CHAPTER ONE ( 1 )
General Requirements SCOPE OF THE PROJECT
1.1

Introduction:The Ministry of Information (MOI) invites bidders to quote complete turnkey project for The Engineering Affairs to DESIGN, SUPPLY, INSTALLATION, TESTING, COMMISSIONING,TRAINING,WARRANTY,&MAINTENANCE OF MOI BROADCAST FIBER NETWORK according to and full compliance with general Conditions, special conditions, technical specifications, and all other requirements stipulated in this Tender Document (T.D.) and all the specifications and requirements All the required works and materials should be according to the stipulated requirements, and specifications in this tender Document (T.D.), and all the ITU-R specifications, and requirements The offered equipment shall be of The latest state-of-the-art technology, integration from different manufacturers accepted all the equipment parts shall be from the same manufacturer, and in compliance with the following: 1.1.1 This T.D., explicitly and applied standards in item (1.29) . 1.1.2 Ministry of public works (MPW). . 1.1.3 International Recommendations & Reports. 1.1.4 1.15 1.16 Kuwait Fire Brigade (KFB) Regulations and Recommendations. 1.2

SCOPE OF WORK: Conditions and specifications stated in this document is the minimum requirements needed to execute the project any other equipment and works to fulfill this target not mentioned in any item of this document must be stated and priced in BOQ in the offer ,otherwise( it /they) will be executed- free without any charge or any variation order General conditions, specifications, bill of quantities and other tender documents complete each other; The bidder should consider the whole as one document Execution, Design Supply, Installation, Testing, Commissioning, Training, Guarantee & Maintenance of the MOI Broadcast Fiber Network Complaint with following :1.1 The bidder shall meet MOI aims to have a turnkey broadcast fiber optics network to transport MOI Radio broadcast, TV broadcast, and other supporting services between MOI Center, Stations, and live broadcast sites. All bidders shall comply and supply a Turn Key proposal including all requested material and services. The requested work shall include design, supply, installation, training, operations, guarantee and maintenance of the Transmission and Codecs System MOI finished a part 1 from this project (The route included in this document) also want to open a tender for all the bidders specification strong complaint, grand total money excellent solution, design and bidder qualification only our routes between the quotations . The bidder must propose new OR ( expand and upgrade existing systems) and comply with MOI goal to obtain Fiber Optic Broadcast Network systems to carry both forward and reverse Broadcast Channels and other supporting services between MOI complex ( MCCTV and MCCR) and MOI stations and other Live Events broadcast sites. The Unified network shall include but not limited to the following main subsystems. The bidder shall propose Dual Ring Fiber Optics Transmission Systems; all proposed equipment shall be configured for dual ring to provide self healing and highest level of redundancy and equipment and fiber path protection using free or used fibers in the part one and new installation. The bidders shall propose their design solution for Fiber Cable Plant upgrading the existing Fiber Cable Ring or new ring design using free fibers or used also new installation for MOI Center & Stations and connecting the Live Broadcast Sites. The bidder shall propose Encoders & Decoders Codecs systems for all Forward & Reverse to transport and distribute all the Radio and TV channels traffic utilizing the fiber network to provide a unified Codecs system. The bidder shall propose all required encoders, decoders, multiplexers, and switchers. The proposed codecs shall be protected redundant all forward signal codes only . The bidder shall propose primary multiplexers for 30 Telephone line for each MOI station. The bidder shall propose 10Gbps( at least) Ethernet data between MOI complex and Stations, all other required Telemetry services shall be included in the proposal. Page 4 of 124

The bidder shall propose a Forward & Reverse Broadcast Content Monitoring System for all traffic passing on the Fiber Network. The bidder shall propose new NMS for all the subsystems equipments in the network to manage the equipment in the network. The bidder shall propose a Umbrella Management System (UMS) to be installed on top of all other subsystem NMS, the objective of UMS is to control and rule all other subordinate NMS allowing the operators to manage and operate all other subsystem NMS from the UMS operator Stations with or without the existing one. The bidder shall propose a Disaster Recovery System such that all MOI Broadcast services will survive with minimum services impact and revert to backup systems in case of a major incident in the primary systems. The bidder shall supply DC and AC Power System with minimum 4 hours battery backup system. The offered system shall comply with CCITT, recommendations. ITU-T and ETSI latest

MOI has the right to reject any proposal not meeting its requirements and standards. The equipment manufacturer shall consider local weather conditions of high temperature (52 C), 95% humidity and dusty air, equipment shall be installed in existing environment controlled sheltered rooms The project Period is 2 years including 1 year for delivery, implementation, and commissioning and acceptance, and two year Warranty, On site Operation and Maintenance Support. During the installation period, the contractor shall submit a progress report every two weeks this item and MOI general condition is one document. During the Warranty, Operation, and Maintenance period the bidder shall provide at least one On Site Resident Professional Engineer in each sub-system, in addition to a team of technician. Additionally the bidder must make his back-office support staff available for support when needed and all spare parts needed for maintenance belongs to the warranty time. The sound level of the equipment and rectifier shall not exceed 60 dB. Earthling (Grounding) system shall be provided to avoid Electromagnetic Interference to equipment by the bidder. The contractor shall take necessary precaution to protect the equipment against the static discharges while transportation, installation, operation and storage. Page 5 of 124

The contractor shall keep the sites in good conditions. Empty boxes and cable waste shall be removed from the sites by the end of each working day. All equipment shall be capable of working in hazardous environment of magnetic field. Magnetic field shall not affect equipment operation. The bidder is responsible to survey, new fiber routs with or without civil works, Fiber length MOI did not determine it but for us it will be lamp sum any additional equipment or works that are required to complete the system but not mentioned in gathers all information needed for preparing a proposal toward the MOI tender. The bidder shall supply and install all necessary accessories needed i.e. distribution board, equipment racks, power cables, coaxial cables, distribution frames blocks, DC Power System.etc. After contract signing the bidder must submit detailed survey drawings, original plus 3 copies for each of the proposed cable routes and indoor layout of equipment. Supply 1 copy of operation and maintenance manuals per site. The works of the project shall be assigned to one contractor. Any sub-contractor working for the main contractor has to be approved by MOI prior to works. Alternative proposal and or options are not permitted to be submitted. The bidders must prepare and submit their proposal according to the following structure: 1.32.1 1.32.2 The bidder must submit a technical proposal with detailed description and designs toward the tender document. The bidder must submit in his proposal detailed design block diagrams showing the fiber optical network and shall include all the system components and interconnection to MOI facilities. The bidder must submit full point by point compliance schedule, indicating C for full comply, NC for not compliant, partial compliant shall be entered as NC. The answers entered must be justified by the bidder in case of complied or deviated. The bidder shall submit his technical references toward Compliance statement evaluation.

1.32.3.1 Tender Document. In case the Bidder has any reservation, disagreement or Deviation - whatsoever - from this document, he should clearly indicate so by Filling separate tables (Non-Compliance Schedules) originated by him and divided in columns for: Chapter No., Page No., Item No., and Reasons of NonCompliance also should propose complete technical data sheet with complete technical information for all equipment MOI will cancel and Reject any proposal ( offer ) does not include this two items without any Responsibility. 1.32.4 The bidder must submit in his proposal his recommended fiber optic survey and drawings to cover all MOI required sites. The bidder must submit in his proposal his reference list of all relevant Project Experience in all systems requested in the Tender RFP within the past two years. The Bidder must submit with proposal his ISO Certified and Approved Telecommunication and Fiber Project Design, Management, Implementation, and Support Procedures in compliance with ISO Standards.. The bidder must submit his company profile showing legal and company structure and resident technical staff in related project systems including their CVs. The bidder must submit in his proposal suppliers profiles and letter of representation and technical support from the manufacturers. The bidder must submit in his proposal a Scope of Supply detailing the itemized Bill of Quantities.

1.32.10 The bidder must submit his commercial proposal according to the tender price form and attached with itemized prices of the Bill of Quantities submitted with the technical proposal. 1.32.11 The bidder must submit with his proposal his Back-office Project Support Personnel and their CVs. 1.32.12 The bidder must submit in his proposal full local and factory training schedules and plans. 1.32.13 The bidder must submit in his proposal full implementation plan GANT Chart detailing material deliveries and execution periods. 1.32.14 The bidder must submit in his proposal priced spare parts list sufficient for two years after warranty period. The bidder must include escalation formula for 3 years after the Final Acceptance. 1.32.15 The bidder must submit in his proposal recommended priced Test Tools. 1.32.16 The bidder must submit in his proposal after Preliminary Acceptance Logistics Support Plan showing support procedures and SLA. 1.32.17 The bidder must submit in his proposal his official Company Financial Statement for the Past 3 Years. 1.32.18 The bidder must submit in his proposal the Manufacturers Hardware and Software Support Procedures, Replacement Procedures, and License Renewals Procedures.

CHAPTER TWO ( 2 )
Optical Fiber Cable Plant
2.1 General: The bidder shall expand or design new for MOI fiber optic cable network by adding indoor and outdoor using free or used fiber optic cable segments such that the existing MOI fiber stations and the new MOI stations form a single Main Dual Fiber Ring Plant. Other locations shall be directly connected to the Main Fiber Ring Nodes. The bidder shall include in his price the following minimum quantities: Direct Buried Route X km bidder should survey a distance. Duct Route X km bidder should survey a distance. Concrete Encase 2 Way Duct Bank X km bidder should survey a distance. The bidder must price in his bid the above lengths. Upon contract signing the contractor shall conduct official survey and submit report showing final length (distance) .

2.2 The contractor shall pull 3 inner-ducts inside MOC existing duct. The inner-duct shall be Nonmetallic (Dielectric) of outer diameter of 32 mm (3 inner-ducts of different colors are required by MOC). These three inner-ducts shall be supplied by the contractor and installed inside existing MOC 100mm PVC pipes. Duct Cable shall be pulled inside one inner-duct and the two others shall be spare for MOI future projects. Duct Cable shall be tight buffered. While the . Direct Buried Cable shall be armored. Direct buried cable shall be lm deep with clear visible weatherproof markers. A warning tape shall be buried at 0.2 m depth over the buried cable written on it WARNNING OPTICAL FIBER CABLE with The VISIBLE LASER LIGHT. Warning Post shall be fixed 40 cm at the sides of the cable path at a span of 250 meters with a fluorescent plate written on it Warning .Optical Fiber Cable with invisible Laser Light and contract no 2.3 As built drawings shall be submitted to the MOI showing all detected underground utilities of other governmental associations. It is contractor responsibility to make excavation of 1meter depth trench, lying of the buried cable, backfilling, and compaction of the soil after backfilling then Cleaning of the route after laying the cable must be done by the contractor just after the completion of the burying of the cable. It is contractor responsibility to avoid damaging of underground utilities of different governmental associations. It is contractor responsibilities to make insurance for utilities damages and his manpower injuries at all circumstances. Contractor must submit to MOI copies of insurance documentation issued for this project which is a mandatory. The duct optical fiber cable shall be pulled inside one of the 3 inner-ducts pulled inside MOC ducts using a tensile force calibrated Pulling Machine to avoid damage or cable fatigue (which is invisible after laying and testing of the cable but may deteriorate the lifetime of the cable where extra losses and cuts may immerge at later time). The other two empty sub-ducts shall be sealed by approved mechanical sealants. After signing the contract, the contractor shall conduct a route survey and report to MOI with details of condition of MOC ducts to be utilized. Route survey for buried cable shall be executed several times by using Metal detector to find out all existing utilities and show it in survey drawings for buried cable. All survey drawings of the project shall be submitted to MOI for approval and to get permission for executing the installation.

