15.26% avails 27% Quota in Himachal
Himachal Pradesh government has decided to increase the income limit of the creamy
layer of Other Backward Classes (OBCs), from Rs 2.5 lakh to Rs 4.5 lakh per year.
Apex court serves to government on quota creamy layer; Bench wants to know
why definition of privileged was changed.

The Supreme Court sought a reply from the Centre on a batch of petitions challenging
the move to raise the annual income ceiling for the creamy layer among the OBC can-
didates, seeking admission to central educational institutions, from Rs 2.5 lakh to Rs
4.5 lakh.

Youth v/s Experience
We debate about youthful
vigor v/s experience. Lets
take the case of Tendulkar.
He was drafted into the
Indian cricket team at the
age of 16. Let's suppose
there is only one vacant
position and for that Kapil
Dev and Tendulkar are pit-
ted against each other.
Whom should we take?
Normally people say that it
depends on the opposition.
However there is no clear
answer provided to this
question.

The Ministry of
Social Justice and Empow-
erment has done what it
considers politically oppor-
tune and what is the main
occupation of the political
bosses, who refuse to think
beyond the next election. In
an elite-oriented system of
governance it surprises no
one that the union cabinet
has raised the upper limit of
the creamy layer in the con-
text of OBC reservations.
Apparently, the
union cabinet is more wor-
ried about those in the in-
come range of Rs.2.5 lakhs
to Rs.4.5 lakhs. In fact it
filed an affidavit in the Su-
preme Court that many
elected representatives de-
manded the limit raised to
25 Lakhs! What a concept
of „equality of opportunity
of access and success‟ in a
country with a population
of over 30 crores classified
under the BPL category!
The existence of the Na-
tional Commission for the
Backward Classes (NCBC),
which recommended raising
the limit, has come handy
for the Ministry and the
government. Commissions
of this nature are always
ready to substantiate the
desires of the politicians
through „professional sup-
port and expert advice‟!
The present case is just one
of the umpteen other exam-
ples. Media reports do point
out the impending elections
as one of the motivating
factors responsible for this
decision. However, media
has shown no inclination to
analyze the situation and
educate people on the un-
tenability of the supportive
logic put forward by the
NCBC or the government.
The creamy layer
„uplift‟ comes in the wake
of certain alarming facts
that are regularly docu-
mented by various agencies
and do deserve some con-
sideration. An UN assess-
ment published recently
indicates that India would
not be able to reduce the
number of its hungry by
half even up to 2015. Sev-
eral other Millennium De-
velopment Goals would
also remain unattainable for
India. 46% of India‟s chil-
dren are malnourished
which is not unexpected
when 27.5% people are
classified under „below the
poverty line‟! The projected
target to reduce it to
18.75% appears distant.
How will these people and
their children compete on
par with those earning
around Rs 4.5 lakhs per
year?
Clearly, the Con-
gress party, under pressure
from within and also from
its allies who survive on
caste politics, pretends to
help the poor and the weak
under an astonishing defini-
tion of the creamy layer.
The NCBC claims huge
support for enhancing the
upper income limit. To
judge the veracity of the
claim, talk to common peo-
ple in villages and towns
who are not the beneficiar-
ies of the Sixth Pay Com-
mission, and they would tell
you the real story. The en-
hanced limit is just another
way of circumventing the
spirit of the Supreme Court

directive that the creamy
layer has to be excluded and
only those who genuinely
deserve state support should
get it. Government was not
in favour of even defining a
creamy layer. It has found a
via media. Now, this layer
between Rs.2.0 lakh to Rs.
4.5 lakh will practically
reap all the benefits and
those unlucky enough to
remain below Rs. 2.5 lakh
will practically be no
where. Let it also be known
that such a data will never
be published by the govern-
ment.
The UPA govern-
ment has played havoc with
schooling and higher educa-
tion for over four years in
the name of helping the
poor, downtrodden and the
destitute. At present, in the
MHRD, for every problem
in education, he only solu-
tion is reservations, more
reservations and still more
reservations. It is all for the
benefit of the Aam Aadami!
Further, at no stage; minori-
ties could complain that
they were not being given
generous dose of supportive
proclamations. After all
what is the harm in making
announcements? It is an-
other matter why minority
concentration areas were
never provided with func-
tional schools, vocational
centers and teaching learn-
ing materials in the mother
tongue of the children for
all these years? They were
given the great Sachar
Committee Report to re-
joice and live under the
illusion, once again, that
something substantial will
really be done for them!

