Introduction The mission of Bangladesh Rural Development Training Institute (BRDTI) is to make available the information resources necessary for learning, teaching, and research with regard to rural development and to provide the services that enable participants, faculty, and staff to use these resources. We put the needs of the Institute, client first in all matters and their satisfaction is our first priority. We provide services ethically and with respect for intellectual, socio-economic, cultural, and physical diversity. The benefits of rural development efforts have not trickled down to the rural masses due to centralized planning, limited participation of the rural people in the programs of rural uplift and the feudal nature of the rural set up. Illiteracy and poor infrastructure of the rural areas along with dynastic and centralized power structure have kept the rural poor on the periphery. . It works for developing the individual skills. And also to develop substantially to up scale the lives & livelihood of the rural people, particularly the poor to bring about a balanced and sustainable socio-economic development in the country.

BRDTI Complex

Historical Background Bangladesh Rural Development Training Institute (BRDTI) was established in 1954 as V-AID Training Institute. It is one of the oldest training institutes of the country in the field of rural development. But, it was renamed twice, in 1959 & in 1965 as National Development Training Institute (NDTI) and Basic Democracy Training Institute (BDTI) respectively. Finally the name Bangladesh Rural Development Training Institute (BRDTI) came into being from 1992. Now it has been working as the prime national training institute of Bangladesh Rural Development Board (BRDB) under Rural Development & Cooperatives Division. Location Bangladesh Rural Development Training Institute stands Khadimnagar, Sylhet. It stands in a naturally beautiful area. It stands 9 K.m to the east of Sylhet Metropolitan City by the side of Sylhet-Tamabil highway. The total land area is12.0 acre

Accommodation: The institute has a good accommodation and environment for the trainee Administrative cum Academic Building A Computer Lab A Library with a good number of books Conference Room (150 persons capacity with PA system) 4 Syndicate Rooms 4 Class Rooms (2 Air Conditioned) with modern training facilities 4 Hostels (To accommodate 152 trainees) A Cafeteria (Can serve 350 persons at a time)

Objectives: a) Appraise the level of utilization of knowledge and attitude towards poverty reduction Gained from the course. b) Identify the factors related to utilization of training for the BCS (General & Technical) Cadre Officers. c) Recommendations for further adjustment to develop the standard of course Functions of BRDTI a) Helping to bring about a positive change in the Attitude, Skills and Knowledge (ASK) of the officers of BRDB and beneficiaries engaged in the field of rural development and poverty reduction.

b) Assisting in the promotion of human and social capital in the country. c) To increase cooperation and collaboration among the national level training institutes for sustainable rural development program in the country. d) To provide necessary supports towards designing, improving and managing the rural development policies of the country. e) To arrange and conduct training programs, workshops, seminars and evaluation activities in the field of rural development and poverty reduction. Different Training Programs of BRDTI BRDTI dont have any permanent clientele and self managed training (professional) course. As it is the prime training institution of BRDB, it has to wait for the departmental training program. For maximum utilization of its resources BRDTI prefers to be competitive in attracting new clienteles to avail training. This has opened an window of opportunity for BRDTI to be competitive and innovative in designing and organizing training courses to attract other stakeholders. The faculties of BRDTI are usually managing the multidisciplinary training courses. Moreover, we also prefer to invite resource personals from local universities, administration, development organizations & several other line departments with professional background and experience in the field of rural development and poverty reduction. Role of BRDTI in Rural Development Bangladesh lives in villages. There are about 84,000 villages in Bangladesh. Bangladesh with her predominantly rural population of 84% is characterized by a stagnation in the economy with the lowest per capita income. The situation in the rural areas is even worse with unemployment and underemployment widely prevalent at least with 40% of the rural people. In the face of such challenges, the prime needs of rural development in Bangladesh have been identified as productive employment and income generating programs in both farm and non-farm sectors along with appropriate technological information on land based activities and development of basic infrastructures. In the present day world, information is an essential input to any R&D (Research and Development) activity. Some benefits likely to result from a larger availability of scientific and technical training for information are: (a) Improved capability of a country to take advantage of existing knowledge and know-how achieved elsewhere. (b) Rationalization and systematization of a countrys research and development efforts in the light of knowledge already available.

