Crackdown On Bogus Refugees Still Collecting Welfare


Ottawa is cracking down on bogus refugees who have either gone underground or returned home while still collecting tax-free welfare cheques. Immigration officials are moving ahead with a plan to monitor provincial welfare rolls to identify refugees whove abandoned their claims or returned to their homeland and are still receiving benefits. The Information Sharing on Asylum Claims will review cases of claimants whove had their cases refused, abandoned or withdrawn but may still be here illegally. Millions of taxpayers dollars are being dished out to claimants in Ontario whove lost their cases and have gone underground or returned home without notifying border authorities, government officials estimate. There are reports of failed claimants whove built large homes or operate businesses in their homelands due to welfare payments from Ontario. About 60% of all refugees and immigrants resettle in Ontario and most are eligible for social aid, statistics show. The Department (immigration and citizenship) said it was pursuing more robust info-sharing on refused/ abandoned/withdrawn asylum claims with Ontario social agencies and other relevant federal agencies, wrote Bobby Dagenais, a senior program

Mr Tuinaceva said drivers using a two-way communication device are a menace on the road because of their diminished attention, thereby increasing the risk of collision. The evils of the use of cell phones for calls or texting purposes and blue tooth range from minor traffic accidents to those that result in death, he said. We believe, the figures are just the tip of the iceberg. The use of mobile phones by drivers while driving is rampant, but we only have so many enforcement officers. We are calling on the good judgement of all drivers to simply respect the law and that shouldnt be so hard to expect. Members of the public can help by reporting drivers that use mobile phones or taxi drivers using their RTs while driving. If you spot a driver using a cell phone while the vehicle is mobile, take down the vehicle number and inform LTA by either calling me or texting (9905483), any of my line managers or reporting the incident on 3392166. While in a taxi, you can also advise the driver to get off the RT or tone down its volume, Mr Tuinaceva said.

More than 564 drivers have been booked by the Land Transport Authority (LTA) so far this year for using mobile phones while driving. The road authority has warned that they will show no leniency on drivers found deliberately breaking traffic rules. LTA chief executive officer Naisa Tuinaceva is urging the public to report offenders who use mobile phones while driving. Mr Tuinaceva said there had been an increase in the number of bookings related to the offence recently. No driver, while driving a motor vehicle on a public street, may use any form of two way communication unless the vehicle is first brought to a standstill. Statistics released by the authority show that in 2009, 1239 drivers were booked, 1529 in 2010 and 1553 last year. Approximately 564 drivers were booked between January and May this year. Mr Tuinaceva said the message to drivers seem to fall on deaf ears. He said Regulation 51 of the Traffic Regulations states that: The law also covers taxi drivers who must not use their radio telephone to communicate with their taxi base or any other taxi

Nurses Told To Register Or Lose Job


Nurses have been reminded to register with the Ministry of Health if they still want to practice. That is the word from the ministry to nurses around the country. Ministry spokesperson, Peni Namotu, said registration was compulsory under the new Nursing Decree which was endorsed by Cabinet last year. If they do not register now than they will be deregistered. This means that they will not be able to practice, Mr Namotu said. Mr Namotu said they have not been able to ascertain the number of unregistered nurses. He said the nurses have until the end of this month to register at a cost of $30. The initiative is in line with the ministrys continuous development education programme. The new decree will regulate nursing practice and provide the registration and licensing of nurses, nurse specialists and nurse practitioners. Under the decree, the Nurses, Midwives and Nurse Practitioners Board will become the Fiji Nursing Council. He said a temporary registration is required for nurses on specified projects under an agreement between the Government and the person or another government or body. Conditional registration will be granted for the purpose of pursuing of a full registration status, teach or undertake relevant research or study in Fiji and the performance of other specified nursing activities in the public interest.

Fiji-Indonesia Partnership For Seaweed Processing


Fijis friendly ties with Indonesia over the years have engineered profitable businesses for rice farmers and recently in the development of creative handicrafts skills for the tourism industry. This partnership will now unfold a new economic venture to create employment and income generating opportunities, particularly for potential women farmers in Fiji. A delegation of six officials from the Indonesian governments Ministry for Marine and Fisheries Affairs (MMAF) is in the country to discuss areas of collaboration in seaweed processing. They will visit seaweed projects in Navua, Wainibokasi, Naitonitoni and will be accompanied by officials from the Ministry of Fisheries and Ministry of Women. This initiative is the brainchild of the Minister for Social Welfare, Women and Poverty Alleviation Dr Jiko Luveni during her visit to Depok Womens Cooperative Centre in Indonesia last year after which she requested for a feasibility assessment of seaweed processing in Fiji. While speaking to officials at Ministry of Women, Maria Gigih Setiarti, an Indonesian expert on seaweed farming said seaweed provided ideal income generating opportunities for women. Indonesia is the largest country in the world with 5.4 million marine areas and produces seaweed worth 3.2 million tons per year. It is a profitable business both at micro and macro level, she said. Mrs Setiarti said some of the popular products made from seaweed in Indonesia were juice, noodles, jam, sausages, jelly, syrups and snacks. These products fetch good prices in the international market as well. Ministry of Social Welfare, Women and Poverty Alleviation permanent secretary Govind Sami said the initiative would complement governments programs to economically develop women. Government through the Womens Plan of Action, a 10-year plan provides income generating projects to improve the livelihood of women. This partnership is a step forward in opening up agricultural potential for our women, Mr Sami said. The delegation will have a debrief with Ministry of Fisheries officials to look at the possibility of a Memorandum of Understanding (MOU) to establish bilateral relations between Fiji and Indonesia in the development of seaweed projects and expansion of Fijis aquaculture.

Attorney General To Act As Prime Minister


Cabinet has announced that the Attorney General and Minister for Justice, AntiCorruption, Public Enterprises, Industry & Trade, Tourism, Communications and Civil Aviation, Aiyaz Sayed-Khaiyum will act as Prime Minister overseeing Prime Minister Voreqe Bainimaramas portfolios. The announcement follows Prime Minister Bainimaramas departure for China on Wednesday. The Prime Minister is attending the 14th China Zhejiang Investment and Trade Symposium and also the 11th China International Consumer Goods Fair at the invitation of the Governor of Zhejiang Province, Mr Zia Baolong. Prime Minister Bainimarama is expected back in the country next Wednesday.

Fijis Brussels Embassy To Be Accredited To Georgia


Fijis embassy to Brussels will soon be accredited to Georgia. This was revealed after the Minister for Foreign Affairs Ratu Inoke Kubuabola and Georgias ambassador to Canberra Vladimer Konstantinidi met in Suva. Kubuabola said their meeting focused on strengthening bilateral relations with prospects of accrediting the closest Fiji Mission to Georgia and vice versa. He said their discussion also included the six-scholarship offered by the Georgian Government. Three of these scholarships will be for students to attend Georgias state university, while the other three will be for the state medical university, said Kubuabola. He also said a Development Cooperation Agreement (DCA) has been provided for the Georgian delegation to identify areas of mutual collaboration between the two countries.

Fijis Permanent Secretary for Agriculture Lieutenant Colonel Mason Smith has resigned from his post. Public Service Commission chairman Josefa Seruilagilagi in a statement said the commission has accepted his resignation from the position and the position will now be advertised to allow the commission to recruit a suitable replacement. Lt-Col Smith will now return to his position as Chief of Staff Land Force Command at the Republic of Fiji Military Force (RFMF), a position that was also left vacant for some time. Seruilagilagi thanked Colonel Smith for his contribution to the public service and wished him well in his future endeavours.

Australia Offers $2.65M For 2014 Polls


Australia has offered $2.65 million to help Fiji deliver on its commitment to hold free and fair elections and transition to democracy in 2014. This was announced by Minister for Foreign Affairs Senator Bob Carr. Senator Carr said Australias assistance will support Fijis Elections Office, the recently established Constitutional Commission and civic awareness programs. Australia has reiterated our willingness to support a credible electoral process, said Senator Carr. Fiji has taken some steps towards holding elections in 2014, including starting the voter registration process, establishing a Constitutional Commission, and hosting a United Nations election needs assessment mission. Australia supports these moves, which are important first steps towards democracy. Fiji plans to begin voter registration in July and the Constitutional Commission is due to begin public consultations on a new constitution from mid-2012. Australia has always maintained that it stands ready to support Fiji and will support credible steps towards a return to democracy. Australia will work with the Fiji Elections Office, local and international partners and the United Nations in delivering this package.

Fiji Supports Falkland Islands Decolonisation


The Non-ResidentArgentineAmbassador to Fiji, H.E. Pedro Villagra Delgado, held discussions with the Minister for Foreign Affairs and International Cooperation, Ratu Inoke Kubuabola to seek Fijis support on the UN issue of the Malvinas, more commonly known as the Falkland Islands. Mr Kubuabola said that the resolution of the Falkland Islands (Malvinas) will come before the UN Committee of 24 at its meeting on June 8, 2012 adding that Fijis support for the decolonization remains. I would like to reassure you that our position remains the same and that we will continue to be a part of the consensus in support of the resolution, Ratu Inoke told H.E Delgado. He added that Fiji has always been fully supportive of the rights towards selfdetermination and the decolonization process and would also like to see that both parties arrive at an amicable solution. In addition, Ratu Inoke said that he had just returned from the Non-Aligned Movement Ministerial meeting in Sharm El-Sheik, Egypt where the same issue of decolonization was raised for French Polynesia. Fijis proposal for the inalienable rights of the people of French Polynesia (Tahiti) to self-determination was adopted and reflected in the Outcome Document of the meeting. At this meeting, there were also discussions on bilateral corporation between the two countries, especially in agriculture, marine, fisheries and forests, educational, and trade and investment. Sports like football could also be looked into. In areas of trade, a development cooperation agreement would be drawn to explore opportunities where we could work together with Argentina, Mr Kubuabola added. With the establishment of Fijis Embassy in Brasilia, our links with Argentina would be further consolidated, Ratu Inoke said.

More Land For Sugar


Ra will soon be a major contributor towards the sugar industry as serious attempts are being made to increase cane production in the province. This was made known to Government by Ra chief and theTuraga na Tui Navitilevu Ratu Meli Bolobolo, who has vowed to lead in getting cane planted on unused land. Ministry of Sugar permanent secretary, Manasa Vaniqi welcomed the move by Ratu Meli and urged all landowners to also start thinking about contributing positively towards their families, villages, province and the nations economy. It is always good to get assurance from chiefs because it is a sign that they are concerned, Mr Vaniqi said. Ra has an abundance of land but there is a need to utilize unused land wisely because most areas are good for cane farming but are now left idle. Cane from the province is either sent to the mill in Penang or the Rarawai Mill in Ba. However, Mr Vaniqi said Government and the Fiji Sugar Corporation was aware of the challenges faced in high transportation costs for rural areas in transporting their harvest to the mill. Currently, 50 per cent of cane crushed at the Rarawai Mill is from Ra. He said Government would do its best to help cane farmers in Ra and was impressed with the positive reactions on cane farming from the Council. The Attorney General, Mr Aiyaz Sayed Khaiyum recently opened a cane nursery in the province, which the Government believes will be used to its full potential by farmers.