2.10 Fluorescent Red Posts shall be fixed over discovered utilities as a warning before installation of Direct Buried Cable 2.11 All underground utilities shall be exposed by manual excavation to avoid accidental damages of underground utilities. MOI Fiber Page 11 of 124

2.12 If the utilities depth is less than 1meter the buried cable shall be pulled underneath the Utilities inside PVC duct of 32mm diameter. 2.13 If the utilities depth is more than 1meter the buried cable shall be laid over the utilities. 2.14 The offer shall include clearing of blockages expected in MOC ducts if any. 2.15 Hand-holes and 2 ducts shall be installed inside the Radio and Television Transmitting Stations. Hand holes span shall be 150m maximum. The hand-holes shall be pre-cast type according to MOC standards. 2.16 Cable tags shall be provided and fixed to the fiber optic cable which shall carry a printed warning in both Arabic and English signify the presence of the cable, the type and number of fibers of the cable, Route name, and name of manufacturer, owner and the contract number for both Duct and Buried Cable. At Joints the Same tag shall be fixed with extra information Joint Number. 2.17 Inside MOC Manholes a slack coil of the cable of 3m shall be fixed properly to the wall of the Manhole or Hand hole. 2.18 At Joints there shall be a slack coil of 15m at each side of the joint fixed to the wall of the Manhole or the Hand-hole. 2.19 For buried cable when there is a joint a Hand hole shall be installed to fix properly a slack coil of the cable at each side of the joint of 15m. 2.20 Maximum length of the duct cable shall not exceed 3Km. 2.21 Maximum length of the buried cable shall not exceed 4Km. 2.22 The cable splicing shall be done for duct and direct buried cable by using direct buried and fully encapsulated water-tight cable splicing boxes. 2.23 Splicing shall be performed by using fully automatic splicing machine operating for both single-mode and multimode O.F.C. 2.24 The maximum allowable attenuation of a single splice is 0.1dB. 2.25 Inside MOI Complex and all Transmitting Stations indoor optical fiber cable shall be offered Armored / Fire Resistant Optical Fiber Cable Shall be offered which shall protect the optical fiber cable from fire and vertical pressure.

CHAPTER THREE ( 3 )
OPTICAL FIBER CABLE SPECIFICATIONS
SINGLE MODE FIBERS SPECIFICATIONS (Accordance with CCITT Rec. G652) The following specification is for cable not less than 24 single mode fibers Loose Tube optical fiber cable for both duct and direct buried cable: 3.1 Cable Specifications This specification covers the design requirements and performance standards for the supply of optical fiber cables as described below. The features described in this document are intended to provide information on the performance of the optical cable and aid in handling and installation. 3.1.1 Cable Description Dry-Core Loose Tube Optical Cables with 24 optical fibers. The color coded fibers shall be housed in multiple color coded plastic buffer tubes which are stranded around a dielectric central strength member. Dry water blocking tapes and yarns, wrapped around the core, provide protection against water ingress. These user friendly elements replace the sticky cable filling gel used in traditional loose tube cable designs. Aramid yarns, which provide additional tensile strength, shall be applied over the water blocking tape. The cable sheath shall be composed of a smooth Medium density polyethylene (MDPE) jacket with corrugated steel armor layer for rodent protection and additional MDPE jacket. Highly visible ripcords shall be placed under each jacket layer for quick sheath entry.

The Dry-Core Loose Tube cable represents advancement in loose tube cable technology through elimination of the sticky cable filling gels from the cable core improving cable handling and reducing cable preparation time. 3.1.2 Quality To meet ISO 9000 standards. 3.1.3 Reliability Both initial and periodic qualification testing shall be performed to assure the cable's performance and durability in the field environment. To meet industry standards organizations such as Bell Communications Research (Bellcore), Telecommunications Industry Association (TIA), Insulated Cable Engineers Association (ICEA), International Telecommunications Union (ITU), International Electrotechnical Commission (IEC), American Society for Testing and Materials (ASTM), Rural Utilities Service (RUS), and The Institute of Electrical and Electronics Engineers (IEEE). 3.2 Cable Design 3.2.1 General The Dry-Core Loose Tube Optical Cables shall utilize Reverse Oscillating Lay (ROL) of the buffer tubes within a dry water blocked core to allow the cable quick and clean cable entry in either end or mid-span access. The cable style shall come in two different sheath constructions designed for various outside plant applications and installation techniques.

3.2.1.1

Dual Jacket-Armored The cable shall be Dual Jacket-Armored Sheath Loose Tube cable including a corrugated steel armor layer between two MDPE jackets. This cable construction shall provide the necessary rodent protection and added compressive strength required for direct buried applications.

3.2.2

Fiber Types The following fiber types are available in this cable design. Please refer to the appropriate fiber specification document for details on fiber design and performance. 3.2.3

Optical Fiber Color Code A UV acrylate coated fibers shall be color coded with highly distinguishable, vibrant colors according to the following table. All colors shall meet Munsell standards as specified in TIA-359 and TIA-598.

3.2.4

Buffer Tubes The Fibers shall be housed in groups of 6 or 12 within gel-filled buffer tubes. The tubes, shall be manufactured with industry standard polybutelene terathylate (PBT), shall be colored for easy identification according to the scheme shown above. Water blocking gel shall fill each tube to prevent migration of water through the tube. Industry standard tools and practices shall be used to enter the buffer tubes.

The buffer tubes shall be stranded around the Central Strength Member utilizing Reverse Oscillating Lay (ROL), also known as SZ. SZ or ROL stranding wraps the tubes in one direction for several turns, then in the other direction, and so forth. This technique provides transition points that lend to easy mid-span access of a single buffer tube. Blank fillers shall be used as necessary to maintain a circular cable structure.

3.2.5

Central Strength Member The central strength member shall be made of a Fiberglass Reinforced Plastic (FRP). The FRP rod is most popular because of its all-dielectric properties, thus not requiring grounding. The FRP rod shall provide both tensile and antibuckling strength to the cable.

3.2.6

Cable Water Blocking The interstices between the buffer tubes and the jacket layers shall be protected from water intrusion by a combination of dry water blocking yarns and tapes. These dry materials shall be easily removed from the core during cable preparation without the use of cable cleaning solvents.

3.2.7

Additional Strength Elements In addition to the FRP central strength member, aramid yarns shall be helically applied over the cable core to provide additional tensile strength to the cable.

3.2.8 3.2.8.1

Cable Sheath All-Dielectric A black medium density polyethylene (MDPE) jacket shall be extruded over the cable core as the sheath. Two durable, highly visible ripcords shall be placed under the jacket approximately 180 apart to aid in sheath removal.

3.2.8.2

Dual Jacket-Armored This armored cable's sheath shall consist of an inner medium density polyethylene (MDPE) jacket extruded over the cable core. Two highly visible ripcords shall be placed under the jacket to aid in sheath removal. A co-polymer coated steel tape shall be corrugated and wrapped around the inner jacket. This steel armor shall provide additional cable compression strength and rodent protection. The armor shall be covered with an outer black MDPE jacket. A ripcord is also placed underneath the armor for easy outer jacket removal.

Testing & Inspection The optical properties of all fibers shall be measured before cable manufacturing and shall remain traceable throughout the manufacturing process and the lifetime of the cable. After cabling, 100% of all fibers in each length of cable shall be measured with bidirectional OTDR at all operating wavelengths. The attenuation for each fiber shall be recorded. Cable dimensional measurements shall also be made at final inspection and recorded.

3.5

Packaging & Shipping Cable shall be supplied in lengths specified at the time of purchase. Each length will be shipped on a separate non-returnable wooden reel. The minimum barrel diameter of the reel will not be less than 30 times the cable diameter. The cable on each reel shall be completely covered with several layers of plastic wrap. This wrap shall provide excellent protection to cables against moisture during transport or storage. The cable ends shall be sealed with plastic protection to prevent water penetration and the escape of water blocking gel. The ends shall be easily accessible for testing. Each reel shall be marked with Manufacturer name Item Part No., cable type, fiber count, date of manufacture, and cable length on reel. A final inspection test report with attenuation performance data for each fiber shall be attached to the reel, and provided via mail to MOI.

3.6

Warranty The cables manufacturer shall expressly warrants that all cables furnished shall conform to all specifications and appropriate standards manufactured under and will be new and free from defects in material or workmanship for a period of 36 months from invoice date. The Manufacturer conforms that all products will conform to specifications provided and that all goods will be adequately and as agreed contained, packaged, marked, and labeled. The Manufacturer shall agree to place or correct defects of any goods or services not

conforming to the foregoing warranty promptly, without expense to its Customers, when notified of such nonconformity by MOI.

3.7

Optical Fiber Specifications 3.7.1 General This specification covers the design requirements and performance standards for the required optical fiber. The features described in this document are intended to provide information on the required fiber performance of the optical fiber and aid in handling and use. 3.7.1.1 Fiber Description The standard Single-Mode (SM) optical fiber shall be a step index, dispersion unshifted fiber with a glass core, glass cladding and dual acrylate protective coatings. The fiber shall be optimized for operation at both 1310 and 1550 nm transmission windows. It shall be fully compatible with commercially available splicing and connector products and shall be spliced to other commercially available SM fibers. SM fiber is ideal for long haul, telephone, video or data networks. 3.7.1.2 Quality The Manufacturer shall ensure a continuing level of quality in the optical fiber products through multiple programs including ISO 9000. 3.7.1.3 Reliability The Manufacturer shall ensure the product reliability through rigorous qualification testing of each product family to meet or exceed industry standards. Both initial and periodic qualification testing shall be performed to assure the fiber's performance and durability in the field environment.

Fiber Design General The step index glass fibers shall be coated with dual acrylate protective coatings to provide the necessary bending and tensile strength required for handling in the field and to ensure maximum fiber lifetime through increased reliability. Transmission Equipment
Overview & Introduction The bidder shall propose new Hybrid MSTP Backbone Fiber Transmission Network which compose of NGSDH(next generation SDH) and MPLS-TP(multi protocol label switch transport profile) dual transport planes. The following requirements features, and specifications shall be met this items. The bidder shall propose a fiber optic transmission network and equipment to obtain a single or dual fully protected dual ring self healing fiber optic transmission system for all Forward and Reverse Radio & TV services in addition to all supporting services. The bidder shall proposed a STM-64+10GE level multifunction Broadband Node Equipment which can provide high-speed, large capacity information transmission, and is adaptive to the requirement of backbone networks, local networks and Metropolitan Area Networks now and in the future. The bidder shall propose and supply a single fiber optic network building or new network using free fiber from the existing fiber optic cable delivered in phase I of the fiber network to carry all forward and reverse Radio and TV traffic between MOI complex dual stream MCCTV and MCCR and MOI Stations and sites two separate systems ( streams ). The proposed Hybrid MSTP network shall be dimensioned to allow insertion of Reverse Live TV Traffic from various locations in Kuwait. The Reverse Traffic shall be inserted at the MOI Station Ring Nodes and interfaced into the Network ADM equipment Nodes to be part of the Ring Traffic to achieve protection of the Reverse Traffic Path on the Network Ring.