(c) Wider knowledge base for the solution of problems. (d) New alternatives and approaches to the solution of technical problems, and options for minimizing future ones. (e) improved effectiveness and efficiency of technical activities in the production and service sectors. (f) Above all, better decision making in all sectors and at all levels of responsibility. For the above purpose in Bangladesh, Rural Development (RD) research is carried out and provided different training by Bangladesh Rural Development Training Institute (BRDTI) Sylhet. As a training institute, it has no direct involvement in rural development. But as an institution under Rural Development Division, it has a great role in rural development. BRDTI do not implement any development project/program at field level. It only offers training in a wide variety of courses concerning rural development, relevant to the development program under BRDB, Govt./Non-govt. Organizations (GOs/NGOs). It also conducts research in rural development and allied fields. The main thrust of research studies of BRDTI is to concentrate on analyzing the dynamics of the socio-economic changes in the rural areas due to implementation of any project/program by BRDB and to recommend for adjustments. By different training program, BRDTI are making skilled social worker who are working in the field level and playing a great role in development. To create skilled workers BRDTI training programs are(i) setting up (or designing) the system; (ii) gathering and managing information; (iii) using experience and information more effectively to improve action; and (iv) communicating and reporting results.

It also put importance on-involving stakeholders; - completing a detailed situation analysis;

- ensuring a logical intervention strategy; - identifying cross-cutting objectives; - planning for capacity development and sustainability; and - planning for learning and adaptation. Consultancy Service is not mandatory for the BRDTI faculty members. Nevertheless, consultancy service in the field of training sector is provided on the basis of demand place by the NGOs (basically the regional NGOs) regarding the training affairs like in depth need assessment, module/manual write up and also something like that for rural development. The consultancy of BRDTI for the rural development is under the area of1) Advanced Management (Project Office Management) 2) Process Facilitation for the Line Department Officials(DAE/DLS/DOF). 3) A Study under Womens Program of BRDB in Sadar Upazila, Sylhet. 4) Performance Analysis of Center Teachers of SHIKHON project Implemented by FIVDB of Jaintapur Upazila of Sylhet District. After all BRDTI has a great contribution in rural development to create skilled workers providing training, to find out new idea in rural development by research work and to help government and non- government organization by consultancy work. Role in Poverty Reduction Bangladesh is an ever-growing country in finance and development. Since 1971 Bangladeshi people are working hard to change their lot, but a wide gap is prevailing between the rich and the poor. The rich are becoming richer but the poor are becoming poorer gradually. Thus poverty is increasing among the poor in the country. 40% of the people live below poverty line here. There are many reasons of poverty in the country. Illiteracy is one of the main causes of poverty. Only about 60% people are literate here. So other people cannot think to develop their economic status. Even many people cheat and deprive the poor illiterate people.

There are some measures of reducing poverty. Micro credit can play very significant role in reducing poverty. Moreover, the Government along with development organizations are implementing Millennium Development Goals (MDG) and Poverty Reduction Strategies (PRS) in the country to alleviate poverty. Some renowned economists opined, to reduce poverty we have to distribute the wealth equally and minimize the gap between the rich and the poor. On the above condition, Analysis of Comparative Advantage, Diversification and Value addition in Poverty Reduction through Formal and Non-formal Group Approach of BRDTI Research and Training objectives:a) To examine the socio-economic condition of group members of each type. b) To identify the main areas of credit use of both the approach and their impact. Post Training Utilization of BRDTI Conducted Training: A Case of Office Attachment. Objectives of such training are:a) Appraise the level of utilization of knowledge and attitude towards poverty reduction gained from the course. b) Identify the factors related to utilization of training. c) Recommendations for further adjustment to develop the standard of cours Though BRDTI has no direct involvement in any project or program in poverty reduction

Conclusion
BRDTI has already become able to attract some credit-based organizations like FIVDB, Inter-cooperation, Asar Alo, etc. They have chosen this institution to conduct their training courses. We believe that BRDTI will be the appropriate platform for those who are working for rural development & poverty reduction. It can also play greater role to strengthen localgovt. bodies.
