SPECIAL CONDITIONS OF CONTRACT (SCC)

HT & LT PANEL BOARD: Routine Tests: Routine Tests shall be conducted on the Compact Switchgear in accordance with the latest versions of IEC. Tests shall be performed in the presence of NHPC representative at works. The Contractor shall give at least fifteen (15) days advance notice for witnessing the tests. Copies of certified reports of all tests carried out at works shall be furnished. The equipment shall be dispatched from works, only after receipt of Purchasers written approval of the test reports. Each completely wired Compact Switchgear Unit shall be tested to ensure that all of its protective, control and interlock systems are satisfactorily functioning in the manner as required. The Bidder shall indicate tests recommended to be carried out at site during installation and commissioning to ensure satisfactory performance of all the equipment supplied.

Type Test: Units should be type tested in accordance with IEC standards 60056, 60129, 60265, 60298, 60420, 60529 and 60694 or latest relevant standard available at that time. The following type tests should be performed on the HT Switchgear and report should submit with offer. Short time and peak withstand current test Temperature rise tests Dielectric tests Arc fault test Measurement of resistance of main circuit. Mechanical endurance test. Duty cycle test. Internal arc test for HT chamber. Type test reports for above type shall be submitted with the offer.

ROUTINE TESTS Routine tests should be carried out in accordance with IEC 60298 standards. These tests should ensure the reliability of the unit. Below listed test should be performed as routine tests before the delivery of units; Withstand voltage at power frequency Measurement of the resistance of the main circuit Withstand voltage on the auxiliary circuits Operation of functional locks, interlocks, signalling devices and auxiliary devices Verification of wiring Visual inspection.

TECHNICAL AND GUARANTEED PARTICULARS. The bidders shall furnish all guaranteed technical particulars as called for the specification. DRAWINGS, DATA AND MANUALS To be submitted along with the bid: Completely filled-in technical schedules Typical general arrangement drawings Type Test Certificates Foundation fixing drawings

SPECIAL MAINTENANCE TOOLS & TACKLES. The Bidder shall provide a list of recommended spare parts with their individual prices for equipment to be supplied against this specification. This list shall identify all essential spares items for any recommended maintenance for a period of five years after commissioning. A spare parts catalogue with price list be provided and this shall form part of the drawings and literature to be supplied. The Bidder shall give an assurance that spare parts and consumable items will continue to be available through the life of the equipment, which shall be 30 years minimum. However, the Contractor shall give a minimum of 12 months notice in the event that the Contractor or any sub-contractors plan to discontinue manufacture of any component used in this equipment. The spares should be strictly interchangeable and suitable for use in place of the corresponding parts supplied with the plant and must be suitably marked and numbered for identification. Spare parts should be delivered suitably packed and treated for long periods in storage. Each pack shall be clearly and indelibly marked with its contents, including a designation number corresponding to the spare parts list in the operation and maintenance instructions, Spanners and other maintenance equipment provided under this contract shall not be used for the purpose of erection. Any special devices, slings or shackles necessary for the maintenance shall be handed over to the purchaser in working order on completion of the installation and commissioning of the equipment.
