Parish Magazine Report from April 2012

Prior to the public forum, the Parish Council was addressed by Balvinder Heran from Stratford District Council about improving rural broadband in the Stratford District. There were 14 members of the public in attendance for this presentation. Following the presentation, Balvinder took questions from people. The public forum then commenced with 7 members of the public present, together with District Councillor Atkinson, District Councillor Oakley and County Council Perry. Brian Stembridge spoke about the grant application which had been submitted by Tanworth Village Hall to improve the acoustics at the village hall Ewen Cunningham said that he feels that the alterations to the junction at Shutt Lane and Umberslade Road have made the traffic turn much faster making it much more dangerous. There is parking on the double yellow lines and there is danger to people leaving the car park. Councillor Perry said that there has been a major investigation in to the crossroads at Umberslade Road. The problem concerning ownership of the land on the opposite corner has been resolved so the improvements to the junction should now be able to go ahead. Report from County Councillor Perry: The speed reduction to 50mph at Forshaw Heath Road will be implemented as soon as possible. At Junction 3 of the M42, there will be 2 major new signs erected on the island. More power is to be devolved to community forums. At a future meeting community grants are up for discussion. Warwickshire County Council opposed the HS2 project and has listed their opposition asking for a judicial review. If this is unsuccessful the County Council will do as much as they can for the residents affected. Tom Hill is being closed for a few metres either side of the railway bridge for one day, the 17th May, to enable an inspection. According to the request for the closure, the road should only be closed between 9am and 4pm. Report from District Councillor Atkinson: Councillor Atkinson thanked the Parish Council for taking the decision to continue with their support for the Alderhanger Lane Action Group. The group are continuing with their efforts and are working hard to reach a solution to the problem. They have lodged a complaint with Bromsgrove District Council about the mess in the area. There is evidence that the undesirable activities are returning. Work on the problem in Springbrook Road with sewerage which has been going on since 2009 will commence in the autumn. Report from District Councillor Oakley Councillor Oakley reported that he is supporting Councillor Cockings who wants the District Council to debate section 106. At present it is left to the officers and the money can go anywhere. They want a debate on giving some/more involvement to ward members. The Chairman, Councillor Willmott then opened the meeting. The minutes from March were confirmed as a true and accurate record and the chairman signed them. The matters raised in the public forum were addressed. Planning decisions were received for Red Roofs Certificate of Lawful Proposed Use or Development and Permission with Conditions The Pigeon Barn Permission with Conditions Planning applications were considered 5 Earlsmere, Earlswood The Parish Council had no objection to this proposal. Land off Poolhead Lane The Parish Council objected to this application. It was felt that this is an inappropriate site situated in the Greenbelt. The site is next to the motorway and we dont feel that with

the high levels of pollution it is a safe environment for anyone to reside, especially children. The site lacks a decent standard of amenity which should be afforded to anyone in society. We understand that an average family pitch should be capable of accommodating an amenity building, a large trailer and touring caravan or two trailers, a drying area, a lockable shed, parking space for two vehicles and a small garden area. The Council appointed a contractor to remove the diseased tree on the village green. The old tree will be burnt at the Jubilee Beacon on June 4th. The County Forester would be asked to supply and plant the replacement tree on the village green. A number of grant applications were considered: It was approved to award 216 to the British Legion to purchase a new flag. It was approved to donate 600 towards fireworks and other expenses for the Jubilee Beacon. It was approved to donate up to 200 if required towards the Olympic Torch Relay Celebration. It was approved to donate 2,250 to Tanworth Village Hall to improve the acoustics. It was felt that last years donation was given as a one-off donation to the Tanworth Village Fete Committee and therefore their application was declined. It was discussed and approved that consent is given for a memorial bench in the park providing that the design and location of the bench is approved in advance and there is no cost to the Parish Council. A concrete base should also be laid. There were no other issues raised around the parish and the meeting was closed.