PSs And Dept Heads To Be Held Accountable


The Public Service Commission has reminded all permanent secretaries that attending to Public Accounts Committee queries and interviews are part of their deliverables. PSC permanent secretary Parmesh Chand said the PSs and heads of departments are chief accounting officers for their respective ministries and departments. They clearly know of their responsibility to attend to queries and/ or interviews requested by the Public Accounts Committee, Mr Chand said. Mr Chand, while responding to the issue raised by the Public Accounts Committee on the failure of PSs and heads of department in attending meetings with the committee, said in fact, it is part of their deliverables. They are to be held accountable if they are failing in this area. The committee, which comprises of committee chair, Mr Manu Korovulavula, Ms Taufa Vakatale, Mr Matiasi Kotobalavu, Adi Laufitu Malani, Mr Alekisio Sala and Mr Aseri Radrodro recently expressed disappointment with the lack of effort displayed by ministerial heads. The committee, based out of Parliament Complex in Veiuto, looks into the audited reports provided by the Auditor Generals Office. The commission says it will send all these heads another reminder of their responsibilities in this regard.

Airline spokesman Shane Hussein issued a statement calling on local pilots to attend a Pacific Sun Open Day and also said the doors were open for positions on board Air Pacific jet aircraft. As part of our expansion plans for increased frequency of flights to some destinations after the arrival of our new A330 aircraft, Air Pacific is recruiting pilots to help fill our current and future operational needs. The new recruits will ensure that the airline has enough pilots for a smooth transition to our new wide-body fleet, once our current B747 and B737 pilots begin their training on the A330-200 aircraft at the Airbus Training Facility in Miami and Toulouse. Applications are open and all interested locals are encouraged to apply, he said. Mr Hussein said the invitation meant local pilots had a unique opportunity to progress from turbo-props to jet engine aircraft. Heart Repair Puts Marriage On Hold


RASHIDA Bano was supposed to be in New Zealand saying her wedding vows and planning her future with her husband. However, a random medical check at Lautoka Hospital in March diagnosed a problem with the 24-year-olds heart it was beating too fast. Maybe it was the excitement of her impending nuptials or perhaps the thought of exploring a new country. Whatever it was, Ms Bano had to put all her plans on hold to address her heart problems. However, all her anxieties were put to rest after she was successfully operated on by the Sydney Adventist Hospitals Operation Open Heart team. Ms Bano said prior to the medical check-up, a prerequisite for her immigration visa to New Zealand, she had no idea her heart was beating faster than normal. I didnt have any previous problems with my heart and it was only after I went for the check-up that I knew something was wrong, she said. I was a little afraid before I went into the operating theatre but I got over it. The doctors repaired a valve in my heart so now everything is OK. Her relieved mother, Saira Bano, said the family was extremely grateful to the doctors and nurses of Operation Open Heart for their kindness and professional care. We would especially like to thank Dr Jayme Bennet and the staff of Colonial War Memorial Hospital for all their help, she said. And with the new valve in her heart, the young lady from Lomolomo is eager to see what her future holds. I am very excited now and looking forward to going to New Zealand for my marriage, she said.

The Ministry of Health has launched a media campaign to create awareness on wellness in light of the increasing incidents of Non-Communicable Diseases (NCDs) in the country. The National Advisor of NCDs, Dr Isimeli Tukana said the media campaign was part of the Health Ministrys strategy to move from illness approach to that of wellness approach. Dr Tukana reiterated the need for people to visit their nearest health centre or hospital regularly so that they continue to be advised on healthy lifestyle. The media campaign is to essentially tell the people that we want them to remain well and there is a rainbow approach to it. People need to go to their nearest health facility to learn about how to keep well through the seven stages of life, Dr Tukana said. The three-month campaign will also see the continuous monitoring and evaluation of how the message filters to the population and what their response is like. Russian Foreign Affairs Minister, At the moment, people in Fiji come to the health centres and nursing stations Sergey Lavrov when they are sick. We want them to come to the health centres when they are well too so that we continue to advise them on wellness, Dr Tukana said. Thats the whole purpose of the campaign. The media campaign will be through television, radio and the newspapers. There are a lot of illnesses and we believe that if we teach people on how to keep well when a mother is pregnant up to old age, we would have a better chance of doing well in the management of illnesses, the national adviser on NCDs said. Wellness needs to be improved in all phases whether it is at the nursing stations, health centres or at the hospitals. Everybody needs to take the issue of wellness seriously.

The Minister for Health, Dr Neil Sharma, visited India this week to examine medical facilities and source expertise in various medical areas for Fiji. The Fiji High commission in New Delhi facilitated the meetings. Fijis High Commissioner to New India, Yogesh Karan, said that the Minister had productive discussions with leading medical institutions, hospitals, and research institutes regarding the enhancement of medical facilities in Fiji. The purchase of seven tractors costing $700, 000 is part of Governments recognition of the efforts by sugar cane farmers who toil the land to help get the sugar industry back on its feet. This was confirmed by the Ministry of Sugar permanent secretary Manasa Vaniqi, who said Government was fully committed to rejuvenating the industry. Government knows that cane cultivation has become hard and an expensive exercise and thus, has bought seven tractors, Mr Vaniqi said. This will be given out to the different sugar cane growing areas in the Northern and Western Division to assist farmers during cultivation. ALL registered voters will be given an identification card upon completion of registering electronically with the new Electronic Voting Registration (EVR). Major Isoa Loanakadavu, who heads the EVR logistical team, said the registration of a voter would take no more than three minutes. This will include the filling out of appropriate forms, a picture taken with a web camera, identification of thumb print and the printing of the identification card, he said. This identification card will be presented at the polling station during election in 2014. Major Loanakadavu said initial preparations for the EVR began in 2010. Tailevu To Be Informed On New Vunivalu


The name of the new Vunivalu of Bau will be revealed to the Vanua of Tailevu this week. The Vunivalu Ni Bau title is one of Fijis highest chiefly titles which had been left vacant for 23 years after the death of the last Vunivalu, Ratu Sir George Cakobau. Tunitoga Ratu Veiwili Komaitai said they have already met with the Turaga Ni Vanua of Bau last week and have informed them about who the new Vunivalu will be. We will be presenting our yaqona to the Vanua of Tailevu this week to also inform them about the name of the new chief and next week we will inform the Kubuna confederacy, he said. He said out of the four candidates that had been announced in the past only two names were considered and other information will be released once all traditional ceremony have been conducted with the Vanua. The four male candidates that had been announced in the past were Ratu George Cakobau Junior, the son of the late Vunivalu, his brother Ratu Epenisa Cakobau, Ratu George Kadavulevu Naulivou, and former Vice-President Ratu Jope Seniloli. The Turaga Na Vunivalu Ni Bau (warlord of Bau or root of war) is also the paramount chief of the Kubuna Confederacy. Ratu George had announced on June 9, 2005, that the chiefs of Matanitu o Bau (the traditional chiefly government of Bau, which includes the districts of Dravo, Namata, Nausori, and Nuku), had selected the four chiefly candidates, to be submitted to the Tui Kaba clan, to choose one of them. A second meeting a week later tentatively proposed Senator Ratu George Cakobau as the new Vunivalu, but his appointment was not finalised and is not without controversy. Adi Finau Tabakaucoro, a member of the Tui Kaba clan and a senior chief, had complained that the proper procedures were not being followed. The new Vunivalu should be elected by the whole clan, she said, rather than chosen by a few elders. She thought it wrong to exclude from the list of candidates the name of Senator Cakobau's sister, Adi Samanunu Talakuli Cakobau, because she was the eldest child of the last Vunivalu. The Vunivalu when installed is the head of Kubuna confederacy and also takes the title of Tui Levuka, as he is the traditional leader of the Levuka people of Lakeba, Lau. The wife of the Vunivalu is titled Radi Levuka. The head of the Tovata confederacy is the Tui Cakau, currently Ratu Naiqama Lalabalavu, and the head of the Burebasaga confederacy is the Roko Tui Dreketi, Ro Teimumu Kepa. Traditionally, the heads of the three confederacies are regarded as the highest ranking chiefs in Fiji.

Women To Learn Creative Sewing


Forty women from various womens groups in Suva are participating at three-day training on basic sewing skills, dress making and tailoring with a creative touch. The launch of the training at the Fiji National Council for Disabled Persons (FNCDP) Complex had displays of creative products such as bags, table cloths, dresses, needle sewing, pants and much more. The Ministry of Social Welfare, Poverty Alleviation and Women has distributed a total of 1900 sewing machines so far and have also joined hands with Courts Fiji Limited to continue this support. Two facilitators are training these womens groups from the Singer Group Australia Damayanthi Ranasinghe (sewing educator) and Kate Gray (brand manager). Sewing machines have created a movement for womens income generating activities and financial independence and through this training; the individual womens groups will impart their knowledge to a wider circle of women. The Ministry of Social Welfare permanent secretary, Mr Govind Sami said the three days training will set the platform for participants to develop their creativity skills and they will be rewarded with the certificate at the end of the workshop, which will become the avenue to step ahead into opportunities for better future. The marketing opportunities will be facilitated through the 11 market booths and women market centres in different provinces. This initiative is an ideal example on the private-public partnership approach Government is cultivating to foster national development and we salute and acknowledge Courts Fiji Limited for taking the lead in this national vision, Mr Sami said. The CEO of Courts, Mr P.L Munasinghe said that in April this year, Courts have been actively involved in this project engaging local trainers to train members of these womens groups in basic sewing skills, machine maintenance and financial literacy. So far, we have trained 135 women in four separate locations around the country. Courts is pleased to be involved to provide assistance for this community development initiative, Mr Munasinghe said. The Ministry has identified womens groups around the country and provided sewing machines to most of these groups through Courts. Mr Sami acknowledged Courts assistance in providing the singer sewing machines to rural womens groups, providing training in sewing machine maintenance and their assistance in terms of discounts on singer sewing machines for women who want to buy the machines.

Kazakhstan is one of the 15 independent states that seceded from the USSR in its dissolution in 1991 and is keen to look at opportunities for cooperation within the Asia Pacific region. Fiji To Adopt Revised Tuna Plan


Fiji will adopt the revised Tuna Management and Development Plan that is to be completed this December. A government statement said the plan will be handed to stakeholders in the fisheries sector for their review and government is optimistic that it will ensure sustainability in the future. Department of Fisheries principal fisheries officer Anare Raiwalui said an officer from the department is attached with the Pacific Forum Fisheries Agency in Honiara, Solomon Islands to help with the drafting of the plan. Fiji Offshore Fisheries Association secretary and Hangton Pacific Company Limited managing director Jiten Mohan said it was still early to judge. It is quite early to determine how the plan would benefit any particular interest group but Fiji needs to shape up and become a cooperating member of the global family for management or conservation issues. FOFA is supportive of governments efforts to develop a plan and be recognised as a responsible fishing and resource state but we have to ensure that our national interests are protected. They should not be limited due to unorthodox plans prescribed by foreign agencies and a few self centered businesses throttling Fijis aspirations of development. On the notion of claims by the Fiji Tuna Boat Owners Association regarding concerns of over-fishing, FOFA said Fiji did not have any resident tuna stocks because tuna was a migratory species and that the Fiji waters were not even falling in the tuna migration belt. In 2011, there were a total of 3500 vessels catching tuna in the Western Central Pacific Ocean and of these, Fiji represented only 54, that is Fijis efforts is 1.5 per cent only." Raiwalui said the management of tuna needs to be done the whole region as well as those who come to the region to fish.