The bidder shall transport and distribute all the Radio and TV traffic utilizing the free fibers to have a protection structure of the optical transmission network. The bidder shall propose and supply single unified NMS application building of the project to manage the SDH optical and primary multiplexers. The Hybrid MSTP Network NMS shall become part of the Centralized Unified Umbrella Management System UMS. The bidder shall supply optical power budget calculation showing the operation of the optical equipment over each span of optical segment in each direction. For the bidder shall propose upgrade or new backbone ring TM and ADM nodes Hybrid MSTP with STM-64 and 10GE optical transmission equipment that is in dual direction self healing STM-64 ring. Each node on the fiber ring side shall be equipped with suitable or separate cards in each direction The resulting network shall form a unified backbone or dual fiber ring with TDM and packet dual plane. For the bidder for the Live Events Sites, shall propose an Hybrid MSTP transmission connected to the nearest node on the fiber ring, the Hybrid MSTP equipment shall be protected cards in each direction. The bidder can use the free fiber from radio network part one to complete routes design for second part Kuwait television network or radio and TV the two parts is completely separated as equipment depend in the design. The proposed Hybrid MSTP transmission equipment shall be flexible and upgradeable and based on a modular design. The proposed Hybrid MSTP equipment shall be functions as TM, ADM and REG by modifying settings at the NMS.

The proposed Hybrid MSTP transmission equipment shall include equipment and network protection enhancing the reliability and stability of the system. The bidder shall propose 1+1 hot standby protection for the Clock, Cross Connect, and Power. All the service boards shall have 1: N protection for optical and electrical interfaces. The network protection function shall include multiplex section protection, sub-network connection protection ,LSP 1+1 Protection PW 1+1 protection and dual node interconnection protection. The proposed Hybrid MSTP equipment system shall be MSTP and MPLS-TP based supporting 10M/100M/ 1000M adaptive Ethernet interfaces and layer-2 switching, 1-gigabit Ethernet interface and10gigabit Ethernet interfaces. All the newly proposed equipment must be fully managed and controlled from unified NMS application capable to fully manage all the project for supporting and unified Hybrid MSTP and primary multiplexers in the network carrying the TV traffic between, MCCTV, and all nodes in the network. The proposed equipment must have dual power supply. The proposed equipment must have dual Control and Processing Boards. The Proposed equipment must have Dual Fan Module each with a minimum of 2 Fans. The proposed equipment must have Dual Clocking and Digital Cross Connect Boards engines. The proposed equipment must have 200 Gbps for TDM and 160 Gbps for packet switching capacity . The proposed equipment must have a minimum of 8 STM-64 fiber transmission directions.

The equipment shall be capable of transporting both circuit based TDM traffic as well as packet based data traffic on one single platform. It shall be capable of grooming traffic from Ethernet, ATM, SAN and TDM. All the proposed Hybrid MSTP equipment should support multiple services such as PDH, SDH, Ethernet, RPR, ATM and SAN in a single platform. The equipment shall have capability to support diverse interfaces such as E1, E3/ DS3, E4/STM-1e, 10/100BaseT/Fx Ethernet, Gigabit Ethernet, 10Gigabit Ethernet, SAN (FC/FICON/ ESCON), ATM E3/STM-1/STM-4), STM-1 (o), STM-4, STM-16, STM64 and Microwave in a single platform. The proposed Optical transmission system shall be based on next generation SDH (NG-SDH) system and have efficient packet transmission capacity for the rings, sub-rings and end to end links indicated in the routing configuration section under General Information clause. Network management system should be able to manage all the types of equipment and associated systems such as SDH, NG-SDH (ASON), C/DWDM, Microwave and PTN systems specified in this bidding document. All the proposed NE should be upgradeable to ASON intelligence features just through the software upgrade according to ITU-T G.807/G.8080 framework standard. The evolvement should be smooth without replacing the existed NGSDH hardware system with non-traffic affecting manner.

Service Interfaces The proposed equipment shall have the ability to process multiple lines of ECCs, fully satisfying the requirements for complex networking, supporting complex network topologies, such as linear, ring, hinge, ring with chain, tangent ring and crossing ring, at levels of STM-1/STM-4/STM-16/STM-64. The Proposed equipment shall offer versatile service interfaces: STM-64/STM-16/STM-4/STM-1 optical interfaces; STM-1, E3/T3, E1/T1 (support framing processing) electrical interfaces; POS interface, ATM interface, FE/GE Ethernet interfaces and SAN interface. Cross Connect In the proposed Hybrid MSTP equipment system, the cross-connect capability of single sub-rack is 12801280, or equivalent to that of VC-4. The ports of the service cross-connect board of the proposed SDH equipment fall into two types. One is the part that is directly connected to the service interface, and the other is extension function. SDH Network Management System (NMS) The bidder shall propose and supply a single unified NMS application building for the project to manage all the new Hybrid MSTP optical and primary multiplexers in single and unified optical network. All the newly proposed equipment must be fully managed and controlled from single unified NMS Application capable to fully manage all the new system of the project for supporting a single and unified Hybrid MSTP and primary multiplexers in the network carry the Radio and TV traffic between MCCR, MCCTV and all nodes in the network. Simple collecting and correlating alarms information is not acceptable. The bidder must submit in his proposal existing installation references showing he has supplied similar NMS managing all the same Hybrid MSTP and primary equipment on the MOI network and must be ready at his own expenses and based on MOI request to demonstrate at the reference site the functionally of his proposed NMS to a team of MOI engineers. Codecs System
General Requirement The following specifies the minimum CODECS system the bidder must comply with. The bidder must propose new latest technology Codecs system and NMS. All the equipment must be supplied from a well known US or European Manufacturer Company specialized in the Video and Audio systems complying with international DVB standard and support HD and all IP architecture. The encoding and decoding systems must be deployed in different device rooms of the MOI center. 5.1.1 The Radio & TV Broadcast Codecs shall be centralized each in its Head End forming a stream interfaced and integrated into the MOI upgraded Fiber Optic Transmission network equipment to transport all the Forward and Reverse TV & Radio Broadcast Channels. 5.1.2 All the Forward TV & Radio Broadcast Channels from MOI Complex MCCTV and MCCR shall be separately and carried as dual stream per Head End made available simultaneously at all the MOI Transmitter stations for drop and inserts of the required services. 5.1.3 All the Reverse TV Broadcast Channels from remote sites must shall be multiplexed at the MOI in new Nodes and carried as an single stream per Head End made available simultaneously at the MOI MCCTV(in 14 floor ) for drop and inserts of the required services for interface back into the system. 5.1.4 The bidder must propose Radio & TV Codecs for the MOI Center & Remotes to interface to the Hybrid MSTP Transmission Network. The proposed codecs system Shall Allow to transport all contents at SD- SDI /HD-SDI baseband speeds and use all IP architecture with GE IP outgoing port that connects to Hybrid MSTP network for transmitting signal. 5.1.5 The bidder must propose Codecs flexible to support a variety of MOI formats and interfaces such as Video PAL B, and SDI for SD & HD, and Audio balanced analog & AES/EBU Digital Audio, SDI Embedded Audio and seperate. 5.1.6 The bidder shall propose front conversion section allowing the Codecs system to deal with the various input formats available at MOI. 5.1.7 The bidder shall offer Codecs or the following Forward & Reverse Radio & TV Channels. 5.1.8 The SD and HD video signals shall be allowed to be transported at SDI baseband speed or selectively encoded according to MOI requirement. 5.1.9 Each Audio shall be encoded at a minimum rate of 384 kbps 5.1.10 All TV and Radio channels shall be simultaneously transmitted to each node and shall be accessible at each station based on all IP architecture. 5.1.11 The proposed system to be directly upgradeable allowing additional channels to the system by adding more hardware boxes which are managed from the Codecs NMS and UMS. 5.1.12 All forward channels codecs only must be configured with 1:1 redundancy featuring auto-switch over between the main and backup per channel codecs. This protection scheme shall be implemented for the codecs at the Head Ends located in Main center, the codecs located at the backup center, and the codecs located at MOI remote station. The protection scheme shall allow the remote MOI station to switch over to protection equipment upon detection of fault in the operational head ends. 5.1.13 The codecs located at head end system located at the Main MOI Center shall be duplicated at the Disaster Recovery (DRS) Center. Both Centers shall be able to independently handle the entire MOI operation such that the DRS is able to replace the Main Center in case of Disaster. 5.1.14 The 1:1 Redundancy of the Codecs and Auto-switch over shall be totally from the Main Center (the DRS will not be used to backup per channel wise protection) which is in operation and normally unless the total operation has shifted to the DRS in case of disaster. 5.1.15 All the Radio and TV channels shall be available at all and each MOI station on the SDH Network Node . 5.1.16 Each Transmitting station shall be able to decode all the channels individually and simultaneously. 5.1.17 All Reverse traffic shall be connected at the MOI Stations Nodes and terminated at MCCTV SDH Node. Each Reverse site shall be supplied with encoding system. The reverse decoders shall be configured with the the programs number. The Selection of incoming program shall be from the Codecs NMS or Front Panel. 5.1.18 The bidder shall supply a single Codecs NMS to monitor and control the Codecs network, quickly identify problems, control devices and analyze network performance. The NMS must fully manage all the supplied encoders, decoders, and any additional future hardware added to the Codecs. Codecs Network Management System (NMS) 5.3.1 The bidder shall propose and supply a Codecs Automated NMS to manage, monitor and control the Codecs systems located in the network. The NMS shall quickly identify problems, control devices and analyze network performance. The Codecs NMS must manage all the supplied encoders, decoders, One client station shall be proposed with the management server. 5.3.2 The proposed NMS shall be Interfaced and Integrated with the Umbrella Management System UMS to obtain a Unified overall Management system. 5.3.3 All the devices must be monitored and controlled through windows-type GUI layouts to make managing the Codecs network as straightforward as pointing to an onscreen object and clicking. 5.3.4 The network management system shall provide automation management capabilities option and generate comprehensive reports using a report generator. The Management System shall be able to manage virtually any type of new equipment that can be added at any time. 5.3.5 The NMS shall provide a complete, easy to learn and use network management system. User capabilities must be configurable. Windows-type layouts shall be used for all control and management of units within the system, making the system user friEndly by pointing to a device on the screen to fully manage and monitor it. 5.3.6 The NMS shall use a GUI for the network management interface, operators shall be able to quickly identify and fix network faults; setup and change device configurations, and analyze network performance. 5.3.7 The NMS architecture shall permit management of one or more of serial devices (RS-232, RS-422, Rj45 ), contact closure equipment, analog devices, and Ethernet (SNMP, TCP/IP). Device drivers shall easily be created, to allow support for new equipment to be added at any time. 5.3.8 The NMS shall have a centralized architecture comprised of software modules . Each module shall perform a specific function, reducing processing workload and enhancing response time. 5.3.9 The NMS shall be a client/server & Browser/server system with several computer programs that exchange information and communicate with each other. These programs may be positioned in any number of ways, allowing virtually any configuration of equipment and computer networks. 5.3.10 Adding, reconfiguring, or removing services and/ or equipment should be fast, easy, and error-free with NMS. Templates, wizards, consolidated data views and powerful cut-and-paste functions should be available for both the service and system modifications. 5.3.11 The management system must allow remote configuration of all the operative parameters of the equipments in the Head-end via a GUI. Primary Multiplexer System
6.1 The bidder shall propose a Multiplexer meeting the following minimum requirements and specifications. Each remote MOI station must receive up to 30 Telephone Lines and 2Mbps data in addition to as required Telemetry channels. 6.2 6.3 6.4 6.5 6.6 6.7 6.8 6.9 The primary mux shall be highly modular and provides a wide variety of interfaces that make it suitable for any network design. The bidder shall propose flexible and modular primary multiplexer equipment allowing local Telephony and IP Data services to be sent on transmission network. The primary mux shall be able to combine various digital access interfaces into E1 lines for convenient transport and switching. The output of the multiplexer shall be as a minimum a of 4 E1 / T1 line, with full flexibility of time slot interchange for all incoming lines. The multiplexer shall be connected over copper or fiber optical plug-in module, which can be used to aggregate up to 4 E1 channels to single fiber optical interface to connect with the transmission network. 6.10 The central primary mux shall have a capacity for 12 single slots. 6.11 All interface cards and controller cards shall be able to work in both center and remote mux. 6.12 The multiplexer shall have a full cross-connect and can act as a mini Digital Access Cross Connect. This means that one or more of the telephone ports can be used as a Drop & Insert function with fractional E1/T1 lines, which can be muxed into a full E1/T1 line.