One wonders how many of the
minority community (read Mus-
lims0 are still not disillusioned
with the innumerable measures
announced for their benefit!
What advantages have come to
the Muslim Community because
of the Sachar Committee Re-
port? At least the Muslim
friends and families I know
could not tell me even a single
one!
The OBC reservation
„Card‟ is another political mis-
adventure, like the farmers‟ loan
waiver scheme. If there were
any doubts earlier, the newly-
defined creamy layer should not
leave even an iota of doubt
about it in any one‟s mind on
how the real interests of the
weaker sections are sacrificed at
the alter of the „next election

syndrome‟ which limits the total
thinking and „vision‟ of the de-
cision makers. Even apparently
right-looking decisions are
twisted and truncated in the
process of politicizing every
aspect of governance. Take the
recent decision to ban smoking
practically everywhere except
within one‟s own home. One
would like to support it in prin-
ciple but the manner of its pro-
posed implementation reduces it
to another gimmick being
played by the political bosses.
Harassment of the ordinary
would gain new dimensions.
Another avenue for corruption
opens up. If the concern of gov-
ernment was indeed genuine, it
would have improved upon the
functioning of its health
schemes and improved the in-
frastructure in health centers in
the rural areas, which have been
languishing for ages to get
equipments, doctors and medi-
cines!. This is one of the many
sectors that have seen no im-
provement at least during the
last four years. Who could re-
mind the central government
that the best government is one

that governs the least!
After six decades of
independence, it is time to seri-
ously conduct a scientific as-
sessment of the impact of reser-
vations. Political exploitation of
reservations takes place across
the board. When political intents
overshadow every other con-
cern, it sends disturbing signals
all around! Gandhiji wanted the
last man down the line to be in
focus, the present government
thinks of the one who could tilt
the balance in its favour at the
cost of the really weak and de-
serving. As for the expectations
of political dividends are con-
cerned, this venture is also
slated to meet the same fate as
of several other adventures
launched over the recent past.

The battle against
terrorism needs to be fought
at different levels.
Firstly, we need to improve
our intelligence, the internal
security, the crisis/ disaster
management forces, mod-
ernization of defense forces
and their arms with proper
coordination amongst vari-
ous systems and between
Centre and the states.
Secondly we need to create
awareness amongst all citi-
zens. The fact that terrorism
has no religion, no national
identity, no class needs to
be emphasized feeling of
brotherhood and love needs
to be promoted amongst all
religions and all nations.
We must not allow anybody
to divide us on the basis of
caste, religion or region.
Thirdly, we must keep the
momentum going for our
fight against terrorism. We
might remember 26th Nov.
as the Black/Anti terrorism
day and debates and discus-
sions should continue for
finding ways to tackle ter-
rorism. I feel that a separate
course in universities
should start on Terrorism.
Students should be re-
searching on various sub-
jects related to terrorism.
We should go into the
deeper roots and causes of
terrorism and the thought
that terrorism has its root in
Nationalism needs to be
carefully looked into.
Fourthly, the political
class today is probably the
worst since our independ-
ence. We need to develop
an army of young dedicated
politicians. In every state a
college to train such politi-
cians may be formed with a
course of 3-5 years in or-
der to prepare them for
working at grass root level ,
improving communication
skills, leadership qualities
etc. The big corporates may
come together to form a
corpus fund for such a pro-
ject.
Lastly, the evil forces and
the negative energy like
terrorism needs to be over-
powered by positive en-
ergy . We need to promote
feelings of love, brother-
hood, peace, spirituality ,
happiness & bliss. As we
all know darkness can only
be removed by bringing in
Light and not fighting with
it. This is the ultimate and
most essential thing to let
tranquility and happiness
prevail on this earth. .