Thirteen thousand homeowners nationwide will benefit from the three month ground rent discount program offered by Housing Authority of Fiji (HA). The Authority has collected over $40,000 in May from 200 lease land customers following the payment of their ground rent accounts and in turn provided over $3,000 in discounts for payments made this month. Through the program, HA has given its customers a discount of eight per cent if ground rent accounts where paid during the month of May. Authority chief executive Alipate Naiorosui has encouraged homeowners who are residing on HA lease land to take advantage of the offer that will only last until July 2012. He said once the ground rent discount program ends in July, those leased land customers accounts that remain in arrears without any arrangement for payments face being entered into the Credit Data Bureau. FTA president Vincent Singh said Ram decided to step down during their meeting. Singh said this may be because of the comments he made about taxi drivers harassing women wearing short skirts. He said this decision was the best decision he made. He reiterated that Rams decision was his own and he was not forced by anyone. Ram said he will not make any comments. Ram in a media interview in March had said women passengers wearing short skirts and inappropriate clothes often prompted taxi drivers to behave inappropriately against them. Review To Look At Ease Of Shipping Fares And Freights Charges


Cabinet has agreed that a study be undertaken by the Commerce Commission to determine the most feasible and sustainable level of shipping fares and freight charges to be levied by private shipping companies and Government vessels to maritime passengers and travellers in Fiji. Cabinet based its decision on a submission by the Minister of Works, Transport and Public Utilities, Mr Timoci Lesi Natuva. The Minister said that the last review of boat fares and freight charges was undertaken in 1992. He said that there is a disparity in the boat fares and freight charges levied by private companies and Government vessels. The Minister said that given the importance of sea-travel for many Fijians, it is imperative that a study be undertaken to determine the most feasible and sustainable level of shipping fares and freight charges that should be levied by private shipping companies and Government vessels. The outcome of the study will be brought back to Cabinet for its approval.

Majority Of Australians Want ReEngagement With Fiji


The majority of Australians surveyed in a recent poll want their government to re-engage with Fiji. The survey was conducted by the Lowy Institute Poll of Australian Attitudes to Foreign Policy, which said the majority of Australians surveyed support the government to re-engage with Fiji. According to the report, the poll of opinions included the question asking if the government should re-engage at a ministerial level with the Fiji government, and nearly 80 percent gave their support. Earlier, Australia has offered more than FJ$4 million (US$2.29 million) to help Fiji deliver on its commitment to hold a free and fair election and transit to democracy in 2014. Fiji was suspended from the Australia and New Zealand-led Pacific Island Forum in 2009 after the constitution was abrogated and elections were not held that year, following a military coup led by Fiji's current Prime Minister Commodore Voreqe Bainimarama, while imposing sanctions on Fiji's military regime to pressure the country to hold a democratic election to return power to a elected civil administration. In recent years, Fiji has repeatedly promised the international community to hold elections by September 2014. The Bainimarama government has recently opened the constitutional consultation process leading to the 2014 elections.

North Korean Delegation Earmarks Fijis Fisheries Sector


A delegation from the Democratic Peoples Republic of Korea (DPRK) is in the country to explore areas of mutual interest and development cooperation with Fiji. The three-member delegation, which is headed by Mr. Kim Myong Gil Director General of Asia and Oceanic Countries at the DPRKs Ministry of Foreign Affairs, paid courtesy calls on the Minister for Foreign Affairs and International Cooperation, Ratu Inoke Kubuabola. Mr Myong Gil said that this was an opportunity for the DPRK to revive bilateral relations with Fiji, which began way back in 1975, stopped from 1987 to 2001 and resumed in 2002. He added that the main purpose of the visit was to look at cooperation in the international arena between the two countries. Areas such as fisheries would be earmarked by the DPRK, as an avenue where they could assist. A Development Cooperation Agreement would assist Fiji and DPRK to identify areas of mutual cooperation. Mr Myong Gil said that with the new DPRK leadership, they are keen to build on their economic power with the aim of improving peoples lives. Like Fiji, the DPRK respects the sovereignty and territorial integrity of its land and does not condone interference from other countries. In response, Minister for Foreign Affairs and International Cooperation, Ratu Inoke Kubuabola expressed his gratitude over this visit from the DPRK delegation. He reiterated his remarks on the importance of being friends with all UN member states. In accordance with Fijis Look North Policy, it is important for us to engage with every country, big or small, based on the principles of sovereignty and territorial integrity with full respect for the fundamental principles of international law, Mr Kubuabola added.

Fijis Permanent Representative to the European Union, H.E. Ambassador Peceli Vocea met with the ACP Assistant Secretary General, Mr Achilles Bassilekin, Fisheries Expert, Mr Bruce Chapman and staff on Tuesday in Brussels to finalise the details of the 3rd ACP Meeting of Ministers In Charge of Fisheries. The meeting will take place on June 18 19 at the Sofitel Hotel and Spa on Denarau in Nadi and will be attended by ACP Ministers, international institutions such as the FAO, UNDP, World Bank and regional organisations. The meeting will address, inter alia, Food Security, Illegal, Unregulated and Unreported (IUU) Fishing, Piracy,

Sustainable Fisheries Certification, Aquaculture, Regional Fisheries Management; amongst others. The Ministerial meeting will be preceded by a meeting of senior fisheries officials and experts. Speakers in this segment will include fisheries experts representing the World Bank, the European Commission (EC), FAO and Forum Fisheries Agency (FFA) and PNA. Other sub-regional fisheries agencies in Africa and Caribbean will be sharing their experiences, as well as an aquaculture or inland fisheries expert from Vietnam. Ambassador Vocea is the current Chair of the ACP Bureau and Working Group on Fisheries.

Jail Term For Two


made for him to stay at the Hexagon International Hotel, Nadi He checked into the hotel on the same day he arrived in the country. Twelve days later, on January 24, 2011, he informed the hotel manager that he was expecting to meet an Indian girl who was supposed to arrive on that day. As expected by Xhemali, Balaggan arrived in Fiji on January 24, 2011 using an Indian passport from Melbourne, Australia. She checked into the hotel on the same afternoon. When she arrived at the hotel Xhemali came down to the reception and paid for her room with cash. Balaggan was scheduled to depart Fiji on January 25, 2011, but instead, she changed her departure date to January 26, 2011. Later on the same afternoon, Xhemali booked himself on the same flight as Balaggan. On January 26, 2011, Balaggan and Xhemali checked out of the hotel together, but they travelled in separate taxis to Nadi International Airport to avoid any suspicion. Justice Goundar said the association between Balaggan and Xhemali at the hotel was part of their common plan to take an illicit drug from Fiji to Australia. He was the facilitator and she was the courier. By January 26, 2011, the authorities in Fiji had been tipped off about Balaggan. After Balaggan had checked in her luggage, she was detained by the customs officers. Her bag was searched and seized. The clothes inside Balaggans bag were soaked with crystal like residues. The substance was extracted and tested in Australia. The tests revealed presence of minimum 521.6 grams of pure cocaine. Also Justice Goundar took into account the mitigating factors and although they are both first time offenders. The court took the view that drugsmuggling organisers deliberately recruit persons who will exercise the sympathy of the court. The point the court makes is that the personal circumstances of an accused are secondary because of the deterrent element to sentences imposed in respect of drugsmuggling offences. Justice Goundar deducted the time spent in remand. Balaggans total remand period is two months. Xhemali has been in custody on remand since January 26, 2011. His total remand period is 16 months. I take these into account. He said it would be wrong in principle and also unfair to Xhemali, if Balaggans preexisting sentence is made concurrent. In my judgment, said Justice Goundar a total term of 13 years imprisonment for two separate offences does not offend the totality principle. The sentence in this case is to be served consecutively with the preexisting sentence.

Indian national Muskan Balaggan, 22, has been jailed for 11 and half years and American citizen Elton Xhemali, 26, for 10 years by the High Court in Suva. Balaggan was fixed a non parole period of 9 years and Xhemali, a non parole period of 8 years. The two, Balaggan and Xhemali were sentenced and convicted before Justice Daniel Goundar after being found guilty of attempting to export a minimum of 521.6 grams of cocaine worth between $AUS200,000 to $AUS500,000 through Nadi International Airport on January 26, 2011. Balaggan was convicted of an additional charge of unlawful possession of the same illicit drug. Presiding judge Justice Goundar in sentencing said the facts as revealed by evidence from the State at the trial show the offence was well planned and organised. The offence was committed with a high degree of planning and sophistication. These features aggravated the offending. In assessing their culpability, I draw no distinction between the roles played by Balaggan and Xhemali. Both were acting in concert as couriers. In the drugs world, cocaine

is classified as the rich mans speed. When sentencing drug-smugglers, regard must be made to the circumstances that exist in Fiji. Fiji does not have a sophisticated intelligence service to detect drug-smuggling. Our boarder security measures are not apt to deal with sophisticated drugsmuggling. Unless there is a tip off, it is easy to sneak in and out, hard drugs. In all cases, the hard drugs were for the overseas market. So Fiji is just being used by the drugsmugglers as a transit point for the reasons I have mentioned. He said any punishment for dealing in hard drugs must therefore reflect the vulnerability of Fiji becoming a hub for the international drug-smugglers. Half a kilo of pure cocaine is a significant amount. Depending on the percentage purity, the market value of the drugs would be between $AUS200,000.00 to $AUS500,000, said Justice Goundar. He went further to say that it was a sophisticated crime and read out the facts of the case. The court heard Xhemali arrived in Fiji on January 12, 2011 using an American passport. Education Minister Commends And Challenges


The Minister for Education, Filipe Bole commended five secondary schools in the Education District of Cakaudrove for results attained in the Fiji School Leaving Certificate Examination for 2011. Napuka Secondary School, Saint Bedes College and Vaturova Koroalau High School are categorized as medium performing schools while Navatu Secondary and Saqani High School belong to the high performing category. While addressing teachers and students of Saqani Secondary School, Mr Bole applauded them for their effort and commitment. Your school is ranked with 28 other top schools in Fiji, Mr Bole said. Being in the high performing group has been instilled as a culture of the school for the past four years. The minister echoed a common challenge to the five schools since all of them are preparing their pioneer candidates for the Fiji Seventh Form Examination this year. In a short briefing with teachers of Navatu Secondary School, Mr Bole commended their efforts and also challenged them on the important tasks ahead of them. You deserve to be congratulated for your efforts in 2011.This year is obviously a challenging one for you with the introduction of Fiji Seventh Form Examination and the school must work hard to continue to produce better results for this is a totally new program, Mr Bole said. All secondary schools in Fiji are now placed into three categories based on External Examination results of 2011. Schools that scored less than 50 per cent are part of the under performing category, those that attained 50-79 per cent are categorized as medium performing while those that score above 80 per cent are part of the high performing group.

Fraud Allegations Dismissed By Court


A HOTELS High Court application for a financial audit company to be taken to task over allegations of fraud and lack of professional practice was dismissed after the claim was not corroborated. Master of the High Court Anare Tuilevuka ruled against Sunbeach Fiji Limiteds application for Ernest and Young to be held accountable for failing to detect some fraud involving the sum of $83,756.11 between 2009 and 2010. Mr Tuilevuka has instead ordered Sunbeach Fiji Limited, which operates Trans International Hotel, to pay the auditing firm $650. The hotel claimed the auditors fell short of their professional duty to detect fraud, alleging that the auditors would have detected the anomaly if they performed the audit in accordance with established protocols and procedure. It appears to be that if Sunbeach really did investigate and uncover some fraud as it claims, then its investigations and discovery would have followed from the two preceding audit closing reports of Ernst& Young, Mr Tuilevuka said. The alleged fraud was purportedly uncovered by Sunbeach between February and March after the auditors reported missing receipt books, missing food and beverage dockets, as well as missing front office ledger, he pointed out. The 2009 report in fact did highlight nine potential high risk areas of concern. And the 2010 report highlighted 11, Mr Tuilevuka said.

