides the platform for block grants for covering community infrastructure and community awareness (capacity-building) targeting communities along the roadsides. Capacity-building will be provided to the technical staff of the Communication & Works Department (C&WD a public works agency of the Balochistan Provincial Government) in terms of benefits project monitoring, management of block grants, and social impact studies. Both local and international training will be designed and conducted.