Salute the spirit of Mumbai ?
As the fresh blasts
rocked the financial capital
of the country, Spirit of
Mumbai has once again
"defeated" the motive of
terrorist to create painic.
Even after 24 hours of the
attack, battle is till going on
at Trident Hotel and Nari-
man House (28th Novem-
ber, 00:33 hrs IST) but
Mumbai woke to the morn-
ing of the 27th with the
same spirit as it has always
does. As I was reading the
newspaper to get the latest
updates, I got a call from
my colleague asking
whether office will remain
open ? I called up and was
told that my office is open.
Few of my friends offices'
declared holiday and so
they enjoyed it watching
latest flicks on DVD. I
reached my office and there
was an announcement of
"Proud to be Working to-
day". It gave great "solace"
to my heart.
There were few
people chatting about the
terror attacks that hit the
city last night and few of
them were visiting website
and watched news channels
to find the latest update on
the encounter between secu-
rity personnel's and terror-
ists.
As usual media
was trying to give its latest
updates by telecasting the
"old footages" and repeat-
ing the same stories and few
lines again and again. They
asked a wounded man, who
was hit by bullet and run-
ning for help to show his

wounds on camera and in-
terviewed family of de-
ceased and asked questions
like: Where do they belong
to? When they are planning
cremation and many other
irrelevant and illogical
questions but then that is
expected of our media
houses who are trying to get
more viewer-ship. After all
this is also part of spirit of
Mumbai.
I saw many people
in the campus listening to
music, discussing latest
movies, having pastries and
giving weird views and
comments on the latest de-
velopment at the battle
ground in South Mumbai. A
lady commented after the
news of chief chef being
killed in Taj Mahal Hotel,
Are the terrorists fool, who
will cook food for them?
and entire group of hers
laughed loudly on this com-
ment. As I was returning
back to my home, I ob-
served that people have no
fear and were carrying on
with their usual business
with great "callousness".
This is called
Spirit of Mumbai. Well I
just beg to differ and I call
this INSENSITIVENESS
and APATHY.
The phrase "Spirit
of Mumbai" has just be-
come hollow in last few
years and it just "sounds
nice" when we hear these
days. The same chronology
was followed as in many of
the terror attacks that have
hit the country in last few
months. PM and inept
Home Minister condemned
the attack. It was good to
see PM addressing the na-
tion "after 18 hours" of the
attack. Now in next few
days a probe will be set in,
we will await the results till
the next terror strikes.
Meanwhile, everyone hailed
the spirit of the city and its
resilience.
It does take a great
deal of courage and a soul
of steel to go back to work
the next day after an attack
like this. But you were at
the work because you have
no other option. You don't
have time to pause and
think. An email is circulated
that "Terrorists, you cannot
defeat us".
But let me tell you,
my friend that if 150 people
of your city have been
killed because they were at
wrong place and at wrong
time-- and you still get up
early in the morning and
behave as nothing has hap-
pened, Sorry to say that--
You are already defeated!!
The enemy has
broken your spirit and has
won over your soul. The
enemy has subdued the rage
that should boil over and it
has taken the tears from
your eyes that should flow.
The same soul will pretend
as nothing has happened
even when we as a nation
will loose our identity,
when we will be
balaknized. This fatalism
will ultimately lead us no-
where.

Welcome to the fourth
issue of YFE Crusader. I am
pleased to mention that, we
have reached to the 4th edition
and with confidence I can say,
the vast response of contributors
will certainly take this initiative
to a new height.
I am hopeful that this
paper will serve its purpose in
uniting more and more people to
fight against caste terror. Caste
clash in Rajsthan and MNS
violence in Mumbai should be
an eye opener for casteist
forces, those who use caste for
their narrow political gains.
Perhaps this caste based politics
has given birth to MNS, whose
action has been proved as a
threat to national integration.
But if we see it from another
angle, activities of MNS activ-
ists are not at all different than
the casteist politicians. The only
difference is, MNS violence led
to instant reaction, on the other
side the caste based reservation
will give its result in long term.
Let‟s not forget the
similarity between casteist poli-
ticians who use casteism as their
vote bank and MNS, who use
Regionalism as their vote bank.
Days are not far, if this situation
continues, all of us will witness
our nation‟s disintegration with-
out any doubt.
Lets all join hands against caste
based division to take this na-
tion ahead.