6.14 The primary mux shall have local control and diagnostics by using an external LCD display and keypads in addition to ability to using a terminal connected to the console port. The primary mux must support an in-band management channel with GUI available. Power Equipment 9. General Requirement

The bidder shall propose DC and AC power supply equipment with 4 hours backup batteries. The bidder shall submit DC and AC power budget showing sufficiency of supply and backup time for each station. The bidder shall show sufficiency when operating from the power supply, when operating from the battery backup, when batteries are drained and the power system has to supply the equipment and charge the batteries at the same time. 9.1 DC Power General Requirement a) DC power systems shall be complete with all rectifiers, power distribution planes, circuit breakers, low-voltage disconnect panels, ground bus, metering, alarms, and batteries. And the system should have the ability to configure 50A
rectifiers and have the capacity of 200A (4 rectifier) so as to meet the expansion requirement.

b) All rectifiers shall be redundant, and configured for load sharing. c) The rectifiers shall provide DC power for powering the station equipment and for charging the station battery. d) All DC power systems shall be nominal -48 VDC. If other voltages or polarity are required, they shall be supplied by DC-to-DC converters operating from the main -48 VDC power system If DC- to-DC converters are required, they shall be redundant and load sharing. 9.2 DC System Design: The design of DC power systems shall be based on the following criteria a) All of the rectifiers in each system shall be identical in manufacturer, model, and ampere output capacity. b) The number of rectifiers in a power system shall be determined by the total load, the output capacity of the tenderer rectifier, equipment and the redundancy MOI Fiber Page 73 of 124

configuration. All systems shall utilize a minimum of two rectifiers. c) The output capacity of the rectifiers shall be sufficient to simultaneously power the station equipment and to recharge the station battery. d) In a 2 - rectifier redundancy configuration, anyone of the two rectifiers shall be rated for the full initial load plus a reserve of at least 50% current capacity. e) Rectifiers shall operate in the load sharing mode, and load sharing shall be balanced within 10% of the appropriate load share during normal operation. f) Rectifiers shall be modular for easy replacement. It shall be convenient to increase the rectifier capacity of the power system by adding modular units g) A minimum of 8 hours of reserve battery time shall be provided for all sites, based on the initial load plus an additional 50% future load. 9.3 Rectifier Design: The power systems shall include redundant rectifiers for high reliability. The rectifiers shall provide the following design features: a) Rectifiers shall be switch mode high - efficiency type. b) Power systems shall use a front - access modular rectifier concept with multiple parallel rectifiers for high reliability c) Rectifiers shall be easily replaceable using plug - in construction where possible. It shall be possible to remove any rectifier from service and install a replacement rectifier safely and easily, and without switching off the power system. d) Rectifiers shall include individual metering of' voltage and load current for each unit, either by means of metering on each unit, or by common metering and a multiposition selector switch. e) Each rectifier shall have in-put and output circuit breakers. f) Rectifiers shall be equipped with current output limiting at nominal 105% load, automatic shutdown on over-voltage, and thermal protection shutdown with automatic reset at safe temperature. 9.4 Rectifier performance: Rectifier shall meet the following performance specifications: a) Input A.C power shall be nominal (240 VAC + 20%, 50 Hz. +l0%). b) Output DC voltage shall be adjustable over the range from - 44 to -56 VDC (positive ground). c) Rectifier efficiency shall be at least 96% at the conditions of 240 VAC input voltage over the load range from 50% to 95% of rated load. d) Rectifier power factor shall be at least 95% over the load range from 50% to 100% of rated load. e) Out-put voltage regulation shall be within + 0. 5% from no - load to full - load at nominal AC line voltage. f) Rectifiers shall be battery - eliminator design with built -in filtering. Filtering shall provide output electrical noise less than 26 dBrnc measured with a resistive load, and less than 250 m V p-p measured from DC to 100 MHZ. g) Rectifiers shall withstand an input surge of up to 1000 volts with 0.05 nano seconds rise time and 50 micro seconds pulse width. h) Cooling shall be by natural convection. i) Rectifier MTBF shall be at least 500,000 hours. j) Rectifiers shall be listed and approved by a recognized international organization such as US Underwriters laboratory or VDE. k) The operating temperature range of the rectifier should be -40 to 75 and at 55,
the rectifier should be able to run with full load.

l) Rectifiers should operate in parallel and distribute loads proportionally. The unbalance of load sharing should be less than 3% of the rated output current. When an abnormity occurs to one rectifier unit, system should work normally. m) Rectifier module should have the soft-start function, soft start time (the time of DC output voltage from starting up to climbing to the nominal value) can be determined by user requirements, usually 3s~8s. 9.5 Rectifier indicator Rectifiers or rectifier shelves shall provide indications, alarms, and test points for the following conditions: a) AC input power on indicator b) DC output power on indicator. c) DC output current limit indicator and alarm. d) High DC voltage shutdown indicator and alarm. e) Rectifier fail indicator and alarm. f) Front panel test points for connection of a precision digital DC voltmeter. 9.6 Power distribution panel: The power system shall include a DC distribution panel with the necessary circuit breakers, ground bars, metering, and control circuitry. Fuses shall not be used for circuit protection. The distribution panel shall provide the following features: a) The panel enclosure shall be metal, and shall have a hinged door for front access to the internal cabling. b) All circuit breakers shall be protected against accidental tripping by personnel working near the equipment. Breakers shall be recessed or behind a protective cover so that a deliberate action must be taken to switch a breaker off. c) It shall be possible to add circuit breakers to the panel safely and easily, and without switching off the station load d) The power distribution panel shall have mounting spaces for at least 25% greater than the number of initially installed breakers e) All breakers shall be clearly labeled with the type of load, and with the rating of the breaker f) All redundant equipment shall be supplied by two separate circuit breakers g) All DC power wiring from the power distribution panel to the equipment shall utilize red insulated wires to identify negative voltages (hot), and black insulated wires to identify positive voltages (ground) h) Metering shall indicate the output voltage amid total station load i) The panel shall provide ample sized openings for entrance of cables, and internal space for bending of conductors and connection to circuit breakers. Cables shall be supported inside the cabinet on cable brackets, so that they do not put stress on circuit breakers or terminals j) All tins plates arid circuit breaker connections shall be made of copper. DC bus plates shall be inside the cabinet and protected by doors or covers to prevent accidental shorting or grounding or injury to personnel. k) DC output distribution should support the function of anti battery reverse connection.

9.7 Low - voltage disconnect: Each power system shall include a low - voltage disconnect (LVD) device designed to protect batteries from damage when AC power remains off for more than the reserve time of the battery plant. a) The LVD device shall sense the battery voltage, and open the battery circuit when the battery discharges to a preset voltage. The preset operating voltage shall be adjustable over a range which includes the manufacturer's recommended discharged battery cell voltage. Typical maximum discharged battery voltage and operating voltage of the LVD shall be - 42 VDC. b) The LVD relay shall be connected in series with the battery, and not in series with the station load. Any failure of the LVD device or- false operation of the disconnect relay shall not disconnect the station load c) The LVD relay shall be rated for at least 150% of the designed ultimate load of the power system d) It shall be possible to adjust and test the LVD device without disconnecting the battery or station load. e) The LVD shall sense the restored voltage during recharge, and shall automatically reconnect the battery to the system. f DC output distribution should have load low voltage disconnection branches
including two 100A circuit breakers and battery low voltage disconnection branches including two 63A circuit breaker in condition of cut off twice, two 32A circuit breaker and two 16A circuit breakers in condition of cut off once

9.8 Battery Disconnect Breaker: The power system shall include a battery disconnect breaker in series with the negative (hot) side of the station battery. The breaker shall be used for disconnecting the battery from the system for maintenance, and shall also protect the battery from damage due to any accidental short circuit in the power panel. 9.9 Battery Equalization: It is required by the battery plant, an automatic battery equalization system shall be provided as part of the power system. The equalization system shall be compatible with the battery plant, and programmable within the ranges of equalization recommended by the battery manufacturer. MOI Fiber Page 77 of 124

9.10Battery Type: Batteries shall be the sealed maintenance - free type. Ventilation of the room where batteries are installed shall not be required. batteries shall be 10 years minimum. The designed service life of

Batteries may be stacked using built - in rails, placed side - by - side, or mounted in a heavy duty steel battery rack according to the manufacturer's recommended installation methods.

All batteries shall be securely clamped or held in place, so that a battery cannot be accidently dislodged or moved causing shorts and/ or damage to the battery terminals, connector plates, or connecting cables. All battery racks shall be securely bolted to the floor. 9.12Battery Cabling: Battery cables shall be properly sized for the rated load of battery plant All cables shall be insulated stranded copper conductors cables shall be installed in a manner that does not place stress on battery terminals and power panel connection. All cable terminals shall be crimp - on type and shall be installed using correct tools, terminal sizes, and die sizes 9.13Conductor Protection:
All conductors , battery terminals, cable terminals, connector plates , arid hardware shall be thoroughly protected against accidental contact or shorting by the installation of removable battery covers , plastic guards or similar protectors.