Patients Recovering Well


ALL patients operated on by the Sydney Adventist Hospital Operation Open Heart team is well on the road to recovery, says team surgeon Dr Jayme Bennets. Dr Bennets said some of the patients were recovering faster than usual. So far, the patients are all doing very well, they look very good and we expect all the patients to be out of the intensive care unit and up in the wards, Dr Bennets said. He said the experience of working in Fiji had been enjoyable for his team. The experience has been a good one and we appreciate all the hard work put in by the team, the patients have been fantastic and very appreciative. The experience has also been very rewarding for us and it is encouraging to see some of the patients' are recovering quicker than they would at home, he said. A total of 37 procedures were conducted by the Operation Heart team. The team is made up of volunteers who have sacrificed their holidays to come to the country. Dr Bennets added the local staff assisting on the operations had been exceptionally good.

Decrease In Drug Use In Students


Tobacco use by Fiji students has decreased by 7 per cent, alcohol by 13 per cent, kava by 16 per cent and marijuana by 8 per cent. A research conducted among 2141 students from 29 secondary schools using the Global Youth Tobacco Survey (GYTS) questionnaires adopted by World Health Organization found these statistics. National Substance Abuse Advisory Council Project Assistant Information, Research and Evaluation officer Sikeli Qounadovu said it was noted that in the 2010 survey some students had practiced rubber smoking, glue and benzene sniffing are these are between 3 per cent, 10 per cent and 13 per cent respectively. According to evidence from an Impact Evaluation Report on the Training of Trainers for Teachers from 2009-2011, the efforts of the Police, Ministry of Health and especially teachers in schools have made a difference in the decline in Drugs and Substance Abuse in schools. NSAAC together with the Ministry of Education and all 935 schools in Fiji will be celebrating the International Day against Drug Abuse and Illicit Trafficking (IDADAIT) this month. Qounadovu said schools will also be having presentation from the Fiji Police Force Drug Unit, the Ministry of Health and other stakeholders on the dangers and effects of drugs.

Fiji has agreed for the Republic of Kazakhstan to have an Honorary Consul based in Fiji to further strengthen and boost relations between the two countries. Minister for Foreign Affairs, Ratu Inoke Kubuabola offered this to the Kazakhstans Non Resident Ambassador to Fiji His Excellency Beibut Atamkulov during a meeting in Suva. The Fijian Foreign Minister said the invitation to the Republic of Kazakhstan to have an Honorary Consul in Fiji would further expedite working relations between the two countries. Since independence in 1991, Kazakhstan has pursued a balanced foreign policy and worked to develop its economy, especially its hydrocarbon industry. This could further enhance people to people relations with Fiji opening three

weekly flight routes to Hong Kong and Korea. Mr Atamkulov is appreciative of this visit because it is an opportunity for him to learn about Fiji and to witness the beauty of this country. I am most happy to be here and to witness the beauty of nature in Fiji, Mr Atamkulov said. He said that a group of Kazakh businessmen would be invited to come to Fiji to look at possible business prospects in the country, especially in the tourism sector. Mr Atamkulov is also keen in Fijis aviation industry after discovering the three weekly flights to Hong Kong and Korea. For the 500,000 Kazakh tourists that leave their country for warmer places during winter, the news about these weekly flights is indeed promising, Mr Atamkulov said.

ANZ Aims To Improve Fijis Financial Knowledge


The Australia and New Zealand Banking Group Limited Fiji (ANZ) aims to build financial knowledge, confidence and skills in 500 people who participate annually to improve financial literacy levels in the community. ANZ Fiji chief executive, Norman Wilson said MoneyMinded, which has proof to have been successful, is Fijis most comprehensive adult financial education program and was launched last year with the aim of helping people to save more and make ends meet Findings from its 2012 study into MoneyMinded revealed that 98 per cent of respondents in Fiji and Papua New Guinea said they felt better able to make ends meet and more comfortable about their future after going through the financial education program. Some of the key findings are 74 per cent increased their monthly savings deposits and nearly all while 97 per cent reported a greater capacity to make ends meet 66 per cent of respondents now use budgeting tools to manage their finances and 78 per cent reported being able to save on a regular basis Nearly all, 93 per cent found that they were able to cut back on their spending as a result of the program 91 per cent encouraged their children and family members to save money and life satisfaction increased for 51 per cent. 95 per cent agreed that since doing the program they were better able to cope with unexpected expenses. MoneyMinded Pacific compliments ANZs rural banking and a microfinance initiative which is part of ANZs Banking the Unbanked program.

Brazilian Ambassador Presents Credentials


The new ambassador of the Federative Republic of Brazil to Fiji, Rubem Correa Barbosa presented his credentials to His Excellency the President, Ratu Epeli Nailatikau at Government House. Mr Barbosa holds a law degree from the Candido Mendes University, Rio de Janeiro and is also a graduate of the Brazilian Diplomatic Academy. The new Brazilian ambassador has also previously served as a counselor in Bogota, Columbia and as a Deputy Consul General in Los Angeles. Mr Barbosa was also decorated with the Order of the Niger, Nigeria 1983 and the Order of Rio Branco, Brazil, 2007.

Former diplomat Ravindran Robin Nair has been named Fijis first resident Ambassador to the United Arab Emirates. Nair, a legal adviser, scholar and philanthropist, whose appointment was formally announced by Prime Minister Commodore Voreqe Bainimarama, will be based in Abu Dhabi. He first entered the Fiji civil service as a lawyer at the Crown Law Office. He has been a Government delegate to many bilateral negotiations, international meetings and conferences, including the General Assembly of the United Nations, the third conference on the Law of the Sea, treaties on extradition and mutual assistance in criminal law matters, and air services agreements. He went on to work for several international and regional organisations. As a diplomat, Nair served at Fijis Mission in New York and also worked as an Australian diplomat, serving as deputy head of mission in Turkey and Argentina. Whilst in the Australian Foreign Service, he also worked in Canberra at

the trade policy section of the Office of Trade Negotiations. He also served as state director, Tasmania office of the Department of Foreign Affairs and Trade. Nair, a Visiting Fellow at the AsiaPacific College of Diplomacy at the Australian National University in Canberra, also set up the National Centre for International and Regional Affairs (CIRA) at the University of Fiji, of which he later became honorary director. He developed a diplomacy skills training course for public servants and ran post-graduate international relations programs at the University of Fiji. Nair is also a co-founder of the Foundation for the Education of Needy Children of Fiji (FENC Fiji) which supports about 1000 poor children. He also served on the three-member Independent Monitoring Group (IMG) set up to monitor the work of the National Council for Building a Better Fiji (NCBBF) process for transparency, integrity and its success in public consultations. Nair is married to Adela Nair and they have a daughter.

A Strong And Committed Fijian Biosecurity

Volcom Fiji Organisers Applaud Fijian Government

The Biosecurity Authority of Fiji (BAF) is committed to creating a modern and an expanded Biosecurity authority that will provide effective and efficient services to the community and the organizations it works with. Speaking at the launch of the authoritys website, the chief executive officer of BAF, Elvis Silvestrini said they also aim to be a self-sustaining organization. The website, www.biosecurityfiji. com, is a significant milestone for the organization as apart from providing information on issues relating to Biosecurity, it also allows for an electronic payment system. Mr Silvestrini said BAF, which reduces the risk of pests and diseases and facilitates trade through pre-border, border and post border activities, has been able to achieve a lot since its establishment 18 months ago. We have adjusted our human resources to what we believe is optimal and Im proud to say that with the addition of highly qualified support staff, we also have a team of very capable scientists, veterinarians, entomologist, plant pathologists who are able to provide technical expertise and advise to enhance our service delivery and this is a notable achievement for BAF, Mr Silvestrini said. BAF has also undertaken several steps to strengthen Fijis border security. In September last year, for instance, we launched our surveillance vesselBiosecurity 1 to carry out surveillance and monitoring in the Yasawas and the Mamanucas. Fiji is the only country in the Pacific region to offer such a service and we are fortunate to have been able to use the Biosecurity 1 as well to assist other ministries such as the Ministry of Health and the Ministry of Primary Industrys Department of Agriculture. The CEO said that to access new markets and to strengthen our existing markets, BAF website has a section for exporters to facilitate agricultural trade of Fijian commodities. Last month BAF reached another milestone with the opening of the High Temperature Forced Air Treatment (HTFA) machine in Rotuma and that facility would help us boost trade between Rotuma and Tuvalu and other Pacific Island nations in the region. Its a testament to our teams that have been able to have that facility up and running in a relatively short time, Mr Silvestrini added. New Zealand has also agreed to improved conditions for pineapple exports from Fiji to New Zealand in April this year, which Mr Silvestrini said is good news for farmers and exporters. He also added that this is an exciting year for BAF as they have many projects lined up and soon a programme would be introduced to waive fees and charges for the worst flood affected export areas in the country. This will be conducted for a period of six months and we will be coming up with more details on that very shortly. But that is an initiative that has been approved and we are very keen to implement that as soon as possible. BAF is committed to assisting our exporters and farmers in a tangible way and we are very confident that this will go a long way in bringing the agriculture industry back up to its feet.

The Fijian Governments efforts in implementing and making policies in trying to maximize the use of its resources are unique, says the Association of Surfing Professionals (ASP) Volcom Fiji Pro tour manager, Renato Hickel. Friends Of Fiji Seek Funding To Promote Heath Care

Auckland based Friends of Fiji Health Foundation needs at least $150,000 to finance the costs involved in sending a team of medical specialists, practitioners and volunteers to Fiji. Although the Foundation has been conducting charity events to mobilise financial resources, it has a long way to go to achieve its target. All members of the team work on voluntary basis, investing their time and expertise to serve the cause of the Foundation, which is to lift the standard of health among the poor in Fiji, conduct life-saving surgery and provide treatment to those diagnosed with ailments. Diabetes and Cardiovascular diseases are just among the two areas that need attention. A World Health Organisation 2008 Survey had said that there was an immediate need for strengthening clinical services for surgery, medicine, pediatrics, obstetrics and gynecology, orthopedics, ENT, emergency medicine and other relevant support services. and a Physiotherapist. The 35-member delegation will account for a team of 23 surgical specialists and a support team consisting of a project manager and logistics expert. They will spend ten days in Fiji, he said. Foundation Chairman Dr Sunil Pillay said the first mission (November 26 to December 12, 2010) was useful and helped render medical attention and assistance to Fijians in Fiji. As well as providing surgical and medical services to the needy, the need to strengthen the preventative aspect is now recognized. One of the most important issues is to screen women who are vulnerable to cervical cancer in various districts in Fiji. We will use Colposcopy and Pap Smears tests, he said. Georgia-Fiji relations continue to show positive signs of growth after a meeting between Georgias Ambassador in Canberra, His Excellency Vladimer Konstantinidi and the Minister for Foreign Affairs and International Cooperation, Ratu Inoke Kubuabola. AN Idaho woman was in jail after police said she tried to inject a child with bleach from a syringe.
Barbara G. Stringham, 39, also allegedly attacked a man with a kitchen knife. Police responded to a home in Boise at around 1pm on a report of a fight and found the child, who is under 11 years old, outside. The child's name, gender and exact age were not released. Witnesses said Ms Stringham had gotten into an argument with an unidentified man and tried to stab the child with a syringe full of bleach. As the man brought the child outside, Stringham reportedly tried to attack him with the knife. She was arrested and booked into the Ada County Jail on charges of injury to child, a felony, and aggravated battery. The child was taken into the custody of the Idaho Department of Health and Welfare. Ms Stringham's relationship to the man and the child, and the motive for the alleged syringe attack, were not immediately known.