9.14UPS Power System Specification 1) An uninterrupted power system (UPS) shall be supplied to feed all AC equipment in the MOI. The proposed UPS should be suitable for ideal power supply for file server, enterprise server, computer, hub, telecom equipment and other devices demanding high-quality power protection. The power capacity of the proposed UPS must be sufficient to power the equipment from a state of full battery drainage. The bidder must submit the power calculation to support this. 2) The proposed UPS must features digitalization, full high frequency, line-interaction, intelligence and network-orientation. It adopts state-of-the-art DSP (Digital Signal Processing), APFC (Active Power Factor Correction) and IGBT (Insulated Gate Bipolar Transistor) modules. The power conversion part must use the double conversion circuit and the real time sampling DSP controlled circuit to power the MOI Fiber Page 78 of 124

loads uninterruptedly. 3) The UPS must feature Line-interactive double conversion design, DSP technology and advanced APLL (Advanced Phase Lock Loop) to solve problems such as power failure, voltage drop, voltage surge, continuous under-voltage, continuous over-voltage, frequency fluctuation, power supply interference, switch instant changes and harmonic distortion. Wide input voltage reduces the number of battery usage, thereby prolonging the battery lifespan. 4) The UPS must feature battery discharging and termination protection voltage which can be automatically adjusted according to the loads, which prolongs the battery lifespan. 5) The UPS must feature input rectifier adopting BOOST circuit of APFC, making the input power factor reach 0.99, to enhanced the power efficiency and avoided harmonic interference to the grid. 6) The UPS must feature embedded CPU able to automatically adjust the running speed of the fan according to the internal temperature and output power to lower the noise and prolong the battery lifespan and save energy. 7) The UPS must feature Line-interactive double conversion design. No matter the mains supply is normal no not, the loads are powered by UPS inverter. 8) The UPS must feature Self-diagnosis offering complete fault self-diagnosis and communication function, which is convenient for maintenance and repair. 9) The bidder shall propose a UPS Power Management and Monitoring application at the center to monitor all the UPSs in the network. UMBRELLA MANAGEMENT SYSTEM (UMS) Introduction
This specification refers to the operational and technical requirements for a Unified Umbrella Management System to Manage, Monitoring and Control all new sub-systems NMS and SNMP Devices. The UMS shall be composed of a main and backup system. The UMS shall be installed at primary and backup locations at MOI Center and has to be seen as an integral part of the MOI Network Systems being developed to obtain a Unified Fiber Network and Applications Service related to the MOI project. The UMS shall be an Infrastructure Intelligence Solution that provides real-time and historical views of network performance and availability statistics. It shall provide detailed monitoring and analysis of all network infrastructure including, SDH, Codecs, Routers, Switches, UPS, Servers and any other SNMP-enabled devices resulting in a dashboard view of how the network is performing. Objective The primary objective of the central Umbrella Management System (UMS) is to provide continuous monitoring of all the Communication & Broadcast Systems and related technical equipment at MOI. The UMS shall be able to show hazardous situations affecting several systems at the same time and shall reduce the time to bring the situation back to normal condition. The UMS shall be located in a room connected to both MOI Main and DRS Center and remote site allowing unifying the operations and supporting in one location. The Operations Center shall house the UMS servers and workstation of off the UMS and other technical systems and sub-systems of the project. The bidder shall proposal a UMS as per the following requirement in detail. UMS shall be a customer oriented cross technology multi domain network management system.

UMS integrates existing network management systems as subnetwork manager The UMS shall provide integration with dedicated NMS of all subsystems and utilize SNMP integration of devices. An interface between the UMS and the NMS of the application subsystem NMS/s shall allow: To switch the complete UMS into the NMS/s in case the UMS will be unattended. To integrate and interchange information between the Network Transmission NMS, the Codecs NMS, the Cable Management NMS,, the Maximo Assets Management System, the Content Monitoring NMS, the Disaster Recovery NMS, The Power Systems NMS, and all other subsystems without NMS via device SNMP for management and monitoring tools. The UMS shall be of a modular design to meet flexibility and future expansion requirements.

General Requirements
UMS shall be one unique Hardware- and Software Platform for managing different sub-network managers with:

One entry point to all network applications One service view across all technologies Fault analysis on service level Alarm status of network domains and mapping to services Cross technology End-to-End routing Service Administration.
UMS shall provide the means for the Technical Supervisor to tactically manage the communication systems. UMS shall support not only systems within the MOI but also remote location equipment. UMS shall allow checking of the operational status of each equipment giving a global view of all communication systems and the interaction of system errors. Data logging shall be continuous (24h).

UMS shall consist of appropriate technical means for collecting preprocessed information from the appropriate Management Systems. Note: Each managed system should have its dedicated monitoring and control system through which the UMS shall interact. UMS shall comprise equipment and software, which supervises all the managed systems. UMS shall be designed to allow changes both to equipment and to working practices without major upheaval. UMS shall be capable of the following functions:

Status monitoring Parameter setting System control Logging and statistics.


UMS shall provide access to fault analysis and diagnostic facilities resident in the various systems to be managed. It shall be possible to manually impose transitions in system status via UMS. Failure of UMS shall not cause any interruption to the operation of any system. UMS shall carry out centralized collection, storage and presentation of each system status and performance information. UMS processing system shall act as a supervisor: it receives the status and fault indications from the dedicated Management Systems and shall convert these indications into status messages, which it shall present in a synoptic form. UMS shall enable one single operator (Technical Supervisor) to supervise the operation of all the communication systems. UMS facilities shall be provided to support the Technical Supervisor and, to a limited extent, the Operational Supervisor of other systems. UMS shall provide monitoring capabilities in offices outside the operational/technical environment. All UMS technical and operational roles shall have access to all monitored data and monitoring facilities available within their configuration. For the purposes of control the capabilities of the UMS shall be grouped into technical capabilities and operational capabilities. Technical and operational capabilities shall be allocated to UMS user workstations with:

UMS shall consist of a main and a backup system. The UMS, which shall be installed in the Communication Management Centre of the MOI, shall comprise at least:

A LAN, on which all dedicated UMS systems of the various operational systems are connected; A processing system and storage medium to perform the monitoring and control functions; A communication unit with interfaces for the monitoring and control of systems not equipped with a dedicated Management system;

One or more UMS workstation with large high-definition color flat screens; A distribution system for monitoring with standard high-definition displays; A disc subsystem for logging; One hard-copy printers.
The UMS shall use Simple Network Management Protocol (SNMP) to retrieve data on each managed system. In the case of SNMP being not available for a system to be managed, a relevant communications interface that includes an SNMP agent (proxy agent) shall be used. Self-testing and sufficient protection shall be designed into the UMS to prevent any fault to affect the monitored equipment. The UMS shall be driven by the Central Clock System.

Access security Requirements


UMS shall enable a System Administrator function to manage the security features of the systems. UMS shall provide the System Administrator with access privileges to all aspects of the systems under his control. The System Administrator shall have the facility for generating audit reports. The access rights of the UMS over the monitored and controlled equipment and data items shall be predetermined on a role basis. Alarm acknowledging and other interventions into the system shall require that the operator logs-in with a password in order to protect the system against unauthorized manipulations.

Status Monitoring Requirements


UMS shall monitor the status of all systems connected to it either via a dedicated Management System or directly. UMS shall provide an indication of the status of identifiable elements (e.g. a computer) within the systems. UMS shall display alerts/alarms to indicate changes in equipment status. An audio alarm shall be provided at the Technical Supervisor (UMS supervisor) position to indicate relevant status changes. Alerts shall be used to indicate reduction in equipment performance below adaptable, predefined levels.

The status of the systems/elements shall be presented at UMS in accordance with the status of the dedicated UMS facilities.

Parameter Setting Requirements


UMS shall allow changing operational on-line parameters of the Management systems without need of system shutdown. UMS shall allow changing technical on-line parameters of the systems under its control without need of system shutdown The definition of on-line versus off-line parameters shall be determined in close co-operation with the users and the various system providers.

System Control Requirements


UMS shall provide the Technical Supervisor with a method for controlling the managed systems in accordance with the capabilities of their dedicated NMS facilities. UMS shall provide manual control of the managed systems. Commands shall be provided to individually enable/disable output to the screen, printer, audible alarm and history log. The system shall refuse to disable a history log. Commands shall be provided to build up batch files, which contain several normal commands, which may be selected by a single action. UMS shall maintain a continuous "real time quality control" of all system elements and parameters, according to the monitoring and control capabilities of the systems supervised.

Logging, Printing & Statistics Requirements


UMS shall output the audit log of all actions of the System Administrator. Any attempts to log-on as a System Administrator shall be logged. UMS shall provide statistics on reliability, availability, failures, line load, CPU load, etc. UMS shall maintain a record of all major equipment status parameters, equipment failure(s), the equipment configuration and a log of all significant events and changes which affect the equipment. UMS shall provide upon request, the Technical Supervisor with details of the last X events in the systems (X being a system parameter and to be set online. At the beginning it shall be set to 10,000). All events exceeding the memory shall be archived on DVD. UMS shall log all Technical Supervisor commands.

A System log shall be provided which presents the last stamped status reports (including faults) for all the systems. The information to be logged by UMS shall comprise the status information received, control actions taken and Technical Supervisor alert/alarm acknowledgements. Relevant information shall be logged in such a way that it can be used for technical statistic purposes. The capability shall be provided to record the logging for a period of 2 year without human intervention. Facilities to extract logged data to another medium shall be provided. Facilities to extract logged data to another medium shall be provided on graphical basis including a system to retrieve data from the archive. A history log of all manual actions, failure events, system status changes shall be kept. Any information added to the history log shall be output immediately to a printer. The selected contents of the history log can be output on a selected printer at any time, by manual command. Recordings of the history log shall be made available for off-line permanent storage. Unless specified otherwise by the Technical Supervisor all logged status information, control actions and operator alert/alarm acknowledgements shall be printed on the UMS workstation printer(s). The information logged to the UMS workstation printer(s) shall be recorded. Repetitive messages which have a common cause shall be logged on the printer only once until the cause has been cleared or the resultant alert acknowledged. Alerts shall cause the printing of plain text messages, which indicate the event.

Human-Machine Interface Requirements


UMS shall also provide a Human Machine Interface (HMI) capable of supporting color graphics displays to the Technical Supervisor. UMS shall provide the Technical Supervisor with mimic displays, which show the status of the monitored systems. The system shall provide a context sensitive on line help.