Crackdown On Bogus Refugees Still Collecting Welfare

Canada Body Parts 'Sent From Montreal' To Vancouver


Human remains sent to two Vancouver schools came from Montreal accompanied by a note, police say, linking them to a Canadian porn actor held over the murder and dismemberment of his lover. Luka Rocco Magnotta, 29, is suspected of killing Chinese student Jun Lin, 33, in Montreal, and posting severed body parts to political parties in Canada. Mr Magnotta was arrested on Monday and has appeared in a Berlin court. The two schools have now reopened, a day after receiving the remains. The packages contained what appeared to be a human hand and foot, and are thought to be limbs missing from Mr Lin's body. "They were the same limbs we were looking for," Police Commander Ian Lafreniere said. The remains have been sent back to Montreal for DNA testing, police said. Mr Lin's head is still missing. Mr Lafreniere also said the packages had been traced to Canada Post offices in Montreal. On Wednesday, Montreal police also said some of the packages contained notes, including one of the Vancouver packages. Mr Lafreniere also said one note was found in the parcel that arrived at the Conservative Party headquarters, but did not provide details of what the note said. The police did not want to encourage copy-cats, Mr Lafreniere added. Missing limbs On Tuesday, Canadian police said a package with what appeared to be a human hand was opened at Vancouver's False Creek Elementary School. Another parcel with what looked like a human foot was found at St George's school for boys in the western Canadian city. Mr Lin's other hand and foot were discovered last week after they were posted to Canada's political parties. Both schools reopened on Wednesday after being temporarily closed for forensic examination. The hunt for Mr Lin's killer spread out of Canada and eventually saw police pick up the trail of Mr Magnotta in Europe. Police say he flew from Montreal to Paris on May 26th, eventually travelling by coach from France to Germany. Mr Magnotta was picked up in a cybercafe in Berlin's Neukoelln district, where he had reportedly been reading articles about himself. He was arrested on Monday without a struggle and is not said to be planning to fight his extradition to Canada. According to reports, the suspect had reportedly worked as a bisexual porn actor and model. His lover, Mr Lin, who was from the city of Wuhan in China, had been enrolled as an undergraduate to study engineering and computer science at Concordia University in Montreal. Mr Lin's family has arrived in Montreal from China and is due to meet police shortly. Investigators say a video posted online, in which a man apparently uses an ice pick to kill another man, is believed to show Mr Lin's murder. Mr Magnotta faces charges in Canada of murder and threatening Canadian politicians.

Marriage commissioners may charge an additional $25 per hour, in addition to the standard fee of $75 plus HST charged for basic wedding ceremonies, to recognize the added effort, preparation and travel time required for some ceremonies. Couples will continue to be charged the standard fee for basic wedding services, which are provided within one hour. EI Changes Dominate Atlantic Premier's Conference


The federal government's proposed changes to employment insurance dominated the agenda at Wednesday's meeting of Atlantic Canada's four premiers, who expressed united concern that the move could fundamentally hurt their region. Meeting just outside Charlottetown for their annual conference, the premiers took turns raising questions about how the EI changes could affect their region's large seasonal workforce. "All Canadians like to enjoy our lobster, our french fries, our mussels, our oysters but these are seasonal industries," P.E.I. Premier Robert Ghiz said. "We need the federal government to know one size does not fit all across our country." Newfoundland and Labrador Premier Kathy Dunderdale called it a "disconnect between Ottawa and the reality of people's lives" on the East Coast. Under the proposed changes, frequent claimants those who used EI at least three times for a total of 60 weeks in five years would be given benefits for six weeks while they look for work in their field. After this window closes, applicants will be expected to find another job they are qualified for which pays at least 70% of their last salary. Claimants may also have to look farther away for work if none is available in their area, but details have so far been scarce. And that's the source of some of the premiers' concerns. New Brunswick Premier David Alward, who recently met with Finance Minister Jim Flaherty, said the slow pace of information being released is part of the problem. "When there is a void of information, there is legitimately a lot of a concern," he said. While the premiers agreed there is a need to change the status quo, all suggested more consultation and information is required before the proposed changes become law.

The list price is $78 million. Actually, the property isnt just on James Island, it is James Island. The 342-hectare idyll about threequarters the size of Vancouver's Stanley park lies off the coast of Vancouver Island, 20 kilometres north of Victoria. It is owned by U.S. cellphone billionaire Craig McCaw, of Seattle. The property features a five-thousandsquare-foot mansion, a golf course designed by Jack Nicklaus and a mock western ghost town. McCaw does not grant interviews, but Mark Lester, of Sotheby International Realty and McCaws Vancouver-based real estate agent, said the island is being sold because the McCaw family no longer has time to spend there. The McCaws have school-age kids, and I think what they're finding is that they're pulled in a lot of different directions with kids activities, Lester told CBC News. I think that they're just not finding that they're able to enjoy the island as much as they'd like. One-time explosives plant McCaw bought the island in 1994 for $26 million and spent millions more making it over. James Island was once known for the manufacture of explosives. Canadian Industries Ltd. operated a plant there that produced more than 10 per cent of the bombs used by the Commonwealth in World War One. But before CIL moved in, a First Nations community was moved out in the early 1900s. The Tsawout Nation has filed two claims on the island and tried negotiate settlements with a string of owners over the years. We have a village site out there that was never protected. And all of our fields, we had orchards out there that were never protected, said Eric Pelkey, a Tsawout spokesman. Lester said the claims will not affect the sale. This is deeded land and any owner of deeded land has the right to sell that in Canada, he said.

Three B.C. lottery ticket vendors could lose their registration and face criminal charges for theft and fraud, according to government briefing notes prepared for the provincial Solicitor General Shirley Bond in January. According to documents posted by the government online, the possible charges are the result of a province wide investigation into the theft of winning lottery tickets by ticket retailer by the Gaming Policy and Enforcement Branch. The investigation, which was conducted between September and December 2011 found enough evidence to recommend theft and fraud charges in three cases, according one note prepared for the minister dated Jan. 17. One other note dated Jan. 19 said one retailer had lost its licence as the result of the province wide investigation.

The notes do not name the retailers in question or say if charges have been approved by Crown prosecutors. They advise the minister not to comment on the investigation if asked, while the investigation is underway. A 2007 report by B.C.'s ombudsman Kim Carter concluded the B.C. Lottery Corporation did not have adequate procedures to ensure correct prize amounts are paid out to the rightful owners of winning tickets. A 2009 news investigation found that that lottery clerks in Manitoba were claiming prizes at a disproportionately high rate. In 2010 three members of an Ontario family which sold lottery tickets were charged with the theft of a $12 million lottery prize for a Super 7 ticket in 2003.

A new drug has hit the streets in Canada and the federal government is taking steps to stop it. The street drug is known as bath salts, called that because it resemblances what you put in your bath. Methylene-dioxypyro-valerone or MDPV is the key ingredient. The hallucinogenic can cause psychotic episodes and violent behaviour. The drug was implicated in a grisly attack in Miami on May 26, when one man chewed the flesh off another man's face on a highway as horrified motorists looked on. Police were unable to subdue the attacker, 31-year-old Rudy Eugene, and shot him dead.

Officers have speculated that Eugene, whose family described him as a mildmannered individual who rarely drank or did drugs, may have taken MDPV. The government will implement new rules to make MDPV illegal. That means possession, trafficking, importation; exportation and production of the drug would be a criminal act. It's already been banned in a number of US states. Calgary police say they haven't seen any local cases, but they fear users are turning to the internet to buy it. One online distributors sells it under the guise of being a product that helps people relax.

The firm, which also runs famous theme parks, said it was setting new nutrition standards to tackle America's growing problem of child obesity. However, the new rules will not come into effect until 2015, and much will depend on how Disney defines junk food, correspondents say. THE grandfather of a toddler savaged by a devil dog told how he rescued him. Brave Dave Guess, 49, was bitten on the arm as he stepped in to save twoyear-old Keiron Guesss life. He said: The dog was ripping him to pieces Keiron was a mess. The dog owner was holding Keiron up but the dog was just jumping up and biting him. I took Keiron off him, put him on my shoulders and ran into an alleyway. I was bitten by the dog but eventually managed to get Keiron safe. He added: Keiron has massive scars across his face. The toddler was attacked after wandering into a neighbors garden through an open gate in Swindon, Wilts. The Staffordshire bull terrier-type dog tore at his nose, an ear and an eye. He is critical in an induced coma after seven hours surgery. There was hope of a recovery after he squeezed relatives hands. Docs do not know if they have saved the sight in his eye. Keirons mum Stacey, 22, and dad Anthony, 23, are at his bedside at Bristol Childrens Hospital. Keirons other grandfather Shaun Leonard, 46, said the boy looked like he had been thrown to a pack of wolves. The dog which has been put down is said to have killed a pensioners terrier in 2007 and attacked a cop last year. Owner Garfield King caused fury when he blamed Keirons parents for allowing him to wander into his garden. How To Select A Coach


Finding a personal coach, whether you're looking for a "life" coach or "business" coach, is a little like finding a new dentist or doctor. Here are a few things to think about to get you on your way. 1. Referrals work! Begin by asking people you trust whom they work with or whom they know who works with someone they like. Your friends and colleagues have probably heard of someone you might connect with. 2. Trust your intuition. What's of paramount importance is how you feel when you talk to the person. Do you get a good feeling talking to the person? 3. Reflect. Ask yourself what you'd like to get out of a coaching relationship. o What are your goals? o Are you at an inflection point in your life? o What are the biggest changes you want out of your life right now? o What expectations do you have about coaching? 4. Prepare questions in advance of meeting with a potential coach. What these are will depend on what you want out of the relationship. How will you and the coach know that the coaching relationship has been successful? What could you learn from this person? 5. It's always a good idea to ask a potential coach what his or her background is that qualifies them to be a coach. Then again, not all good coaches are certified and not all certified coaches are good. Regardless of credentials, a prospective coach should be able to tell you what training and experience has prepared them to be a coach. 6. Get references. Your potential coach should have the names and contact information of people he or she has worked with successfully. Contact these people and ask them what the relationship has done for them. 7. Ask the potential coach to tell you about their coaching style and methods. Beware of coaches whose methodology and approach are described using the latest buzzwords and catchphrases ("I'm a holistic healer who uses macro and micro integral transformation to trend future openings and gaps."). Rather, a coaching model should be clear and direct. 8. Ask yourself if the coach's background, expertise, and experience match your needs. A coach whose primary area of expertise lies in entrepreneur ship will probably not help you much if you're looking to better navigate the ins and outs of your current job with a large corporation. 9. Ask specific questions about fees, confidentiality, policies, etc. Coaches offer their services at widely varying rates, depending on the experience level, geographical area, credentials, etc. Make sure you have a clear understanding about what's considered confidential and when. (For example, the charity could enter into a formal written agreement with the intermediary body.) Do not engage in any activities that may directly or indirectly support or facilitate an act of terrorism. Do not engage in any prohibited political activities, such as supporting or opposing a political party or candidate for public office. 10. If you have a comfortable feeling about the coach and about the potential benefits of working with him or her, ask for a free coaching session. Most coaches will offer a free half-hour session with a potential client. Although it's not the same as a "regular" coaching session, it will give you an idea of what to expect and what the coach's style is.

What is charitable?

To qualify for registration as a charity, an organization must have purposes that are exclusively charitable and charitable activities that support those purposes. The purposes (also called objects) describe the aim or main intent of the organization. The activities describe how the organization will accomplish its purposes. Charitable purposes The courts have identified four categories of charity: 1.the relief of poverty; 2.the advancement of education; 3.the advancement of religion; and 4.certain other purposes that benefit the community in a way the courts have said is charitable. An organization's purposes must fall within one or more of these categories to be considered for registration as a charity. Charitable activities Activities are an organization's programs or how it accomplishes its purposes. Charitable activities are activities carried out to fulfill a charitable purpose. Without a charitable purpose, an organization cannot have charitable activities. To qualify for registration, an organization must show in its application that it devotes all of its resources (funds, personnel, and property) to charitable activities that directly further its charitable purposes. Therefore, it should explain, in detail, the specific activities it will undertake to achieve each of the formal purposes stated in its governing document (its incorporation documents, constitution, trust document, or other establishing documents). For example, the purpose to

relieve poverty by operating a food bank for the benefit of the poor, still needs to be accompanied by a statement of activities showing how the organization will accomplish this purpose. Public benefit test To be registered as a charity, an organization's purposes and activities must also meet a public benefit test. To qualify under this test, an organization must show that: its purposes and activities provide a measurable benefit to the public; and the people who are eligible for benefits are either the public as a whole, or a significant section of it. The beneficiaries cannot be a restricted group or one where members share a private connection; this includes social clubs or professional associations. An organization that wishes to limit its beneficiaries unreasonably, or offer an unreasonable benefit to a group or individual will not qualify for registration. Checklist Is the charity aware of the following requirements: Contact the Charities Directorate if the charity plans to engage in new activities that were not identified in its application for registration, to ensure they qualify as charitable. Limit using the charity's resources for social activities and fundraising activities as they generally are not considered charitable. If working through intermediaries such as an agent, a contractor, or any other non-qualified donee, the charity must be able to demonstrate that it retains direction and control over the use of it resources.

Becoming A Canadian Citizen: Who Can Apply


To be eligible to become a Canadian citizen, you must meet the requirements in all of the following areas: Age Permanent resident status Time lived in Canada Language abilities Criminal history (prohibitions) Knowledge of Canada

Time lived in Canada

Age

You must be at least 18 years old to apply for Canadian citizenship. To apply for citizenship for a child under 18, make sure the following conditions are met: the person applying is the childs parent, adoptive parent or legal guardian the child is a permanent resident, but does not need to have lived in Canada for three years; and one parent is already a Canadian citizen or is applying to become a citizen at the same time. This also applies to adoptive parents.

To become Canadian citizens, adults must have lived in Canada for at least three years (1,095 days) in the past four years before applying. Children under the age of 18 do not need to meet this requirement. You may be able to count time you spent in Canada before you became a permanent resident if that time falls within the four-year period. Use the citizenship calculator to find out if you have lived in Canada long enough to apply for citizenship.

Language abilities

with a citizenship judge, you will be expected to: answer simple questions on familiar topics, using short sentences; show that you know enough words for basic everyday communication; tell a simple story about everyday activities; speak about something you did in the past (or will do in the future); give simple everyday instructions and directions; and express satisfaction or dissatisfaction.

Permanent resident status

To become a Canadian citizen, you must have permanent resident status in Canada, and that status must not be in doubt. This means you must not be the subject of an immigration investigation, an immigration inquiry or a removal order (an order from Canadian officials to leave Canada).

Canada has two official languages English and French. You need to have adequate knowledge of one of these two languages in order to become a Canadian citizen. Easy Exercises To Get Rid Of Flabby Arms


Flabby arms are one of the problem areas that many older men and women face. While flabby arms may result from excess weight, they can also just occur naturally over time due to age. As the skin sags, arms tend to look flabbier, especially in the bicep and triceps area. The good news is that just because age can lead to flabby arms doesn't mean that there's nothing you can do about it. Toning your muscles is a great way to keep your arms from looking flabby. Here are some great exercises for toning up your arms that you can easily add into your current workout. until they are just off of the edge of the chair or bench, using your hands to prop your body up. Bend at the elbows and slowly lower your buttocks toward the floor. Once your forearms are parallel to the floor, hold the position for a few seconds. Push down on your hands to raise your body back up to the starting position. Repeat as many times as you like, taking breaks when necessary. Sit on a chair without a high back or a stability ball with your feet shoulder-width apart on the floor. Hold a light dumbbell in each hand. Lift each weight into the air until your arms are almost fully extended. Be sure to keep your back straight throughout the exercise. -Slowly bend your arms and lower the weights behind your head. Complete as many repetitions as you like, with rests in between if necessary. Lay face down on the floor with your feet together and toes on the ground as though you are going to do a normal pushup. However, instead of placing your hands under your shoulders, place them under the center of your chest with your thumbs and index fingers forming a diamond shape. If you need a lower intensity version of this exercise, place your knees on the ground instead of your toes. Push down on your hands to raise your body. Keep your back and legs in a straight line throughout the process. Don't lock your elbows at the top of your arm extension. Slowly lower yourself back down until you are an inch or two from the ground. Repeat as many times as you like, taking rests in between when necessary. Lay face down on the floor with your feet together and toes on the ground as though you are going to do a normal pushup. However, instead of placing your hands under your shoulders, place them about 6-to-12 inches to the sides of each shoulder. Lie on a weight bench while holding a barbell. Your hands should be about shoulder-width apart on the barbell. Extend your arms over your head until your arms are almost fully extended and the barbell is above your forehead. Slowly lower the barbell back down towards your head without touching it. Repeat as many times and you like, taking rests in between when necessary. Arm Circles Hold a light dumbbell in each hand. If you don't have dumbbells, a can of soup or a full water bottle can be substituted for this exercise. Hold your arms straight out from your sides. Your hands should be at about shoulder height. Make 20 small circles with each hand in a forward motion. Reverse to do 20 small circles with each hand in a backwards motion. Take a rest and repeat as many times as you like.

Salt in moderation actually is healthpromoting. It helps your muscles contract properly, assists with nerve function, and regulates fluid balance. But most folks consume far too much of it. High sodium intake contributes to high blood pressure (hypertension), which exerts enormous pressure and stress on your vital organs, particularly your heart. If you are stressed, you need to pay particular attention to the amount of sodium in your diet. In general, 1,500 to 2,400 milligrams is the most you want to consume in a day. 1. Make your own condiments. Rather than trying out that Cilantro Caesar, whip up your own mayo quickly by emulsifying olive oil and organic eggs, and sprinkle in your own herbs and cheeses. Youll not only avoid sodium, youll avoid cheap vegetable oils and chemicals deleterious to your health. 2. Choose smart condiments.

Avoid things like soy sauce or Worcestershire sauce. Go for Braggs aminos, low-sodium soy sauce, or vinegars instead. For any flavor component, you can usually find a fresher, healthier alternative. 3. Watch portions! Did you know that just one tablespoon of soy sauce contains over 1,000 milligrams of sodium? How many of us eat 2 or 3 tablespoons when we go for sushi? Watch the portions of sodium-rich foods and condiments. 4. Avoid cured meats. Standard bacon, sausages, and lox all contain massive amounts of salt. But you can easily get around this by first cutting portions and second going for uncured varieties of your favorite decadent meats. Reserve salamis and prosciutto for special occasions only. 5. Dont eat processed when fresh will do.

Ways To Reduce Salt

Canned and packaged foods even veggies and vegetarian entrees are usually loaded with sodium. Choose fresh or frozen foods with little to no sodium. Your best bet is following the outer perimeter of the grocery store, choosing only fresh veggies and fruits, meats, eggs, dairy and (unsalted) nuts. 6. Watch for healthy foods high in sodium. Sure, nuts are a gift from nature: rich in fiber, protein, healthy fats, and vitamins. But the salted, tinned varieties are terrible on your cardiovascular system and kidneys. Buy raw, organic, and unsalted nuts. 7. Read the labels and know the terms. MSG, baking soda, baking powder, disodium phosphate, sodium alginate, and sodium nitrate all boil down to the same thing: sodium! Check the nutrition label to make sure the item

doesnt contain these ingredients, or, if it does, that the level is under 15% of your total daily limit. (There will be exceptions, but thats a good general rule of thumb.) 8. Choose low-sodium products. Sometimes we do need processed items for cooking like butter and chicken stock. Choose the unsalted or low-sodium options. 9. Stop using salt in cooking. Youll find that you really dont need salt in most recipes, period. Just leave it out. 10. Rely on flavor, not saltiness. Food manufacturers pour on the salt because its cheap, cheap, cheap. Our mouths get accustomed to the flavor and lose the ability to appreciate other tastes that are just as pleasurable as salt, if not more so. So try out fresh herbs and spices instead for maximum flavor without the sodium.

A labour study from go2, the industrys human resource association, predicts about 44,000 jobs will be created through tourism growth over the next eight years. Another 57,000 positions are coming open due to retirements. After several years of slow labour growth, the tourism industry is poised to expand, go2 CEO Arlene Keis said in a statement. The provincial government, meanwhile, aims to expand tourism industry revenue growth by 5% annually until it hits $18 billion by 2016. The study estimates the new tourism jobs will account for 10% of the provinces overall job growth. He retired in 1975 and same year migrated to Canada when only few people from Fiji were migrating anywhere. I served in your home town of Ba when our former Prime Minister Ratu Mara was District Officer (DO) of Ba. I have also served in Suva, Nausori, Navua, Vinidawa and Labasa, he said with pride, while sipping New Zealands Export gold beer. This was confirmed by my recent meeting with 88 year old Bas stalwart Alliance politician and a long term friend of Ratu Mara, James Shankar Singh. Both Mr. and Mrs. Singh still fondly recall their old friend and long-serving Indian civil servant when we had very few of our own in public service. Tiwari fondly talks about his marriage to Saroj Wati Sharma in Labasa while he was stationed there. Indeed you have to be lion-hearted to ask Police Inspector Shiu Prasad Sharma for his daughter, but for a very tall, energetic, handsome and educated pundit, this was not difficult at all. Pundit Tiwari is blessed with a son and daughter, Anjani and Anil Vilash, 5 grandchildren and 3 great grandchildren. Punditji is a very compassionate and loving person, and this is reflected in his 15 years of volunteer service with Surrey Red Cross for which he has been given numerous certificates and medals. Pundit Kapil Vilash Tiwari is an old timer, very respected and well-known member of the Fijian community in Greater Vancouver Area. He is not entirely lonely in Vancouver, as Mahend Sharmas brother, Dhirendra Sharma, better known as Dan, is a practising Pundit/Purohit in Vancouver, who always takes time out to make sure his ageing Nana is not lonely, and regularly keeps in touch with octogenarian Tiwari. I join my friend Mahendra Sharma and his family and other well-wishers, family and friends in Auckland, New Zealand, as well as in Vancouver in wishing Mr Tiwari the best of health and a long life. Mahendra Sharma, my close friend from Ranui in West Auckland, New Zealand used to talk a great deal about his Nana (grandfather) Tiwari, residing in Vancouver. It was then indeed a great pleasure to meet Ravinandan Kapil Vilash Tiwari in person. What made the occasion sweeter was that such a day happened to be my birthday on 16th February, 2012. And for a man of such advanced age, I was surprised with his good health and his ability to still enjoy his beer at such advanced age, when all they have is, maybe, red wine. In fact Tiwari is the youngest brother of Mahends Nana, Sant Vilash, and as is done in extended Hindu families, Ravinandan is regarded as if he were the real Nana. Tiwari was born on 25th July 1923 at Wainibokasi, Nausori and hence is just hitting 89 next month. For an Indo Fijian, that is considered a very advanced age. I do not have any companion as all of people of my age are no more there, either in Fiji or Vancouver, he complains. He was born just three years after indenture (girmit) system in Fiji was abolished. Hailing from the famous Vilas family from Fiji, Krishna Vilash of Broadway Mufflers and a community worker in Fiji, is Nanas nephew. He had three brothers: Ram, Sant and Shiu Vilash and three sisters who all are no more an additional proof of his advanced age. His parents were visionary and had recognised the importance of education when in 1920s and 1930s, it was usual for parents to put their children in farms. He attained his education at Wainibokasi Sanatan Dharam School and Methodist Mission School at Dilkusha, Nausori. After his primary