It is important that the level of displayed information is matched to the requirements of the Technical Supervisor, with detailed information only presented when requested. UMS shall immediately warn the Technical Supervisor of any deviation from the specified operating capabilities of the equipment. Supervision and control of the systems shall be performed from a number of windows. Picture selection shall be fully menu-driven. The labels and blocks in each picture shall be denoted with physical and operational abbreviations and the UMS shall include an abbreviation dictionary giving the proper meaning of all abbreviations in plain language. The Technical Supervisor shall have the possibility to manually enter predefined events, which shall be processed as the automatic reported ones. The current time (as UTC) and the local time, provided by the Central Clock System (CCS), shall be displayed at the UMS in a digital hours, minutes, and seconds format. The CCS shall be delivered by the CONTRACTOR and shall be synchronized by GPS. In case of failure of Central Clock systems, the workstation shall remain operational continuing to display the time using its own clock including a remark for loss of synchronization. The high level information of all the systems shall always be present in a window which can never be overlapped nor iconized. The UMS positions shall have equal functionality. UMS shall present status, performance and configuration information in a hierarchy of graphical mimics of the system, subsystems, etc. UMS shall enable the Technical Supervisor to display summary and detailed status and performance information by selecting lower level mimics. The lowest level display shall be the information relevant to an LRU (Line Remote Units). It shall be possible for the Technical Supervisor to navigate through the hierarchical levels of the graphical mimic diagrams. UMS shall supply a menu option on logical mimics to allow the Technical Supervisor to rearrange the layout of icons and connections shown on a mimic. The Technical Supervisor shall be able to choose which mimic will be in the foreground.

The Technical Supervisor shall be able to reposition and resize the mimic, using the pointing device. UMS shall supply a menu option on mimics to allow the Technical Supervisor to request control actions specific to the mimic. Different colors shall be used to represent the various states in which the monitored systems, elements, and LRUs are functioning. The different colors to be used shall be definable by off-line adaptation. It shall be possible to change labeling of system elements on the mimic diagrams by off-line adaptation. UMS shall be capable to present performance, configuration and adaptation information in color tabular displays on request. The Technical Supervisor shall be able to reposition the tabular displays using the mouse. Selected alerts at the UMS shall cause the Operational Supervisor positions to be notified. UMS shall filter the alerts on the basis of detecting repeated occurrences of the same alert from the same object. Commands shall be provided to acknowledge alerts and alarms. The use of the different types of alert and the associated text messages shall be changeable. UMS shall enable an authorized operator to define messages to indicate the event(s) causing an alarm. Alerts should be indicated on the Technical Supervisor display by highlighting the element icons on the mimic diagrams, changing the icon to the appropriate color and addition of a small alert window forced into the centre of the display. UMS shall not discard alerts without the Technical Supervisor acknowledging them. A mimic element which is high-lighted as a result of an alert shall remain highlighted until the Technical Supervisor has acknowledged that alert. UMS shall provide facilities to display the command options available to the Technical Supervisor. UMS shall provide a scrollable display of the system log. The Technical Supervisor shall be able to specify printer filtering to ensure that only the information the Technical Supervisor is interested in is printed on the UMS workstation printer(s). Printer filtering shall be provided on the basis of type of event, type of control action and type of alert/alarm being acknowledged.

Disaster Recovery System (DRS)
13.1 MOI is requesting all bidders to propose a full Forward and Reverse Broadcast Channels continuity Disaster Recovery System (DRS). The DRS shall be a redundant network platform that delivers the broadcast service to the MOI Stations in the event of a catastrophic incident involving the primary digital Head Ends. The solution shall provide rapid recovery of digital broadcast video. The DRS shall provide continuity of all Broadcast Radio and TV Channels to the MOI Transmitters in case the Primary Radio and TV Heads Ends at the MOI Center is down. The DRS shall be housed in a secondary location at MOI Complex. The DRS must include a Complete Radio Broadcast Head End and a TV Broadcast Head End Full Duplicates to duplicate the Primary Radio Head End and TV Head End requested in this tender. The Network Operations & Management Room shall be connected to the Main and the DRS Centers. The DRS must include a Complete Fiber Optic Transmission Nodes SDH STM-64 for each of the two Secondary Heads. The DRS must Transmit and Receive all the Forward and Reverse Radio and TV Traffic. The DRS shall house a Backup UMS System Servers and Operators Stations connected to all Sub-systems NMSs. The DRS UMS shall be a replica of the Primary UMS and shall provide the full means to execute system monitoring and management of all subsystems.

The Broadcast Stations shall not detect that a fault in the Center Head has occurred and shall continue operation with minimum service interruption. The Decoders at the Broadcast Station shall be agnostic to fault at the center and shall not require reconfiguration or re-patching of cables. 13.16 Transmitter and receiver systems shall be linked redundantly to their related monitoring and control systems at the MOI Primary Management and DRS Management Systems. 13.17 The DRS shall be equipped with Same Traffic and Transmission Capacities as the Primary Systems. 13.18 The DRS shall provide the means to execute system monitoring and control. 13.19 The DRS shall include all the Backup hardware and software required to act as a replica system. It must be possible to backup all the data of the management station without shutting the NMS software down. 13.23 The Disaster Recovery solution shall help minimize the impact of these and other events. The solution shall provide a live, up-to-date backup Digital Network Control System for rapid failover in the event of a primary network failure. 13.24 The Disaster Recovery solution shall use redundant, external Monitoring Computers to collect the primary Network and Codecs metrics and updates and synchronize critical data to the standby Systems. 13.25 Both Primary and Secondary radio and TV Head Ends shall be are online and functioning in a redundant Head End topology, but only the primary Head Ends assumes the broadcast, or active, role. In this scenario, the equipment in the broadcasting site is active and performing duties accordingly. Systems at the DRS site are inactive and in a standby mode, ready to assume active status should a switchover occur. 13.26 The DRS shall as a key role perform health checks on systems at both Primary and Backup Head Ends, so that if a switchover must be performed, it can be done with minimal network impact, and reduce downtime. To accomplish this task, the DRS solution shall synchronize the necessary data between the active and inactive systems to ensure the appropriate data is on both systems in the event of a failover or switchover. 13.27 The DRS shall have also provide the following functions: Schedule backups or run an immediate Backup Now Archive multiple sets of the network file system, database and key files Backup the Application Server file system Navigate the easy-to-use web interface Email notification of backup status Use fast Links to backup directly to disk Manage backups with greater accuracy and precision Protect the system with remotely stored and created backups Reduce the manpower required to manage backups and simplify system restores Reduce costly, cumbersome tapes and tape storage Help minimize system and services outage time

Installation Work
14.1 GENERAL: The following shall be covered under the installation work: 14.1.1 Installation, testing, handing over, commissioning and ensuring all the functions and facilities mentioned in specifications and the tenderer' s offer. Special attention should be paid by the tenderer while designing, installing, testing and commissioning the outgoing and incoming trunks in the offered system to and from the existing earth stations and international exchanges. The ministry will NOT carry out or permit any modifications in the existing exchanges equipment. The contractor shall impart the trainings to the MOI staff as specified in this document. All installation work shall be carried out according to the methods approved by the Ministry. The contractor shall submit literatures, drawings, detailing the standard methods and practices being followed by. For the period of the installation work, counter-measures for tropical conditions shall be sufficiently ensured. Attention shall be paid to protection, particularly dust-proofing of the equipment.

SUPPLY AND APPROVAL: 14.5.1 All cables, wires, iron works, ladders and other material necessary for the installation, shall be supplied by the contractor to complete the whole project. The tenderer shall quote prices separately for each of these items and shall clearly state the basis of his calculation, in case these are supplied as 'lots'. Details of the different items comprising these 'lots' should also be given. As far as possible, the materials manufactured in Kuwait are to be used. Contractor should furnish a list of such materials.

14.6

QUALITY OF MATERIAL: 14.6.1 All the installation material shall be of high quality, anti-corrosive and well finished.

CABLES AND WIRES: 14.7.1 The contractor shall furnish all necessary cabling, cable forms, and material (indoor cable, jumper wires, etc.) for the termination of all equipment provided and the interconnection of the racks. The racks that are initially not fully equipped shall be completely pre-wired in order to allow connection of additional equipment without extensive wiring or other means of connections. The wiring and cabling used with the equipment, shall be of adequate size to meet the transmission requirements of these specifications and shall be arranged so as to prevent mechanical or electrical damage by any factor. The insulation of all wiring and cabling shall consist of PVC or similar high grade non-inflammable non-dust producing material. Page 101 of 124

Moreover, the cable shall be tested for maximum length of the cable to transmit and receive 2Mb/s at a span 500meter length of the proposed cable. Cable shall be rejected after Failure of this test. 14.10.2 The contractor responsibility to lay 75 Ohm unbalanced coax cables between the offered 14.10.3 equipment and MOI equipment after signing the contract. 14.10.4 Fiber cables shall be terminated in fiber distribution Frame by using FC/PC

connectors. 14.11 LIGHTING ON THE RACKS: 14.11.1 The contractor shall provide daylight fluorescent type lighting on all equipment rooms including the DDF, NMS Control room, and power rooms. The lighting shall be bright enough to meet work requirements of the maintenance staff. Note: The Ministry will provide electric power outlet for installation. 14.12 ELECTRIC OUTLETS: 14.12.1 Sufficient number of AC/DC outlets or equivalent shall be provided for maintenance purposes on both sides of equipment, and DDF racks. 14.13 SIGN-WRITING AND LABELING: 14.13.1 All the equipment including cables, etc, shall be clearly sign written and labeled in English to enable easy identification. Such sign writing or labeling shall not be of temporary nature 14.14 EQUIPMENT EARTHING: 14.14.1 The necessary earthing shall be secured for protection and stable equipment operation. Tenderer shall state the maximum resistance of earthing permitted for the Proper operation of the offered system. 14.15 PORTABLE LADDERS & STOOLS: 14.15.1 Sufficient number of portable ladders of suitable sizes and stools shall be supplied for maintenance by the contractor . 14.16 EQUIPMENT LAYOUT: 14.16.1 General: i. Tenderer is required to submit the proposed equipment layout plan specified here in after: 14.16.2 Floor Plan: 14.16.2.1 It is desirable that layout proposed should occupy least possible space. 14.16.2.2 The tenderer shall submit dimensional floor layout plan for the initial and ultimate capacity. 14.16.2.3 Tenderer is required to visit the existing sites and then to propose the dimensional floor layouts for the equipment room, DDF, power MOI Fiber Page 103 of 124

room, battery room, etc, for the initial and ultimate capacity of the system. 14.17 CABLE LAYOUT: 14.17.1 Hand-holes, Manholes & Road Crossing Ducts: Hand-holes of a minimum width 450mm, length 1100mm and depth of 1100mm shall be supplied and installed by the contractor at all splice points and fence entrances to any existing facilities and at both sides of asphalt roads and road crossings. Hand-holes and manholes shall be constructed or prefabricated so as to comply with the pertaining standard specifications of MOC and shall be provided with a lockable steel cover and frame.

The contractor shall ensure that no hand-hole or manhole is located within 20meters distance of any road or utility crossing. Otherwise, there shall be an obstruction, Kuwait Municipality, Ministry of Public Works, Ministry of Internal, Ministry of Communication or Ministry of Electricity and Water, or Kuwait Oil Company decision. MOI responsibility is to provide official letters to all Governmental Associations and help the contractor to get approval for starting the work for excavation from these Associations . The responsibility of the contractor is to follow this mater and take the final approval form this associations before starting the work . The specifications of PVC pipe for road crossing conduits shall meet MOC specifications. The contractor shall install 2 x 110mm PVC conduits at all asphalt road crossings and motorways. Where the contractor is required to affect a road or a road crossing the contractor shall carry out all the necessary excavation, backfilling and making good of existing surfaces, including road and pavement surfaces to the entire satisfaction of MOI, MPW and Municipality.