Some of these scars might be physical, but emotional scarring has long lasting effects throughout life, damaging a childs sense of self, ability to have healthy relationships, and ability to function at home, at work and at school. Some effects include: 1. Lack of trust and relationship difficulties. If you cant trust your parents, who can you trust? Abuse by a primary caregiver damages the most fundamental relationship as a childthat you will safely, reliably get your physical and emotional needs met by the person who is responsible for your care. Without this base, it is very difficult to learn to trust people or know who is trustworthy. This can lead to difficulty maintaining relationships due to fear of being controlled or abused. It can also lead to unhealthy relationships because the adult doesnt know what a good relationship is. 2. Core feelings of being worthless or damaged. If youve been told over and over again as a child that you are stupid or no good, it is very difficult to overcome these core feelings. You may experience them as reality. Adults may not strive for more education, or settle for a job that may not pay enough, because they dont believe they can do it or are worth more. Sexual abuse survivors, with the stigma and shame surrounding the abuse, often especially struggle with a feeling of being damaged. 3. Trouble regulating emotions. Abused children cannot express emotions safely. As a result, the emotions get stuffed down, coming out in unexpected ways. Adult survivors of child abuse can struggle with unexplained anxiety, depression or

anger. They may turn to alcohol or drugs to numb out the painful feelings. Types of child abuse There are several types of child abuse, but the core element that ties them together is the emotional effect on the child. Children need predictability, structure, clear boundaries and the knowledge that their parents are looking out for their safety. Abused children cannot predict how their parents will act. Their world is an unpredictable and a frightening place with no rules. Whether the abuse is a slap, a harsh comment, stony silence or not knowing if there will be dinner on the table tonight, the end result is a child that feel unsafe, uncared for and alone. Emotional child abuse Sticks and stones may break my bones but words will never hurt me? Contrary to this old saying, emotional abuse can severely damage a childs mental health or social development, leaving lifelong psychological scars. Examples of emotional child abuse include: 1. Constant belittling, shaming and humiliating a child 2. Calling names and making negative comparisons to others 3. Telling a child he or she is no good," "worthless," "bad," or "a mistake." 4. Frequent yelling, threatening or bullying. 5. Ignoring or rejecting a child as punishment, giving him or her the silent treatment. 6. Dark Chocolate Reduces Risk Of Cardiac Fatalities


Daily consumption of dark chocolate reduces risks of fatal and non-fatal heart attacks, new research says. Monash University researchers showed that dark chocolate's blood pressureand cholesterol-lowering qualities made it a cheap and tasty intervention strategy for a population at high risk of cardiovascular disease. The study conducted by Ella Zomer, Christopher Reid, Alice Owen and Dianna Magliano from Monash department of Epidemiology and Preventive Medicine, and Danny Liew from Melbourne University shows that having dark chocolate daily could prevent 70 non-fatal and 15 fatal cardiovascular events per 10,000 people over a 10-year period. Zomer said the study was the first to examine the long-term health benefits of flavanoids, which are found in dark chocolate and known to lower blood pressure and cholesterol, the British Medical Journal reported. "We've predicted significant health benefits of eating 100 grams of dark chocolate everyday over a 10 year period. That's about the equivalent of one premium-quality block containing a minimum 70 percent cocoa," Zomer said, according to a university statement. "Our findings indicate dark chocolate therapy could provide an alternative to or be used to complement drug therapeutics in people at high risk of cardiovascular disease," Zomer said. Cardiovascular disease, such as heart attack and stroke, is the leading cause of death worldwide. "We're not suggesting that the highrisk group use dark chocolate as their only preventative measure, but in combination with sensible choices, such as exercise," Zomer added. Researchers used a math model to predict the long-term health effects and cost effectiveness of daily dark chocolate consumption in 2,013 people, already at high risk of heart disease. Replacing Sweetened Drinks With Water 'Lowers Diabetes Risk In Women'


Women who choose plain water over sweet fizzy drinks or fruit juice have a lower risk of developing diabetes, a new study has revealed.
According to researchers at the Harvard School of Public Health, replacing sweet drinks with water could help stave off the metabolic disorder, but adding water to the sugary beverages a person consumes throughout the day won't make a difference. The results are based on the drinking habits of 83,000 women followed for more than a decade. Lead researcher Frank Hu said it is well established that sugary beverages are bad for diabetes risk. People have recommended drinking plain water instead of sugar-sweetened beverages, he said, "and the question is whether this kind of substitution has any impact on diabetes". Hu and his team collected data from the massive Nurses Health Study, which tracked the health and lifestyle of tens of thousands of women across the U.S. The study included 82,902 women who answered questions about their diet and health over a 12-year span. Over time, about 2,700 of them developed diabetes. The amount of water women drank did not seem to influence their diabetes risk - those who drank more than six cups a day had the same risk as women who drank less than one cup a day. However, sugar-sweetened drinks and fruit juice were tied to a higher risk of diabetes - about 10 percent higher for each cup consumed each day. The research team estimated that if women replaced one cup of fizzy drink or fruit juice with one cup of plain water, their diabetes risk would fall by 7 or 8 percent. While it is not a huge reduction in the risk, "because diabetes is so prevalent in our society, even 7 or 8 percent reduction in diabetes risk is quite substantial in terms of the population," Hu said. About 10 per cent of women, or 12.6million, have diabetes in the U.S. A 7 percent reduction would mean that instead of ten out of every 100 women having diabetes, the number would be closer to nine out of every 100. The study also found that unsweetened coffee or tea might be a good alternative to sugary beverages. The researchers estimated that replacing one cup of a carbonated drink or fruit juice with one cup of coffee or tea could reduce the risk of developing diabetes by 12 to 17 percent. Hu said the study is important in pointing out that fruit juice is not an optimal substitute for soda or other sugar-sweetened drinks. "The reality is those juices contain the same amount of calories and sugar as soft drinks," the media quoted him as saying. The bottom line, he said, is that plain water is one of the best calorie-free choices for drinks, and "if the water is too plain, you can add a squeeze of lemon or lime".

"However, as with any pharmacologic agent, a safe upper dose limit potentially exists, beyond which the adverse effects of physical exercise, such as musculoskeletal trauma and cardiovascular stress, may outweigh its benefits," he added. Dr. O'Keefe and his colleagues present emerging data suggesting that extreme endurance training can cause transient structural cardiovascular changes and elevations of cardiac biomarkers, all of which return to normal within one week. For some individuals, over months and years of repetitive injury, this process can lead to the development of patchy myocardial fibrosis, particularly in the atria, interventricular septum, and right ventricle, and an increased susceptibility to atrial and ventricular arrhythmias. In one study, approximately 12percent of apparently healthy marathon runners showed evidence for patchy myocardial scarring, and the coronary heart disease event rate during a twoyear follow up was significantly higher in marathon runners than in controls. Although it has been recognized that elite-level athletes commonly develop abnormal electrocardiograms and atrial and ventricular entropy, these adaptations traditionally have not been thought to predispose to serious arrhythmias or sudden cardiac death. However, it now appears that the cardiac remodeling induced by excessive exercise can lead to rhythm abnormalities. Endurance sports such as ultramarathon running or professional cycling have been associated with as much as a 5-fold increase in the prevalence of atrial fibrillation. A study looking into the value of adapted yoga for stroke rehabilitation found that after an eight-week program, study participants demonstrated improved balance and flexibility, a stronger and faster gait, and increased strength and endurance. The study, involving researchers from the Richard L. Roudebush VA Medical Center in Indianapolis, Indiana University-Purdue University Indianapolis and IU Bloomington, exposed older veterans recovering from stroke to yoga. The men and women had completed their post-stroke occupational and physical therapy before the study but continued to have impairments. Arlene Schmid, rehabilitation research scientist at the Roudebush VA Medical Center and principle investigator of the VA-funded study, said loss of functional strength, flexibility and endurance is common after a stroke, which can lead to long-term disability. 'Clinicians need methods to manage and improve these post-stroke physical impairments,' said Schmid, also an assistant professor of occupational therapy in the School of Health and Rehabilitation Sciences at IUPUI. Her analysis examined gains in functional strength, flexibility and endurance as a result of the yoga and found significant improvements in all areas. The yoga activities, she said in her report, might have 'improved neuromuscular control, likely allowing for strength improvements in affected limbs, sides or areas of disuse.' Tracy Dierks, associate professor of physical therapy in the School of Health and Rehabilitation Sciences, focused his analysis of study findings on how well study participants could walk after the program. He reported that after the yoga program, the study participants showed improved balance and faster gait speeds with longer steps or strides. But, while the veterans could walk faster, they were unable to sustain this faster speed for the duration of the six-minute test. 'The gait findings from our study have the potential to greatly impact clinical practice for gait recovery. The yoga intervention was designed to improve balance, not gait; we did not focus on improving gait at all. Yet we saw major improvements in most clinical gait measurements. But one often overlooked deficit remained: the inability to sustain gait speed for endurance,' Dierks said.

Career

November 6, 1985) was one of the most prominent Indian actors in Bollywood. Sanjeev Kumar was born as Haribhai Jariwala in Gujarat to a Gujarati family. His first home was in Surat and family based in Mumbai. A stint in the film school took him to Bollywood, where he eventually became a movie star. He remained a bachelor all his life and died of a massive heart attack in 1985. He has two younger brothers and a sister.

Piranha 3DD (PG) * * Fish Bait!

ideal breeding ground for killer fish. At this park are the usual suspects, a crazy owner, young nubile staff more than happy to show their "stuff", meddling romance and law enforcement types. Adolescent friction and fledgling juvenile love affairs can't mask the fear and paranoia that strikes the region once a group of fish go on the rampage. Stupid action and ridiculous fish with giant overbites are the obvious draw to this movie. Plenty of nubile young female flesh is on display and a kitchy appearance by Baywatch pop icon David Hasselhoff are around for the laughs. But the biggest surprise are these mean spirited fish who are quite revolting in a fun sort of way. Various grisly attacks that are stupidly funny mock the whole premise of this horror flick. Blame this stupid and corny movie on director John Gulager who certainly excels in turning a few stomachs here. Piranha 3DD is so corny it has a certain charm be it in obvious bad taste. Humble(?) actor David Koechner is up to his eyeballs in trouble as Chet, the waterpark owner while Danielle Panamaker does what she can to make sense out of it all as Maddy. Some neat death traps and fish who know when it's feeding time turn Piranha 3DD a real guilty pleasure that some teens will thoroughly enjoy.

In Piranha 3D again we have unsuspecting swimmers and just plain waders not knowing there is anything dangerous in the water. Big mistake. Action here takes place in a small watering hole in a small quaint town. Infiniti adds some spice to vanilla luxury crossover segment


"After weeks of revealing teaser images of its new JX concept, Infiniti has officially unveiled the seven-seat luxury vehicle at the 2011 Pebble Beach Concours dElegance." Infiniti says the three-row luxury crossover segment is one of the fastest growing among all luxury vehicle segments, so putting the JX into production makes sense. Infinitis Senior Vice President and Chief Creative Officer Shiro Nakamura had some strong words for the competition when speaking about the JX, stating from the dramatic front grille and headlight design to the crescent-cut D-pillar and greenhouse shape, the JX Concept shines as a fresh, bold alternative to the many flavours of vanilla currently dominating the threerow luxury crossover segment. Theres no doubt Infiniti had families in mind when creating the JX. It claims that third row seating wont be the penalty box that it is in other vehicles, but will instead provide room for adults to travel in style on extended trips. Getting into the third row is usually a challenge in just about any vehicle, but Infiniti says by tilting and sliding forward, the second row seats will provide exceptionally easy third row access. Not only that, the automaker claims a child seat can be latched into a second row seat and the seat will still allow occupants to enter or exit the vehicle from the rear row of seats. The production JX will also mark a first for Infiniti it will be the first Infiniti vehicle to come fitted with a continuously variable transmission. A sport mode can be manually activated, which will allow the driver to move through stepped gears to mimic a conventional sequentially shifted automatic transmission. The production JX will use a V6 engine to provide power, and will reportedly be available in either front- or all-wheel drive. Infiniti vehicles are no strangers to advanced technology, and the JX isnt about to change that. It will come with an available 14-speaker Bose-powered surround sound system, a telematics system that will allow the owner to sync his or her calendar to the vehicle, as well as the new Infiniti Personal Assistant, which acts as a 24-hour concierge service for owners of all 2012 Infiniti vehicles. In addition to Infinitis Blind Spot Intervention system, the company is adding a new feature for JX - Backup Collision Intervention, which will help the driver detect crossing objects behind the vehicle and, if necessary, the system will automatically engage the brakes to help avoid a collision. As a premium crossover with a real third row along with Infiniti levels of hospitality and driving pleasure, the new JX is another breakthrough design from the brand that has been breaking new ground for more than 20 years, Nakamura added. We will continue to challenge conventional thinking.

Tips For Cyclists


No. 1 Brighten up: Bicycles can be hard for other road users to spot in the mix of busy traffic so cyclists need to be as visible as possible. Bright, reflective clothing is the best option for the rider, while the bicycle itself needs to have lights. If you ride at night, your bicycle must be equipped with a white headlight visible at 150 metres, and have a rear red light and a red rear reflector. Even if you are doing all of these things, never assume you have been seen by a vehicle. No. 2 Don't rush: Remember to stop and look in all directions before cycling out of an intersection, driveway or lane. The majority of all children's cycling crashes are caused by the child riding out onto a roadway without looking. Cyclists need to ensure they follow the rules of the road. Just like any other vehicle, you need to obey stop signs and other traffic control devices and enforcement. No. 3 Start at the top: While we're talking rules, remember to always wear an approved bicycle helmet that meets safety standards it's the law in B.C. and you could be fined for not wearing one. Bike helmets alone could prevent up to 85 per cent of serious injuries, which account for 80 percent of all bicycle-related deaths. Look for a helmet that is approved by a recognized body such as Snell. More important than who made the helmet is how it fits. It should be snug, but not uncomfortable, and should not be able to roll off of your head when the chin strap is secured. No. 4 Get well positioned: Position yourself so other road users can easily see you don't weave in and out of traffic. Importantly, ensure you always avoid riding in blind spots of other road users. Cyclists should ride on the right side of the road and in single file. No. 5 Be defensive: While it is fine to ride in an assertive manner, cyclists need to think and look well ahead remember, a conflict between a bicycle and a motor vehicle usually results in injury to the cyclist. Pay particular attention for vehicles turning at intersections, and slow down and take it easy on the curves. Tips for other road users: No. 1 Keep your eyes peeled: As a road user, it is important that you always actively look for cyclists in traffic especially in the spring and summer months when there are more of them on the road. Wherever possible, make eye contact with the cyclist to let them know you have seen him a cyclist often relies on eye contact as a means of communication as they try to anticipate your next move. Make yourself familiar with the hand signals that cyclists use. Shoulder checking is also important, especially when making right-hand turns at intersections and before you open your door to get out of your vehicle. No. 2 Put things in perspective: It is often difficult to judge the correct distance between your spot on the road and a bicycle as it is approaching, particularly when turning left. Be extra cautious for cyclists, especially when turning at intersections. Before you pass another vehicle, make sure you check for oncoming cyclists and bicycles ahead of the vehicle you are passing. No. 3 Don't get close: Drivers need to pay attention and yield to people on bikes and, importantly, need to keep at least three seconds of following distance. Bicycle movements can be unpredictable so an increased distance will give you more time to safely react. A significant number of crashes involving cyclists result from sidesweeping, so make sure there is enough space if you want to pass a cyclist. No. 4 Keep out: Bicycle lanes are reserved for cyclists do not drive, stop or park in a bicycle lane. Sometimes you will need to cross a bicycle lane to turn right, or to pull to the side of the road. When you need to do so, take extra care be sure to signal well ahead and remember to always yield to cyclists. No. 5 Be considerate: Like pedestrians, cyclists are vulnerable road users and don't have the protection drivers have both in terms of the shell of their vehicle and their seatbelt. Don't honk your horn at a cyclist unless you need to give them a warning. A loud honk could startle them or even cause them to fall.

An agreement between Todd Bertuzzi, the Vancouver Canucks and Marc Crawford must be made known to the lawyers for former NHL player Steve Moore, according to an Ontario Superior Court Justice. Justice Paul Perell dismissed an appeal by lawyers for Bertuzzi and the Canucks, upholding a decision by Master Ronald Dash of the Superior Court that Moores lawyers have a right to know the details of the agreement between the defendants in a legal action filed by Moore.

Bertuzzi, Crawford And Canucks Ordered To Disclose Details Of Agreement To Moore


The lawsuit, which is set for trial in late September or early October, seeks more than $38-million in damages from Bertuzzi and the Canucks for an attack on Moore in March, 2004 that ended his NHL career. Bertuzzi played for the Canucks at the time while Crawford was the head coach and Moore was with the Colorado Avalanche. The agreement saw Bertuzzi drop his third-party claim against Crawford and then the Canucks, Crawford and Bertuzzi dismissed all cross-claims between them. Dash revealed in court the agreement calls for Bertuzzi, Crawford and the Canucks share the responsibility for any damages awarded to Moore. However, Dash did not say how the three parties will split the payments and he told Moores lawyers not to make the agreement public once they receive it. The Canucks and Bertuzzis lawyers appealed Dashs decision, arguing such agreements between defendants must remain confidential or it would discourage people from settling before a costly trial. Moores lawyers argued the agreement removed any adversarial relationship between the defendants and it would greatly change their strategy at trial.

Calgarys UFC 149 has lost a pair of Thiagos. Welterweight Thiago Alves and lightheavyweight Thiago Silva have been pulled from the July 21 card at the Saddledome due to injury. Alves, who was originally scheduled to fight Yoshihiro Akiyama, was set to face Siyar Bahadurzada. Instead, Chris Clement of London, Ont. will take on Bahadurzada in a 170-lb. tilt. Of bigger concern is the loss of Silva, who was to face Mauricio Shogun Rua in the co-main event of the evening. There is no word on a replacement for Silva, though sources say Rua is expected to stay on the card. The UFC also announced bantamweight Bibiano Fernandes will make his UFC debut at the Calgary event and will take on Winnipegs Roland Delorme. The event the first UFC show in Alberta will be headlined by a featherweight title fight between champ Jose Aldo and challenger Erik Koch. Goaltending On Burkie's To-Do List


Were trying to evaluate what we have and what we can get and go from there, Brian Burke said of the Maple Leafs goaltending situation. It is the time of year when goaltending shines for some teams. And for others, like the Toronto Maple Leafs, its time to find a way to shore up the position. Leafs general manager Brian Burke, in Manhattan for GM meetings prior to the opening game of the Stanley Cup final, acknowledged goaltending is part of a busy off-season to-do list. Were trying to evaluate what we have and what we can get and go from there, Burke said. The Leafs boss was asked specifically about Washington Capitals goalie Tomas Vokoun. Whether he is a realistic option or not is up for debate, but the team is clearly looking to at least acquire some veteran support for James Reimer and whoever else may be in the hunt for a roster spot at training camp. Not having veteran backup was costly for the team last year when Reimer got hurt then struggled and Jonas Gustavsson was too inconsistent. As for other business, Burke said forward Matt Frattin, who was injured in a Marlies playoff game last week, had knee surgery and is expected to make a full recovery. Thats unfortunate because he was playing really well, Burke said. Frattin had 10 goals and 13 points in the AHL playoffs after dressing in 56 games for the Leafs this past season. Its part of the job and he should be fine, Burke added. Burke took care of a small bit of business this week when he signed 25-year-old forward Leo Komarov to a one-year contract. Originally the Leafs seventh choice, 108th overall, in the 2006 draft, the 5-foot-11, 198-pound forward spent the past three seasons with Moscow Dynamo in the Kontinental Hockey League. Hes a pain in the ass, hes really hard to play against, Burke said. Hes big and he skates and he makes life miserable for people. My kind of guy.

Vladimir Krutov, Former Canuck And Soviet Hockey Star, Dies At Age 52
Vladimir Krutov, one of the Soviet Unions all-time great hockey players and part of the national teams formidable KLM Line, has died. He was 52. The Russian Hockey Federation said Krutov died Wednesday. It did not give a cause of death, but the ITAR-Tass news agency said he had been taken to a hospital several days earlier for stomach bleeding. Volodya was such a dependable and steadfast man that I would have gone anywhere with him to war, to espionage, into peril. There are fewer and fewer guys like him in every generation of hockey players, federation president and former Soviet goaltender Vladislav Tretyak told the Sport-Express newspaper. Born in Moscow, Krutov gathered attention for his play with local factory team Meteor and was then invited to the hockey school of the CSKA Moscow club. He played with the team between 1978 and 89. Krutov and his CSKA teammates Igor Larionov and Sergei Makarov formed one of the most potent scoring lines that hockey has ever seen, and led the Soviet team to gold in the 1984 and 1988 Olympics. He was also part of the team that lost to the United States at the 1980 Lake Placid Olympics and won five world championship titles in the 1980s. Along with defencemen Vyacheslav Fetisov and Alexei Kasatonov, they became known as the Green Unit for the colour of their practice jerseys. He was one of the first Soviet players to play in the NHL, but spent only one undistinguished season with the Vancouver Canucks. He later played for Zurich and Swedish lower-league clubs Ostersund and Brunflo, and coached CSKA for one season in 2001-02. After that, he was director at a state sports school. In 2010, he was inducted into the International Ice Hockey Federations hall of fame.

Just when you thought the age of largerthan-life, creepy-looking bad guys with a penchant for breaking into sinister muhahas and painful punishment is over, Agneepath comes along. Unlike the cruel albeit cultured drug lord Kancha Cheena (played by Danny Denzongpa) of the 1990 revenge drama, Karan Johar's brand new reproduction has not one but two terrifying villains to make life hell for Hrithik Roshan's Vijay Dinanath Chauhan. If Sanjay Dutt's bald and baleful avatar as the modern-day Kancha ensures he won't be receiving any 'jadoo ki jhappis' for a while, Rishi Kapoor tosses his 'sweetheart' reputation out of the window with a despicable turn as the kohl-lined mobster Rauf Lala. The duo, who previously worked on J P Dutta's Hathyar, are easily the most triumphant aspects of its moneyspinning remake.