14.17.2 INNER-DUCTS: The contractor shall install three 32mm PVC inner ducts of standard colors (Green, Orange & Black) for optical cable runs embedded inside MOC existing 110mm PVC ducts. o MOI Fiber The contractor shall install pulling lines in all inner-ducts. Unused innerPage 104 of 124

ducts shall be capped and sealed for future use. o All MOC conduits shall be man-drilled by the contractor prior to placing of inner-ducts.

14.17.3 WARNING TAPE: The contractor shall install a highly visible 6" (1 50mm) wide warning tape above the laid fiber optic cable. The warning tape shall be made from an approved weatherproof polythene material or similar material, with a bonded metallic tracer fitted to one side of the warning tape. The metallic tracer shall be galvanized steel wire. The warning tape shall have a built-in ultra violet inhibitor capacity. Any adhesives to be used with the warning tape shall be of a silicon based manufacture.

14.17.4 Buried Cable Warning Posts: The contractor shall provide and install clearly visible warning posts at hand-hole locations along the route of the laid cable so as to identify the location and direction of the laid cable. The warning post shall identify the joint number. The warning post shall be installed at 200m intervals along the route of the laid cable and additionally at every curve and change in direction of the laid cable. The cable route warning post shall be 2m in total length with I m buried underground when installed. The cable route warning post shall be installed by the contractor immediately upon backfilling of the cable trench. The warning post shall be manufactured from approved material and shall be coated, colored lettered and otherwise marked so as to be resistant to the prevailing climatic conditions. The material, wording, logo, color combinations and method of installation of the post shall be approved by MOI before their manufacture and installation.

14.18

PROJECT IMPLEMENTATION: 14.18.1 Survey:o Immediately after commencement of the works, the contractor shall carry out a detailed survey of the cable routes on the basis of the supplied cable route sketches and other associated information. Details regarding the type and the depth of existing services which are found in the vicinity of the cable route shall be furnished in the survey Page 105 of 124

reports and submitted for MOI approval. The survey shall normally be within 30m from the edge of the asphalted roads and at a minimum distance of 20m from existing roads and utilities. o The survey shall account for existing facilities, if any, such as buildings, AC power supply. Within the existing buildings, the contractor shall verify the floor space, height of ceilings, walls and the type of floor surface, so as to ascertain the buildings suitability for installation of the complete communication equipment, including the fiber cable termination frame, backup batteries, power system required and earth system at the station. The contractor shall notify MOI in writing of any alteration or modification to the allocated buildings and areas that may be required for the installation of the system and equipment. If MOI considers the recommendations of the contractor are justified, MOI shall undertake to carry out the contractor recommendations or may otherwise direct the contractor to perform such modifications according to variation order. Upon completion of the survey, the contractor shall submit the route and site survey reports, drawings and all other relevant information, including the delivery dates of the optical fiber cable for MOI review and approval. Details and distances shown on MOI provided drawings are approximate and are not warranted by MOI. The contractor shall survey the route on the basis of these drawings, making measurements which will enable him to produce his own drawings to represent accurately the details for placing , splicing and terminating the cable.

14.18.2 Field Survey for Buried Cable: Based upon the drawings and information supplied or referenced by MOI, the contractor shall carry out a detailed survey, in order to determine accurate measurements for the purposes of the works. All existing underground utilities shall be located in order to determine the best center line of the new cable route and the depth of the new cable laying at anticipated points of conflict with other existing services. Locating such existing underground utilities shall be by the use of suitable electronic equipment and ultrasonic equipment, together with the digging of trial pits around explored utilities. The contractor shall ensure that all precautions and safety regulations strictly followed while exploring for the buried utilities, so that no damage or injury is caused to any of the existing utilities or the manpower involved in such activities. Upon locating such existing services, the contractor shall expose such services by the means of careful hand excavation and shall determine the kind of services located, their length and depth, and their possible impact in relation to the laying of the new optical fiber cable. The contractor shall prepare and submit for review by MOI, detailed drawings showing existing underground services located and exposed by him, the recommended route, the center line, proper spacing and location of the cable joints and other relevant information prior to commencing any excavation

14.18.3 Excavation and Earth works:

The contractor is advised that an excavation permit is required for all types of excavation at all areas. Likewise, no excavation works of any nature whatsoever shall be commenced by the contractor without the prior written approval of MOI. The contractor shall be solely responsible for obtaining the excavation permit, signed by MOI representative, in accordance with the instructions written by MOI representative on the permit. After the issuance of the excavation permit, MOI will issue the necessary work permit to the contractor. It shall also be the sole responsibility of the contractor to ascertain and acquire all excavation or other work permits required for work in areas owned or administered by other government agencies, Ministries, or sites owned by MOC and MO Interior (Traffic Department). Excavations shall be carried out as follows: Hand excavation by using hand tools around existing utilities. Excavation by machine excavator. As a rule long sections of the underground trench clear of buried services may be excavated by a machine excavator. Within 10m vicinity on either side of any underground services, the trench shall be excavated by hand for laying the cable. Where other methods, procedures, or precautions may be required by other government agencies for work within restricted areas, public areas or interchanges, those requirements shall be so ascertained by the contractor. Such work shall be considered as within the scope of work.

The minimum width of the trench shall be 0.1 m and depth 1 m. In no case shall the width or depth of trench excavation be less than specified. For asphalt cutting at road crossings the use of a compressor is permitted for excavation up to depth of 30cm only. All surfaces shall be restored to original or better condition by the contractor. Depths of over 300mm shall be hand trenched. During excavation, all surfacing or foundation materials shall be carefully segregated from the soil. Any materials that are required to be Page 107 of 124

reused during or after permanent reinstatement shall be carefully stacked.

Inconvenience to traffic due to excavation shall be avoided. The earth or other materials thrown up in the excavation shall be heaped in positions where they shall interfere least with the passage of pedestrians or vehicles. At road or highway crossings, adequate provision shall be made for traffic. Excavations shall be carried out on one half of one portion of the carriageway at any one time, leaving the other half available for traffic. The contractor shall provide advance warning to vehicles and pedestrian of trenching, duct laying, or other related operations by placing warning signs of an approved type 100m on the oncoming side of the work area. Trenches along the carriageway shall not be left open overnight. If under exceptional circumstances this becomes necessary, advance warning shall be provided by flashing orange lights, supplemented by red lights every 10m along the length of excavation. Any open trench shall not exceed 50cm in length. In high traffic areas, the open trench shall not exceed 100m in length. The contractor shall be required to excavate in all types of soil and such excavation shall be considered as within the scope pf work. The contractor shall support the sides of open trenches with either timber or sheeting where the depth of the trench is more than 1m because of the nature of the soil or proximity of other services make this necessary. The contractor shall not claim charges for any extra quantity of excavations that shall be necessary by his failure to provide adequate timbering. Great care shall be taken by the contractor to avoid undermining or otherwise disturbing existing pipes, cables. If despite precautions, such soil is disturbed, the services concerned shall be temporarily supported and the void filled with a concrete mixture of K- 140 at no extra cost to MOI.

14.18.4 Laying of PVC Pipes:

PVC pipes shall be used at all asphalted road crossings and tarmac surfaces. 110mm pipes shall be laid at 1m depth at all such locations. The pipes shall be extended by 5m on either side from the edge of the asphalt Protection to all PVC pipes used in road crossings shall be according to MOC standards. A K-140 concrete covering shall be placed over the entire length of the PVC pipe. The concrete covering shall extend a minimum vertical distance of 20cm above the tope of the PVC pipe, Page 108 of 124

and a minimum horizontal of 10cm on either side of the centerline of the PVC pipe.

At the point of crossing of the cable with any existing services, the cable shall be suitably sleeved with 110mm PVC pipe, in accordance with the followings 2 x 110mm PVC pipes shall be installed at crossings to utility which exceed 5Sm in total width. 1 x 110mm PVC pipe shall be installed at crossings to utility less than 5m in total width. No PVC pipe is required at a single utility crossing. PVC pipes are not required at temporary road crossings.

The contractor shall examine each pipe before laying. If any defective or broken pipe is laid it shall be the responsibility of the contractor to replace it with undamaged pipe. All joints of PVC pipes shall be pressed and made watertight with solvent cement, and shall be adequately sealed to prevent penetration. The jointing shall be to the satisfaction of MOI. After backfilling, the pipes shall be checked for alignment and freedom from foreign materials by passing 2 brushes attached to the ends of a hard wooden mandrel, 3 00mm long and 90mm in diameter, followed be a cable rope, once in each direction, through the pipe. Pulling rope shall be installed in all spare ducts. Both ends of all pipes shall be carefully sealed and made watertight by use of a suitable mechanical end cap and flexible rubber.

14.18.5 Laying of Cable: Before beginning of laying the cable, laying plan and the required equipment to be used shall be submitted by the contractor to MOI for approval. Before the laying of the cable, the trench shall be inspected and approved by MOI representative. Cables shall be laid directly into the trench as they come off the drums A sufficient number of workmen shall be employed by the contractor to avoid pulling of the cable sheath on the ground. At each location where a cable joint is to be made, sufficient extra cable length shall be left till the completion of the joint, an extra cable length of 15m on each side shall be coiled for making future joints. Slack coils of 30m shall be placed at intervals not exceed 2Km. Page 109 of 124

Due care shall be taken that the outer sheath of the cable is not damaged in anyway. In the existing lateral ducts to the station buildings and all existing duct routes, the cable shall be installed through an inner duct. The inner duct shall be 3 each of 32mm and shall be supplied and installed by the contractor.

14.18.6 Backfilling of the trench:

No backfilling shall be commenced before obtaining the approval of MOI. Initially the trench shall be filled with a 10cm thick layer of selected soft soil free from stones. Having laid the cable on the soft soil, it shall be covered with soft soil on a depth of 20cm. The backfilling and compaction shall then continue in layers not exceeding 20cm. All excavation materials shall be replaced in layers not exceeding 20cm in thickness after compaction. The required quantity of water shall be added in order to make the density of the soil correspond to the density of the soil around. Power rammers shall be used after 40cm of backfilling The soil at the top shall be thoroughly compacted with a heavy power rammer to match the surrounding soil.

The contractor shall remove all surplus materials such as waste, broken ducts, and debris from the site and leave all affected areas and surfaces in a clean and proper condition to the satisfaction of MOI. The contractor shall furnish a certificate that all surplus materials have been cleared after the completion of the works. Reinstatement of the surfaces with asphalt, concrete and/or tiles shall be executed by the contractor. The contractor shall prepare solid compaction for reinstatement of those surfaces. The contractor shall maintain a daily basis, the level of each crossings and footpaths affected by the cable laying, by filling as necessary until resurfacing is achieved.

14.18.7 Cable Installation: The contractor shall provide all installation hardware, fittings, supports, fasteners, and other materials required at all existing or new manholes/hand-holes in compliance with MOI and MOC standards. All fiber optic cables shall be secure, designated and tagged at splices, hand-holes and terminals. Page 110 of 124

The contractor shall submit a description of each type and location of splice. All splices shall be of the fusion type and shall be made within watertight re-enterable splice enclosures which are designed specifically for the splicing of the optical fiber cable. All wayside splices shall be installed within manholes and hand-holes. MOI reserves the right to reject any sub-standard wayside splice. All fibers shall be spliced through at all locations. All fibers shall be tested and recorded in the As-Built documentation. The contractor shall install every run of wayside cable in accordance with the manufacturers recommendations for the respective type and make of cable and in compliance with this Technical Specification. Pulling tension, side pressure, bending radius and other parameters governing cable installation practice shall at all times be held within the limits approved by MOI. Quantitative monitoring by the use of tension indicators, pulling dynamometers shall be practiced and recorded while the cable is being pulled through. These records shall be part of the As-Built drawings.

TESTING
This section defines the tests to be performed, and the criteria and requirements for test planning, performance, recording of data and reporting of test results. The contractor shall perform all work necessary for planning and executing the required tests, and for completing the required documentation. 15.1 Acceptance Testing for Optical Fiber Cable: 15.1.1 The optical fiber cable shall be tested for attenuation characteristics and continuity of the fiber before laying of the cable with optical time domain reflectometer (OTDR). The print out of the OTDR shall be submitted as a part of test result documentation; therefore, OTDR shall be equipped with a printer. The cable shall be tested again for attenuation and continuity after laying the cable to confirm that there is no variation in the attenuation parameters. The OTDR print out shall be submitted as a part of test result documentation. The cable shall be spliced by using arc fusion splicing machine. Fiber splice loss shall be measured from both ends. The fiber splice loss of the fiber in the link shall be less than 0.05dB. The OTDR print out for all the fibers and for each joint shall be submitted to MOI, therefore OTDR shall be equipped with printer. End to end link loss test shall be measured for each fiber by light source and power meter which shall be less than the power loss calculated theoretically. These test results shall be submitted as part of test result documentation. MOI may or may not witness the tests as mentioned in 1,2,3,4 . But this does not relieve the contractor from the responsibility of providing the fiber Page 112 of 124

link as per the specifications required. 15.1.6 Three sub-ducts shall be pulled inside MOC existing ducts of different colors with pulling string inside each. The 3 sub-ducts shall be fixed properly with proper 2 sub-duct holders at each manhole and each handhole. The empty sub-ducts shall be covered with proper sub-duct cap all shall be subjected to MOI approval. The cable shall be fixed properly on the walls of the manhole. A 15-meter length of cable shall be coiled on each side of the joint. The average distance between MOC manholes is 120 meters. Effective labels shall be used to identify the cable at each manhole. Inside MOI complex the cable must be terminated at Radio MCC, TV MCC and Microwave MCC. Inside Transmitting Stations the contractor shall build new hand-holes with 2-way ducts. The distance between hand-holes shall not exceed 150 meters. At the time of survey of the Direct buried cable (DBC) the contractor shall find out all existing utilities underground and shall fix Red Post over all utilities as a warning before installation of the DBC. During installation of the DBC the contractor shall make manual excavation at the points of found underground utilities. If the utilities are less than one meter depth the contractor shall pull the DBC underneath. After install of one drum of DBC (6Km approx.) or less the contractor shall install pre-cast hand-hole with inlet and outlet pieces of PVC ducts according to MOC specifications and shall make joint inside it with slack coil of l5meter at each side of the joint.

The test program shall span all three (3) stages of the general classifications of tests and shall reflect the overall objective of each classification of test as follows: 15.4.1 Design Verification and factory Tests. 15.3.1.1 To establish that each individual item of equipment, subassembly or material, which can be tested independently of the rest of the system/assembly, is tested at the manufacturer's premises and meets with the manufacturer's published data and the Technical specification where applicable. 15.3.1.2 To establish that when the individual items, subassemblies, assemblies and material are amalgamated to form a sub-system or simulated system, that each subsystem or simulated system is tested and meets with the MOIs requirements and the Technical Specification. 15.3.1.3 Sample or batch testing of identical items of equipment shall be performed by the contractor as requested by the MOI. 15.3.1.4 The contractor shall furnish certified test reports for each assembly at the time of delivery. 15.4.2 Installation Verification Tests: 15.3.2.1 Prior to Operational acceptance testing the contractor shall establish that each part of the system which can be tested after installation and independently of the rest of the system, meets with the MOI requirements and Technical Specification. Ideally the tests performed should mirror the Operational acceptance Tests as far as is practicable within the constraints imposed by the installation program. 15.4.3 System acceptance Tests: 15.3.3.1 To establish that the entire system operates effectively and complies with the MOI requirements and technical specification. 15.3.3.2 The test program shall contain the following information: 15.4 Test Plan: The plan shall be submitted not later than ninety (90) days after the Commencement Date and shall include but not be limited to the following: MOI Fiber Page 114 of 124 Test plan Test schedule Individual test procedures Test data sheets Test results

List of all test procedures by route, facility, subsystem and overall system within each general classification of tests contained in 5.3.1. Test constraint and acceptance and rejection criteria. Identification of all test equipment to be used, including model types and technical specification. Identification of any company furnished material, personnel or equipment, together with details on any access to the MOI facilities that will be required.

Test Schedule: A test schedule shall be submitted by the Contractor with the test plan and shall include but not be limited to the following: 15.5.1 A schedule of tests by route, facility, sub system and overall system for each general classification of test as detailed above. This schedule shall be compatible with the contract master schedule and shall be updated and submitted weekly. The overall schedule of tests to be performed shall be based on forecast site availability data. The schedule shall identify the type, duration and sequencing of each and all tests. Detailed sub-schedules itemizing tests performed at each location shall be prepared where required. The MOI may assign one or more witnesses to observe test and attest to the recording of data. If the MOI assigns a witness for a particular test, that test shall proceed only with the witness present. The MOI may assign observers to watch the test on a non-participating noninterfering basis.

Individual Test Procedures: 15.6.1 15.6.2 The individual test procedures shall be submitted ninety (90) days before the commencement of each test. following: 15.6.2.1 A unique test title number 15.6.2.2 A statement of objective, scope and procedure 15.6.2.3 A list of equipment required to set up and perform the test procedure. 15.6.2.4 A list of equipment, services or facilities that are required and are outside the contractors ability to provide. 15.6.2.5 A list of prerequisite tests that must be completed before the procedure can be performed. 15.6.2.6 A brief description of the desired procedure set up, including diagrams of the test equipment connections which identify any test points as applicable. 15.6.2.7 Step by step instructions for performing the procedure identifying the points at which data is to be recorded, the expected test results and the limits of acceptable data. 15.6.2.8 Instructions for recording pertinent test conditions and environment of test. 15.6.2.9 Pass/fail criteria 15.6.2.10 Test data sheets.

15.7

Test Data Sheets: 15.7.1 15.7.2 As part of each test procedure the contractor shall prepare standard and specific test data sheets. Standard data sheets shall be used to record applicable drawing numbers, test equipment serial numbers and calibration dates where applicable, discrepancies and corrective actions if required; and to report the completion of a test. Specific data sheets shall be designated to record test data or to verify test items peculiar to each test. Data entries shall be referenced to the applicable procedure and the allowable limits for each entry shall be indicated on the data sheet. Data sheets shall be arranged in tabular form where practical.

Reports of test results shall be submitted for each test procedure. The individual test procedures shall be formatted to allow the recording of test results. The place, date and time when the test is performed. A description of the test environment which shall include the approximate humidity, temperature, dust conditions and other environmental factors. Identification of all test equipment actually used in the test. Completed data sheets. A description and explanation of test failures, abnormalities or other deviations from the expected results. A list of circuit drawings and/or arrangement plans used during testing A signature (s) of the person (s) conducting the tests A signature indicating the Contractor's safety engineers approval that the test satisfies the system safety requirements, and signatures of the MOI and his representative when applicable. A list of documents that have been revised due to corrections or modifications. Recommendations and authorization for remedial action and retest. Failures detected during testing and corrective action taken shall be listed on standard data sheets and be included in the test results.

16.1 The bidder shall price and supply spare parts sufficient for two Years Maintenance including : Equipment Electronic modules sufficient for two yeas maintenance 2000 meters of optical fiber cable in 1 drum for Duct Cable as used in this project 2000 meters of optical fiber cable in 1 drum for Direct Buried Cable as used in this project 16.2 Types and quantities of all the spares submitted shall be listed with unit price. 16.3 The contractor shall not use MOI spares during the warranty period. After the end of the warranty period MOI will replenish all consumed spares during the two years Maintenance period. All Repaired equipment and modules shall be returned to MOI spares stock and the history of the unit shall be update. 16.4 The tenderer shall supply and price the following measuring equipment and tools needed to test and maintain the network. TRAINING

The bidder shall price and provide local four weeks training course. The number of local MOI Staff shall be 10 participants minimum. The contractor shall supply training manuals and stationary. The first week shall focus on the system concepts in general. The second week shall focus on troubleshooting, maintenance techniques, required adjustments to the system, etc. The third week shall focus on operation and maintenance of the NMS system. The fourth week shall focus on Optical Fiber Cable maintenance and troubleshooting techniques.

A professional fluent English Speaking instructor is required with minimum threeyear experience.

The bidder shall offer and price two weeks abroad factory training course for four MOI Engineers/Technicians. The bidder price for the factory training shall include all the costs.

The bidder shall submit in his offer detailed local and external training program for the proposed system.

17. 8

In the offer the bidder should consider for the offered equipment in the system factory/factories (FAT) inspection and testing. The bidder shall make the logistics arrangements with the factory and MOI will arrange the cost for the travel, accommodation, and local transports for its staffs. The FAT shall be carried out by MOI engineers. Test sheet shall be provided by contractor and shall be approved by MOI engineers before testing.

OPERATION & MAINTENANCE

The bidder shall price in his offer and provide On Site resident at MOI site sufficient Engineers professional in all requested sub-systems, along with a team of technicians. The assigned staff CV shall be submitted and approved by MOI. Additionally the bidder shall include in his price all costs related to back-office support on need basis to assist the resident on-site staffs to respond to faults within two hours and restore the services within 4 hours.

After normal business hours (including weekend and holidays) one Engineer shall be on call 24/7 to assist in after business hours operation and on call maintenance support. The contractor staff shall be equipped with their own vehicle and communication means dedicated to support the project. The contractor engineer shall assist and train MOI staff in operation and maintenance tasks of the implemented system. The contractor engineer shall submit a monthly report of readings taken, maintenance work, faults occurred and the preventive maintenance established to return the system to service, the inventory of the spare parts available, the status of the optical fiber cable periodical test, . etc.

19.8

The contractor engineer based on IBM Maximo Enterprise Assets Management package shall setup reports and workflow for the work orders, maintenance support, operational and spares material assets management.

19.9

The ministry reserves the right to request a change of the assigned Engineer or Technician, in case he is found unsuitable. In case the contractor wants to change any of his staff, the arrangement shall be after getting MOI approval.

19.10 The bidder shall offer shall include in his price the Engineer and the Technicians salaries, accommodations, transportations, allowances, insurances, and telecommunications.
